Mro Deblon gave the Commissioners a copy of the site plan. He stated that it
was currently classified N�l and the petitioner would like to change it to
CR�l which is light comtnercial or light oifice use. Tt appears that the present
zoning is incompatible to surrounding uses. The_�.urrqundine areas is classified
C�1, C-2, R-1 and C-2S, with the exception of the immediately adiacent lots which -
axe zoned M-1
Mso Hughes asked �rhere the other zonings were located.
Mr. Harris stated they were located across the street and �to the south on the same
side.
�.'he Commissioners examined a mag which indicated the various zonings.
Mr. Deblon stated it �rras virtually an island ox" M-1 zoning surrounded by C-l� C-2�

Mr. Deblon stated the petitio�er proposed to build �two buildings. One would .
be built prior to the other one� but the second one would be started by the
completion time oY the first one. There would be adequate parkin� available.
On the side zoned R-l� they would �rant to insure adequate screening either by
vegetation or fencing. TheY observed from field analysis that there is currently
adequate screening by vegetation. The existing trees would add aesthetically to
the development.
N�. Franzen stated that the City was looking at others�eaof thehM-liarea�s that
considering p]zasing out� over a long period of time�
are similar to this area.
Staff felt �chat the M-1 zonin� in this particular
area is incompatible with the residential areas across the street. Staff di�e
not see any problem at this time, with a reques�t to rezane this property.

Mre Harria asked what the setback would be from the rear l.ot line to the proposed

Mr. W3tt stated the 1ot was about 300 feet deep and the setback would be about
30 or 40 fest.

Mr. Harris stated he was concerned about leavin� enough room for screenin�. He

M.s. Hughes asked what types af businesses he planned on having in the buildings?
She was concerned that the two M-1 zoni.ngs could be a detrement to the office
building.
N1r. W3tt s•;,ated that he felt Ziebaxt had a clean bu.ilding and was not too concerned
about tha,'co He had tal.ked to Mr. Boardman about what was allowed in a CR-1 and
he would be looking at tenanics such as sma]1 insuranee agencies� real estate offices9
etc.
Ms. Schnabel read the code for Mro Witt and stated that CR-1 r,rould allow general
offices and lz.mited businesses such as real estate� lawyers� medical9 dental�
optical� etc. bis. Schnabel asked what �type oi signing they would�have to alex°t
people to the busi.nesses located �here?
Mr. Witt stated the architect would design the si�ns nnd �hey wauld be according
to the requirements.

Mr. Jerry Wraneschetz, 6355 Pierce St. 1�IEE� came for�rard and atated ��a house was
located iuunediate],y to �he wes� of �the lot in question. He wae concerned that �
they don't chop do�rn the trees �Chere. He stated he had talked to Councilman
Dennis Schneider and was concerried because this vacant lot acts as a holding
pond for water. When it xains bard� �he water lays there and gradually seeps
in. 7n a ha'rd rain� �he water backs up into his yard and his neighbors yard. •
He would not like to see them blacktop the whole thing because it would make
the problem worse. � �
Ms. Schnabel suggested Mr. Wraneschetz look at the proposed pl.an� and. in Particular
the proposed ponding areae �
Ns. Franzen stated that Rice Creek Wa-tershed requ3.res tYiat the existing runoff
cannot be exceeded by ariother development. So� the�amount of water that runs
off this property zaith a parking lot cannot exceed the c�urrent amount of runoPf.
That is the reason for the pondin.� area.
Mr. Wraneschetz asked. if they could have flat roofs to hold the water.
Nir. Harris stated they would prefer not to do that. Ground ponding is far superior
to roof pondingo Also� a swale should be bv3lt. They will have to have a complete
drainage plan from Rice Creek Watershed.
Mr. Wraneschetz stated he was also concerned about the screening. In the fall�
when the leave ia71 off� it gets pretty bare and he would like a buffer.
Ms. Schnabel asked if there was a depression or ditch bet'ween N�. Wraneschetz's �'`�
property and the Zot in ques�ion?
Mr. Barris stated there wasn't, just the general slope o� the land which runs
to the south.
Mr. Oquist stated that this could help Mr. Wraneschetz's problem if it is done

Mr� Wi.tt stated it would be cedar with brick or stone an the front. He was not

�� Mr. Witt stated they had looked at alternatives� such as putting the bu3ldings
�"`� together� but it was decided this was the bes� plan. He stated the 1ot taas
about 70,000 s�uare feet 9.n total and that should be ample. He would like to
keep the parking lot in the front oi' the building because it would be better
for the houses to the rear.

Mr. Deblon stated they had not as far as he knew.
Ms. Iiughes stated that it seemed a reasonably good solution to the zaning problems
and aZso, if �or some reason the project was not completed, 3t would still be a
reasonable rezoning.
Mr. Oquist asked what was allowed in an M-1?
Ms. Schnabel stated that I�l al7.owed manufacturing� buildin� material yards�
cox��ractor's yards� lumber yards� bus and taxi storage� warehouses� etc.

� technecally� �his is a spat rezoning.
Mr. Oquisic stated that because they have Midwest Storaee on one side and Ziebart
on the other side� it would be better to play it down so they don't get a similar
use in there. .
I+�. Earris asked if Staff had researched to see if this was rezoned before?
Mr. Deblon stated they had looked into that but could not find the date it was
rezoned if it was rezoned.
Mr. Ha,rris suggested they research that and find out before this goes to Council.
Ns. Schnabel. suggested that Staff put that k3nd of infora�ation on the �pplication.

minutes of the Parks �e Recreat3on Commission.
Ms. Hughes referred to the motion on page 5 regarding the Northtown Bridge
Crossing and stated they had discussed this at the last Plenning Commission
meetin� and had reques�ted some additional inf'orma�cion from Staff. Also�
Mso Hughes pointed out the motion on page 7 rega.rding th� Grave Evangelical
Free Church and stated they had recarnmended they adhere to the policy on
fences.

Mr. Diblon stated there were four alternatives being discussed and the eventual •
choice will probably depend upon the decision.to be� mad.e regarding T.H. �10. He
stated he called the Project Manager for the Minnesota Department of Transportation,
District 5, and requested that the City of Fridley be notified of all future meetings
in the Coon Ra.pids area regarding this matter. Some time ago, the City was going
to be on the Committee, but, but had opted out because the alterciatives didn't
affect Fridley. Not 3:t seems there are alternatives that would affect Fridley.
They now have what is called the "First Level Evaluation". Some cortunit ato provide
concerned about this because they fear this will be their only opp Y
inpu.t. Actually, this was incorrect.. There are new guidelines frc�m the Council
of Environmental Quality, National Environmental Policy Act. This has created a
new environmental impact review process. The "First Level Evaluation" involves the
public and narrows the number of alternatives. The public will be involved through-
out the whole process. They will not.be excluded after this first process. The
main th.ing he wanted to assure the Commission was that Staff would be notified of ,n
a11 future meetings regarding this. A decision lias not been made and would pr�bably
depend upon the decision for T.H. ��10.
Nir. Harris asked wha� the southern mos� alternative was? He was concerned about
County Road 132. .
Mca Deblon�s�tated they had onl,y identified a co�•ridor and h�d not given any specifics.

. Mr. I.angenfeld stated that he did not feel the need.to go through �he minutes
r'��, at any great len�th because they touched on it at their last meeting. He
stated that the minutes indicated they�were in concurrance with Ms. Hughes�s
recorr�nendations, At their ne�ct mee-ting they would be discussing the feasibility
of the Environmental Impact Statement regardipg the.rerouting oi Highway 10.
iie referred to page 2 of the minutes regarding ianderground construction and
stated that the more he read about this� the more interestin� it was.
Mr. Deblon stated that after reviewing T.H. �10 EIS, he felt it demonstrated a
need for action to alleviate the volume of traffic. The EIS addresses that
question and also the relief gained along community thoroughfares. The EIS
revealed plan compatibility with two counties, four communities and the region.
Mr. Oquist asked if it would go through Fridley?
Mr. Deblon stated it would not. It would go through Coon Rapids, Moundsview,
Spring Lake Park and Blaine. The Environmental Impact Statement states that
each community has either a plan which includes the proposed action or has
assumed that the proposed plan would be constructed. He stated this was for
the new route and also stated that pa�t of the new route is already in existence.
In no way do the plans reject the need for an improved highway in this area.
The EIS goes on to say that both Coon Eapids and Blaine have ma.de strong comitulent.s.
in support of the construction of the relocation of T,H. ��10. Blaine has
included a corridor for relocated T.H. �i�10 in the project area in it's zoning
ma.p since 1962. The main reason for the support of the relocation of T.H. �i�10 is to
remove through traffic from their Center Citys=�..

. Mr. Aarris asked if and how the upgrading of T.A. ��10 would affect Fridley?
Mr..Deblon staed that he didn't think the upgrading of T.H.i�10 would effect �I
Fridley that much, However, there would be temporary stream turbidity from_ !
construction, and also possibly more salt discharged into Spring Brook, which `
is a Fridley creek. �

gained from Highway 10. Part of the language in this and in the other bridge �'
loca�ion indicates that it is unacceptable to do what the Envircnmental Quality
Commission had talked about, creatin� congestion.to change travel patterns. One
of the things� by not building Highway 10 and by not expanding bridges might well
be that you would create enough congestion �;hat people are forced into another mode
of transit. That is a viable alternative and they are beginning to see a few
demonstrations of �hat. They might choose mass transito �
Mr. Oquist stated that first they had to have the transit system.
Mro Deblon sta�ted that the philosophy of Metropolitan Counci,l was to make more �
n efficient u�e o#' what we have and fhat wou�d tie to improve and p}pgrade the ex%sting
system in places. " �

Mr. Harris stated that with all the construction going on, they should be ablepto
do something about the quality of water in Spring Brook.

Mr. Deblon stated that in the EIS, there were probably impacts on ad�acent wetlands
and Spring Brook that would have to be mitigated. Moreover, the Fish and Wildlife
and the Deparment of Natural Resources (DNR) have expressed concern for the
wetlands, wildlife and drainage affected by the action. The EIS takes into account
their recommendations.
Mr. Deiilon stated that the main effect of the actton on Fridley� would �Ge xe7.a,ted to
run-off. Run-off "will flow to existing wetlands and constguction ponding axeas
adjacent to the corridor". The run-off would then be carried away�By �creeks sucfi
as Spring Brook. The relocat'ion of T.H. 4�10 would cross Spring B�ook at tfie Po1k
Street intersection. At this crossing,.the "channel and fipdraulfic characteristics
of this stream would be preserved in the design of the crossing, and monitoring would
be done to determine the effectiveness of erosion controls during construction".
In regard to water quality, "the filling of existi:.�ig�re�lands (known to remove a
variety of potential polutants by means of physical entrapment,�microbial transforma-
tion and biological utilization)" will lower water qualtiy. However, the proposed
action does offer the opportunity to restore wetland �unctions� in area.s (i.e. embank-
ments and drainage facilities can be used to impound wa.ter�.
Mr. Harris stated that a major source of pollution was salt from highways.
Mr. Langenfeld stated that he felt they would be grossly affected by this, e�pecially
in regard to water quality and pollution and also that Coon Rapids would be faced
with quite a situation as things continue. He stated that he had little faith in the
DNR. Also, on page six of the minutes h��adDeblonastatedathat Staff willbreprese t^
Fridley would be representing tfie City.

Ms. Schnabel asked if the current T.H. ��10 was upgraded, would there be any adverse
effects or any impact on Fridley? Mr. Deblon stated that construction would increase
the turbidity of Spring Brook but that would be minimized by diversion ponding and
other techniques. But this increase in turbidity would only be during the initial
constructicn. Also, if thAre is a lot of snowfall, it might cause the use of more .
salt. The highway would be upgraded to freeway standards.
Ms. Schnabel stated that she thought in was incredible that the State was considering
even building a new freeway with the price of gasoline going up and with the new
attitude toward public transporation.
Ms. Hughes asked which alternative seemed most likely. Mr. Deblon stated that the
EIS portrayed the new construction as being the best alternative for the communities
involved. Ms. Schnabel said the City should stay on top of it regardless of which
alternative was decided upon. �
Mr. Deblon stated that staff was not endorcing any of the alternatives, but was
attempting to evaluate the effects on Fridley. He concluded athat: 1) there was
a need for action to alleviate the traffic volume problem, 2) there would be effects
on wetlands and Spring Brook, however measures are going to be take to minimize effects,
and, 3) whatever alternative �aas chosen, the City should ensure that necessary ^
measures are taken to minimize the effects on Spring Brook.

Mr. Franzen sta�ted he used various colors �t,yere used to identify the sections. In the
beginning there is an overview which discusses the general planning or development
direction for the co�nu�ity. It talks about the k3nd of issues they want to
respond to. Each section responds to some of those issues. Each plan follows
the same format of having an introduction which is on yellow paper and the goals
and objectives and policies are in the goldenrod. The inventaries are the same
but the colored pages indicate the changes they made.
1�', Franzen s�ated that he would like to start the discussion with the Overview
and would like a general conse.nsus ii this is the way they feel the community
should be going, He s�tated that once they were done with the Overview Sec�cion
and get into the specific plans, at the beginning of each plan there is a plan
dir�ctinn statement. If they can reach a consensus regarding the plan directions�
then the goals, objectives and policies will relate to that plan direction. If
they wish to make a change� they wi11 make it in the plan direct3on.

N1r. Langenfeld stated he liked where they stated that the plan was a�uide and '
a framework xather than an answer to al). questions.
Mr. Franzen stated that the Overview Section says in a nutshe].1. where they are
goin� with the plan.

Ms. Hughes stated that she felt water quality was a major concern and prubably
should not be under the sewer section.

land in Fridley be talsen and broken down according to railroad land� buildable
land and unbuildable land. With this figure� we would be kidding ourselves as
to how much land is available 'co be rezoned to residen�ia]�, which is what we are
