Commission meeting to order at 7:30 p.m.

CITY COUNCIL UPDATE:
Mr. Robertson gave an update on the October 17, 1988, City Council
meeting.
CONSIDERATION OF A REZONING ZOA #88-03 BY PAUL SCHAEFER:
To rezone from C-3, General Shopping, to R-3, General Multiple
Dwelling, on Lot 2, Block 1, Pearson's Second Addition, and Outlot
A, Pearson's Second Addition, generally located north of 77th
Avenue and east of East River Road N.E.
Ms. Castle stated that the reason the petitioner is requesting the
rezoning in order to construct a three story, 38 unit apa�rtment
building on the site. Staff advised the Commission to disc�ss the
rezoning in terms of zoning requirements and the effect the
rezoning to R-3 would have on the adjoining properties, and not Mr.
Schaefer's proposal or its specifics.
Ms. Castle stated currently the property is in a C-3 zone, g�eneral

shopping. To the north is an R-3 zone (Meadow Run Apartments), to
the west is an R-3 zone which contains mostly single family homes,
to the south is a C-3 zone (Apache Camper), and to the west is an
M-1 zone, light industrial.
Ms. Castle stated this project does comply with all the lot
requirements that are contained in the R-3 zone of the Zoning Code.
The rezoning to R-3 would accomplish two things: (1) It would
enhance the surrounding residential neighborhoods by allowing
compatible uses; and (2) the rezoning would also create a better
buffer from the light industrial district to the west and the
single family homes to the east.
Ms. Castle stated this proposal would encourage appropriate land
use transitions and enhance the living environment of the
surrounding neighborhood.
Ms. Castle stated staff recommends approval of the rezoning with
the following stipulation: The fee owner combine Lot 2 and Outlot
A into one tax parcel by January 21, 1989.
Mr. Betzold asked if there were any long range plans by Anoka
County for this portion of East River Road, and how would this
project be impacted by any widening of the road?
Ms. Castle stated she was not aware of the improvement schedule for
East River Road.
Mr. Barna stated Anoka County intends to continue with improvements
to East River Road on a long term schedule. Their plans are to
complete the improvements from the Coon Rapids City Hall past the
610 bridge down to the Coon Rapids city limits by 1990. The
hardest area to get a foothold on has been in the north end of
Fridley.
Mr. Kondrick stated one reason why the widening of East River Road
in the northern end of Fridley, from 77th Avenue north to Coon
Rapids, has taken longer is because there are 2-3 bridges across
the various creeks. This also makes the project more expensive.
He did not know the time schedule for these improvements. The
widening would have an impact on this project if the divider was
put in, in terms of traffic getting in and out of the development.
Mr. Kondrick asked if the parking requirements were met with this
proj ect .
Ms. Castle stated, yes, 38 was the maximum units for the site, and
the parking requirements have been met by the proposed development.
Mr. Paul Schaefer stated he is a contractor and developer out of
St. Cloud, Minnesota. He is requesting a rezoning from C-3 to R-
3 to allow him to build a 38 unit apartment building with

recreation areas. The building will consist of 3 bedroom units,
2 bedroom units, and one bedroom units and is meant for family
living. He stated it is a very nice building.
Mr. Kondrick asked about the cost of the rental units.
Mr. Schaefer stated it would be the general market rate rent for
the area--around $400-450 for the one bedroom apartments, and the
two and three bedrooms would rent for a little more than that.
This building is meant for the working class people and upd
Mr. Schaefer stated there are garages and outdoor parking. He
stated there will be a big berm along the south side which will
hide Apache Camper, and there are garages along that border. The
building will face to the south, and they will try to save all the
good trees in this area.
Mr. Kondrick asked if there were any provisions for recrentional
areas for children.
Mr. Schaefer stated there are tot lot yards for children.
Mr. Betzold stated it is apparent that the County will be� doing
something to East River Road in this area, but "when" is �till a
question at this point. If the County takes 10-15 feet tc� widen
the road, how will this affect Mr. Schaefer's project?
Mr. Schaefer stated the project meets and exceeds the r�:quired
setbacks so he did not think the widening of East River Roac'l would
affect his project. He has more than an adequate amou�nt of
parking. This parking could be moved back and he would still meet
the parking requirements.
Mr. Saba asked if there were any plans in the future to sell any
of these units as condominiums.
Mr. Schaefer stated, no, these are strictly rental units.
Mr. Dahlberg stated that since the Planning Commission is not
acting on Mr. Schaefer's proposal from the standpoint of the
specifics of the building and its layout and they are dealirug only
with the rezoning, what is the potential, if a��, of Mr. Schaefer's
building plans changing at the time he submi°�s final documents to
staff, i.e., the number of units, orientatT_�an of the building on
the site, any other planning concepts, et�:.�'
Mr. Schaefer stated he could not foresee any changes �o the
building or the layout of the units. He cannot increase the number
of units, and he certainly did not intend to decrease the number
of units. He stated the only other thing he has to work out with
staff is the landscaping.

Mr. Barna stated the question before the Planning Commission at
this meeting is whether they would rather see this land rezoned to
R-3 or whether they think it should remain commercial.
Mr. Schaefer stated the Watkins Brothers have had several proposals
develop this land as commercial property and those proposals were
turned down. One proposal was for a strip center. The lot is not
laid out very well for commercial development. He stated the lot
is only about 200 feet wide. He stated he thought this property
would be better served as residential, R-3, because it is right
next to R-3 and across from a residential area and would block the
industrial property behind it from the residential neighborhood.
Mr. Betzold stated that once in awhile what happens with apartment
buildings is the landlord will do anything to fill up the units,
and that makes it rough on a neighborhood.
Mr. Schaefer stated he owns 150 units in 7 buildings in St. Cloud.
Mostly professional people live in those buildings. They do have
one building that houses St. Cloud State students. Two weeks ago
he got his second police report in 4 1/2 years. He stated he does
not tolerate any problems. The people are warned and then they are
out. He stated there will be an on-site manager at this building.
Ms. Pat Webb, 146 Stonybrook Way N.E., stated she did not want any
more apartment buildings in this area. They already have the
Meadow Run Apartments. She stated that on any given night,
especially on Friday and Saturday nights, there are police in the
parking lot of the Meadow Run Apartments, and the police are there
for a reason. There is a lot of trash, a lot of traffic, and a lot
of noise and trouble that does spill out into the neighborhood.
She could not see putting in another 38 units when they already
have to put up with the Meadow Run apartments.
Mr. Betzold stated that this property is not going to remain
undeveloped forever. Did Ms. Webb prefer to have it remain C-3 and
possibly have more convenience stores or something like that go in
there?
Ms. Webb stated she did not know what kind of business would go in
there, but she knew she did not want an apartment building there.
She stated they will have to take this one step at a time, and when
another proposal comes in, they will consider it at that time.
Mr. Betzold stated that if a proposal comes in to the City that is
right for the commercial zoning and meets all the code
requirements, it can be built without any involvement by the
Planning Commission or City Council.
Ms. Webb stated she could not really say commercial would be
preferable to apartments, but she knew what goes on at Meadow Run,
and she did not want any more situations like that. She stated Mr.

