In an effort to pravide for inclusion of all Fossible vacant property in the
area of the Heather Oaks Plat, Tan Bricker has met with the two land avners
adjacent to his pro�sed Plat. �ese two oaners, Mr. Costello and Mr. Ettel,
have large tracts of vacant property whid� abut the proposed Brickner Plat.
Mr. Brickner presented to thea a preliminary Plat wiHi 15 loks whidt included
poctions of their property but left 13�eiz principle structuce standing. An
offer of 5.80 per square foot was tendered. 1f�is price is the same price
whi� tdr. Bricknet is �xiying for the two westerly lots in the 12 lot Plat.
Mr. Costello is willing attd anxious to se21 his property for this price,
hoaever, Mr. Ettel declined the offer.
7he estimated imprwanent cost as determined tr�+ the Public Works Dep3rtrnent
for ti�e 15 lot Plat is 5123,274. �e improve�nent wst for the 12 lat Plat is
592,153. �ere is a difference of 531,121. Without the inclusion of both
the Costello and Ettel �arcels, Mr. Brickner does ttot feel that it would be
fir�ncially faasible to include only tf�e Costello portion. �erefore, he is
proceeding with the 12 lot Plat and is sci�edule for a Public Hearing at the
Planning Commission on Novenber 18, 1987.
One possible solUtion to the Costello problan would be to work out a private
driveaay a�semest off of Gazciena Avenue to allwr him to sglit off one or two
lots. �e Ettel property is presently serviced b� suci� a driveway easement
which o�uld be �ared with Costello. Althou� this would require a variance
to the Code, a precedent has been set witi� the Ettel property.

Tan Brickner has made appl.ication for apprwal of a Prelimminary P2at of 3.4
acres at the 5900 block of Stinson. '19�e land is presently three seFarate
gzrcels. �he respective oaners are: Ir�ne Mitchell, James and Rita Jordan
and Malone and Ferne Noe (see existing owner map). The PrelimittaryPlat
includes twelve single family lots 4see option A).
In addition, there is a 30 foot ric�t of way which rins north and south and
bisects the propetty. This dedication is obsolete in that there is no
o�portimity to create a through stceet. �he vacation of this right of way
has been apglied for and will accromFany the Plat procedure.
In additirn to the three parcels mentioned, there are two other property
o.mers, both to the south, which could also participate in the Plat. One
being Roger Ettel of 1641 Gardena and the other William Costello of 1623
Gardena. If these properties are included with the Plat, tl�ree additional
Iots eould be made available fsee option B) . Nl�. Costello has e�ressed an
irrterest in naintaining his opti� for subdividing his property foc futuce
hane sites. 'Ihe �ohlan wfth inclusion of the Costello and/or Ettel p'�rcels
is that the grade drops off substantially. A significant amount of fill
would have to be put in glace in order to obtain positive dtainage from the
Costello or Ettei �rcels. �ere is no storm sewer in the immediate area,
thexefore it is �cessary to maintain positive surface drainage over the
entire oourse of the street.
A topograFhic survey of this sitP includin9 the Costello and Ettel parcels
will be available at the end of the mrnth. At that time we will meet with
Ettel and Costello to discaass the implications and cost of including their
property in the subdivision. i will keep you updated on this matter.
