Mr. Robinson stated this special use permit request was for a second
aooessory building at 6536 Clover Plaoe. The petitioner would 1 ike to
o�nstruct a 20 ft. by 28 ft. (560 sq. ft. ) storage building in the rear
yard t o be used f or boat st or age �c] 1 aan equipnent stor age . Th e pr ope r ty
was located in an entirely single faQnily neighborhood. There was an
attached garage with a driveway. Since the proposed sewnd accessory
building was i.ntended only for b�at st or age anol 1 awn eq uipnent st or age,
there was no Isaposal for a driveway fran the tuilding to the street.

Mr. Linc�er stated that, as mentianed, the storage building would be used
only for boat �d l�rn equignent. �e envisioned taking his boat in and out
o� the building about once a month. He planned to have the new storage
building oonform to the same siding and shingles as the house.
Mr. Betzold stated that pcesently Mr. Linc�er had a metal storage shed in
the back yard. Would this sfied be renaved?
Mr. Lin�►er stated, y�es, he intended to renwe the metal storage shed.
Mr. Betzold asked if there was anyo� in the audienoe who wished to make any
�nents regarcling this speciat u�e permit request.
Mr. Qenn Tonneslan, 6538 Qover Plac:e, stated he 1 ived next door to Mr.
Linc�►er. He stated he objected to the building. This was a residential
neicjiborhood, and a structure of this size would be a detriment to the
appearanae o� the neic�iborhood. He stated it would also obstruct his view
of the neic�iborhood. He stated it did not make much sens�e to have a boat if
the t�oat was only going to be taken in and out a�f the building onoe a moa�th.
He stated their bedroom windows are on the side of the house where the
bulding would be locatec3, and he jtist felt it would tak,e a4aay fran the value
of the surro�mding properties.
Mr. Linc�er stated he had done a market analysis of his existing property
and the neic�ibors' p�operties. He had two realtors out and both realtors
said that the �nstruction of a storage building in this location would not
devalue the properties, either plus or minus. The property values would
reaain the s�ne.

Mr. Harna asked if there were ariy other garages in the neighborhood that
were located in the rear yard in approxi.mately the same location as the
building prop�sed by Mr. LincY�er.
Mr. Lee Wenc�, 6545 Monroe Street, stated his praperty was located directly
behind Mr. Lindner. He stated his garaqe was located in the rear yard and
was almost back to back to the pcoposed building.
Mrs. Wenclt stated they did nat object to the storage building as p�op�sed by
Mr. Lir�ner. It did affect Mt. Tonnaslan more th� it did then.

p Mr. Robinson stated that in looking at the aerial photo, it looked 1 ike Mr.
Lin�er's building, if appraved, w�uld be the �ird rear yard garage in the
inenediate grouping of hrnies.
Mr. Betzold stated he did not recall many ather �coessory ixiildings simil ar
to this that have been denied.
Mr. Robinson stated that as far as the garage to the west, that did not seem
to be an issue. Ae suggested the possibility � a landscape buffer between
Mr. Linc3ner's property and Mr. Tonnaslan's. A buffer would require a
little 4it more setback - 8 ft. As far as Mr. Lincher using the grassy area
to mwe his boat in and out, the special �se permit wuld be reviewed again
at the end of the suYmer to see if there hacl been any damage to the turf.
Mr. aetZOia �asx�a r�. Tonaslan hvw he felt ab�ut a buffer, landscaping and
shrubbery, between the two properties.
Mr. Tonnaslan stated there were already shrtahs between the two properties.
He stated his main ooncern was what would happen in the future if Mr.
Lincher mwed away and new o�wrnrs used that building for a machi�e shop or
for the storage aE aukanobiles. He stated he had a boat for five years and
had it stored in the driveway. He agreed having a boat stored in the
driveway was an eyesore, and he had f inally moved his boat to the St. (xoix.
i�e stated he aould aertainly appreciate the problen of having a boat and
needing a place to store it. He stated Mr. Lindner was a very nice
nei�ib�r, and he h�l nothing against Mr. Lindner personally. He was j ust
aonaerried abo� that large a storage building in the rear yard.
Mr. Betzold asked Mr. Lindner if he would have a problen if the Planning
Corcanission reoo�nended the City Cou�cil rewiew the special use permit in a
few ma�ths.
Mr. Lincher staed he would have no prohlen with the City Council reviewing
the special use permit wheryever they saw fit.
Mr. Hetzold asked if Mr. Lincher needed a storage building quite this large.
Mr. Linc�er stated the reason he was �oposing a 20 ft, by 28 ft. building
was beca�e the boat he would be purchasing was 25-26 ft. long with the
tonc3ue. A narraw structure, 9 ft. by 27 ft. , would not look very nice.
Another �ti� was a carport c�f the garage, and he did not think that would
look very nice. Another option was a semi-structure, a p�le barn type
structure► and that would look worse yet. He stated the size of the
building would help him in the storage of a lot of lawn equipment in
addition to the boat. He did have two cars and those were kept in the
atta�ecl cbuhte car qarage.
Mr. S�a�da asked if Mr. Lincher had a�nsidered mwing the building closer to
the house.
Mr. Lincher stated he would not object to having the building closer to the
house, but he thou�t that would look worse than lining the building up with