Schaefer might build a very nice building, but who knows what kind
of people will live there.
Ms. Webb presented a petition to the Commission which stated that
the undersigned were opposed to the rezoning of Lot 2, Block 1,
Pearson's 2nd Addition, and Outlot A, generally located north of
77th Avenue and east of East River Road N.E.
OM TION by Mr. Rondrick, seconded by Mr. Barna, to receive into the
record Petition No. 22-1988.
UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON BETZOLD DECLARED THE
MOTION CARRIED UNANIMOUSLY.
Ms. Webb stated the feeling she got from the neighborhood is that
no one wants an apartment building across the street. They feel
they have their share of apartment buildings in this area. She
stated she plans on raising her children here; and if the area gets
worse because of rental units, she will move to another community
where the neighborhood is more safe, more secure, and she knows her
neighbors. She stated you do not have that security with apartment
buildings, because people come and go all the time.
Ms. Molly Jonak, 133 Craig Way N.E., stated she has lived 26 years
in a neighborhood considered to be a somewhat prestigious
neighborhood. She stated she grew up in a good community, attended
good schools, with the opportunity to further her education. She
stated she grew up in a neighborhood where she felt safe and
secure, walking or jogging down the street, and that is the major
reason why she still lives in Fridley. She knows what the big city
is like, and she prefers the security, calmness., and the people of
the suburbs, and she has grown to love the Craig Way neighborhood.
Ms. Jonak stated she came to the meeting to fight for something
she feels is hers and her neighbors. She asked the Planning
Commission the following question: Is it really necessary for the
City of Fridley to put apartment buildings on this property?
Ms. Jonak stated the first major concern to her and her neighbors
is the aesthetic value. As Ms. Webb had said, Mr. Schaefer can
build a nice apartment building but in 10-15 years, he might not
maintain it or a new owner might not maintain it, and it will
become rundown.
Ms. Jonak stated she knows about landlords and about tenants. She
has been one of each. She did not think this area of Fridley is
a perfect spot for another rental property. Rental properties are
just an opportunity for an increase in crime and drugs. People
come and qo all the time, and all this is not conducive to the
neighborhood atmosphere they are trying to achieve. They do not
think building an apartment building here will enhance the
surrounding neighborhood. She thought their property values will

decrease because of it. She challenged each Planning Commission
member to ask themselves these questions: Would he/she want an
apartment building across the street from his/her house? Would it
enhance his/her neighborhood? Would it make him/her feel more safe
and secure?
Ms. Mary Martin, 133 Stonybrook Way N.E., stated she lives directly
across the street from this lot and from Apache Camper. She stated
she wondered if the Planning Commission members have had time to
hear the history of this area in that everything has been either
rezoned or special permitted. If they are going to rezone
everything or get a special use permit for everything, what is the
point of having a Planning Commission and zoning laws? She stated
Meadow Run Apartments were built because of a rezoninq and Apache
Camper was in its location because of a special use permit with
stipulations. Now the City wants to change the zoning on another
piece of property in this area. Didn't the citizens who were here
first have any rights? Are they supposed to just it back and
accept ��progress" and say it is o.k. to change every zoning
whenever the City decides it is best? She stated she hoped the
Planning Commission had more faith in their city fathers who did
the original zoning and that there was a reason for that zoning and
that the zoning should not be changed.
Ms. Martin stated that in terms of the proposed development
protecting the neighborhood �from the Barry Blower Company, the
neighborhood does not need any protection from Barry Blower. There
is some occasional noise from that company in the summer when the
windows are open but that is all. In terms of visual protection,
from Barry Blower, the neighborhood does not need that either. Al1
the neighbors see is a blank wall. They do need protection from
Apache Camper, but that has nothing to do with the rezoning
proposal before the Commission at this meeting, except for the fact
that Apache Camper got a special use permit from the Planning
Commission and the City Council.
Ms. Martin stated another problem is that the Council and the
Commissioners keep changing, as they should and as they always
will; but she thought the history gets lost in the process. There
is just no continuity on the commissions. What former Planning
Commission members promised her she would have, she does not have
now because the Commission in its various forms has given it all
away to somebody else and because city staff thought it was a good
idea. Also, the city staff has no continuity in going back 25, 30,
not even 10-15 years, to know what the area was like when the
neighbors moved in and what they were promised at that time.
Ms. Martin stated she did not want 38 units across the street from
her. There will be an increase in traffic and the noise of
screeching tires. There will probably be about 76 cars coming in
and out of the complex. She had a hard time even believing that

38 units could go on this site with landscaping, garages, outdoor
parking, etc. She would like the Commission to also be concerned
about the drainage, so drainage into the Stonybrook Creek is not
changed.
Mr. Betzold assured Ms. Martin that with every development in the
City, the City Engineers are involved and they make sure there is
no more or no less water leaving the development site than there
was before the development.
Ms. Martin stated this property should remain C-3 zoning. Any of
the uses allowed in C-3 would be better than an apartment building.
Mr. Jack Dumphy, 195 Stonybrook Way, stated he has lived in Fridley
since 1955 and at this address since 1963. He served on the Parks
& Recreation Commission for 7 years ending in 1963. He stated he
would prefer not to have an apartment building across the street.
It would increase traffic. East River Road is a very busy street
and a dangerous one. There are many accidents on this street.
Mr. Dumphy stated he lives on Stonybrook Creek and he doubted if
all that runoff could be eliminated with the construction of an
apartment building. He stated that since 1963 he has seen the
Creek go from a pleasant stream to a dangerous situation. Also,
he felt 38 units on this location was overcrowding the situation
to the extreme. He would prefer a C-3, light industrial-type
business which would not generate as much traffic as ar► apartment
building.
Mr. Schaefer stated the project is well worthy of the City of
Fridley and will bring a tremendous tax base into the City. The
land has been sitting dormant for many years. He would like the
Planning Commission to vote on this rezoning one way or the other.
Ms. Martin asked for the number of 1, 2, and 3 bedroom units, and
the number of people the building would house.
Mr. Schaefer stated there would be two 3-bedroom units, thirty 2-
bedroom units, and six 3-bedroom units. He estimated the project
would house 66-70 people.
Ms. Sherek stated the Commission has been given guidelines for for
acceptance of special use permits, variances, etc. What guidance
does the Planning Commission have regarding rezoning requests?
Ms. Dacy stated on a rezoning request, the guides the Planning
Commission can use are policies in the Comprehensive Plan and
whether or not the Planning Commission feels the proposed uses the
zoninq district allows is acompatible with the existing adjacent
zoning and land uses. Even though there is a specific proposal

neighborhood, but the neighborhood has its share of apartment
buildings. He stated he was sure the developer had good
intentions, but he will not always have control over this project.
He stated he would' like the property to remain C-3, and another
compatible use in the C-3 zoning should be considered.
Mr. Saba stated he would support Mr. Rondrick's statements. He
stated you do not solve the problems that come with apartment
buildings by building another apartment building. He stated
apartment buildings can be a nuisance in a neighborhood. They draw
a lot of good people, but they also draw an element of people who
spoil it for the rest of the people. He stated East River Road is
a mess now and did not need any additional traffic on it. He did
not think R-3 was appropriate zoning for this area.
Mr. Dahlberg stated he lives on East River Road next to the Locke
House which is next to a County Park. There is one property
between him and the Mississippi Apartments. Directly across from
that is another small apartment building. He stated the County
Park causes more distraction and more disturbance and more
heartache to him than the apartment buildings do. He stated he did
feel the rezoning to R-3 was appropriate, but this was his opinion.
The property could also be suitable for a commercial development,
retail office, etc., but that is not what is being proposed. He
would vote in favor of the rezoning.
Ms. Sherek stated she has been on the Planning Commission for a few
years, and they have looked at a lot of sites that would be mixed
use. One of the issues that comes up frequently, aside from the
nuisance factor of apartment buildings, is the traffic. She
agreed that East River Road is bad now. She did not see how
another apartment building could make it much worse, but she also
could not see putting more people into an area where they would
have to make hazardous entrances and exits onto East River Road.
A commercial or industrial business would create a lot of traffic,
but she just did not feel creating additional residences along
Easts River Road was a good idea. She agreed with the neighbors,
that they have plenty of apartments already. Additional apartments
was not going to solve the problems the neighborhood is already
facing. Her biggest fear, as far as rezoning, is the fact that it
is adjacent to Meadow Run. If the property is rezoned and Mr.
Schaefer is unable to proceed with his project, are they going to
end up with more property owned by Meadow Run? She did not see R-
3 as an appropriate zoning for this piece of property.

Mr. Betzold stated the City Council will hold a public hearing on
this item on November 21.
Ms. Dacy stated that because there were a lot of concerns regarding
the traffic on East River Road and access from East River Road to
the site, staff will get an update on East River Road from the
County and will also check with John Flora, Public Works Director,
who indicated in his preliminary analysis that it appears there
might be a median across from the subject site in the future which
will allow for a"right in" and "right out" flow of traffic.

Applications
As some of you may be aware, the City detained action on the
Norwood Square and the Cottages applications until the City Council
determined its policies for senior housing. The City Council
undertook a preliminary discussion of proposed senior housing
policies on October 31, 1988. A summary of their discussion is
provided below.
The City Council felt that financial assistance for both pending
housing applications would not be appropriate at this time. The
Council perceived a larger need for housing for low and moderate
income seniors. Data is currently not available identifying the
number, age, income and housing preference of Fridley seniors. The
Council directed staff to prepare a report identifying alternative
ways to conduct a study to determine the aforementioned
information. Upon completion of this study, better information
will be available to determine whether the City should pursue
assisting a low to moderate income housing project. In fact, the
study may enable the City to obtain federal assistance.
The Council also wanted to pursue obtaining the cooperation of
Anoka County in assessing senior housing needs. A comprehensive
apprach to senior housing should be pursued in order to achieve a
proper housing distribution county wide. �
Staff notified Community Development Corporation on November 1,
1988 and Arkell Development on November 4, 1988 regarding the
Council's discussion. Although City financial assistance is
important to the Norwood Square project feasibility, Community
Development Corporation felt it was important to proceed to the
Planning Commission to determine if there are other outstanding
issues which should be resolved. City staff concurs with this
proposed course of action since the issue of whether or not
financial assistance will be available for the applicant is not a
purview of the Planning Commission.

The Planning Commission should consider the Norwood Square request
as any other application. A meeting before the City Council,
however, will not be scheduled until the senior housing policy
issues have been finalized.

REQUEST
The subject parcel, Lots 1- 16, Block 1 and Lots 1 and 30, Block
3, Norwood Addition, is bisected by two zoning districts. The R-
2, Two Family Dwelling district is located on the eastern half of
the property, immediately adjacent to 5th Street N.E. The C-3,
General Shopping Center district is located on the western half of
the property, abutting the Moon Plaza Shopping Center property.
This'zoning pattern exists from the subject property south to 61st
Avenue N.E. and includes the existing church property. The R-2
district permits "housing for the elderly" as a special use permit
and the C-3 district permits "housing for the elderly" as a
permitted use; however, staff advised the applicant to petition
for a rezoning in order that the property could be evaluated by one
district's regulations rather than having the property regulated
by two districts. The R-2 and C-3 districts do not contain the
appropriate lot and structure requirements to regulate the proposed
project. Further, the continuation of commercial zoning along the
rear portion of the Moon Plaza Shopping Center would not be
appropriate. Finally, the rezoning application to R-3 would
provide a buffer from the existing C-3 zoning to the west and
south.
ANALYSIS
In evaluating zoning district changes, the intent, uses and
structure regulations of the proposed district should be evaluated
to determine its compatibility with adjacent zoning and land uses.
The intent of the R-3 district is to permit a variety of
residential housing, including single family dwellings, two family
dwellings and multiple dwelling complexes. These uses serve as a
buffer from uses permitted by commercial districts, such as the C-
3 district. Further, while the R-3 district permits multiple
family complexes at a higher density than the R-1 or R-2 districts,
multiple family dwellings can be compatible with single and two
family dwellings depending on design and location.
The R-3 district permits hotels, motels and highrise apartment
buildings as a special use permit. As special uses, the City would
have the ability to deny potential applications if the use would
have adverse effects on the neighborhood. Upon preliminary
evaluation, the uses would not be appropriate at this location.

The lot and structure requirements in the R-3 district are more
restrictive than the setbacks in the R-2. The required setbacks
will maintain a 35 foot yard area along 5th Street N.E. and a 15
foot yard area adjacent to the existing duplexes to the north.
The lot area requirement dictates 2,500 square feet per living
unit, however, the ordinance also allows a 300 square foot
reduction per underground parking space. The intent of this
regulation is to discourage as much on-surface parking as possible
and maximize the amount of open space. The building coverage
permitted in the R-3 district cannot exceed 20� of lot area.
CONSISTENCY WITH COMPREHENSIVE PLAN
The proposed rezoning request will be consistent with the intent
of the comprehensive plan to provide a variety of housing types in
order to meet the different housing needs of the City's residents.
The subject parcel is specifically identified in the comprehensive
plan as having potential for medium density housing development
(see attachment). The proposed rezoning is also consistent with
the objectives of the Center City Redevelopment district in that
it will enable utilization of long vacant property.
SUNIlKARY
The proposed rezoning is appropriate as it will act as a buffer
between the existing commercial use and the lower density
residential neighborhoods to the north and east. The rezoning will
also eliminate two zoning districts bisecting the property.
Finally, the proposed rezoning is consistent with the comprehensive
plan and the redevelopment effort of the Center City district.
Staff recommendation for approval of the rezoning is conditioned
upon approval of the lot split request. It is not conditioned upon
approval of the special use permit request, since approval of the
zoning action is necessary in order to consider the special use
permit request.
RECONIIKENDATION
Planning staff recommends the Planning Commission recommend
approval of ZOA #88-04 to rezone Lots 1- 16, Block 1 and Lots 1
and 30, Block 2, Norwood Addition, from R-2 and C-3 to R-3, subject
to approval of lot split, L.S. #88-05.

REQUEST
Homes for the elderly is a special use permit in the R-3 district.
In evaluating a special use permit request, the zoning ordinance
states that the "City may consider the nature of the land upon
which the use is to be located, the nature of the adjoining land
or buildings, the effect upon traffic into and from the premises
on any adjoining roads, and all such other factors as the City
shall reasonably deem a requisite of consideration in determining
the effect of such use". The applicant is requesting approval of
the special use permit to construct a 70 unit apartment building
to be known as Norwood Square. The applicant indicates that of the
70 apartment units, 50 will be one bedroom and 20 will be two
bedroom units. Common areas will be provided, including laundry
rooms, storage closets for residents, a lobby, a dining/multi-
purpose room, and a workshop and lounge.
ANALYSIS
Lot Area
The R-3 district requires 2,500 square feet per dwelling unit of
lot area for multiple family complexes. However, the ordinance
allows for a 300 square foot lot area reduction for every
underground parking stall. The applicant is proposing installation
of 53 underground car stalls, which translates into a lot area
reduction of 15,900 square feet. For 70 units, 175,000 square feet
is required. After subtracting the underground car stall credit,
approximately 37,600 square feet is necessary to meet the lot area
requirements of the R-3 district. In order to make up the
difference, it was agreed with the applicant that a permanent
easement be executed along the northerly 85 feet of the St.
William's church property. The easement area would also extend
approximately 445 feet from 5th Street N.E. west and would include
a portion of the existing parking area for the church. The intent
of the easement is to maintain the area as open space and eliminate
the potential of additional building within the easement area. As
is noted under the grading and drainage section, the easement area
is a potential site for a storm water management pond. The
easement document should be drafted to prevent building on the
easement but to allow the creation of a storm water pond.

Parking
The applicant has indicated a"proof of parking area" containing
39 spaces in the event the building converts from elderly housing
to apartments available to the general public. This additional
area will not be constructed as it is anticipated that only 78
spaces are necessary to serve the residents and staff.
Three driveway entrances are proposed onto 5th Street N.E. The
parking area immediately in front of the proposed building will be
primarily intended for visitor parking. The parking area on the
north side of the building is intended for resident parking and
access to the parking garage. The traffic generation from an
elderly housing development is substantially less than that which
is generated from a typical apartment project. The Institute of
Traffic Engineers estimates traffic generation of approximately
five trips per dwelling unit in a standard apartment complex.
Given that the proposed project is for the elderly only, the
traffic generation is substantially less given that no more than
two persons will occupy a unit.
All surface parking areas must be lined with concrete curbing and
all parking spaces must be striped.
Setbacks and Building Requirements
The proposed site plan meets or exceeds the required setbacks and
building requirements in the R-3 district. The proposed building
height facing 5th Street N.E. is approximately 36 feet, below the
maximum height restriction of 65 feet. The building is designed
in the shape of an "H". The intent of this design is to imitate
the width of the existing lots across 5th Street and to vary the
mass of the building so that it is not overwhelming. This design
also helps to keep the scale and character of the project
compatible with the existing uses.
The proposed building materials consist of split face masonry and
rock face block with horizontal wood siding betweerf the second and
third floors. The roof design imitates the roof design of the
existing homes in the neighborhood. The proposed colors are gray,
tan and charcoal gray. The building will have a full time on-site
manager and will have a security entrance. Each unit will have an
emergency pull cord in the bathroom and bedroom for the management
company to call necessary medical services if necessary.
The dwelling unit sizes exceed the requirements of
district. A one bedroom will be approximately 600 square

Landscaping
Staff inet with the applicant on November 1, 1988 to discuss the
landscaping plan. The applicant complied with staff direction and
submitted a revised landscaping plan prior to distribution of the
staff reports. The following comments are based on the revised
landscape plan. While the revisions incorporate a majority of
staff's comments, the following should be included in the final
landscape plan to be submitted at the time of building permit
application:
1. Japanese Greenleaf Barberry Hedge along the front parking area
shall be installed and maintained at a height of 3-4 feet and
spaced at 1 1/2 - 2 feet.
2. Al1 trees shall be balled and burlapped. No tree spaded
evergreens will be permitted.
3. Street trees shall have a 2 1/2 inch caliper. The Cranberry
trees shall have a 1 3/4 inch - 2 inch caliper and the shrubs
shall have a 2 foot or 5 gallon pot.
4. In order to accomplish consistent screening along the rear lot
line in compliance with Section 205.09.07.8, the applicant
shall install one of the three combinations of fencing and
landscaping:
a. Install an eight foot privacy fence with five Silver Maples
b. Install a Continuous Spruce Evergreen planting of ter► foot
trees at 10-15 foot spacing.
c. Install and maintain a hedge at minimum 6-8 feet of Techny
Arborvitae, Upright Juniper or Amur Maple spaced at 1 1/2 -
2 feet.
5. An underground lawn sprinkling system shall be provided to
maintain the lawn and landscaping areas.
Grading and Drainage
The City Engineer has indicated that a storm water management plan
will be required at the time of building permit application.
Because the property is located below street level, it acts as the
receptacle for a majority of the drainage from the neighborhood.
The storm water management plan will not only have to accommodate
the runoff from the proposed development but any expansion
contemplated by St. William's church. There is adequate area on
the property to accommodate the ponding necessary to be created.

Restrictive Covenants
The City Attorney's office has advised that the City can require
the applicant to file deed restrictions which restrict the project
to housing for the elderly only. The two elderly projects in New

This Special Use Permit is being requested to allow the
Community Development Corporation to build a 70 unit
apartment building (know as Norwood Square), for the elderly
on a piece of land currently owned by the Church of St.
William, but under option by the Community Development
Corporation. Because Norwood Square is to be built on
property currently zoned R2 a Special Use Permit is needed
to comply with City zoning codes.
Norwood Square will consist of 70 apartment units (50-1
Bedroom; 20-2 Bedroom) with common areas designed
apecifically for occupancy for elderly people. Common areas
will include laundry rooms, storage closets for residents, a
lobby, a dining - multi purpose room, a workshop and lounge
areas. The building will also contain 53 underground parking
spaces and 22 outside parking spaces.
The exterior of the building is planned to be low
maintenance materials i.e., brick, aluminum siding and face
rock. Additionally Norwood Square has been designed to
compliment the surrounding neighborhood with the use of
these exterior materials.
The landscaping has been designed to create a pleasant
transition between the apartments and the adjacent
residential homes, as well as to create a buffer from the
rear view of Moon Plaza Shopping Center.

REQUEST
The applicant is requesting subdivision approval to divide the St.
William's church property into two lots, one of which would contain
the existing buildings and the second lot would contain the
proposed senior housing project. The parcel containing the senior
housing project is to be described as Lots 1-16, Block 1, and Lots
1 and 30, Block 2, Norwood Addition. The land area would also
include vacated streets and alleys.

In order for the applicant to construct 70 units, approximately
175,000 square feet of lot area is necessary. The applicant has
achieved a reduction of 15,900 square feet in lot area by creating
53 underground parking spaces. The proposed "open air easement"
totals 37,600 square feet and when combined with the proposed lot
area of 121,500 square feet achieves the required lot area for a
70 unit building. The proposed easement to be located along the
north lot line of the church property should be recorded in
conjunction with the recording of the lot split. The applicant
should submit the proposed easement document and legal description
to the City Attorney's office for review and approval. The
easement document should be written to prohibit additional building
construction within it, however, it should recognize the existing
bituminous parking area in the western portion of the easement and
should recognize the necessity to create a storm water management
pond within the easement area. Finally, the applicant must submit
a revised survey describing both parcels and the easement. The
remaining lot containing the existing church buildings exceeds the
district requirements of the C-3 and R-2 districts.
RECONIIKENDATION
Planning staff recommends the Planning Commission recommend
approval of lot split, L.S. #88-05 to create a lot to be described
as Lots 1 through 16, Block 1 and Lots 1 and 30, Block 2, Norwood
Addition, subject to the following conditions:

1. Submit an easement agreement to be reviewed and approved
by the City Attorney's office addressing the following issues:
a. Stating the legal description of the easement
b. Prohibiting building construction within the easement.
c. Recognizing the existence of the church parking area.
d. Allowance of a storm water management pond or other
drainage and utility structures.
e. Other issues as determined by the City Attorney.
2. The easement shall be recorded in conjunction with filing of
the lot split at the Anoka County Recorders office.
3. The applicant shall submit a survey of the entire property and

easement after City Council preliminary consideration.

TO WHOM IT MAY CONCERN:
The City of Fridley Planning Commission will be holding an informal
hearing on a request for a lot split, L.S. #88-05, by Community
Development Corporation for the Archdiocese of Minneapolis and St.
Paul, to create a separate parcel from the Norwood Addition to
Fridley Park plat to be described as Lots 1 through 16, Block 1,
and Lots 1 and 30, Block 2, Norwood Addition to Fridley Park,
together with vacated alleys. The site totals 121,500 square feet
and is generally located east of St. William's church abutting 5th
Street N.E.
Anyone who wishes to be heard shall be given an opportunity at the
Planning Commission meeting on Wednesday, November 9, 1988 at the

REQUEST
Onan Corporation is requesting to plat that part of the SE 1/4 of
Section 12, Township 30, Range 24, generally located at 1400 73rd
Avenue N.E. The purpose of this plat is to create separately
described parcels for the contaminated portion of the property in
order to clear the title for the parcel containing the Onan
facility. Further by separating the contaminated parcels, the
assessed value of the Onan property will not be affected by the
lower value of the contaminated parcels.
ANALYSIS
The previous owner of this property, Ontario Paper Company, had
established a telephone pole and railroad tie creosote treatment
facility which involved a dipping process on proposed Tract A and
a drying process on proposed Tract B. In 1984, it was discovered
that this portion of the property had become contaminated due to
this operation. Onan Corporation constructed a slurry wall
containment system in an effort to clean up the property and comply
with the MPCA requirements. It is unlikely that Tract A will be
developed due to the extent of the contamination, however, Tract
B may be developable in the future. In order to clear the title
and stabilize the value of the Onan Property (Tract C), Onan would
like to separate the contaminated parcels from the rest of the
site.
The proposed plat is located in an M-2, Heavy Industrial district
and must meet the zoning requirements. All of the Tracts except
for Tract D meet the lot regulations stated in the zoning code.
Tract D does not meet the zoning requirements because its purpose
is to provide access to Tract B if developed. Before issuing a
Building Permit for Tract B, Tract D should be dedicated to the
City for street purposes. Tract D does contain a 60 foot Northern
States Power Company easement which allows it to be used for
roadway purposes. If NSP uses this easement prior to the
establishment of a street, Tract D could not provide access to
Tract B. Staff recommends that Onan Corporation dedicate a street
easement to the City on Tract C which would provide access to Tract
B, if Tract D cannot be used for this purpose.
Due to the possibility of Onan Corporation developing and
subdividing their property further, Staff recommends that Onan
agree to grant the City an easement if needed for roadway purposes
along the east property line which would act as an extension to
Stinson Boulevard. Future development could cause traffic
congestion on 73rd Avenue N.E. and Central Avenue N.E. The
easement would eliminate this potential problem.

Enclosed please find the Application of Onan Corporation
for the subdivision of property located at 1400 73rd Avenue NE,
Fridley, Minnesota. Accompanying this Application, please find
three copies of the proposed Registered Land Survey, one full
sized copy of what the Surveyor has called the Preliminary Plat
of Onan which, in effect, is a detailed version of the proposed
Registered Land Survey and contains the information required by
the City's regulations. Please also find a reduced copy and a
transparency of the Preliminary Plat.
I would like to point out that the Preliminary Plat pro-
vides access to Tract B by means of what is termed a"Proposed
Street" entering Tract B from the Southeast. It is our thouqht
that at the time of filing the Registered Land Survey, Onan
would declare an easement over Tract C for the benefit of
Tract B in the "Proposed Street" location.

REQUEST
Wickes Companies, Inc, the petitioner, is requesting City approval
of a lot split which would divide Outlot B of Great Northern
Industrial Center into two separate parcels. Wickes currently owns
Lots 2- 5, Block 1, Great Northern Industrial Center and is
purchasing Lot 2, Block 7, Great Northern Industrial Ceanter in
order to expand their facilities. These parcels are separated by
Outlot B. In order to combine these parcels, it is necessary to
split Outlot B so Wickes can purchase that part which is adjacent
to their property.
ANALYSIS
The original plat had identified Outlot B as a railroad easement
which served as an access to Burlington Northern Railroad tracks
to the east. The railroad easement and private spur easements
which served individual properties were vacated due to the lack of
need. This outlot now remains as a vacant tract which separates
both developed and undeveloped land to the north and south.
The outlot is located in a M-2, Heavy Industrial district. Being
that this property was reserved for a railroad, it does not comply
to the zoning district regulations. Once divided, the easterly
portion would be combined with the Burlington Northern property and
the westerly portion would be combined with the Wickes property.
Staff has contacted the utility companies who are currently
reviewing this matter to determine if any utility easements need
to be reserved .
RECOMMENDATION
Staff recommends approval of the lot split, L.S. #88-06, by Wickes
Companies, Inc. to split Outlot B, Great Northern Industrial Center
into two separate parcels as indicated in the survey dated October
12, 1988 with three stipulations:
1. Parcel B to be combined with Burlington Northern's property to
the south.
2. Wickes Companies, Inc. combines parcel A with Lots 2- 5, Block
l, Great Northern Industrial Center.
3. Utility easements be reserved on Outlot B if needed.

a. Craig Park Skating Area Request - Corlyce Grant
Ms. Grant stated she and Steve Zimrnx were representing the determined
parents of the Craig Park neighborhood who w�ere requesting an ice skating
rink at Craig Park. She stated the neighborhood has not had a rink for
two years, and they would really like ane again. 5he stated there was a
perfect locatio� for t1�e rink, iti the location where the hockey rink used
to be�
I�Ls . Grant stated she thc�ught the School Census i.nforniatian the Canmissioners
had showed that there are a lot of children in this area (area B). The
only ice skati.ng rinks they can use now a.re across the road and are ones
they have to drive to. One of the best fornns of exercise for children and
adults in the wintertime is ice skating. ._
Ms. Grant s�lxnitted a petitian (Petitian No, 20-1988) sicpzed by 73 dzildren
and adults whidz stated: "By signir�g this petiti�, I shaw my support for

Mr. Zinmer stated he wanted to re-a�qahasize the limitations the children in
this neighUorhood have to li�re witli. To the w�est is the Mississippi River,
a natural bvundazy they can do nothing about, to the east is East River
Road. As the Cam�ussion members prabably knew, a 12 year old girl was hit
and killed on East River R�ad last spring. No parent wanted his/her child
to cross East Riv�r P,�ad. He stated there is a beautiful rink on the other
side of East River R�oad at Ruth Circle in the Coon Rapids School Distsict
which is heavily utilized by Fridley residents, but, again, it is a matter
of "bussing" their children to that rink to ice skate.
D4r. Zimt�er stated they came before the Ca�dssia� last year in October,
and they were told by the Catmission to ca� back again, that in the mean-
ti.me the Co�mtission w�ould loak at the deqrographics of the area, and maybe
there would be same ratibnalization for re-establishing the rink. 'I7�ey also
decided they shauld get together another petitian to sh'aa the Camnission
that the rink would be utilized. Last year, it was pointed out by memUers
of the Catmission that they did not thi'n]c the rink would be utilized, but
he strangly felt tliat tlie rink would be used heavily.
D9s. Schreiner explaihed to Ms. Grant and Mr. Zinn�er that the City must l�mit
their general ice skating ri�)cs and liockey rinks because of financial
limitations.
D7r. Kirk stated there were three rinks in this area. ZWo vears acro it wa�
the recamiendation o� the Maintenance Depart�rent that if another ri.r,fc was
put in at Edgewater Gardens, then one rink would have to be taken out. At
that time, based on the estilnates, Glencoe was used mare than Craig, and
that was why the rink at Crai� was relro�ved.
Ms . Schreiner stated the Glencoe area see� to have a higher nianber of
children than the Craig area. She stated that, unfortunately, it is
i�ossi.ble to hav�e a ri7ilc in evezy neic�orhood. As pointed out before by
Mr. Young, he has never had a skating rink in his neighborhood. �
Mr. Young stated there are 730 children in his area (area P and Q together),
the whole area sauth of Mississippi Street between University and Central,
and there is no skating rink and never has been or�e. At one time, there was
a rink at Co�nns Park but it was taken out.
Ms. Schreiner stat�ed the n��ers seem to be small at Jay Park, arid she
wca�dered what the usage was for the rink there.
Mr. Volkmin stated he did not think there w�ere many children that used the
rink at Jay Park.
Dss . Schreiner stated Locke Park really did rwt have a neic3hborhood around
it. 4�Ilzy was there still a general skating area at Locke Park?
Mr. Kirk stated that at one time, they had a very larqe youth girls broo�all
program, and all the broomball activities were scheduled there. Nau, there
is no lcnger a youth brocer�Uall progr�n, so Locke is nat utilized like it
onve was.

tw� sides. Ruth Circle services the east side of East River RQad (area E).
Peo�le cannot go dc�m to Logan withaut gaing on East River Road. If they
looked at areas A a�l B as one service area, Craig would be a m�re central
location for a rink to service the west side of East River Road, than the
rink at Glencoe. If they kept the rink at Ruth Circle and put a rink in
at Craig, they w�uld hav�e one rink in the Anaka-Hennepin School District
and once rink in the Fridley School District.
Mr. Young stated if the parents in the Craig area are concerned about their
children going up to Glencoe, then the parents in t1�e Glencoe area will have
the same conoerns about their children caming c3own to Craig.
Mr. Allen sta�t.ed that a oouple of years ago, the Catmission agreed that
there should be a limitation on rinks, and he thought the Ccmnission was
still in agree�nt with that. He pointed out that the�Glencoe area was equal
to area M which has twn rinks, S�mmit Square and Plymouth Sguare.
MOrTION by Mr, Al1en, seoonded by Mr. Gargaro, to provide a general skating
area at Craig Park in lieu of the rink at Plymouth Square, for one year
only, to be reviewed by the Parks & Pecreation Co�nmission after the 1988-89
skating season.
Mr. Young stat�ed he wanted the people in the Craig Park neighborhood to under-
stand that just because this rink was approved for this year did not mean it
was a pern�anent fixture. The petition shaws ntatibers that the rink will be
heavily used; hvwever, it is very easy to sign a petition, but to actually
get out and use the rink is something else. If the usage is not there, it
is possible the rink will be talcen out again.

Ms. Schreiner asked Mr. Vo]]anan to have his maintenance pedPle keep a close
eye on the Jay Park general skating area this wintsr and report the usage
of that rink to the Co�mission after the 1988-89 skating season.
Mr. Young suggested that the usage figures be giv�en t� the CanRUSSion me�ers
as early as March or April 1989 so the Catanission can make sam� preliminary
reco��nendations on rinks at that time .
Mr. Kirk stated they hacve a warming house supexvisor who makes rounds of
the rinks, and maybe that person cauld do same randan rhecks of the different
rinks and get scme counts for tl�e Canmdssion members.
b. 1988-89 Skating Locations
Mr. Kirk stated the Co�mission members had received a n�esm fram Ralph Vol.]anan
v�ich listed the reoatmended general ice area locations and hocacey rink
locations for the 1988-89 skating season.
Mr. Steve Resch stated he is the House I�key Director for Fridley. He
stated he was at the meeting to request a hockey rink at Benjamin-Briardale
Park. He stated he has cbne some research and with the Kouse program and
Traveling program, they have approximat�ely 120 hockey players in Fridley.

Mr. Resch stated one-fourth of those players (30 players) and three ooaches
live in the BenjamirrBriardale area within a two block area. He stated the
closest i�odcey rink is at Hayes School. Iie stated he hac3 physically
mea.sured the park, ttnd he felt the park c�ld handle a hockey rink plus
a general skating area. The tennis oourt lights c�uld be used for the
hockey rink o�n the nort.h end .
Ms. Schreiner stated that at th�e last meeting, the Ca�ussion members had
been oonoerned that Benjamin-Briardale was not large enouc� for a hockey
rink.
Mr. Kirk stated the area slapes rapidly to the south as �uch as 3-4 feet.
It would require a lot of regracling, and there is an irrigation system in
the park. Staff felt it would require major work to place a hockey rink
at Benjamin-Briardale Park. E�nen if a rink was placed in the park, the goal
would be right outside someone'�s hack yard. Significant problesns could
arise with that ki.nd of situation. The park is really not large enouc� for
a hockey rink and a gsneral skating area without major expenses to protect
the neighboring house� then there was the oost of regrading and the wst of
lighting.
rlr. Resch stated they wo�uld be willing to have the hockey rink cut down in
size. The rink wvuld F�e used for practice only. They would be willing to
go fran 200 ft. x 85 ft. to 160 ft, x 60 ft.
Ms. Schreiner stated they had also discussed the possibility of a hockey
rink at Moore Lake.
Pir. Resch stated crossing Central was like crossing East River R�oad. It
was a very busy street.
Mr. Young stated that quite a few years ago, a survey was taken of the
Benjamin-Briardale before the park was put in. At that time, the neighbors
wanted tennis oourts, so tennis courts w�ent in where a hockey ririlc could
have been placed.
Mr. Allen stated he lives across the street froqn the park. He stated it
was v�ery frustrating for him because of the need for the rink, but he also
agreed the lay of the land was just not conducive for a rink.
Mr. Young stated he knew there was a large area behind the old Gardena
El�entazy School. He stated there are new owners of the school, and maybe
they could be approached to see if they would be c�en to the idea of the
City entering into soane kind of lease arrang�nent for putting a hockey rink
behind the school. The area is essentially flat, and it would provide easy
ac�cess to the children in the neighorhood. It would certainly be a better
location than Moore Lake. One problen would be the lighting.
Mr. Young stated at or�e time, the City had a rink at Totir�o Grace where
a lease arrangement was worked aut with the school. The City had a lease
with Burlingtoaz Northern far a park in the sautl�n�aest oorner of the City,
so this ki.nd of thing has been done in the past. Was this a possible
solution?

Mr. Kirk stated it was certainly something that could be investigated.
M�ION by Mr. Gargaro, seo�nded by TZr. Young, to request staff to investi-
gate the possibility of avquiring a lease arrangement with the awners of
the Muslim Interpretive Center (fornierly Gardena Sc�ool) for a hockey rink
to be placed on the property.
Mr. Young stated another conoern would be adequate parki.ng.
Mr. Vo]]anan stated that at rbore Lake, there is also a sharp drop in grade
fran the east to the west. They are going tA do sare soil borings in the
area. There is not a lot of tc� sail to nrnre ar�und, and they might have
to bring in about 1 ft, of fill if a rink is put in at Moore Lake. Then,
with the hockey rink, there is the problem with the ball playing in the
sLam�er . �
Mr. Kirk stated staff will certainly explore the possibility of a hockey
rink at the old Gardena School. If the vwners are open to this, then staff
will look into what work wo�uld be needed to prepare the site and the costs.
Mr. Resch stated if they are able to put in anot�her rink, would the City
close another hockey rink?
Mr. Kirk stated his reca�mendation w�uld be to take the boa�3s off the
� hockey rink at I�ocJce Park, mav�e the boards to the new rink, and just keep
an unsupervised general skating area at Locke Park.

c. Unity Area Park Req�iest
Mr. Kirk stat.ed sevpxal years ago, the City had a piece of parkland south
of Unity Hospital alang 75th Avenue, whic3� was leased from the Hospital
District. At one ti.ure there were plans to make it a passive type park
with tot lot equipment and an open free play area. In 1982, the lease
came up for renewal, and the Parks & Recreation Carmission voted to cancel
the lease. The lease was subsequently cancelled, and the Hospital Board
put up "Absolutely No Trespassing" signs on the property.
Mr. Kirk stated he had received a request from a lady in the neighborhood
who stated she has tried many tames to get a park in this area. Within
the last two weeks, he then reoeived a call fran Betty Wall, from the
Unity Hospital Board, who said the Hospital Board was again interested in
the City having a park there. He stated he reviewed past Cantnissian
meeting mi.nutes loaking far ratianale for an agreanent and why it was not
follow�ed through (back to 1973) , but he could not find �ch infornnatian,
with the exception that there was sare discussion that this a'rea was under-
servived. He stated the Ca�rehensive Plan already back in 1973 identified
this area as being undersenriced for a mini park. They have Madsen which
is a neighUorhood park, but as far as having a playground with tot lot
egii.gne�it close by, this area is underserviced.

Mr. Kirk stated the Caimission meeting minutes in 1983 stated that the
reason the lease was carrcelled was because t1�e parkland was nat large
enaugh to acoaRnodate sports activities.
Mr. Kirk stated the school oensus inforn�ation shows this area, area N, as
havi.ng the largest preschool poQulation of ariy area the City is servicing,
and there is also a v�ery larc�e elenentary ag�e papulatiari. There are also
apartment buildings in this area with a lot of children.

