first two items on the agenda, putting "Continued: MnDOT Plan - Position

1. CONTINUED: MnDOT PLAN - POSITTON PAPER:
Ms. Johnson stated that she had been involved with the Anoka County airport many
years ago and had kept her files until about two years ago. She had
thought she wouldn't be involved anymore. She knew an airport would be
proposed for the northern suburbs, but she really did not think it
would be Che Anoka County Airport, so she had given her £iles away.
Last week, she had gone through the files with Lee Ann Sporre, and
Ms. Johnson stated it was a mind-boggling thing.
Ms. Johnson gave a copy of a letter she had written to the editor
before she had gone through the files again to the Comm3ssion. She
stated she also had copies of newspaper clippings to give to the
Commission, and the Coamiission could go over the clippings and verify
the key clippings as to what was happening. She stated she was most
amazed at the strategy being used. She stated that the Metropolitan
Airports Commission wanted to move„the noise fran International Airport.
They had promised the citizens that, they would get rid of the jets.

Ms. Johnson stated there was a lot of confusion as to what was meant.by
a new airport, and she thought it meant Anoka County, because on the
new Metropolitan Systems Map of April 1978, there were 1990 projections,
and the north search area that had been recommended was not on the map.
The map identified the 1990 arterials going around the Anoka County
Afrport, and the intermediate arterials (which would be the airways)
going around International Airport. From all the clippings she had, it
showed there was a battle going on as to whether there would be one
afrport or two, but there were backers who wanted Anoka County. They
had proposed it way back in 1968 as a major airport--not only a major
airport, but a world airport. That had startled her. Another startling
thing she had learned early in her Eight was that first they had proposed
the Blaine site (which was the Anoka County Airport expansion they had
now}. Right away that was dropped because of the heavily populated
areas around the airport. Then, shortly after that, they had discovered
where the boundaries overlapped, and it they had one side, they auto-
matically had the other. Through her clippings and following the "Pro-
North" people, she could back the fact that Ham Lake was still in the
running.
Ms. Johnson stated that anothei: thing that the Commission might know
was that International Airport had a huge debt from new runways built
in the last few years. This debt would not be paid off until 1990.
The argument was how they were going to phase out one sirport and get
the other one started. The "Pro-North" airport promoCers were really
concerned about how to pay off that debt. There was some talk that if
International Airport had to be closed, the debt would have to be placed
on the taxpayers.
Ms. Johnson stated that the expansion was being done in stages. The
first stage was to extend the runway,at the current Anoka County Airport,
6,00� feet to the narth and 3,000 feet to the south. Nine thousand feet
was a major runway.
Ms. Johnson stated there was a need for general aviation airports,
because International was very dangerous for small planes. What they
should do was take the general aviation out of International, Ieave it
at Anoka County, and Leave the jets at International because of the
fancy xunways.
Ms. Johnson stated that with a 9,000 foot runway, Anoka County would
become a major airport right away. They were trying to attract the
business jets and other jets to Anoka County. Tfiat way they would get
the major airport at Anoka County. She felt this was a very urgent
situation.
Mr. Langenfeld thanked Ms, Johnson f.or coming to the meeting.

Mr. Langenfeld and Mr. Peterson stated they would like copies of all the
information.
Mr. Peterson stated that the Commission members should study this material
and invite Ms. Johnson back to the next meeting to help answer questions
the Commission members might have so that the Commission would have a
better idea of what was going on.
Mr. Langenfeld stated that he was not surprised if a new approach was
taking place regarding the airport.
Ms. Metcalf stated they had several questions regarding the MnDOT Plan,
and she did not feel the Commission should get excited about a possible
threat of enlargement until they knew what the figures meant in the
present plan. Was it possible to get those figures?
Mr. Leelc stated that staff would be attending the public hearings on
the final document. He had asked Mr. Boardman to also put together a
staff position paper on the entire plan.
Mr, Langenfeld suggested that the Commission quickly go through the
"Proposed Position Paper".
Undet "Issues of Concerns" dkl - Anoka Countv Airport (Jane's Field,
Blaine - first paragraph: "Fridley's City Council has taken an official
neutral position regarding the Anoka County Airport expansion, pending
further information about the possible environmental impacts of such a
move."
Mr. Langenfeld stated he did not know the City Council`s position was
neutral.
Mr. Leek stated he had checked on that before writing it, and the City
Council's reasoning was that there was not sufficient enough information
for them to make a real judgment about it.
Mr. Langenfeld stated that with the advent of this.new information from
Ms. Johnson of possible concerns, he would like to have a citizen
involved in this thing. Wou1d the Commission like to have someone from
the Co�ission to be an official at any further hearings on the airport?
He would hate to see this thing get past them. They had not gotten aay
information from Mr. Clyde Moravetz, so they were really in the dark
about what was happening.
Mr. Leek stated that he thought another thing Mr. Langenfeld was pointing
to was the fact that Mr. Moravetz had been appointed to attend officially
called meetings--meetings called by either M.A.C, or Metropolitan Council--
and was not empowered to attend any other kinds of ineetings taking place
regarding citizens� positions or otherwise on the Anoka County Airport.