the reic�bor's garage in the rear.
Mr. Robinson stated that regarding Mr. Tonneslan's concern about the
building being used for a macnirie shop in the future, this special use
permit, if apprwed, would be f iled against the property at the Co�ty, and
the stipulation that the luilding was to be �ed for the skorage o� boat and
lawn equipnent o�r�ly would be attached, so that any future awners would be
aware o�f the special use permit and the stipulation.
Mr. Betzold stated it so�ded like there would be an eyesore either way. If
the special u�e permt was denied, then there would be the eyesore of hav ing
the boat stored in the driveway. He stated he would be inclu�ed to vote in
favor of the special use permit, subjec� to a review by the City Co�cil in
six months and that the existing metal shed be renweol, along with the two
stipulations reaoaa¢nended by staff.
Mr. Rondrick stated he would acgee with Mr. Betzold.

Mr. Robinson stated the proposal was to use adjacent R-3 property for a
parking lat whidi would servioe the North Air Hane Association or Rnicj�ts of
Col�nnbus facility. The property in question was located just east of
Hic�way 65 and north of 68th Plaoe. �e o�tion property is �nder a purc�ase
agreene� at this time.
Mr. Robinson stated the site, which is vacant, is bordered by a single
family hwnes on the east anol a multiple dwell ing unit to the south.
Suburban Engineering is directly north. �iere are two single f aanily ho�nes
whic�i abut the k�ack of the p�operty of Knic,�ts of Colunbus.
Mr. Roainson stated they have worked with the petitioners to awne up with a
plan whidz neecis several site improvements. Staff was recommending the
fallowing stipulations:
L Inskall lan�caping and autcmatic irrigation as per City
apprwecl pl an by July 1, 1988.
2. Install m�sonry dtunpster encl�ure with a diain link slatted
gate by July 1, 1988.
3. Install six inch hic� ooncrete curbing along the perimeter
a� the existing parking lot and prop�sed parking lat by
July 1, 1988.
4. Storm drainage plan to be suk�nitted before the City Co�cil
meeting on May 2, 1988.
5. Slat dlain link fenae along the eastern and northern property
line o�' the existing parking lot. Additional fencing to be
installed aloc�g eastern property line when p�operty to the
eask develops.
6. Install and slat d�ai.n link fenoe alo�ng eastern property lire
o� the new parking lot upon aompletion of lot.
7. iiesurf aoe and stripe parking lot to meet Code.
8. Supply a performanae bond or letter c� credit in the amo�mt
of $10,000 pria� to aonstruction.
Mr. Robinson stated that because the dumpster could be screened with
lanc�scaping and the district p�ivacy fenoe, stipulation �2 could l�e deleted.