Mr. Kirk stated that at the last rneeti.ng, NiS. Zho�scn had talked about the
Senior Chore Servives program and had said she would give the GamY�issioners
sare rnmiUers by the October meeting. He handed out a�pies of the Fridley
Ctiore Servioe Report dated Oct. 3, 1988. He stated they do service soire
disabilities that are nat seniors, but the vast majority of the 129 servioe
calls are for seniors 61 years of age and oldex.
b. Program Anr�unoesnents
Mr. Kirk stated he just wanted to remind the Q�missio�ers of the annual
Ha1low�en Nature Walk at SpringbY�odc Nature Center.
a Socaer Field Aequest
N�. Kirk stated the City had reveived a request from an individual to reserve the
Lodce Park socoer field to play socoer � a weekend for a pidcup game. �e
City's policy for practioes or pickup games is that the facility is available
rn a first oo�ne/first-serve basis. �his is �.sistent with what they do for
the ather sports also. This irrlividual was satisfied with that. He then
called badc and wanted the maint�enanoe department to c�alk and lime the fields
for practice. I�. Kirk had reoa�utended he put cb�wn ocnes to mark the lines,
but �is individual wanted the lines painted. Zhis per^s� then w�ent t� the
City Manager and telephcned the Mayor. After that, this individual then
wanted the field mowed. Zt�e parks are mowed on a regular basis, ar�d sir�ce
it was �lose to the time for it � be mow�ed, the mzintenanoe field did mow
the field. Zhis individual then wanted the lines painted again and wanted to
paint or marlc the field hiirself. Mr. Kirk stated he had re�a�arended that
this not be doa�, that it was a dangerous preoedent to set. ''
Mr. Kirk stated the Ox�urassicn mic�t want to look at sane kind of infonnal
policy that if scmeone wants to reserve a field, he/she vane to the CaYmission
and request the field. He stated the Ca�nission and staff had discussed

earlier about possibly having a reservation fee for n�ext year that would
include scme of the maint,enanoe oosts. As far as liming the fields, does

go into the park and mark a facility?
Zhe Ccnmussion me�►bers were in agreenent that individuals should not be
allowed to mark a facility.
Mr. Kirk stated staff would also dzeck with other oamrnmities to see what
they dzarge. His thought ric�t now is that if people want to use a field
on a first ocet�/first-senne basis, that is fine. But, if they definitely
want to reserve a field for their awn league play, then the Gity would
dzarge scme kind of reasonable reservation fee. He stated staff will ocme
badc to the OcRmission with a re�endation on this next spring. Now, his
oonoern is: 4�-�at to they do with the request tA paint the facility?
Mr. Gargaro stated the r.�aintenance people should paint the lines, and then
the individual reserving the field should be charged for the oost of doing
it. An individual should �t be allowed to paint the field.

inc� no e�ense in preparing a park or athletic field for any organized or
n�organized events not nui by the City of Fridley or an organization or
individual not having a working written agreenent with the Parks & Rec:reatian

Mr. Allen suggested this be carried one step further and that is if additional
maintenanoe work or preparation is desired, that work will be �ntracted
throuc� the City of Fridley maintenanoe clepartr�nt and the costs will be
passed �to the gro� or individual.
Mr. Kirk stated the work must be scheduled with the maintenanoe deoartrrent
and the work will be cic�e if manpower is available and there is adequate
lead tiire.

Mr. Kirk stated the Jayvees do not knaa whether or r�t they will get the
bid to hold the nati�al tournairent in Fridley for 1989-90. At the last

meeting, the Catuu�ssion approved the request fn�n the Jayoees to host a
national tournament, with the w�u�erstandirig that the mainterianoe would be

pxesent these to the Jayoees.
Mr. Kirk stated Ralph Vbllan�z had put toc�ether the estimated oosts for
labor, equipment and materials for field maintenanoe for the tournament in

Jayoees to attend a Cc�mtissioa7 meeting and explain their situation.

attend the next Oai[ndssion meeting to discuss the tournairent .

N�. Allen stated he would like the C�nission �mbers to review the Policy
Manual again at the next neeting. He stated a lot has happened since that
manual was put together, and the Qanmission shauld discvss any new policies

Chairperson Sherek called the October 6, 1988, Human Resources Comnission meeting
to order at 7:39 p.m.

INTRODUCTION OF STE.VE BARG AI�D BARRARA DACY:
Mr. Hunt introduced Steve Barg. He stated Pdr. Barg is going to be the new staff
person to the Himtian Resouroes Camzission,
Mr. Hunt also introduced Ba�ara Dacy, the r�w Planning Coordinator.
Mr. Barg stated he recently came from the City of Plym�uth where he worked for
3 1/2 years doing a lot of cbde enforcement rel.ated work, which will be his ma.in
facus here at Fridley. He stated he is familiar with handling cc�plaints and,
hapefully, beautifying neigi�liorhoods. He stated he has a degree in Public
Ac7ministration fran St. cioua s�te in 1982, and he was haping to work taaan� a
career in planning. He also went to Control Data Institute for ccaputer prograiretung
aperations, for which he recei�ved a certificate. In Plynx�uth he used a IBM personal
cv�uter; and, hc�efully, he will be able to use scxrie of that experienoe here in
Fridley.
Ms. Dacy stated she came fran the City of Chanhassen where she worked four years
as a planner. Prior to that, she worked in Palm Bay, Florida. 5he was originally
fran Minnesota, but she has moved around the countxy. She has a degree in Political
Science fran Hamline University and a Masters Degree in Urban Plann.ing fran Mankato
State Uni.v�ersity.

l. OLD �JSINESS:
a. Consideration of Issues Relatix�g to Persons with Disabilities
Ms. Sherek stated Mr. Ellingworth had a meeting that day regarding the plans
for u�dating the Handicapped Acoessibility G�ic�e. Since Mr. van Dan had been
able to attend that meeting, she asked him to give the Commission a report
on haa tYie plans are progressing.
Mr, van Dan stated that what Mr. Ellingworth and Mr. Blohm have done is
really fantastic. �ey have vane up with a oo�lete progr�n, including a
time line. He stated their program embraoes a letter they are going to write,
"Fridley Project 1988 Preliminary Letter Draft" addressed to consu�r advocates
and oa�sturers in the retail establishment in the Gity of Fridley. Zhey also
want to involve the VFW, Atrerican Legion, Rc�tarians , Knights of Colimibus , etc.
'�ey describe very briefly what the purposes are for the acoessibility guide
updat�e. They refer to the old 1983 guicle which is now out of date. Addresses
will be derived fro�n a master list from the Chamber of Canmeroe.
rir. van Dan stated they have sa►�e criteria which will be utilized in the o�urse
of training the wltmteer force who wi 11 do the survey , a sketch of the
criteria, and another form, an acoessibility report. He stated the criteria
was mostly directed taaard wheelchair and irobility .i�aired people, but does
embraoe v�ery co�rehensive physical inpairm�its. Zhen, there is a supplementary
report for restaurant acoessibility.
i�Jr. van Dan stated they have co��ented � the City of Bloomington's survey,
haa it was organized, the wltmteers and training, and it was brouc�t out that
Bloomington is a oore oenter city and not a suburb with a bigger staff and
more ability.
Mr, van Dan stated a timefrane was discussed in which Bill HLU�►t and Steve Barg
were inwlved. �ey have roughlv tried to oo�ute, oonsidering elections and
the political climate and the fall season, that the public s�vev will probablv
take place some time after Deoember, prabably January or February.
Mr, van Dan stated he would like to see m�re hanclicapped people inwlved in
the Gatunittee t�o help Mr. Ellingworth and Mr. Blohri.
Mr. Hunt stated there are a few ather people inwlved with the Canmittee, other
than Mr. E1lingworth and Mr. Blohm.
NiS. Sherek stated cne of the things she definitely wants to see included in
the �dated acoessi.bility guide is TTY acoess or other acoess for hearing
inpaired people in doctor's offioes, banks, hospitals, etc.: It is scmething
that is badly ic�ored and someth�ng that is critical for the hearing inpaired.