Mr. Langenfeld stated it was his basic concern to fill the gaps, such as
the unofficial meetin�s, that staff would definitely not be attending.
For right now, he suggested that if any Commission members became aware
of an unisfficial meeting, they could theri try to get someone to attend,
rather than delegating one member from the Co�ission. .
Ms. Metcalf suggested that Ms. Johnson might even know of someone who
could attend those kinds of ineetings.
Under "Issues of Concerns" ��1 - Anoka County Airport - second paragraph:
"The Fridley Environmental Quality Commission generally agrees with, and
accepts that position, and wishes to pose several questions regarding the
airport.°
Ms. Metcalf stated she did not agree that the Commission should agree with
the neutral position. � -
Mr. Leek stated that what he was saying was that the Environmental Quality
Cammission generally agreed with City Council in not making a judgment
until they had further information about the impacts.
Mr. Peterson stated he thought that should come across a little bit
&tronger. In reading it, it came across initially that the Co�isszon
was neutral, the City Council was neutral, and the Coum�ission agreed' with
that.
Mr. Leek stated that maybe it could be stated that: "The Environmen�al ,
Quality Commission opposed the upgrading of tfie Anoka County site to an
intermediate airport unless the following questions could be satisfactorily
answered."
Ms. Metcalf stated they were concerned about the upgrading of the airport
in view of the possibility of major expansion.
Mr. Peterson stated that Ms. Virginia Schnabel had suggested to him
that it might be wise and beneficial for the Environmental Quality
Commission to have someone come before the Coam�ission who really did
not have any direct relation with the MnDOT Plan or M.A.C., but who
used the Anoka County Airport facilities as a pilot, for example, and
who might know something about what was going on and how the airport
served the people now.
Mr. Langenfeld stated he would contact Ms. Schnabel and find out if
he could get someone to come to the next meeting.
Under Item B List of Deferred Proiects - second para�raph, the words
"to buy" should be eliminated from the sentence.
Mr. Peterson stated he would like to know wfiat a"key systems airport"
was opposed to an "intermediate system airport".

Studies, first paragraph, the word "refers" was inserted in place of
"makes reference". In the second paragraph, the words "in fact" were
deleted from the sentence.
Mr. Leek stated that in a con�+ersation with Mr. Boardman regarding this
Posttion Paper, Mr. Boardman had felt it was too brief, and there were
a 1ot more questions he would like to ask.
Mr. Leek stated that this Position Paper was intended to give the
Coum�ission sanething to work from and it was in no way intended to be
a final document. He stated that if the Commission members had any
further commenCs to add to the paper, they shouLd contact him before
the next meeting so those comments could be included.
Ms. Metcalf stated that in viewing this, she felt Ehat generally the
Commission was not conscious enough of their status as an environmentally
eoncerned commission. The Commission was talking about specifics such
as: Was there going to be an airport? Were there going to be more
super highways? But, she didn't really think the Commission had
questioned the whole report on the basis of mass transportation and
environmental concerns.
Mr. Langenfeld stated he felt they should approve their position and
then if they got "yes" answers to those questions, they would have
definitely opened the door for environmental concerns.
Ms. Metcalf stated she did not remember any mention of consideration
of mass transportation in the Position Paper. It should be their �kl concern
Mr. Langenfeld suggested that a general statement be made on the first
page of the Position Paper that the Commission had a genuine and deep
concern that the MnDOT P1an address the potential uses and impact of
public mass transit. The Co�ission believed it was especially
important in light of the increasing need to conserve energy.

