h1r. Robinson stated this vacation request involved the vacation of a portion
of a 5 ft. utility easement on Lot 16, Block 10, Connay's Lal;evicx�� P4anor
AdJition. Tlie property was zoned single family and was located just north
of the old drive-in site.
Mr. Robinson stated it was discovered that a very small portion of the qarage
in the rear yard (southeast corner of the property) overhung �nto the easer�ent
by less than 2inches. In order to preclude any future pro6lems that migh±
arise �aith the title, the petitioner was requesting that the easterly 30 ft.
of the north 1 ft. of the easement be vacated. He stated the City has notified
the utility companies, and the utility companies have no problem with the
vacation as outlined. Staff would recommend this vacation request be approved
with no stipulations.

t•ir. Robinson stated this was basically a housekeeping item at this point,
although they still have to go through the public hearing process. This
property has been before the Planning Corrmission and the City Council several
tiries in the past. The property was located on Hugo and East River Road and
was zoned predominately R-3 and also included two single far�ily lots. This
sane property was subject to a lot split which divided the property into three
single family lots. This lot split was approved 6y the City Council on
Nov. 3, 1986. Construction of single family homes was permissible in a multiqle
zone, so the rezoning was done at the behest of the City Council and was a
stipulation with the lot split. The reason for the rezoninq was to ensure
that if only one or two houses were built on the lot, they would not be left
!aith a small piece of R-3 property.

Mr. Robinson stated the special use pernit was for outside storage related to
the expdnsion of the auto salvage yard located on the east side of East River
Road and north of 37tfi Ave. The expansion 4iould take place onto the Burlinqton
P�orthern property, approximately 600 feet north of the existing salvage center.
This property viould be for the storage of disabled vehicles.
Mr. Robinson stated Staff was recommending the following stipulations:
1. Petitioner to enclose ne�a storage area with 8 foot high chain link fence
with,Staff approved,vinyl screening slats all along the north and ��est
sides,prior to any storage.

h1r. Jin Dowds stated there seeried to be sone confusiun about what they are,
Even tiiough their name was The Salvage Center, they a�ere not a salvage yard.
Because they handie wrecked cars, they are required to have a salvage yard
license which was renevred annually. He stated the Salvage Center has been
in this location for 14 years, and in tfiat 14 years they have never had a
complaint about their recycling operation. They are a brokerage and represent
insurance companies. They collect disabled vehicles (total-loss vehicles) and
then these vehicles are auct9oned. The cars come in as a unit and 90 out as a
unit. There was no dismantling, crushing, or repairing on the prenises. It
was strictly a comnodity business, an auction business, and they are ±he
beginning of the recycling chain for o�recked autoroobiles.
�1r. Dowds stated that at this location, they have recycled over 100,000
wrecked cars, serving the greater metropolitan area over the last 14 years.
They also were the pioneers of the U-Can North, where they recycled 50 r�illion
aluminum cans for a num6er of years. Ife did sell U-Can to Universal Can
Cor,ipany which was now doing a joint venture with the City of Fridley at the
former SORT recycling site.

h1r. Doa+ds stated they take pride in their business and in their location and
have always spent a lot of money on screening and plantings.
Mr. Dowds stated he �aould like to comment on some of the stipulations.
Regarding stipulation �3, he would agree to put in the plantings and trees;
however, the plan as submitted 6y the City �aas very nice, but there were sor�e
things he would not be able to put in, He stated IJSP canes by every year and
cuts everything dotian on the right-of-way and poisons the ivy he has pianted
to screen the fence. It was Anoka County right-of-way. He stated he would do
what he could, but he would need sorne cooperation fror� the County and fron
NSP.
t1r. Dowds stated he had sone problems with stipulation .''4. He stated he did not
have fridley water. Ne owned his own water syster� that he had to brinq in from
the City of 14inneapolis. He could understand that some irri9ation Yras needed.
He ��ould definiteiy keep the trees alive because (1) he was payinn �ood
money for them, and (2) he was under annual inspection. 6ecause he was under
aniival inspection, the City had a way of making sure he kept the plants and
trees alive. He would ask the Commission to waive stipulation #4 because an
irrigation system was very expensive. Just �rith the fencing and the plants,
it was going to cost hin 525,000 with a 5 year lease. He would be willinq to
put some kind of water tank on the back of a truck and spray the landscaping.
He stated that whatever was required in the last 14 years, he has done, and
he wou)d commit to keeping the 7andscaping alive.
Mr. Dowds stated that regarding stipulation !/6, he would put the curbing in
at the Salvage Center location, he would clean up the parking lot and stripe
it agair�. He did have a problem with the south end and disagreed witli Staff's
recommeii�iation for Shorty's Towing. They v�ere not, in fact, on the right-of-
way. Shorty's Towing was the City impound for the City of Fridley and people
were not allowed to go into the yard. The pari;ing spaces in the front ���ere
not on 37tVi Ave., and he had brought in an aerial shcwing where the parking
lot was located.
Mr, Robinson stated the fact that they were on or off tlie property line
was important. The real gcal was to get animproved parking lot on t4r. Dowds'
property, which was off the right-of-way.
Mr. Dowds stated that regarding stipulation #8, that was obviously out of his
control.
Mr. �owds stated that regarding stipulation #9, he liad no con�rol over
that stipulation either. He r�ould do whatever was necessary to make the
property look nice, but the City was going to have to deal with Burlinqton
Northern on the removal of the biliboard. This was really not his stipuiation.
Mr. Saba stated he agreed with �4r. Dowds regardin9 stipulation #4 about the
underground irrigation. An irrigation system was very expensive just to v+ater
some shrubs and trees.

P1r. Robinson stated the County night have sorae probleeis-with this stipu1ation,
too, because the landscaping was on County right-of-way. There might be soMe
valid rationale to allow 11r. Dowds to assume a different type of watering
process. If P1r. Do�ids could show that he had a wa`er truck or some means of
watering the landscaping, that might be the way to go.

a. Gateway Elements for the River Road Business Park
Mr. Robinson stated the Conmission r!�mbers had received a copy of a mer�o,
he had written to 11r. Qureshi and Mr. Robertson dated I�arch 12, 1987.
along o-�ith some drawings. He stated the Planning Commission had discussed
this item earlier, and it was discussed informally by the City Council.
t9r. Robertson stated there was a very favorable reaction to this by all
the City Council members. They had welcomed the Planning Conmission's
comments that the design be integrated with the general schene that was
developed for the University Avenue Corridor. Staff was directed to look
into the question of where else might these gateway elements be appropriate
or where else might this be requested in the City fror� other business park
areas. Staff v�ill look into some criteria that might be appropriate.
b. City-Wide "No Parking Ban" for Snow Removal
Idr. Robinson stated tliat last fall a"t!o Parking Ban" during the winter
snoai removal season during the period of 2:0� a.m. to 6:00 a.m. was
proposed by Staff. The City Council had su99ested it be brou9ht back for
consideration in April. He stated the League of Women Voters has agreed
to conduct a public hearing on this item on Tuesday, April 14, 1987, at
7:30 p.m. and would like the Fridley Planning Commission to co-sponsor
the public hearing with them.
11r. Robinson stated the City has had some problems with the number of
"snow6irds", and they are hoping this proposed ordinance will solve the
problem with snowplowing. The proposed ordinance was in the Cor�mission's
agenda.

SISTENT WITA THE COMPREHENSIVE PLAN FOR THE CITY
WHEREAS, the Fridley Housing and Redevelopment Author-
ity's proposed amendment of the Modified Redevelopment Plan
for its Redeveiopmert Project No. 1, the enlargement of the
Redevelopment Project area, and the amendment of the Tax
Increment Financing Plans for Tax Increme^t Financing Dis-
tricts No. 2 through No. 8(hereinafter called the "Plans")
have been submitted to the Fridley Planning Commission (the
"C�TTission") pursuant to Minnesota Statutes, Section
462.515; and
WHEREAS, the Com.:�ission has reviewed said Plans to de-
tetmine the consistency of said Plans to the Comprehensive
Plan of the City:
NOW THEREFORE, BE IT RESOLVED, BY THE FRIDLEY PLANNING
COMMISSION that the Plans are consistent with the Fridley
Comprehensive Plan, and the Commission recommends approval
of the Plans to the Fridley City Council.

These documents have been prepared based on the informa-
tion which Samantha provided to me with her letter of March 9.
I had previously provided Samantha with a City Council
resolution calling for the April 20 public hearing, and
I uncierstand that Samantha was to make arrangements to
have the notice of the public hearing published on April 6
in che Fridle}� Focus.
Samantha had also outlined a timetable in her letter,
and the only change would be that the HRA Board would approve
these changes at its April meeting.
Ti�ere are two additional exhibits which you will need
to insert into this modified redevelopment plan. They
are exhibi.ts I-II-3 and I-B-4, being respectivel�- the boundary
maps of the redevelopment project as modified on December 19,
1983, and subsequently on February 27, 1984. I do not
seem to have copies of these two maps, I and suspect the
rcasor. is that these were prepared and inserted at those
times by the City. You may want to check with Samantha
to see if she has copies of these maps. If so, I would
appreciate receiving copies for my files as well.

At the January 26. 1987 Planning Commission, the Coimnission discussed the
possibility of establishing goals and objectives related to long-term
plannin9 issues facing the City. In conjunction with this effort the
glanruna Cotmnission would 3esic�ate time Feriods where the group oould focus
on the desic�ation and implenentation of specific planning objectives. 1he
ooncept would prwide for a future ociented agenda discussion on every fourth
meeting of the Planning Commission. At this time there would be no
scheduling of any current zoning activities such as zoning amendments,
s�ci�l use pericits, subdivisions, etc. 7his effort would allow the Plannino
Cmmnission to fulfill mote fully its purpose and smPe as outlined in (haptez
6 of the City Code dealing with Commissions. In addition, the Planning
Cortmission would be ahle to take wer �e role vacated with the elimination
of the Cvmmimity Ue�elaF�ent Canmission

R�ssii�ly the best way to diange direction on the Comnission's orientation is
to identify Planning issues of �ncern and to develop a workplan outlinin9
solutions to those problans. In order to develop a consensus on the key
issues facing the ocganization staff proposes using the nominal oroup
technique which would include tr�e following steps:
1. A silent generation of ideas: Commission members respond
irnependently to the question
2. A rowid robin rewrdin9 of ideas: Ead� menber states but does not
discuss one idea. �e process is Wntinued until every statenent
is zecorded. Similar ideas are combined Whece appzopziate to
reduce the nunber of statenents. �
3. A gcoup discussion to clatify ea� statanent: Debate is not reeded
because the acoup will have an oppoctunity to vote on the
statenents.
4. Voting: In a preliminaty vote, �� Camnission manber silently and
irriependently, remrds ti�e 6-10 statenents fran the group list that
he/she oonsideted to be most imp�Ltant. fbz the final vote, each
particiFant will be given 3'x5' carcls. C�nnission mgnbecs record

SteA 2. Goal Settinq

follaving manner: Improve mmmtmication between the Planning Cormnission and
t1�e City Coimcil. Zhe proialen of the storage and parking of motoc vehicles
in side and rear yards mic�t be r�stated as "Develop a model ordirance whicti
mic�t effectively c3ea1 with the prohlen of sud� storage. "
Goal setting process will have to be coordinated carefully between staff,
City Council and Planning Commission. Ideally, this process will lend
defir.ition to ti�e Planni.ng Cotmnission's activity, but expectations must be
real istic.
Step 3 Identifving Solutions.
Using the brainstoimino technique, the Camnission will gererate solutions to
help satisEy cpals identified in Step 2. For example, solutions aimed at
improving �nunimications beU.+een City Council and the Planning Commission
range frcm having one member of Council sit on the Commission to having
zegular joint meetings of the Coimcil and Camnission
Step 4. Feasibility of Solutions.
At this stage the Co�nission would assess the appropriateress of the arrived
at s�lutions. Sane que5tions that would have to be ansaered would be: Aze
the solutions realistic in tecros of staff resources and the external
environment? Would one solution �st too much money? Would another solution
be unacceptable to the �nm�mity and a�litical liability for the Commission
and the City Council? Limits to authority and financial and political
concecns ace all implicit ezitezia that should be used to assess the
fessibility of solutions It may be hel�ul to define arx3 list ti�e criteria
that will be used to evaluate solutions in this steR 'Ihe end result of this
assessnent step should be a list of solutions that are oonsidered feasit�le.
Step 5. A Workplan.
In this step the Commission will develop specific work tasks aimed at
r�ci�ing solutions. it will be recessacy to take eac3� solution and list all
the ste�s or specific wock task we believe are neoessary to bring about the
solution Realistic time frames for esch step and ac}�ieving each ooal must

The League of 4Jar�en'Voters have agi�ed to schedule a public
discussion meeting on the City's proposal to ado�t a change
in our Parking Ordinance bo establish a no parking ban bet�
th� hours of 2:00 a.m. to 6:00 a.m. during the winter periods
November through May. The Planning Crnmissi� has agreed to
crosponsor this �eting which is now scheduled for Thursday,
April 15, 1987 at 7:30 p.m. in Camnu�ity Roan I of the Civic
Center. (The date tx�d previously been identified for April 14).
Fepresentatives frcm Colimibia Heights, New Brighton and Blaine
have agreed to speak at the meeting in suppart of the praposal.
The League will be sending out notices to selected apartn�t
c��leaces plus tt�e newspaper to publish the scheduled meeting.
After the treeting, it is proposed to suhmit the chanqe
to the Council at their April 20 meeting as they hac. �uyye5�ed
this past fall.

Ms. Sherek stated a No-Fault Grievance Train9ng session was scheduled
for Saturday, April 11, at City liall. She stated this should be pub-
licized through the Focus and on Channel 13.
Progress Report on Allocation of 1987 CDBG Funds for Human Services
Mr. Hunt stated the amount approved for human service funding for 1987
was $32,954. He stated letters would go out either Friday or honday
to all organizations �vho have sought or received funding in the past.
It would also be publicized on Channel 13 and in the Focus that CDBG
funding tvas available.
Ms. Dodge asked Staff to send a le*_ter to Community Options,
Mr. Hunt stated the deadline for funding applicatTOns was April 22.
Copies would be nade of all the funding requests and delivered to the
Cormnissioners. At the t4ay meeting, the Commission would review the
funding requests and put togeiher questions to be asked of each organi-
zation. The Cor�r�ission will then invite the or9anizations to a special
meeting in tlay in order to give the organizations a chance to resnond
to those questions posed 6y the Corrnnission. At the reqular June meetinq,
the Cormission would make recommendations on funding to the City Council.
Mr. Hunt stated he would include with the r�ailing of the funding
requests a te� year history of CDBG funding allocations. This rlould
especially be helpful tb new commissioners.
�4s. Sherek stated that if Mr, Hunt received any information on tlie demo-
graphics of locations and age groups of the "poor" in Fridley, she would
appreciate his passing that information on to the Comnission. She stated
a good source fnr this information might be the Senior Outreach Worker.

Mr. Hunt stated that in the Feb. 26, 1985, Human Resources Core�ission
minutes, the Coirenission had recommended that the following criteria be
established for student e�loyment in a summer jobs program for the
City of Fridley:
1. First priority be granted to previous satisfactory employees;
2. Remaining priorities be granted according to state low income
guidelines vrith first preference beirtg given to applicants
who live in Fridiey.
Mr. Hunt stated that after some discussion, the Planning Conmissinn
changed the criteria as follows:

Mr, Hunt stated that eny discussion or recommendations would apply for

Mr. Storley asked how many employees they were talking about.
Fir, liunt stated he would guess there were around 200 summer employees--
most of them parks & recreation-oriented and Pu61ic Works-nrieRted.
Ms. Sherek stated that on a cost benefit basis, she questioned whether
they should be looking at this at all. She did not think there was
enaugh potential to make it worthwhile to go through the paperwork.
Ms. Dodge stated she could see where questions from the State Surmner
Jobs Certification Form could be incorporated into the City's application
form.
Mr. Westby suggested the information be put on the computer.
Ms. Sherek stated if there was a simple way of incorporating the informa-
tion into the computer system, then that was not so bad, but if they
had to establish a whole separate set of records in the data base, then
it was not worth it.
P1r, Nunt stated he thought the problem was the City did not have enouah
people who apply who are low income and yet they have to hold the jobs
open until lrn; income people have a chance.
Ms. Sherek stated they would have to se*_ a deadline for applications,
If they could make the state low income guidelines part of the applica-
tion process and just have a check-off on whether the applicant meets
the }ow incane requirement; then during the screening process, the City
could put those applicants at the top of the list. If the applicant did
not fit the job or did not want the job, then they would go on, etc.

Ms. Uodge stated if the City was hiring qualified people from Fridley
already and they if they have to go outside Fridley for applicants,
maybe they were meeting the low income guidelines already.
P1r. Hunt stated it would also depend on which criteria the Cor�nission
wanted to follow--the criteria recommended by the Human Resources
Cormission or the criteria changed by the Planning Commission. If they
follow the criteria recomr�ended by the Planning Commission, then there
would be very few people left for "other low incor�e applican±s" because
they would be giving first priority to previous satisfactory Fridley
er�ployees, then loar incone with preference to Fridley applicants, then
other Fridley residents, and then other 1ow income. If they fo7lowed
the criteria recommended by the Human Resources Commission, they would
be giving priority to previous satisfactory Frid7ey employees and then
go by the state lo�v income guidelines, and they would have a completely
different way of sorting out app]icants.

t4s. Sherek stated one problem she had now and had in previous discussions
was how many jobs do get filled by people outside Fridley. She had a
hard time dealing with any situation where they would exclude Fridley
residents for someone outside Fridley, just Aecause the Fridley applicant
did not meet a certain guideline. If they are filling 90% of the jobs
with Fridley residents and then have to go outside the City for the balance
of the jobs, they probably do not need to get involved ��iith the low income
guidelines and add r!rore paperwork to the staff.
The Commission mer�bers agreed to invite Mr. Kirk and Mr. Nordahl to the
next Cor�mission meetinq to discuss the City's surmier hiring program.