Mr. Barg stat�d he had also attended the ireeting. He stated this was pretty
new to him, but he wa5 glad to see there was such an acvess guide, and the
idea of updating it is exoellent. He did not see a timetable as being as
crucial as saneone else might. He stated they did seem to be on the right
track. He stated it wnuld be nioe to have m�re handicapped indi,viduals
attending the �reetings.
Mr'• van Dan stated he had suggested there be sc�e "PR" through the local
�redia--cable TV, newsPaPer, etc.
Nir'• van Dan stated he had also suggested that each volunteer going out on a
survey have sane type of valid "I.D.".
b. C.�sideration of Issu�es Relating to Adult Literacy in Frldley
1�. Himt stated that Mr. Myhra had given a vezy c�c,�od presentation at the
last meeting. He stated it was nvw t� to the Ocnmission as to whether or nat
they wanted to follaa t� on Mr, Ni�,hra � s presentatica� .
Nfi. Sherek stated she did not think the Ca�unission Qou1d add anything to the
District at this point.
Ms. Jadcson stated she did not sense a lot of fn�stration � Mr. Myhra's part--
things seemed to be �:n ax�trol and they were making an itrQact in Fridley.
�e C�anmissioners agreed to table this item with a possible review of the
situation in six mant,hs.
N'is• Sherek stated what she sees in her dzildren's school is huc�e chasms
�en.ing � in the middle. In other words, the skilled blue oollar vaorkers
are just disappearinq, and the�, have the laaer end of the scope that are the
c�aellers in scere of the lvwer inaone apartments and the older trailer courts
and th� there are the people in the exper�sive houses. Zhe people in the
mi.ddle are just disappearing. It was a pretty scarey situation, and Mr. Myhra's
statistics really reflected that.
Ni�. Sherek stated the infornati� and statistics presented by Mr. Myhra
should be �de available to the oatmtunity �r�q� an a�icle in the Fridley
FoCtLS .
Mr. Hunt stated sta�f would dzeck with Mr, Myhra and suggest that this
infc�rm�tio� be put into an article in the Fridley Focus.
Nis . Jacks� stated she thought it was also inportant for the schools to be
�T�QO��Y �� o� this situation, because they are cpinq to have a disparity
aarnng children. As opportunities are present�ed to c�.ildren, whether it is an
�Ortun.itY to purc�ase books through a book club or pay tA qo on a field trip,
the more the schools have thi.s dispa,rity, the more difficult it is going to
be for scitie �hi ldren to afford these things .
Nis. Sherek stated this was an interestinq point. She stated there are scme
children who pmbably cannot afford to buy 2-3 boo)cs in a year frcro school,
and this really cloes affect their level of educati� and ac;aess to infornti,�tion.

Ms. Sherek stated that if there are CL�G funds available in the fall,
maybe the Catmlissiari should tzy to solicit frocn the public schools in
Fridley and Woodcrest requests for funds to pay for books, field trips,
etc. She stated they are always looking for sanething to balance the
fact that a large share of the ironey that oanes aut of C�G funds goes
to the seniors in Fridley a�d not much goes directly to the benefit of
�e d-iildren. Adult literacy begins with dzildren. She stated the appro-
priate person t�o cantact at each of these sdiools �.ght be the remedial
reading teadzers .
2 . P�nl BUSII�S :
a. Update on No-Fault Grievanoe Prooed�e
Mr. Barg stated there is a training session (both primary and advanced)
scheduled for Sat�day, Nov. 5, at the Eden Prairie Gity Hall fran 9:00 a. m.
to 3:30 p.m He stated he did have sare names of people who have either
shc�m an interest throuc� the May ad or had previously indicated an interest.
In checking with these people, he found three people who are interested in
taking the training on Nw. 5.
Mr. Barg stated naw is also a good time to re-evaluate and �date the exist
ing list of pevnle tA find out haa m�ny are still interested in taking the
training and being inv�olved in the No-Fault Grievanoe prooess.

Ms. Sherek stated the Departmnt of H��an Rights is supposed to be putting
together a Ho�using Discrimination package. She asked staff to check with
the Department to see if this package has ever been put together and, if so,
Fridley would be v+ery iriterested in sdzeduling training for this package.
She stateci it is an area that has been lacking in the training sessions.
Mr. Hunt stated sinoe they do have so few pec�ple right naw who are able to
take caseloads, scme of the cases are going to have to be referred to the
Mediation Servioes in Anoka Oounty.
b. Report on MIS C�idelines
Mr. Hunt stated several things ha�e happened sinoe the original resolution
was passed by the City �uncil regarding uni�ied data bases. �e City just
reaeived 26 new PC`s for staff inenbers, so this is getting �aay from one of
the problans the Comnission was crncerned about. When oonstruction is
finished ori Gity Hall next year', they will probably be bringing in another
main eanputer for finanoe and sane payroll. �hey are also looking at a
geographic i.nfornnatioal system which maybe has trore of the patential for a
unified data base. At that point, it will be necessary t o i�lement the
resoluti� with sane guideliryes and prooedures.
Mr. H�t stated ric�t naa the only plaoe they really need any guidelines
is in tYie Polioe DepartsrerYt, and it is staff's oce�census that this is
pretty well o�vered by law and is pretty sec�e.

Nh�. Hunt stated he di.d discuss this mattex with Ridc Pribyl, City Finance
Director, and Mr. Pribyl stated when they put in the RFP for the software
for the �nioonputers, they are c�oing to incorporate sare of the require-
ments of the resolution and at that point the proc�edures will be finalized
when they actually get the software. He thought it was sanewhat premature
now, because they have not gotten the final ocmfiguration of the vonputers.
Mr. Himt stated the NaS Cacunittee so far has been mai.nly ooncerned with
t:ne aoqui.sition of equip�nt and training of staff and have not gotten
organized into the area the H�nan Resouroes Canmission thougltwas neoessazy
in its preliminazy resolution.
The Ca�issioners agreed to put this item back on the agenda in Fd�ruary.
c. C�sideration of 1988-89 Workplan and Matters Scheduled for Attention in
the Remainder of the Year
The O�innissianers reviewed the workplan. Staff was requested to invite
Tim T�r�ull f�m the Polioe Departm�nt to the next meeting in Ilovember to
give the Cca�mission an �date on Polioe/Carrtnunity Relations.
d. Other Business
Mr. Htmt stated there has been a proposal for fairly high density, one-
stAry, fairly low rent, housing for the elderly in Fridley called "Zhe
Q�ttages". �e City Q�uncil wants to do srnie housi.ng for the elderly, but
they are oonoerned about the high 3ensity and that the housing will be only
for the elderly. The City Council has decided they want to do a systematic
study of the elderly housing needs in the Ci.ty of Fridley.
Ms. Dacy stated she and Mr. Jock Rabertson, Oanmunity Develapment Director,
have cleveloped a preliminary outline on elderly housing. She stated they
will be looking at private market stuc3ies that have been done and other
inforn�ation on elderly housing. She will be talking to Connie Thoirpson,
Senior Qenter Coordinatar, to try to detezmine the existi.ng data base of
how many seniors there are in Fridley and haa many seniors need housing, and
then to try to fozmulate sane rearturer�clatio�s for the City Cbuncil to
oonsider re: What should be �the City's policy and aannutsrent t�o elc�erly
housing? Should it be a financial co�mitment? Should it be c�e through
direct land aoquisition or throuqh sare other fonn of assistanae?
Nis. Sherek stated that with the dlanges in F�ederal Law, one thinq she thouQht
was very i�ortant to keep in mind is that �less some kind of vovenant runs
right with the propexty in the deed for perpetual elderly housing, they are
going to end up with the same situation Minneapolis has with its high-rises,
and that is they will have an inv�npatible mi�d use that will end up as a
s ltun.
Nis. Sherek asked that the Catmission reoeive a wpy of the prel�minarv

Ni�. Sherek stated she thought the Planning Oatutussion's biggest reservation
with this praposal for "The �ttages" was the fact that both sites have
such bad soil and drainage prablemS. Also, both sites are existing green
spa� the City is not going to have if this housing is built. One of the
things that has attracted people to live in Fridley is the fact that there
is s ti 11 sare green spaoe .