Mr. Robertson stated that regarding stipulation #4 regarding the drainage
pl�, he would reao�miend that the drainage pl an be sukxaitted suf f iciently
early for aclequate staff review before the City Co�ncil meeting. He stated
that because the City Coincil has been embroiled in a a�uple � issues where
the drainage gla�s were not submitted in enough time for adequate staff
review, and the City Council would be �u�►willing to approve a project
wntingem upon staff review.
Mr. Robinson stated staff has worked out a scheclule with Suburban
Engir�eering, �d the drainage plan will be available within a week.
Mr. S�anc3a stated that regarcling the lanc�caping, they are looking at some
fairly heavy duty landscaping on the so�h sic7e--20 feet whiciz will take in
abot�t 15 feet of the currently surf aced area. Isn't there parking along
there now and aren't they �nsuning some 20 spaoes just to gain 20 spaoes?
Mr. Vern Brewers stated he was President of the Board for North Air Hoane
Association. He stated they were oonst�ning 13 parking stalls along the
south ec7ge, and were gaining 20, for a r�et gain af 7 parking stalls.
Mr. Robinson stated there was a prwision for a�►other 12 parking stalls on
the rnrth side a� the building, so they would actually gain 19 stalls.
Mr. Brewers �ated they are well a�ware o� the stipulations outl ined by Mr.
Robinson. �ey are working with Suburban Engineering and the Rice Creek
Watershed District and are prepared to comply with all stipulations and
aodes.
Mr. Betzold stated the neic�b�rs in the area are very sensitive to traffic
up and down Lucia Lane and abouk people parking along Lucia Lane. Would
these addi.tional parking sgaoes help alleviate swne c� the parking problegas
on Lucia Lane.
Mr. Brewers s�ated he aertainly hc�ped it would help.
Mr. Bill Fink, 6864 (hannel Road, stated he lived directly behind the
proposed parking lat. He stated he really did not know how he felt about
the proposed garking lot or haw it will w�rk o�.
Mr. Fink stated the traffic leaving fram Lucia Lane go ric�t by his window.
He stated there was not much room between his house and the existing
building. Iie stated that when there are parties at the Knic�ts of Col �nbus
Aall, a�ten peogle g� out in the parking lat anc7 drink and throw bottles and
trash into their yard. He stated they have gotten used to it, but if a
fenae was put up, people micjzt not realize there is a house behind the fenoe
and mic�it thraw more trash aver the fenoe, thinking it was a good place to
throw things. He stated that if a wooden fenoe was constructed, he would
like to see it be a solid wooden fen� so that car lights cannot shine
throuc� the fenoe. It was only 30-40 ft. at the most to his windaw fran the
proposed parking lot.

the Pla�ning Cocmnission aould consider narrawing that buffer strip.

Mr. ICondrick stated he liked Mr. French's idea of closing the passage
wnnecting the two parking lats. It would also generate a few more parking
stalls.
Ms. Viola Porter, 6870 Channel Road, stated she lived next door to the
Fink's. She asked if there was a division between the proposed parking lot
and Suburban's parking lot m the north end.
Mr. Robinson stated there was wrbing and a c¢een setback area o� 5 ft.
Ms. Forter stated cars cutting through the parking lot was one of her
oonaerns, and, also, if there was a fenoe between the proposed parking lat
and Suburban Engiryeering, it mic�it _el iminate soane o� the noise that is b��md
to be generated in the �rking lat.
Mr. Barna stated he thouc,�t the noise fran the parking lot would be pretty
wel.l taken care of with the proposed wooden fencing. If there was a prohlan
with the Suburban Engir�eering parking, that would have to be worked o� with
Suburban Engineering.
Mr. French stated that ric�t r�ow the �operty was hic�ier, but it was going
to have to be lowered. By the time the parking lot is built, the parking
lvt will be about 10 ft. belaw the grade � the hanes.
Mr. Betzold stated he felt a fenoe between the p�oposed parking lot anol the
Suburban Engineering parking lot was not going to be neaessary, Yx�t it wuld
be discussed by staff before this goes to City Co�ncil.

which would invalve a cut a� up to 16 feet. A retaining wall would be glaoed
in this area with a fenoe on top of the retaining wall which would vary in
heic,j�t fram 10 feet to 15 feet depending on the varianae in the grade behind
the wall. In conj�ction with the fence proposal, a varianc� is being
prooess for fenoe hei�t fran 8 feet allowed to 15 feet proposed. This item
was reviewed by the p�ppeals Camnission on April 26, 1988 and was passed onto
City Cou�cil witho� a rea�mnendation.

Imnediately east to the Menard's p�operty is the Beverly Hills single family
additian. �ese propertfes whici� sit some 60 feet above the elevatian of the
storage yard have aanplained on n�erous occasfons that the o�eration of the
storage yard is a nuisanoe to then beca�se o� the r�ise yenerated by trucks
and fork lift vperatians. 7hese aomplafnts and oonoerns date back aver a ten
year period. As you can see fra�► the attached meno to file related to
Menard�s meeting with the r�eic�b�rs held Flebruary 15, 1978. At that time,
Menard s agreed to limit their operation by not using the public address
system exoept for emergencies and that the saw shed would be insulated and
�i=d1Y that truck del ivery hours would be 1 imited to 8: 00 a m to 9: 00 p. m

deliveries on S�nday. �ere is nat mentias� of fork lift operation in this
meao. It is not readily apparent at this time whether the continued noise
problens relate to violations of this letter of understanding or if they
occur due to other noise generating activities, such as the fork lift
operatian.

In order to study the impact af the prap�sed fenc�, staff has put together
the atta�ed sectian which shows the existing and proposed fenoe and the
viewline fraaa the neic�boring house to the east. As you can see, the
proposed fe�oe at the p�raperty lir�e would not Fxeeent a sigiificant increase
in buffering in either views or noise at this location. We have discussed
these n�ise issues with MnDOT and have been informed that in order for a
noise fenoe to be effective it would have to be 3 to 5 feet higher than a
line a�nnecting ear level, eye level line of a resident an the hill with the
base c� the storage yard area at the building (see attached section and
analysis). As you can eee f ran the sketch a f ence and wall st r uct ure
canbinatian meeting this criteria installed at the property line would have
to be between 35 to 40 feet in height versus the 25 foot wall and fence
oambinati� proposed by the c]eveloQer. In additian, IrhDO►r has indicated that
the acnstructi� of the wall should be 2'x6' material in order to provide
s�f icient n�ise claQapering. The additional issue which would need to be
oonsidere3 in icistallation in noise abatement structure would be the
renaining f enae 1 ine not pr opo sed t o be upgr ade d w ith thi s proposal (see
attac�ed pl � ) .

Should the Planning Ca�mnissian decide to reaonanend approval a� expansion the
storage yard, staff is reo�mmending that they consider attaching the
fcallawing stipulatians:
L Hours of aperation as agreed to in meeting held F�ebruary 15, 1978 should
be modified to include fork lift truck operati�.
2. Menard Inc. will provide a report f rom noise abatement
specialist/engirieer pcoviding details of the �tions availahle to affect
a sic,�ificant n�ise reduction as experienaed by the neic�►bors to the

3. Prior to excavatian and oonstruction for the expansion, Menard Inc. will
sutmit for a�rwal erosian a�ntrol details for approval.
4. Prior to a�nstructian Menard Inc. will su�pply revised structural c3ra�inc,�
sicred by a registered engineer.

On Monday, April 11, 1966 I met with David Turek, Project Manager, for Menard's.
Mr. Turek vas re�uesting an excavation permit to expand the Menard's storage
yard (see attached plan). Mr. Turek explained that he had already removed some
old feacing a�d �ad begun excavation thinking that no permit vas required. I
informed him [ha even though a fence does not require a permit, the expansion
of outside storage requires a special use permit. A variance associated with
the plan include excess fence height on the high side of the retaining wall
from eight feet �llowed to 15 feet proposed (actual fence height varies vith
the grade on the east side of the fence). See aitached fence details.
On Wednesday, Ap�il 13, 1988 Menard's applied for both zoning permits.
Note that the zo ing of the outlot platted with Beverly Hills is zoned commercial.
Because Menazd's�does not abutt residential, the 15 feet buffer discussed is not
required.

Mr. Kirk stated that for the last three years on Merrorial Day, the Parks &
Recreation Division and the Naturalist Division have sponsored a picnic in
the park at Sprinc�roak Nature Center. This year they are going to tie in
a grand opening type of cereirony for the ponding project and the boardwalk
system on the same day. E�z though it is a holiday, the picnic usually
draws around 400-500 people. With a built in audience, it mic�t be nice to
shawcase the walkway system.
Mr. Kirk st,�ted that if the Coannission members were in t�aan that weekend, it
would be niice if they came to the pic�ic. The picnic was fran noon - 4 p.m.
�e qrand opening would prabably be around 1:00 p.m.

b. Artificial S�aans at N1�oore Lake
Mr. Kirk stated as was discussed at a previous meeting, the artificial swans
have now been placed in Moore Lake. Since the swan is the natural enemy of
the Canadian Goose, they are haping these swans will be effective in keeping
the geese away fran the lake and the beach area.
Mr. Gargaro stated that when he had driven by the lake that evening caming
fran the south, the lake was alimst ca�letely clear of any geese or ducks .
Mr. Kondrick stated it seemed to be effective in keeping the geese out of the
water.
Mr. Kirk stat:ed they will oontinue to manitor this and will report back to the
Cccmussion at the next meeting.
c. Resignation of Catmnission Member, A1 Gabel
Mr. Kirk stated he had received a telephone call fran Al Gabel that day stating
that he found it necessary to resign fran the Parks & Recreation Co�cnission.
Mr. Gabel had asked him to take the necessazy steps, so Mr. Kirk stated he
would notify the City Manager and the City Co�cil of Mr. Gabel's resignatian.

Mr. ICQndrick stated that with the resignation of Dir. Gabel, as far as oanmission
size, he would like the Conmission go back to its original five members. He
felt five was an adequately sized oo�nission.
Mr. Kirk stated he did not think the Co�cmission needed to replace A1 Gabel;
haaever, if they did want to have a larger co�mu.ssian size, he would suggest
they go to 7 np.mbers rattber than 6 mP..�ers. With six members, four n�nbers
were rbeeded to make a q�onan, and that has sanetimes been difficult in 'the
past. With seven members, they would still only need four for a qu�r�n. With
five metrbers, they only need three mer.ibers tor a quonun.

Mr. Kirk stated the Cotmnissi� m�nbers had received a copy of a letter fran
Chris Jarvi addressed to Mayor Nee. Chris was asking if there could be ranps
and tracks added to the Fri.dley parks. Mr. Kirk stated he thauc�►t what Chris
was ta]king about was a B[� bicycle mot�ocross track. One used to be located
in Broaklyn Park, but it was taken out two years ago because of the liability.
Insurance could hav�e been obtained, but the cwerage prioe was astroryoanical.

Mr. Kondrick stated he knew that insurance voverage was the Problem, and
cities just �annot afford to get that kind of insurance because of the liability.

parks, but ez�plaining that because of the high cost of liability insurance,
the City was unable to consider the addition of a BN� bicycle motocross track
in any of th� city parks.
Mr. Kirk stated the City is really developing soane nice bike trails in the
city, and he would tell Chris that i.n the letter also.

b. Playgrounds/Stim[rer Fees
Mr. Kirk stated that each year, the C.o�ussion is asked to approve the proposed
stmmer fees �or playground, tiny tots, and T-ball programs. Staff was recom�nd-
ing this yea� that they stay with the same fees as last year. In doing a survey
of other cities, they found that sare cities still provide these stimmer programs
free of charcge. Of the cities that do charc�e fees, Fridley was a little above
the middle. Staff was reoo�nr�ending the follaaing su�m�er programning fees:
Tiny Tots -$15, maximlmn $22 per family
Playgrourx3 - $21, maxim�.un $34 per family
T-ball � $16
Mr. Kirk stated that for 7-8 years, the City has had a fee adjustn►ent policy
for anyone wlno might need assistance for a partial fee or a c��lete waiver•
Any person requesting assistance is asked to fill out a form. The financial
information is wl�tary, but he/she is asked what portion he/she feels he/she
can PaY� if �nY•
D1r. Kixk sta�ed he �did riot think the policy has been abused; haaever, this
past year they have started getting irore requests. He stated he will keep
track of it �nd giv�e the Cammissi� a report at the end of the calendar year
on the rnmbers and the dollar airo�t for waivers for this year .

c. TenrLis Courts - Metered Lights
Mr. GaY-garo stated he was asked by a conoe.rnc�d citizen if there was soare way
the tennis court lights could be metered so that the lic,�ts would be on only
when the t�ennis courts were being used. He was rbot thinking of cains because
of vandalism and theft, but maybe tdcens could be bought fran the City and
used to operate the lights.
Mr . Gargaro stated the tennis c:rourts at Nbare Lake were a good exanple .�ren
when no �e was playing, the lights were still on. It was the same thing at
Creek Ridge Park.
Mr. Gargaro stated the reason for suggesting the metered lights was to reduoe
the lighting costs and to proh�bit lights fro�► bei.ng on when no one was using
a oourt which might be irritating to the neighbors.
Mr. Young stated he did not knaa what kind of lic�t bulbs were in the tennis
caurt lights, but if they are the kind of bulbs that take about 15 minutes to
coR� on to full pvw�r again once they have bee.n turned off, metering the lic�ts
might not be too practical.
Mr. Allen stated the lights at Benjamin-Briardale and Creek Ridge Parks are
merc.-�ary-vapor which are the m�st efficient bulbs that can be used.
Dir. Kirk stated the lights should have been turned on this week. They are
usually turned on when daylight savings time begins.
Mr. Kondrick stated he thouc�t having to abtain takens fran the City would
diswurage peaple fran playing tennis, and they oould not play an the spur of
the �nt, because they would have to plan to get the tokens ahead of time.
In addition, as mentioned, the mercury-vapar lic�ts are tl�e cheapest way of
lighting, and the shut-daan/start up would not w�nz for a metering syst�n.
Mr. Kirk stated vandalism was a big wncern whether sanething is coin-operat�ed
or token-operated. Any time there is a box that looks like a coin bax, so�re-
one is going to vandalize it, evnn if the bo�c is l�beled that there are no
coins, or�ly tokens.
Mr. Gargaro stated he brought this up only because of a concern expressed
by a citizen. After this discussion, he realized that it did not seem very
feasible to have a metering-type system for t�ennis court lic�ting, and he
would coaivey the CoamLission's discussion to the person �o had expressed the
conaern.
d. Neic�hborhood Park Safety - Adult Ballplayers
Mr. Gargaro stated the same individual who had expressed the aUave conoern
had also e�ressed a conoern about older ballplayers hitting balls into the
tennis oourts at Creek Ridge Park, and that younger peonle cauld be hurt fran
these fast flying balls. Mr. Gargaro stated he had told this individual that
he would bring this �noern to the Camiissiari.

Mr. Allen st�ted he would c�ess that these are adults practicing for the up-
caning leagues that will be starting soon, and once these leagues start, these
peaple will not be playing in the smaller parks anym4re.
Mr. Kirk stated this was not a new concern. Last s�ier a person had called
the polioe b�cause of baseballs being hit into her yard. This person wanted
the City to put up a sign, but how c3o they put up a sign in a ballfield that
says, "no ball playing"? And, without having saneone there to monitor the
situation, hvw do they regulate ages? It beo�mes a very difficult situation.
This problem,usually comes with baseball, but he could see a similar situation
with softball.
Mr. Y�.rk stated he had talked to Ra.lph Vol]�an, Stiiperintendent of Public Works,
about both the problems rir. Gargaro had brought up at this meeting. DZr. Vol]�nan
had suggested they talk to the police about having the Ccnurnznity Service Officers
pay attentio�, especially early in the sium�er, to these kinds of proble� .

a. 49'er Days
Mr. Kirk sta�ed the kick-off event was held on Wednesday, March 31, at Sandy's
Restaurant, t�o qet the busi.nesses aware of what is happexLing and to try to get
scme f undi.ng .
Mr. Kirk stat�ed a lot of the events will be taking place again at Locke Park
ar�l Colimnbia lce Arena. Sottie of the events planned are: kite flying exhibition
and contest,'tethered hot air balloon rides, possible helioopter rides, skydivers,
model airplame shaa, carnival, an expanded art shcu�, food vendors. They hav�e
been able to get Broaklyn Center's portable bandshell to be used as a viewinq
stand for the parade and to use for the bands that will play at Coltunbia lce
Arena.

a. Consideratial of Adult Lit�exacy in Fridley
Ms. Sherek stated that at the last meeting, Ms. Dodge had stated she would
invite Mr. Tan Myhra to the April meeting to discuss adult literacy. Sinoe
Ms. Dodge was not at the meeting, this item should be tabled until the
September meeting.
3. NEW BUSIlQE.SS;
a. Consideratioai of Issues Re}.ating to Persons with Disabilities
(1) Update of 1983 Handicapped Acoessibility Study
Mr. Hunt stated that in the agenda, the Conmissian menl�ers had received
a ca�y of a letter fran R4ger Bld�¢n to ,7im Robinson expressing interest
in updating the 1983 handicapped accessibility study.
Mr. Hunt stated that as a result of an accident, Mr. Blohm had lost one
or both of his legs and was pretty muc3� confined to a wheelchair. Mr. Blotun
was appointed by Mayor Nee to the North S�wrban Cc�mYUnity Advocates for
the Handicapped's Advisory Board. Mr. Blohm apQeared before the City
Council oa� March 28, 1988, t�o discuss a n��er of issues regarding the
handicap�ped. � of the issues he raised were the 1983 aooessibility
study and transportation.
Mr. Hunt stated the handicapped avicessibility study, "An Aocess Guide to
Friendly Fridley", was cbne in 1983 and was an award winning project for
the City of Fridley. He stated he was in Washington in 1983 to receive
the award.
Mr. iiunt stated that sinve the study was done, there have been sa¢ie fairly
strong fec3eral guidelirles on handicap�ed acoessi.bility, ar�d Mr. Blohm is
raising the qu�esti� as to whether this study needed to be updated, and
whether the HLanan R�esouroes Carmission mic,�t want to take it on as a
project.
Mr. Hunt stated he wanted to bring this to the Canni.ssion first, and
maybe the Conmissian would like to invite Mr. Blo�tnn to a Camussiari
meeting to discuss this.
Ms. Sherek stated the updating of the handicap�,�ed acoess�bility study
might be a possible project £ar CDBG hianui sexvices funding for the
North Suburban Gam�nuiity Advocates fo�r the Haru3icapped. It would certainly
be a project of benefit to the people of Fridley.
Mr. Hunt stated he would oontact Mr. Jess e Ellingworth of North Suburban
Cannunity Advocates for the Handicapped to see if this group �uld be
int,erested in this kind of p�vject. If so, th�e City oould probably work
with them in sane kind of a joint vpnture. Mr. Rabinsfln had felt it

would be apprapriate for an intern to help wi.th the project and that there
wexe func3s available for this kind of thing.
(2) Transportation
Mr. Hunt stated tl�e other issue brought before the Council by Mr. Blahm
was transportatiaai for ttye handicapped people and the problems that exist,
He stated it w�ould be good for the Cccnnission to irYVite Mr. Blahm to the
August meeting t�o talk abait transportation.
b. No Fault Grievanoe Co�mittee Training Op�ortunities
Ms. Sherek stated there was a training session in Bioani.ngton on Saturday,
April 9.
Mr. Hunt stat�ed the next trai.ning session was in May. It would be publicized
in the newspaper, on the c�trn�nity billboard, cable TV, etc.
c. 1988 Workplan
The CaYmissiariers worked on fin�alizing the 1988 workplan. Ttaey added a new
goal: Persar�s with Disabilities - Zb pravide u�rto-c3ate infoxmatioci on
acoessibility of pt� " c and s�u-public buildings and transportation for
persans with disabilities.
Mr. Hunt stat:ed the updated w�rkplan would be tyned i.n firlal foxm and w�ould
be available at the May Ca�snission meeti.ng.
