Subject: Moore Lake Buffer Strip Proposal
Background
The City of Fridley has been approached by the Association of Metropolitan Soil Conservation Districts
about completing a lake buffer strip demonstration project on the southern shore of East Moore Lake.
,/'�, They are interested in this location because it is visible along Highway 65. They are actually so interested
in this location that they are offering to waive a 50% match requirement to grant funding in order to make
the project attractive to the City of Fridley.
Gregg Thompson, a landscape restoration specialist, made a presentation at the last Park and Recreation
Commission meeting about the lake buffer strip proposal. Creating a buffer strip involves removing
common turf along the shoreline and replacing it with native plantings that have deep root systems which
help absorb pollutants as well as prevent soil erosion. He explained how buffer strips are effective means
to improve pond and lake water quality. They also help keep geese populations out of the area, whose
presence also diminishes wat�r quality. He showed photographs of the installation process and of
expected appearance after completion.
In order to get the grant funds, the City would need to enter into an agreement with the agency. In that
agreement, the City would commit to maintaining the 8' deep x 360' long buffer strip once it is planted.
The City would need to repay the grant funds if the buffer strip is removed within a ten-year time frame.
Recommendation
The Park and Recreation Commission was unanimously in favor of pursuing the buffer strip funds for
Moore Lake. They also indicated interest in pursuing grant funds in future years to expand the buffer strip
concept to other shoreline areas around East Moore Lake. They did recognize a concern that this area of
Moore Lake is a highly visible area of the community and that we will likely receive complaints from
individuals that are uneducated about the intended benefits of the project.
There, however, are some opposing opinions among staff. There is agreement that the project would need
/'� to be thoroughly communicated to the public. This can be accomplished through City newsletter articles,
signs, and a special cable television program. Differences in opinion revolve around whether or not the
project will involve more maintenance headaches for the area and whether or not it is a large enough area
to have any positive impact on water quality.
The Community Development staff has also considered this proposal in ternis of the City's weed
ordinance. Staff does not see a conflict with allowing the lake buffer strip in this instance because we do
have other locations in the City of Fridley where we have allowed intentionally-planted, natural landscape
areas to exceed the 10-inch height rule as long as they aze maintained for environmental purposes. ^
However, if this buffer strip concept is one that it going to be promoted by the City, we feel that we
should consider amending the ordinance language to clearly allow it.
Mr. Thompson is scheduled to make a presentation regarding the Moore Lake Buffer Strip proposal to the
City Council on Apri19.

REQUEST
Petitioner is seeking a special use permit to allow the construction of a 900 square foot
second accessory building.
ANALYSIS
The property is located on the corner of 7�' Street and 59th Avenue. The lot is
rectangularly shaped, with the home being "squared up" to and fronting on 7�' Street.
The existing home and attached garage were built in 1958.
Accessory structures over 240 square feet are a permitted special use in the R-1 zoning
district. The existing one-stall garage and the proposed accessory structure are a total
of 1,197 square feet, which is 203 square feet less than the total allowed by Code.
There is also a small shed located in the rear yard of the property that will be removed if
this special use permit is granted.
The petitioner is also seeking a variance to reduce the required sideyard setback, for
the accessory building that would open to the side street, from 25' to 17.9' to construct
a detached garage. The proposed garage location would not encroach closer to the lot
lines than the existing home already does and would allow the petitioner to save one
rather large tree, that would be removed if garage were setback to meet code
requirements. This request went to the Appeals Commission on March 28, 2001 and '''�
was unanimously approved. City staff has received no comments from neighboring
property owners.

3. The structure shall not be used for a home occupation.
4. All vehicles shall be stored on a hard surface as approved by the City.
5. - Tatal square footage of all accessory structures must not exceed 1,400 square feet.
6. Garage shall be architecturally compatible with existing home and finished with
same siding and color scheme.

Notice is hereby given that there will be a public hearing of the
Fridley Planning Commission at the Fridley Municipal Center, 6431
University Avenue N.E. on Wednesday, April 4, at 7:30 p.m. for the
purpose of:
Consideration of a special use permit, SP #01-02, by Timothy &
Angela Hughes, for a second accessory building over 240 square
feet (garage), legally described as Lot 11, Block 5, Bonny,
generally located at 5900 7"' Street NE.
Any and all persons desiring to be heard shall be given an
opportunity at the above stated time and place. Any questions

Per Minnesota Statute 15.99, local govemment units are required to notify land use
applicants within 10 working days if their land use applications are complete. We
officially received your application for a special use permit on March 2, 2001 and
application for a variance on February 23, 2001. This letter serves to inform you that

Your variance hearing will take place on March 28, 2001 at 7:30 P.M. in the City
Council Chambers. Your special use permit hearing and discussion will take place at
the City of Fridley Planning Commission Meeting on April 4, 2001 at 7:30 P.M. in the

be taken by the City of Fridley City Council at 7:30 P.M. on April 23, 2001.