Mr. Langenfeld stated that at the last meeti�ng, he felt the Commission
was getting aggressive and that the aggressiveness was putting some
people on the defensive. He thought they had, perhaps, touched a
sensitive issue, one which city staf.f had not had the opportunity to
explore fully. Mr. Langenfeld stated he believed the involved agencies
were trying to downgrade the importance of this issue, and he hoped
the Environmental Quality Commission would continue to pursue it. But,
he stated, he did not know what they could do now anyway.
Mr. Leek stated he had checked with Mr. Dick Sobiech to find out what
the status was on the wetlands in Innsbruck. At this point, the two
lots that were put in moratorium were still in moratorium. After
receiving the letter from.Mr. Joseph Alexander of the DNR, Mr. Messerli
had gone out with a petition in the neighborhood regarding those we[lands.
Mr. Leek believed tfie petition was to go directly to the DNR to halt
the development of the wetlands. Mr. Leek did not know how f.ar
Mr. Messerli had gotten with the petition. The only other thing Mr: Leek
was aware of was the complaint from Mr. Erickson, the man who owned the
"pole house", regarding more fill that had been dumped into a lot adjacent
to his. The city's position at this point was that it was a matter
betWeen Mr. Erickson and the person who owned that lot as to what was
going on. He guessed Mr. Erickson and the developer were try,ing to work
it out. .
Mr. Langenfeld stated.that in regard to the wetlands, he would like to
see Ehe Commission again stress the need for City Council to implesent
the Interim Development Ordinance. He would also like the Commission
to be aware of what was sti11 going on in Innsbruck and not call it quits.
Mr. Leek stated that the Coumiission might want to inyite Mr. Messerli
back to a Commission meeting to get an update on what he was doing and
the strategy the residents were engaged in, because Mr. Leek felt it
was important irrespective of what position the Commission took on the
wetlands. Since the Commission had expressed concern to the residents
of that area and did attempt to do something, they should maintain that
contact, so that the residents knew that the Commission's concern was
continual.
Mr. Langenfeld stated that as a citizens' conmission, he was not too
satisfied with how things were going on this. He would like to keep it
moving. He would recommend that an invitation be given to Mr. Messerli
so that Mr. Messerli could update the Commission and then the Co�ission
couLd proceed from there. •

Mr. %eek stated that he had not received a copy of Minneapolis'' animal
ordinance, but he had talked to someone in the City Clerk's Office ahout
it. Minneapolis had nothing in their dog and cat control ordinances
which specifically related to animal protection. It was related to
control mostly, the function of animal wardens, licensing, etc. Mr. Leek
stated he would check with other sources.
Mx. Langenfeld stated it was his position that perhaps they should add
something to the existing animal ordinance, saying that it was unlawful
to imprison any animal in a vehicle.
Mr. Peterson stated he agreed that it did not need to be a separate
ordinance. It could be a dual ordinance in regard to both control and
protection. .
Mr. I,eek asked the Commission if they would like him to obtain copies
of the existing city animal ordinance for the next meeting?
Ms, Metcalf stated she would like Mr. Langenfeld to treat this as a
personal problem and take it directly to City Council. She did not think
it exactly belonged with the Environmental quality Commission.
Mr. Langenfeld stated it belonged with environmental in that the situation
he had observed had involved the Environmental Officer and any number of
indirect aspects.
4. CONTINUED: FIELD TRIP - WILLIAMSON HALL:
Mr. Peterson suggested that Mr. Langenfeld contact Mr. Sabistina to
see if anything had been done regarding a field trip to Y7i11iamson Hall.
Mr. Peterson stated that if nothing had been done, he would be willing
to do some calling as far as contacting the University to set up the
field trip.

5. CHAIRPERSON'S REPORT:
A. Energy Project Committee:
Mr. Langenfeld stated that the Planning Commission would Iike ail
commission members to pass the word about the need for people to
be on the Energy Project Committee. Resumes could be sent to
Mr. Jerrold Boardman.
6. OTHER BUSINESS;
A. Zonin :
Mr. Langenfeld asked the Co�nission if they would like to go through
the update of'the existing Zoning Code?
The Co�ission agreed they would like to have the Zoning Code to review.
B. Citizen Input to Inventory of Study Areas for Electric Power Plants:
Mr. Langenfeld stated if the Co�ission members were interested in
being included on the mailing list for notices regarding this inventory,
they should complete and return the form attached to the letter from
the Minnesota Environmental Quality Board dated August 8, 1978.
C. Future Seminars:
Ms, Metcalf stated there were public hearings on the "Water Quality
Management Development Guide" on Wednesday, September 20, at the
Metropolitan Council Chambers and Tuesday, September 26, in the
Anoka County City Hall Community Roan. She would reco�end that the
Coumission members try to go.
Ms. Metcalf stated that there was a seminar entitled, "All About
Water" to be held at the Salvation Army Camp on Sunday and Monday,
September 24 and 25. Cost: $15. She stated she would like to
attend this seminar.

Act Together", a Clean Aiz Action conference sponsored by Ehe Metro
CLean Air Committee at the Hennepin County Government Center on
