Chairman Harris called the meeting of the Planning Co�ission of November 15, 1979,
to order at 7:38 P.M. .:

1. CONTINUED: PROPOSED CHANGES TO CHAPTIIt 205. ZOIdING
After discussing various changes in the present structure of the proposed changes
to Chapter 205. Zoning, the Planning CommiGssion asked to have city staff revise
the forma.t of the chapter. The Commission felt they were having problems going
through the zoning ordi.nance because of the present structure. For example:
screening. All distric�ts require screening of garbage, equipment, etco, but each
z�ning district also has special conditions and restrictions that apply to only
tha.t particular zoning districto For instance, when driving thru a heavy commer-
cial area qou would expect to see large equipment that may not be screened, but
would not expect to see such equipment in a residential area. Therefore, diffe-
rent types of screening would be required in each district. The present structure
has screening under a"general" area in the ordinance and the Commission felt each
zoning districts special conditions and restrictions for screening should be listed
under each seperate district. They desired to see a general introduction plus
each district handled seperately, particularly the R3 - M districts. They realized
this c�ould create a larger book on Chapter 205. Zoning, and w� uld also create
some duplication and cross reference, but would tfien deal with-each district's
needs and give requirements and specifications to answer those needs.
Ms. Hughes felt staff should make a chart showing the co�on areas of the districts
and also the different district's needs and requirements with each other.
MOTION by Ms. Hughes, seconded by Mr. Treuenfels t�o authorize staff to make a
District Chart for R3 - Mo
The Commission was-concerned with the re-organization of only R3 - M districts
but Mr. Oquist pointed out that would cause inconsistency between those and the
layout of R1 and R2. He also felt some of the c�mmon areas applied to R1 and R2,
and they should not be excluded from the general area of the chapter (screening,
lighting, parking, etc.),
Mr. Boardman stated revising the ordinance would be going back to the original
format. He said he was also having some problems going through the ordinance
and would have staff work on the revision. __
Ms. Hughes withdrew her motion. Mr. Treuenfels withdrew hia aecond.
Ms. Hughes said the ordinance would possibly be more clear after ataff has made
these revisions. �
