Mr. Robinson stated this parcel of property was located east of fiighway 65
bet�•reen 72nd Ave. ar.d 73rd Ave. It was presently one large parcel of
land, approxinately 250 ft. by 655 ft. Zoning ��ras liqht indus*rial, as o-ras
the ;urrounding property.
hir. Robinson stated the proposal, in concert with a proposal by
Mr. Jim Determan, was to split off the easterly 25 ft. of the lot to he
sold to t1r. Deternan who will utilize that portion for drainage inprover�ents.

Mr. Robinson stated that, in addition, the petitioner, Mr. Haarstad, ��as
requesting to solit the northerly 1.2 acres. ftr. Haarstad had no plans to
expand on his own business and would like to sell that property for further
developnent.
f4r. Rohinson stated that in conjunction with the lot split proposal, two
variances �1ere heard by the Appeals Commission at their last meeting. One
dealt uitli the fact that the split-off iot would be 7ess than 1'2 acres which
tiaas required by Code. However, when *he property was purchased, the Code
only called for .75 acres. The other variance was to reduce the rear yard
se'.bac4: from 25 feet to 5 feet to bring the property into leqaT conforming
use. The Appeals Comr�ission recor�mended approval of both variances.
P1r. Robinson stated Staff was recommending the following stipulations:
1. Lot split approval is contingent upon City Council approval of variances.
2. Par� fee on total subdivision is ;3,405.61. Petitioner requests tha*.
53,065.05 (amow�t less 25 foot strip) to be deferred to buiidinn permit
on proposed Parcel 2.
3. Easenents for drainage per Rice Creek liatershed approved plan to be
aranted prior to recordin9 lot split.
4. FreestanAing si9n to be upgraded by staining trim and refacing
deteriorating sign faces.
5. Slats to be installed on north and south storage yard fence, including
gates.
6. Shruhbery and trees to be installed along 72nd Avenue and �•iest of park-
ing lot by June 3Q, 1987.
7. T«�enty-five foot strip to be combined �vith Determan lot and filed with
lot split.
8. Petitioner to stripe parking lot.
Mr. Billings asked the reason for sellina the 25 ft. strip of land to
P1r. Ueteri�ian.
Mr. Robinson stateJ it has been the City's position for a nur�ber of years
that I�orton Creei: might be better served if it were piped. One reason for
that was the heavy industrial use on both sides of the Creek and the concern
about pollution and run-off into that Creek. The feelinn was that if the
Creek was piped, tf�ey could better control the run-off into the ditch section
which ultimately runs into Rice Creek. This is in the Rice Creek Watershed
District.

11r. Robinson stated Mr. Determan has been working for a number of years to
get Rice Creek Watershed Uistrict and City approval to put that section of
the Creek into pipe. An added benefit to t1r. Determan was lie would be able
to place parking alon9 the left side of his existing fenceline which a+as his
storage yard. 50, tlie agreement with Fir. Determan to put that portion of
Creek into pipe was all part of the drainage plan.
Mr. Determan stated some years ago, Mr. Flora and �4r. Qurch of the Public
tJOrks Qepartment had said they would like to close the Creek. But, astro-
nomical numbers would have bee n assessed against the two property e�aners
along the Creek. He had asked why he couldn't do the work himself as he had
the ability, the people and equipnent to do it. So, 7ast fall he had gotten
approval fror� the City an! the Rice Creek Watershed District to do it.
I•1r. Haarstad stated their building was bigger tlian they need. They are
presently leasing 10,000 sq. ft. to The Lift for warehouse space. So, tliey
have 10,000 sq. ft. of expansion space should they ever need it. If they
had knam that the lot split would have been at 1%, acres, by not putting that
extra 10,000 sq. ft. on the end of the building, and building just what they
iieeded, they could have accormiodated that 1'Z acres. As it was, with the
building there, there was no way to acCOnmodate 1'z acres.
�4s. Sherek stated that if the lot aras split off, what �•�ould they do as far as
the access they have to the north? Would they attempt to retain an easenent
for access to their parking lot?
t1r. Haarstad stated they did not need to. They can get in and out as it is.
Their yard is large enougli for a truck to corie in and turn around. They do
have some people interested in purchasing the lo±. At the present tir�e, the
prospective buyer has asked perr�ission to drive through their property if the
c!rive is left open. Iir. Haarstad stated he had no probler� with that.
The one problen he would have was on selling the 25 ft. 41hen they sell that
25 ft., it comes right up to the edge of the property they are presently using.
If they have to back off that ea;.t line, then there was no way he could go along
with it.
t1s. Sherek stated her concern would be with the parcel that was already smaller
than 1?z acres. She was concerned that if they try to r�aintain an easement
and if the new property a�m er »as required to have setbacks and adequate parl;-
ing, tfiat new lot r�ight become an unbuildable lot.
Mr. Robinson stated the Code clearly reouires a setback of 5 ft. for a parking
lot. On the east side was a Class V type of staging area described to hin as
a storage yard for equiprient and trucks to be worked on, not a parking lot.
The City currently allows storage yards to be fenced right up to the property
line. So, if they can make the distinction that it is a storage yard and not
a parking lot, they could utilize the area right up to the fence.
Mr. Billings asked if the parking lot on the south side of the building noa�
meets the City's requirements for tiie existing building.
Mr. Robinson stated he assumed that tiahen the buildinn was built, the narl:in9
lot did �eet Code. The building was not a very oid building.

Mr. Haarstad stated the building was buiit in i979. He believed they had
4 or 5 nore parking spaces than uere needed by Code. He believed there �vere
about 36 parking spaces.
IQr. Robinson stated that as far as parking, Staff could prepare a memo for
City Council review. They would analyze tiie interior use of the buildina
and look at the percentages of oaarehouse versus office and see ho�r it cor�pares
with today's Code.
Mr. Naarstad stated they were asking that the park
deferred to the building permit on proposed Parcel

14r. Billin9s stated he tiad a little reservation in terms of the size of the
northerly lot. The City has gone from 3/4 acre to 1'-i acres for a reason--
so the lots were large enough to be buildable for industrial uses. He
realized that if the petitioner had come in for a lot sp]it in 1977, he
could have done so untler the old Code and it would have been all right, hut
times change and needs change, and that is why codes change. He just wanted
to make sure they knear what they were doing.
Mr. Kondrick stated he had that concern also, but since the new lot wou7d still
be 30`: larger than what used to be allowable under the old Code, he v+ould
feel comfortable in granting the lot split.

Ms. Sherek stated there were other properties in the imn�ediate area that
were too snall. One of the conclusions she came to was that closing over
the Creek and that not being a roadway through there changed the setback
requirenents. It tiaas not like they �aere putting it out in the middle of
three streets where there would be setbacks to be cor.sidereci on all sides.
So, she felt they could put a fair-sized buildin9 on the ne�r lot and still
maintain off-street parking and meet setbacl: requirements.
Mr. Robinson stated the new lot would be 48,753�sq. ft. With the present
code, they could build a 19,500 sq. ft. building which was a good sized
building. That ��as 40i� lot coverage and, depending on the conponents in the
building, there ��ould be enough room for parking also.
Mr. Robinson stated he did not know if the Appeals Comrnission had addressed
this or not, but perhaps soriet!iing that should go on record »as that a
legitiroate hardship in the future ��ould not be that the lot was less than
1'-z acre.
Mr. Billings agreed. One of his concerns �oas that they were not creatinq
a situation where a person purchases the lot, puts up an 8,000-10,000 sq. ft.
building and then when expansion is needed, the hardship stated is that the
lot is snaller than it should be. They should be trying to stay away froci
these I:inds of situations.

4. OTIIER BUSINESS:
a. Coaches Training Program
Mr. Kondrick stated the Parl;s & Recreation Department had instituted a
coaches' training program for all coaches of the various athletic programs
in the City. The coaches would be trained, not only in various aspects
of the sport itself, but also in the psychology and needs of children,

and safety--prevention and care of athletic injuries, etc. The traininq
clinic v�ould involve tape presen±ations of these thin9s. Upon completion
of the training, each coach would get a quarterly newsletter, a member-
ship card in the PJational Youth Sport Coaches Association, a patch, a
certificate of completion, and a 5300,000 liability insurance coverage.
Mr. I;ondrick stated the whole progran seemed very worthwhile, and he
thought it t�as going to be a very positive thing for all athletic programs
in the City. The fee for this training was S15/coach, and the City tiould
be funding the training program for a 2-year period.

To subdivide the sinqle family lot at 6430 East River Foad into three single
family lots. Lot 1(with the existing house) has 128.01 feet of lot width
and 17,177 square feet; Lot 2, would have 65.0 feet of lot width and 8,952
squaze feet.; Lot 3(the corner lot) would have 73.39 feet of lot width and
11,064 square feet. City Code requires BB foot of width for a corner lot,
and 75 feet of tiridth for others. Miniman lot area is 9,000 square feet.
In conjunction with the Plat a request to vacate a 6£oot drainage and
utility easement which runs east to west across the property.

R4ie same petitioner pcocessed a 1982 lot split appeal which included a 70
foot lot on East River Raad, a 66 foot lot and the balance with the house of
132.61 feet. At that time staff recamiended:
1. Platting of the property.
2. Corner lot of 88 feet.
3. Intecmediate lot of 75 feet.
4. Streeet dedication along the westerly 30 feet to provide access to the
properties to the south.
5, Assessments for pzoperties abutting new road.
6. Park fees.
Q� Nay 3, 1982 the Council approved a split With a 76 foot corner lot, a 60
foot intecmeciiate lot and 84 feet with the house. The appcoval also called
for the 30 foot street easert�ent with a 25 foot triangle at it's intersection
with 64 1/2 Way. The petitioner was not to be assessed for the access road
unless it was used. The petitioner later rejected this compromise by
withdrawing her petition.

Presently four residences exist to the south of the subject property which
share two unimproved driveways off East River Road. City and County
objectives would be to eliminate these curb cuts. The subject property
should provide a minimun of 25 feet of street easement on the west of the
Plat with a 25 foot triangle at it's intersection With 64 1/2 Way. The
balance of the right-of-way if needed could oane fran the adjacent park.
Lot widths should be as close to Code as reasonably possible. Staff
recrnmends a corner lot of 75 feet and an intennediate lot of 70 feet (each
five feet short of Code) leaving a balance of 121.3 for the petitioners home
site, with 16,727 square feet of lot area.
The petitioner was �de aware of this request prior to having the Plat drawn.
Based upon Council's past action on this property and current desire foi Code
confozming lots, we feel the Preliminary Plat should be amended prior to
forwarding to Council. A public heacing at the Planning Commission is
scheduled for May 6, 1987.
In addition, park fees for the two new lots of $1,509 each are required with
Plats, payable upon Plat approval or with the building pecmits.

who care enough to help and fr4ends wbo nre nonest enough to tell you what
your problem is, Ne stated he was thankful and grateful to the community for
giving hlm back what �e thought he had lost.

�� �� CONSIDERATION OF APPOINTMENT TO ENERGY COMMISSION (TABLED APRIL 19, 1982):

Seconded by Councilman Fitzpatrick. Upon a voice vote, a11 voting aye, H�yor

Mr, flora, Public Works �irector, stated Mrs, Hiiler has requested a lot
split [o provide a 7D foot lot abutting East River Road, a 66 foot lot,
and the remaining lot would be on the parcel where Mrs. Miller currently
resides.
Mr, Flora stated the City staff reviewed this property and has a number
of conce ms as normally a replatting would be required so that the necessary
easements are dedicated.
Mr. Fiora stated sYaff has suggested an 60 foot frontage corner lot parallel-
ing East River Road and a 75 foot lot adjacent to it. If the Property is
spiit this way, it leaves an 84 foot lot, with the existing building on it,
anG provi0es for a 30 foot street and utility easement for future access
to the large properties to the south.
Mr, ftora felt actess to Mrs. Miller's existing garage coultl be Drovided by
establishing a joint driveway easement alon9 the split property line, or by
converting the existing garage to home use and constructing a new gara9e
behind the existing house servicea off 64y Way.
Mr, Flora stated Ae has met with Nrs. Miller and explained the platting
process and necessary requirements, however, she is interested in dividing
the property thro�gh the lot split process.
Mrs. Niller stated she visited all the persons in her block Yhat would be
concerned about a road easement and, at this point in time, not one person
would be interested in acce�.s. She stated she would like the Council to
consider her request for a 70 foot corner lot, a 66 fooY lot adjacent to
it, and the remainder of the parcel to be her lot.
F1r. Qureshi, Lity nianager, stated if the properYy is going to be split,
it should be platted so that proper easements be provided for future
access. He stated the easement only provitles the ri9ht of access and
would not necessarily take tbe property, if there isn't a need for it
in the future. He pointed out that Droperties do change and the people
who live there now may not want access provided, however, this may not
be the case if the property is sold.
Mrs. Milier stated if an easement is provided, it would be subject to road
assessments and would reduce the value of the property.
Councilman Fitzpatrick felt one concern was if the road was ever developed,
Mrs. Miller would be assesseC. He felt if there was no benefit to her
property, possibly there wou7C not be an assessment on it, Me thought
Mrs. Miller might be reluctant to give the easement because there may b�
a road assessment.

Councilman Fitipatrick felt the lot split would be�.of spne benefit to the
City, as it rrould eliminate drivewdys off East River Road.
Mrs. Miller stated one of her concerns is the possibility of a road assess-
ment, however, she didn't want to se71�[he ]ots artd theo have someone bave
to p�y for a road, after they tinught the property. She stated her original
proposal Kas for zero 7ot 7ines nhich she felt would be nice for the neighbor
hood, but no matter what she does, it involves an easement.
Mr,_Qureshi, Lity Manager, felt it was the City's responsibility to provide
access. He stated if the Council wishes to acquire an easement and have
no assessment impose4 un]ess the access is used, tAis can be put into the
record. Councilman Fitzpatrick stated he would be prepared to rtave that
they approve tNe sub-standard frontage ridtA on the t�+o lots and, in return,
that an access of 30 feet be provided along the west edge of the property
and also to give assurances tbai the property in question would not be
assessed for a road improvement, unless they have access fran it and use it.
Councilman Schneider asked if they would be setting a Drecedent in approving
the sub-standard lots.
Mr. Herritk, City Attorney, stated the Council has, in the Dast, given
waivers on dimensions of lots. !ie felt the situation here uas somewhat
unique and didn't feel a waiver would cmmit the Council to granting
aaivers in other situations. �
Mr. Qureshi felt the matter of drainage should be taken into consideration
as son�e of the area was low and it coutd be handled when tfie buiiding permits
are issued.
Mr. Qureshi suggested, if the lot split is approved, the corner lot be 76
feet, the middie lot be 60 feet, and access be provided from 64y on the
west edge of the corner 7ot and there be no access off East River Road.
MOT10t; by Councilman Fitzpatrick to approve Lot Split N82-03 to combine
into three lots, 130 and 120 and 140 64', Wdy, with a 76 foot lot (110 64; Way)
closest to East River Road, a middle lot of 60 feet (IZO 64� Way) and the
ezisting parcel (140 644, Wdy) where Mrs. Miller's hane is located, to be
84 feet. Further, the westerly 3�J fee[ is to be dedicated as a road and
utility easement, with a 25 foot triangle at the intersection with 64; Way.
Ali driveways and access for these lots st�ould be off 64� Way and the
driveway on the 76 foot lot is to be on the west edge of the lot line,
wiYh a paved drivewdy to the Fresent garage located on the 84 foot lot.
The drainage on the two new lots will have to be tonsidered at the time
building permits are issued and a va�iance for the square foota9e on
the EO foot lot is approved in conjunction With this lot split. Aiso,
there will be no future assessment on Mrs. Miller'S lot, unless she uses
the street, if road improvement is needed to provide acress to Ybe south.
Seconded by Louncilman Schneider. llpon a voice vote, all voting aye,
Mayor Nee declared me motion carrie0 unanimously.
The Louncil �oted, from Mr, Flora's meno, that Mrs. Pliller must come in
to apply for a vacation of the existing easement on her property.

Mr. Young stated he would like to report what fias been done at the Innsbruck
Nature Center since the last meetin9. He stated his son had taken on the clean-
up of the park as an Eagle Scout project. In the last two weekends, they have put
in about 85 hours of labor. He stated 10-15 people, both parents and Scouts,
have come out each weekend to work. He stated they have removed, dismantled,
and hauled out alt the bridges, hauled out debris fror� broken boardwalks, brushed
and cleared all the switchbacks, and cut a lot of dead trees and pileA up brush
for habitat areas. He stated the City has been in and put in a culvert in one
of the areas and filled that, so a lot has been accomplished in the past month.
Mr. Young stated he has talked to a couple of other Scouts who will be workin�
on Eagle Scout badges, and he thought there was a lot more work the boys were
willing to do at the park. He stated they really seemed to enjoy working at the
park.

Mr. Kondrick stated the work Mr. Young and his son and the other parents an�i
Scouts had done was commendable. It was nice to see citizens �nterested enough
to come before the Comnission and express their concerns about a�park area.

l. STEUEPlSON ELEMEIJTARY PLAYGROUND - BRUCE NELSOPI:
Mr. Nelson stated he was the President of the Stevenson PT50. He stated he
had approached the Cormnission last year after they had had a successful fund-
raiser in the hopes of working with the City, the Parks R Recreation Depart-
ment, and the School Qoard in updating their playground equipment. At that
time, they had only one set of equipment for the school that was the olrl wood
and it wasn't adequate. After polling the teachers, citizens, and students,
they all agreed the best use of the funds raised taas to make the play9round
area better.
�4r. Nelson stated tha City of Fridley contributed �4,000 worth of materials
and $1,000 worth of labor, the Stevenson PT50 contributed $5,000, an�i the
Sciiool Doard contributed $5,000, thereby building a very nice outdoor pl�y-
ground. He stated the new playground was so well received and so evident
that the parents really got behind the fundraiser again this year.
Mr. Yelson stated that when they have fundraisers for the School, when they
buy VCR's, maps, etc., for the school, the parents do not see those kinds of
things like they see a playground. He stated that since their fundraiser
this year was such a success again, they again polled the teachers, parents,
and children and decided to continue with the improver�ent of the outdoor play-
ground area.
Mr. Nelson stated right now they have two areas--the brand new playground
equipment designated last year for the intermediate aged children, and the
old wooden equipment designated for the primary aged children. They wnuld
like to renovate the old wooden equipment and add sor�e new equipment which
would not be nearly as expensive as the project last year.
Mr. Nelson stated last month he went before the School Board to again ask
them for financial support, and he went before the f,ity Council the week
before, and now he was before the Commission to ask for financ�al support.
The estimated cost of the renovation was $14,000. The PTSO has $5,000, and
he asked for 55,000 from the School�f3oard. One of the problems voiced by the
School Board this year was whether they should make it a policy to match
funds whenever someone comes in with a request. The School Board tabled the
item witil their next meeting.

Mr. Welson stated he felt that last year everyone benefited from the new play-
ground equip�ent at Stevenson--the children, the community, the Schonl Roard,
tlie Parks & Recreation Department, because each of them individually could
not have done as much as all of them together. '
Mr. Kirk stated that last year when they received the request frori the PT50,
John Flora, Public lJorks Director, had explained that they were able to come
up with some funding during that calendar year; however,any future requests
would be for the follaving year, so any request now would only be looked at
for 1988. Any request would have to be put into the capital outlay list, those
requests are prioritized and are then looked at during the budget process.
This would then have to be approved by the Ci±y Council. He stated he had
explained this to Mr. Nelson.
11r. Nelson stated the sooner they can have the fundraiser and then turn around
and have a project completed so it can be seen where the money went, that
was neat. He was sure that was why this year's fundraiser went so well. He
stated it would be nice to have this second playground completed in 1987, but
even if it was a year into the future, he was sure Stevenson Elementary
School would still say, "thank you", because this really seemed to be hoai
they wanted the money spent.
Mr. Kondrick stated that every year there are many demands on the budqet;
however as a Commission, they could recommend to the City Staff that this
request be added to the capital outlay list for 1988 and recommend that it
be looked upon favorably for next year.
Mr. Young stated he had some reservations, because there are playqrounds in
otlier areas that are in need of new or replacement equipment, and the fact
tliat the City already has contributed $5,000 toward playground equipment at
Stevenson School. He stated Hayes School could come back in with another
request, l•loodcrest School in the Spring Lake Park School District could come
back in with another request. t�orth Park Elementary, even though it is in
the Columbia Heights School �istrict,could come in with a request, and it
could be a never-ending situation. Before he could voice a strong opinion
in favor of this request, he would like to know if there are o�ier playgrounds
in other neighborhood parks that are in need of equipment.
Mr. Young stated this would be approximately $10,000 worth of equipment
that would meet the needs of a small portion of the children who live in
Fridley.
Mr. Kondrick stated they will have to deal with that question when they
prioritize the capital outlay items. If they feel there are other areas in
the corrcnunity that need more attention financially, they will have to take
that into consideration at budget time.
Mr. Young suggested P1r. Flelson approach Anoka County because Stevenson School
was quite close to the Islands of Peace Park. Islands of Peace did not have
any playground equipment, and the playground equipnent at Stevenson coulcl
coriplement the Islands of Peace Park.

2. STAFF REPORT:
a. Progran Supervisor Introduction
Mr. Yirk stated he would like to introduce Rick DeGardner, the new Program
Supervisor. Mr. DeGardner was a recent graduate of the University of
P4innesota-Duluth and has worked for a number of years in their recreational
sports program.
b. Fridley 49'er Days
t4r. Kirk stated the Fridley 49'er Days was scheduled for June 17-21.
He stated that after last years celebration, the leadership that had been
with the organization for many years decided to step down. For several
months there was no leadership, but then the Fridley Jaycees discussed
the possibility of taking it over and have now decided to do that for this
year. Scott Lund, President of the Jaycees, was coordinating the meetings
and there seemed to be a lot of enthusiasm. He stated the Jaycees are
still relying on other organizations in the community to help out.
Mr. Kirk stated the parade will be on Wednesday evening(June T71 and the other
events are beinq planned at this time. He stated he would keep the
Corimissioners informed and, hopefully, by the next meetina would have
a complete schedule.
c. Springbrook Nature Center Restoration
Mr. St. Clair stated he was at the meeting to brino the Commission up to
date on what has happened regarding the restoration of the Nature Center.
He showed a few stides to give the Canmissioners an idea of what the dama�e
looked like after the tornado. He stated it had been hard to assess the
dar�age and to know how much was really going to have to be done to restore
the area until fairly recently after some of the clean-up has taken place.
Mr. St. Clair stated he would like to report to the Commission abour, what
they are doing to try to alleviate some of the big open treeless areas.
He stated he has been working very closely with the Springbrook Nature
Center Foundation, and they have more or less taken on the responsibility
of raising the funds necessary to replant and re5xore sane of the areas.
They have prepared a preliminary plan and the devastated areas of the park
have been divided up into designated areas of so much acreage, certain
kinds of habitat, etc. There are about 10-11 different areas identified

that have to be cleaned up and restored in some capacity. They are tryin9
to put a price ta� on how many man hours it will take to clean up those
areas, how much it is going to cost to acquire trees or equipment to
remove trees, and how much labor to plant trees, and how much it will
cost for materials and labor to put in some kind of temp�rary watering
system so that over a three-year period at least, they will have some
kind of watering system to ensure the survivability of as many new trees
as possible.
Mr. St. Clair stated the aspen areas were designated the highest priority
in order to get the mess out of there. They will not replant in those
areas, because aspen pretty much regenerates itself. They don't want to
be in there with vehicles or dragging trees out of there when the growth
starts this spring.
��r. St. Clair stated they did have a contractor who was taking wood out.
for firewood, but right now they are paying people by the hour just to
cut the wood. Then, they have a lot of volunteers (crews from the County
Court System who have service hours to work) comin9 in almost every week-
end. Two weekends a�o they had 85 Girl Scouts working. Last week, they
had a large 4-H group and an Indian Guide group, so there are Many volun-
teers who are working to pick up the wood and stack it along the trails
and to drag the brush and put it into burn piles.
Mr. St. Clair stated they are going to try to work out sane kirid of per�it
system where the public can come in and for a fee take out the nspen and
the oak. Tfiose people will not be allowed to drive into the parY, at all
but will have to figure out how to get the wood out on their own.
Mr. St. Clair stated once they figure out the costs for clean-up and
when they go into the clean-up and replanting for the different areas,
for the majority of the areas back into the park itself, rather than try
to purchase trees or get seedlings, they are going to try to go into the
areas where they have a lot of young trees, remove them with tree spades,
and replant them back in the open areas. They are goinq to try to get
some kind of drip-line watering system to water these trees.
F1r. St. Clair stated at the iimiediate entrance to the park and along the
handicapped trail, they would like to brinq in nursery stock, large 6-
inch diameter trees, to restore some of that shaded aesthetic value right
in front of the park. They will be spending rtnre money there, but it
will be more attractive sooner.
Mr. St. Clair stated on those areas immediately to the side of the entrance
on both sides of the front of the park, they are going to try to take
about 3-4 acres, work with the DNR, to turn those areas into model outdoor
exhibits--"how to plant in your backyard to attract vr�ldlife"-type of areas.
That kind of plan would be kind of expensive and will take some real
detailed planning.

Mr. St. Ciair stated he was hoping they can have most of the replantin�,
with the exception of the backyard wildlife exhibit area, by early sumner
19II8, After that, it was a maintenance program trying to selectively
thin the growth, etc. He felt it would probably be ten yea�s before it
will look more like a park than a devastated area. The real problem
right now were the root balls that are stickina up, some of them up to
12 feet tall. They just cannot be torn apart.
Mr. St. Clair stated they have had a tree surgeon looking at the old
white oaks, burr oaks, which are much less susceptible to Oak Wilt, to
try to save as many trees as possible. They are going to restore and
actually develop completely new trails for about half the park. Many of
the old traiTs cannot even be found.
Mr. St. Clair stated they have estinated it was going to cost about $50
per tree to remove it from one site to another. Then it was going to
cost about $15 per tree to put in the temporary watering system, and then
a little more for final clean-up. The total figure for clean-up ancl
replanting was $122,320. The Springbrook Nature Center foundation has
already raised £9,OOQ through individual efforts, button sales, T-shirt
sales, and a fundraising drive in the newspapers, $2,000 from the Fridley
VFW, $500 from the fridley VFW Auxiliary, $500 from a local business.
Mr. St. Clair stated the money they are getting for clean-up was
primarily 1986 CDRG funds in the amount of $18,544. They hoped to �et
�20,000 more in 1987 CDBG funds for trail rehabilitation. That left
about �82,000 that needed to be raised. The Sprinqbrook Nature Center
Foundation and he were workin9 and applying for grants and doing fun�-
raising on a major scale to places all over the metropolitan area.
Mr. St. Clair encouraged the Canmission members to come out to the �
Nature Center and take a look at it. He stated they would find the park
looking totally different than it did right after the tornado.
2. NEW 6USIt�ESS:
a. National Youth Sport Coaches Association
Mr. Kirk stated this was a program that was new on the national level
within the past five years. The Minnesota Recreation and Park Association
within the last four months had affiliated with the National Youth Sport
Coaches Association in an attempt to get local Parks & Recreation Depart-
ments and local youth sports associations to become Chapters and train
their coaches according to the guidelines set forth by this organ9zation.
Mr. Kirk stated he has discussed this with t4r. DeGardner and Mr. DeGardner
will become certified as a clinician so he can train coaches within the
City to become certified coaches with this program. The real highlight
of this was it not only dealt with the sport but also dealt with the
emotional development of the children so the coach doesn't do thinqs or
say things that have a negative impact on a child. It also looked at

training coaches on prevention and care of athletic injuries. 14� a total
package, he believed it was somet:iino tfiat would be a real benefit to the
City and to the FYSA.
Mr. DeGardner stated the training clinic would involve two fhree-hour
sessions. Everyone views three films: (1) Psycholo of Coaching;
(2) Haximize Performance and Injury Prevention; and �3) Basic First Aid.
After the films,the coaches would break up into their individual sports,
a�d at the end of the sessions would take a test.
Mr. Defardner stated each coach gets a patch, a membership card, and a
certificate of completion. The biggest benefit was that each coach
receives $3D0,000 in liability coverage.
�4;. Kirk stated the cost was $15 per coach. A lot of communities are going
on a 50/50 basis or some type of split with the city/sports association/
coaches. The drawback of telling a volunteer coach that they would like
him/her to pay $15 for a program and spend 6 hrs. on the program was a
negative, even though there are some real benefits to the pro�ram. �nce
the coaches get involved and see how the program works, he has heard
nothing but positive things from people in Minnesota and across the country.
Mr. Kirk stated he has talked to Jim Sydow, President of the FYSA, and
Mr. Sydow was very much in favor of the program. There also seemed to be
a lot of support from other members of the FYSA. Some of the leaders
seemed a little bit concerned about asking coaches to pay $15 for tha
program. He stated he had discussed with F1r. Sydow the possibility of
working something out between the City and the FYSA.
Mr. Kirk stated that about six years ago, a fund was set aside from
money received asa "user fee" from the FYSA. Th�s fund amounted to about
$15,000, and it was supposed to be used for mutual projects agreed-upon
by the City and FYSA. As long as they have had that fund, no one has
cor�e up with any projects; and two years ago they did away with the"user
fee"contribution from the FYSA. The City now gives the FYSA a per parti-
cipant fee, so no more noney �rill tie comina into that fund. He stated he and
Mr. Sydow felt this was a worthwhile project for the use of sor�e of that
money. He estimated that the first year the program would cost about
$1,000 to get all the FYSA caaches certified. Even if they co�nitted to
the cost for two years, it would cost about $2,000. Both he and t1r. Sydow
were very supportive of this approach. They feel it is a worthwhile
project and would like the Canmission's support. They feel there is enough
incentive from what the program has to offer that if they make the
program optional, they will get better participation. Their goal is to
eventually make it a requirement for all coacries in the youth sports program.
�4r. Young asked if there was a hockey aspect to this program Where thP
Fridley Hockey Association could be involved also.
Mr. Kirk stated hockey was a sport included and the Fridle,� Hockey
Association could be involved.

b. 1987 Softball League Fees
Mr. Kirk stated the Commissioners had a copy of a memo showing the break-
down of the entry fees for 1987. He stated the fees have changed. The
fee for any state registered leagues has increased from $300 last year
to 5315 this year. The fun leages have increased from $270 to $285.
The only league that was not at $315 or $285 was the Men's �lajor League.
They have about 4-5 teams each year that are better than the rest, and
other comnunities have the same concern that there are a few teams that
are better. So, Mr. DeGardner and he have met with representatives fror�
Columbia Hei9hts and Blaine to combine the three communities in order to
give these people the proper leaque and the proper canpetition. Because
this league was rtare specialized, Staff was recommendin9 a little higher
fee at $340.

a. Consideratian of Summer Employment GuideTines (City Staffpersons
�ack K4rk and Bob ��ordahl were present to discuss this item.)
Ms. Sherek stated that about one year ago, Co�ncilperson 600dspeed
brought to the attention of the Human Resources Cortmission the idea
that perhaps in hiring the City of Fridley should use the State low
income guidelines in determining hiring priorities for emp}oyment.
After.some consideration, the Commission recommended that it could be
done; hqwever, they felt previous satisfactory employees should be
given`first priority, then foltow the guidetines.
Ms. Sherek stated that recommendation went on to the Planning Commission,
and at that point, the Planning Comnission further amended the recanmenda-
tion to say, after first priority to previous satisfactory surt�rier
employees, low income residents of Fridiey, other residents of Fridiey,

and then other low income individuals. After that, it was unclear what
happened to the recommendation. Apparently, it never went on�to the
City Council. By the time they realized that, it was too late for the
1986 hiring. At this time, they realized they would also not be able
to do anything for the 1987 hiring, but they were looking for feedhack
from Mr. Kirk and Mr. Nordahl as to how many people are hired for summer
seasonable jobs in the City, what type of criteria is used now, and what
their views would be in implementing the 5tate low income guidelines.
Mr. Kirk stated the Recreation Department hires anywhere fran 75-90
part-time surmner employees. Last year they hired 74 seasonal employees.
and 48 of those were Fridley residents so 65% were Fridley residents.
Mr. Kirk stated that in laoking at the type of jobs they had advertised
and the type af experience or qualifications they are looking for, he
found some interesting statistics. A softball scorekeeper, for example,
did not require a high level of qualifications. They hired 9 softball
scorekeepers, and all 9 were Fridley residents. They hired 3 T-ball
instructors, and all 3 were Fridley residents.
t1r. Kirk stated the playground leader was the type of job where they
started to look for a little higher skill level and qualifications. A
lot of the playground leaders who have been successful have been older--
just graduating from high school or going to college who are looking at
elementary education or recreation as a degree major in college, They are
looking for people with a well-rounded background in music, sports, games,
etc. Last year they hired 25 playground leaders, and 22 were Fridlev
residents. A couQle who were not Fridley residents were residents of
Fridley at one time.
Mr. Kirk stated that primarily over the years they have hired Fridley
gymnasts as gymnastics instructors. All 3 of the people hired last year
were Fridley residents.
Mr. Kirk stated that with adult softball umpires, they required a special
certification from the State in order to be an official softball umpire.
They hired 19; 7 were from Fridley.
f�lr. Kirk stated that the position of lifeguard was a specialized area.
They look for a WSI (Water Safety Instructor) and at least as a ninimum
they want an advanced lifesaving or certified lifeguard certificate. They
hired 13; 4 were Fridley residents, although 3 or 4 non-residents were
Fridley residents at one time.
Mr. Kirk stated the Naturalist Division hired 2 day camp leaders, both
happened to be non-residents. Mr. St. Clair was looking for some very
specific nature, outdoor education type skills.
Mr. Kirk stated they did hire a fair number of Fridley residents. Their
policy has been in the past: (1) to always look for the best person
for the job; (2) first priority is given to returning satisfactory employ-
ees; (3} to look at other applicants to try to find the next best applicant.
All things being equal, they will take Fridley residents.

Mr. Kirk stated that as far as low income guidelines. they haye not
dealt with that in the past in the Recreation Department. There have
been some playground assistants who have come from the County program
and they have had some County-funded programs where they have had certain
income guidelines in order to be assistants. That was primarily handled
'by the County, who referred those peoole to the Recreation Department.
Mr. Hunt asked approximately how many applicants did they have for the
74 jobs? ;,�„

Mr. Kirk stated there were a�an� 125 applicants. He stated that over the
past 4-5 years, the oumber of applicants for surtmer jo6s has declined.
This year they are going to hire 21 playground leaders, and they only had
30 applicants, so the choices were starting to be narrowed for them.
One of the drawbacks was that these were strictly 8 week jobs. He felt
their sataries were competitive with other places, but a lot af people
want a 12-week surrnner job.
Ns. Dodge asked if Mr. Kirk felt there was a need for low income guide-
lines to be applied to surt�ner employment.
Mr. Kirk stated he felt it could be implemented at the proper level. He
did not feel it would be appropriate with their particular program to
have the low income criteria as #1 criteria. They first look for the
best person for the job irregardless of where the person lives. They
strongly believe the most precious possession people have are their child-
' ren, and they have to hire the best people they can to work with those
` children. When they get to the sfituation he referred to about all things
being equal, he would have no problem at that point in instituting the
1ow income guidelines. He would hate to see it moved ahead of the other
qualifications.

Mr. Nordahl stated he would like to comment a little bit about the Anoka
Sumr�er Youth Program. Moka County does use the low income criteria for
that program, and they do supplement Fridley's work force quite a bit
with people from that program. Last year they ran into the same problem
Mr. Kirk had referred to, and thaL was finding applicants. It was the
first time in quite a few years where they have had trouble finding appli-
cants, so it seemed to be a growi�g problem in this area. The program was
cut back drastically, however, to a six-week work program. These jobs
were mainly maintenance-type jobs. Mr. St. Clair got most of them last
year.at the Nature Center. Anoka County tried very hard to find low income
fridley residents, and they finally ended up with 7 Fridley people.
Mr. NpYddhl stated that as far as the Public Works Department, they follow �
the 5ame policy as the Recreation Department. Their ;�1 criteria was to
returning satisfactory employees,,especially in the high maintenance area�
around machinery, vehicles, and equipment. Looking briefly at their
figures, 70-75� of the people hired last year were Fridley residents, and
they a]so had 2-3 returning people who were former Fridley residents.

Mr. Kirk stated it was nat unusual in both the Public Works Department
and Recreation Department to hire someone as a junior in high school
and that person will work all the way through high school aod college.
Ms. Sherek asked Mr. Nordahl if he was also finding a declining number
of applicants for jobs in the Public Works Department.
Mr. Nordahl stated they have bee� seeing.a declining number of applicants
in the last couple of years, especially last summer. He stated he worked
mainly with Anoka County to supplement the Fridley work force with people
from the Sumner Youth Program. from that program, they get a lot of
14 and 15-year olds, and because of the child labor laws, they have to
be careful what jobs they do. These people also work with the Recreation
Department and the Nature Center, and the fridley schools get peoole from
the Sumner Youth Program.
Mr. t�ordahl stated that many years ago, there were two programs. One
program with low income criteria was called the Governor's Youth Program.
Any student who was going to reapply to go to school the follo�iing quarter
was eligible for this program. He stated at one time, the City never knew
what people were low income and what people were on the Governor's Vouth
Program, as the County administered both the programs.
Mr. Kirk stated that at one time, Anoka County had two categories, and
the City could hire one out of one category, provided they hired two out
of the other category. The County never told them which was the low
income category, but it was obvious just from the requirements. He stated
that happened for a couple of years, and was sometimes very difficult to do.
Mr. Kirk stated a question Mr. Hunt had asked him earlier was if the City
had to go outside the City to recruit applicants. He stated they recruit
quite widely. They send announcements to all the high schools-- Fridley,
Spring Lake Park, Coon Rapids, Anoka, Irondale; the community colleges--
North Hennepin, Anoka-Ramsey; several colleges including the University of
Minnesota, Augsburg, and Bethel. Still, they only go t the number of appli-
cants he had mentioned earlier. 7his was very surprising to him.
Ms. Dodge asked if there was really a need for implementing the State's
lori income guidelines.
Ms. Sherek stated she felt they would be creating an overlap with the
County's program.
Mr. Nordahl stated the County was very interested in handling their
program for every Anoka County agency, cities, schools, etc. They get
the funding from the federal Government, they keep up with the current
lao+s and regulations. He stated the County would be very willing to talk
to the Comnission about this if the Canmission wanted to hear about the
the County's programs. Anoka County also handles a Senior Cit�zen Low
Income Program. Fridley is a work site, and the people are actually paid
by Anoka County who administers the funds from the Federal and State
Governments.

Mr: Kirk stated he really did not know hav many tow income people they
were even talking about and how many are being serviced at this point.
It was very difficult to deterriine if there was a need. The County does
have a low income program, and they do not get enough applitants for
that program.
Mr. Kirk stated that despite the fact that they are not getting a lot of
applicants, they have been very fortunate to get good people.
tts. Sherek stated the minutes should reflect that after the discussion
with both Mr. Kirk and Mr. Nordahl, the Camnission felt that to apply
any low income guidelines for sumner employment in the City of Fridley
would create a hardship and make it more difficult than it is now to
fill the jobs that are available, especially when they are looking at
seasonal work.
Ms. Sherek thanked both Mr. Kirk and Mr. Nordahl for coming to the meeting
and for their input.
b. Progress Report on Allocations of 1987 CDBf Funds for Human Service
Organizations
Mr. Hunt stated that included in the agenda was the history of previous
allocations and application materials, a memo that went out to the
organizations, the guidelines for applications, and a list of the groups
the materials were mailed to.
Mr. Hunt stated the Commissioners would receive all the fundinq requests
and accompanying materials at the end of April for review and discussion
at the May meeting.
c. Update on April 11, 1987, IJo-Fault Grievance Training �
Mr. Hunt stated notices were sent out to all the people who had indicated
an interest in the training. A notice should be in the Focus that week
and it was on cable TV. So far, no one had indicated to him that he/she
was planning to attend the training. There was a need for more people to
get trained as there were only 4-5 active members on the No-Fault Grievance
Committee at this time.
2. NEW BUSIIJESS:
a. Report on Community Options - Claudia Dodge
Ms. Dodge stated that at the last meeting, she had stated she would share
with the Comnission some of the interesting statistics she had heard at
a meeting she attended in March. She had just received a copy of the
minutes of that meeting, and those statistics were not included in the
minutes. She stated she would share sane of the things from the minutes.

Ms. Dodge stated one man who represents the neighborhood was concerned
because in the statistics it told about 3-4 people who had exhibited
violent behaviour. The way it was explained was that "violent behaviour"
was any behaviour that was harmful to anyone, even to the individual.
Yiolent behaviour can refer to anything from verba] abuse to physical
destruction to self-harm and suicide. They said no one had exhibited
violent behaviour to anyone outside the residence. That explanation
allev�ated some of the neighbor's concerns.
Ms. Uodge stated they have a new morning group program that includes
affirmation time. They have relaxation tech�iques in the evening with
the residents. One suggestion that came up was to develop and adopt an
Alcoholics Anonymous program for the residence because several people
at the residence,besides the psychological diagnosis,were alcoholics.
Ms. Dodge stated one ciient has completed the enttre program, and they
had a graduation for that person.
Ms. Dodge stated an open house was held for the residents and families
and neighbors.on Jan. 20. Only one neighbor came, but there was a lot
of participation from the faMilies. They are planning on an annual open
house. They are also planning a summer neighborhood picnic.
Ms. Dodge stated they talked about some. changes that are being considered
by the Legislature where the counties would have less control over the
category of the homes and a client would have a six-month limit rather
than being able to stay until the compietion of the program.
Ms. Dodge stated soeie physical improvements are being made. They paneled
the garage to be used as a"patio".
Ms. Dodge stated comments were read about patients who have been discharged.
Comments were very favorab]e. Only one client felt the program was not
for him/her, and that person went on to another program.

Mr. Robertson stated that at the february meeting, the HRA approved and
directed Staff to consummate a lease aareement with a buyer, Iir. Geor�e Frey,
for D1r. Kyan's business. That deal fell through, but P1r. Ryan has found a
new potential buyer, t1r. Jack Kiffe. 14r. Kiffe has agreed to meet all the
con:litions the HRA approved at their February meeting. He stated he had
polled the HRA members by telephone several weeks ago, because at that tir�e
he was under the impression that the lease would start the first of April.
About the first of April, he was told tiiat the lease �+ould start the first of
�1ay. So, this �•ras nor� back on the agenda for the HRA's consideration.
Mr. Robertson stated 11r. Kiffe 4Jd5 in the audience and would be glad to answer
any questions the HRA might have. t4r. Hewman has reviewed and approved the
lease as it is. Since there uas no substantive changes to the lease since
the HR/1 considered it in February, Staff would recommend the HRA approve the
lease aith Mr. Y.iffe.

'ir. Robertson stated that in the agenda tras a letter from Mr. Lundgren to
the HRA dated April 2, 19II7. He stated he felt the letter ��as fairly self-
explanatory. It stated that Mr. Lundgren could not be at the me�ting.
Essentially, �1r. Lundgren was saying that he was exploring simultaneously
Several different options for participation; however, he had not reached
the point where a feasible financing plan could be arranged.
t4r. Robertson stateJ Cherry Lundgren was at the meeting to anstrer questions
about any of the details of the financing.
Nr. Robertson stated another item he �yould like to call to the attention of
the NRA was that several times in the past, they have referred to the effec-
tive date of the letter of credit as sonetirie this spring. That has been
moved forward in thie revised developnent agreement, so it t��as not as urgent
as 11r. Lundgren referred to earlier. He believed the effective date of the
leiter of credit was February 1988.
Mr. Rasmussen stated they have been discussing all along that P1ay vras the
deadline for the letter of credit.
Idr. IJeviman stated that what happened ��as that at one of the earlier meetings,
the question was asked about the effective date of the letter of credit; and
at that tirie t1r. Lundgren's attorney,Sherrill I:uretich, stated it v+as June 19F37
(Jan. 8, 1987, HRA minutes, page 5). Everyone assumed that �aas correct, but
later they found that in the revised development agreement it was actually
February 1938.
Mr. Rasmussen stated he felt the Commission had had a concensus that the
deadline for the letter of credit ti•�ould be P1ay.
t4s. Scf�nabel stated, yes, they had talked about May or June, but that was
probably based on the misinformation that was given to them.
t'Ir. Robertson stated that, as the HRA recalled, Staff has recommended since
last tlovember that the HRA call on the letter of credit. Staff's recornmenda-
tion had not changed.

Ptr. Rasmussen stated that was exactly why he felt the Conmission had a con-
census that they �•rould give I�r. Lundgren until t1ay. In reading Mr. Lundgren's
letter, lie did not see that much had progressed in the last 30 days.
��r. tteyer stated it seemed Mr. Lundgren had progressed a lot farther than
where he was last December.
�4s. Cherry Lundgren stated she has worked on the project for over 12 months.
h1r. Lundgren apologized that he could not be at the meeting, but he ti•1as speak-
ing at a seminar in IJashington �.C. She stated that �aith due diligence, she
has made every effort to contact all six lenders they are dealin9 with, and
they have a�ritten proposals from all six lending groups in writing. She stated
tliree i•�ere ready to sign inmediately with just the information they have as far
as issuing the commitment.
f1s. Lwidgren stated that at the last HRA meeting, that was the actual date they
hacl the final feasibility study from tir. 11axfield. Prior to that, the lenders
had the loan packages hut not the actual feasibility study, so the lenders have
only had four v+eek, to revie�-� the numbers.
11s. Lundgren revie�•�ed Nr. Lundgren's April 2 letter �iith the HRA merrbers,
describing each of the lending groups who have expressed an interest in the
Jevelopment: Summit Fund II of IVew York City; Winfield Development Ca.;
14r. Ed Goldin of Goldin � Co. of Denver, Colorado; �lurray Savings & Loan in
Dallas, Texas; f�r. Doug 11ayo of Rothschild Financiai Corp.; and hir. Ben Steinberg
of Steinberg Financial Co.
t4s. Lundgren stated they have an individual working on syndication, should
syndication be necessary, who was familiar with the package and what the
payout would be over the ten years under the scenario of (1) a conventional
mortgage of $6.8 million and (2) a participating mortgage which would be a
little higher. She stated Mr. Lundgren has a very preliminary sketch of the
tax exempt bond package, an entirely different package as far as syndication.
�4s. Lundgren stated that at this point, even if t1r. Lundgren was in tov�n, she
tfiought he would like to give Winfield the opportunity to respond to the
package. If l+linfield chooses not to participate, there are two other
people who have discussed coming in on the project. By the end of the week,
they tvill have a"yea" or "nay" and v�ill be able to proceed with one of the
six packages.
Ms. Lundgren stated that if tfie HRA chose not to call on the letter of credit,
Mr. Lundgren was under the assumption that viithin two weeks they hope to be
back with an actual development agreement with a lender and a financing
package already in place. They have used a construction date of July 1, 1987,
with the exception of the tax exempt bonds which she did not know the time
line for.
Mr. Meyer stated it seemed to him Mr. Lundgren has fulfilled his obligation
because up until now everything had been extremely negative. As he saw it,
I•1r. Lundgren was now on firm ground and there o-las almost a surety of a project
which ti�as far different than where they viere at a few months ago.

P�r. Qureshi stated that, yes, the project looked better now than it did the
last couple of montlis. Tfiere was a little more "meat" in the documentation
than there taas last month or the month before. If the HRA's understanding
has been that they tdould draw upon the letter of credit in �9ay or June, then
tHere ��as probably no harm in delaying this a month or t��o more to let
P1r. Lundgren proceed further.
Mr. Nertman stated that at a prior meeting, he felt it v+as made very clear
to Mr. Lundgren tfiat June was the final deadline, even though since then they
have found that the letter of credit was for a longer period of time. Unless
there �vas sone very significant progress by the June r�eeting, that should be
the final deadline.
Mr. Rasmussen stated he had no problem �aith extending the deadline for another
inonth, but he did think the NW1 should have some kind of deadline.
14s. Schnabel stated 11r. Rasnussen's point ��as o-rell taken. They might want to
consider a deadline at some point in time--possibly at the next meeting,
I�is. Scfinabei stated that no action was to 6e taken on the letter of credit,
and the item would remain on the table.
3. CONSIDERATION OF A RESOLUTIOW APPROVING THE Ah1EIJD11ENT OF REDEVELOPMEf�T

t1r. Robertson stated tliat in January, the HRA authorized Staff to start the
wheels in motion for amendinc� Redeveiopment P1an �Jo. 1 to include the Univer-
sity Avenue Corridor plan area. This was a suggestion made by the City
Council. He stated they have proceeded to cor�plete the draft a�hich has been
reviewed by James 0'I�eara of 0'Connor & liannan. The total plan with amend-
ments fias already been sent to the School Districts for their review.
Mr. Robertson stated Staff was recommending the following two action items
by the HRA: (1) to approve the resolution to amend the redevelopment plan;
and (2) to approve the timetable.
Mr. Robertson stated that for the HRA's information, the notice for the City
Council's public hearing on April 6 had been published in the Focus Plewspaper.
At the Planning Commi�sion meeting the previous evening, they had adopted the
recommendations for the plan changes.

they can designate the official depository for the HRJ1 and to authorize the

been the official depository in the past for the HRA and the City of Fridle��.

F1r. Rohertson stated that S.E.H. has been ti�rorking on the design of the inter-
section at T.H . 65/Lake Pointe/Old Centi•al for several years, beginning �iith
a��5,000 contract. A nueiber of additional worl: items have been ad�led fror�
tirne to tine. This tires the latest contract addition which covered street
lighting study,righC-af-way acquisition and landscaping in tihe amount of
58,270. He stated it would be in order for the HRA to �uthtlri�� this amount
�s an addition to the original contract.
Mr. Robertson stated he would have more details at subsequent r�eetings.
�1s. Schnabel asked if the HRA had discussed these additional expenses for
tfiis contract.
t4r. Kobertson stated it had beea discussed 6efore �ahen they discussed the
intersection iraprovenents and in connection a�ith the Lake Pointe Project.
There has been a total of about 520,000 in increases authorized over the last
year. Tliis $3,270 was the latest of tlie increases.

t1r. Robertson stated that after discussions o-�ith the HRA and City Council
regarding the 6arton-Aschman proposal, sone r�inor changes a�ere recommended.
The first phase will cover an ur�an demonstration segment fron 57th Ave. to
61st Ave. lJ.E., and a rura] demonstration segr�ent fron Osborne Rd. south to
73rd Ave. N.E. (rather than nortli to 81st Ave.) 7his latter change �ias
recomr�ended by the City Council in order that the demonstration include treat-
ments from both sides of the Corridor in the City of Fridley.
Mr. Robertson stated he ���as reconmending that the HRA authorize him to enter
into a contractua] agreenent riith Barton-Aschman for getting the design �iork
for these to-io demonstration segments done over this construction season. The
��rork would be acconplished in ttivo stages (April 3, 1957, memo from P4r. Robertson
to f�r. Qureshi). Barton-Aschnan has prepared the �aorking drawings, and they
I�ave 9iven the City a budget not to exceed $23,300. He was asking for authoriza-
tion to consur�mate that agreement.
11s. Sclinabel stated she had reviet�ed the proposal, and it looked very thorouqh
and very comprehensive. She could see no probler�s with authorizing Staff to
enter into an agreer�ent t�ith Barton-Aschman.
Mr. I�eyer stated he was interes±ed hy the fact that there ��as no provisions
for field observation of the V+or4; on the part of Qarton-Aschman. He felt they
should ask Qarton-Aschman for a quote of �ahat they vrould charge for proper
field observation, and then tViis could be discussed at the next meeting.

on the recorJ tliat they intend to fulfill these present contract obliga-
tions, it would be in order for the HRA to simply direct that these
contract obligations be conpleted to the point where the site idould be
presentable.
t9r. Robertson stated the background on this vtas that there �ias a question
on the final alignnent for Lake Pointe Drive as it connects with the
intersection of lJest floore Lake Drive and T.H. 65. There are tt•�o houses
that Woodbridge has obtained options on. They do not kno�� if Idoodbridge
intends to exercise these options; however, if they do not exercise these
options for any reason, Staff �rould like to be authorized to make a
temporary connection to West Iloore Lake Drive so essentially the property
was complete and ready for inspection.
f1r. IJewman stated the IiRA has already entered into the contracts for on-
site ir�provements, but special counsel raould like to have it clear in the
minutes that the exact final alignment of this pertion of road has not
been completely resolved yet. That was one of the items under dispute.
' Because all of the site work was going to be done this summer and because �here
was still some uncertainty at this point as to when tliis issue ti•rould be
resolved, it was the recommendation by Staff that a temporary road be con-
structed connecting Lake Pointe Drive with t400re Lake Drive so that access
could 6e nade to the Lake Pointe property.

Update on *]innesota Department of Public Services Communitv Energy
Council Grant
Ms. Wicklacz indicated that the grant proposal was accepted and the City
Las recei��ed 6'.'_.000. Of that amount, appioximatel�� 5>; wi71 �o for
rental compliance and about 35% For solid waste, perhaps upgrading the
S.O.R.T. site. Ms. H'icklacz will now start working on the project and
start chargine against those funds. The last 10% will go Co Enerby Awareness.
2. Update on Metropolitan Council Grants
Ms. l�icklacz indicated the City has received $10,000 from a Metropolitan
Council grant for public information and education. The plan is to go to
the schools and provide education about recycling. A video tape will be
developed to explain the solid waste problems and worksheets given to the
students to complete uith their patents and return to the school.
Mr. Thompson, who had done a previous education session in the schools,
provided students with a workbook, buttons, asked students to look for
recycleable materials in the home, and asked students to recycle for one
week in the home. The curbside program was promoted. A number of students
already knew about S.O.R.T. and U-Can.
Ms. Wicklacz indicated that Columbia Heights had also received a public
information grant. They use a card that is punched each time a person

recycles. After the card is punched a specified number of times, the ''
card holder receives a gift. Ms. Wicklacz hopes to folloc: in that
direction. The project started April 1, 1987,�and lasts until March, '88.
;Ns. liiciclacz indicated that the tonnage reimbursement was ser.t in to the
Metropolitan Council for a total of S8?3.92. The report was made avail.iblr
for members to review.
Ms. I<icklacz stated that she planned to talk to the Boy Scouts to hare
them submit their paper drive receipts so that they could receive a rebat�
on what they collected.
Mr. H'ellan indicated that St. Phillips church also conducts a paper drive
and su�€;ested informing them of the rebate.
Ms. Wicklacz stated the reimbursement of SOC per household had been �
received for last year and she is working on the figures for this year.

Sa. I<icklacz stated that she did not thinh the City would be gettinf; funds
from Anoka Couni�� if the landfill closed. So it will be nice to get more
from the A]et Council, just in case.
3. Uptiate on Curbside Recycling Program
'1s. Wichlacz reviewed the tonnage figures in the report to the Met Council
notin� an i�crease in the tonnage for February. The complaints about thc
curbside program are received in spurts. A number of people no�w briu�;
their recvcleables to S.O.R.T. Ms. k'icklacz sent Snper Cycle a letter
outlinin,^, nroblems. They have hired John Mooreland to handle thc routes.
Super C}�cle has been really good since he was hired. T'heir response l�as
improved, and they come back on Saturday for missed pick ups reported on Friday.
4. Cpdate or: li-Can/S.O.R.T. Recvcling and Composting
51s. l;icklacz in3icated S.O.R.T. re-opened January 7. The compost area has
been open about a month but will have to be closed due to the fire t�azard
conditions. The pile has been turned and watered bv the City and li-Can is
monitoring to see that the compost is clean. People seem to be happy with
this feature.
Ms. Wicklacz stated that U-Can has been disappointed that they have not had
the volume they had at the East River Road location.
Mr. Svanda asked if they had done advertising.
"1s. Fic!::acz stated they have made up brochures and they are making up a
mailing list. Flyers have been delivered, and coupons have been made up
for additional cash per pound of recycleables. A sign is needed for the
S.O.R.T. site. A grand opening for the site has been planned for the last
part of April. Ms. Wicklacz will let members know when that will be held.

a. Ms. Wicklacz presented to members a brochure on household hazardous
waste which she felt was very informative. The brochure is rather
expensive, but infoimation from the brochute could be put in Uie Cit}�
newsletter.
b. Mr. S��anda presented copies of bills with provisions on used batteri.es
and similar provisions on waste oil. Anyone selling batteries,
� primarily lead acid batteries used in cars, must collect used batteries
and must post a sign indicating so. Anyone selling oil must have a
place on site for waste oil or make public notice where used oi1 can
be dumped. He recommended posting signs in those places that w�ste
oil could be dumped at the Fridley site.
Ms. Hicklacz asked what happens to the used batteries.
Mr. Svanda indicated that they are recycled by a company in Eagan.
Ms. Wicklacz asked about used tires.
Mr. Svanda indicated a company in Babbitt is shredding used tires.
The company will have the capacity to process all tires expected to
be generated from the staie.

He noted that haulers for used tires would need a license to haul.

person is now vacant. Mr. Svanda declared the nominations open for
Vice-Chairperson.
Mr. Hellan nominated Pir. nielson for Vice-Chairperson.
Hearing no other nominations, Mr. Svanda declared nominations closed.
