REQUEST
The petitioner, University Billiards, is proposing a 8.752 square foot expansion of its
operation at 7178 University Avenue into an adjacent vacant tenant space within the
Rice Creek Business Center. The proposed expansion will allow the addition of 15 pool
tables, an expanded kitchen / dining area, and an expanded pro shop. The total
operation will be 20,122 square feet if the expansion is approved.
SITE HISTORY
University Billiards / Billiards Street Cafe is defined as a commercial recreation use and,
therefore, is required to obtain a special use permit in the M-1, Light Industrial district.
In February 1988, the City issued the first special use permit to allow the establishment
of University Billiards. At that time, the facility was 5,186 square feet.
In 1989, the petitioner filed a second special use permit to allow a 3,400 square foot
expansion into an adjacent tenant space, bringing the total floor area to 8,592 square
feet. This request was approved with six stipulations.
A 1993 request to expand the facility to 13,792 square feet was withdrawn due to police
concerns.
In 1997, the petitioner filed for a special use permit to increase the size of the business,
with restaurant space, to its existing size of 11,370 square feet.
ANALYSIS
In previous requests, the parking requirements were of most concem regarding the
expansion. Adequate parking is again a concem for the present request. The
proposed expansion will increase the area occupied by University Billiards to 36% of
the building. They will require, by Code, a total of 90 parking stalls for their use after
the expansion. The entire building, after the expansion, will be required to provide 157
parking stalls on site. This requirement is met, as the site currently provides a total of
163 parking stalls. Staff suggests that stipulation (#6 below) from past request
regarding potential parking issues be retained for this request.
RECOMMENDATION
City Staff recommends approval of this special use permit, with sfipu/ations.
The request meets the conditions for approval as stated in City Code. Stipulations
listed below will help to minimize any potential negative impacts or problems from the
expansion of this commercial recreation use.
STIPULATIONS
Staff recommends the Planning Commission approve the special use permit subject to
the following stipulations:
�, 1. All proper permits be obtained prior to start of remodeling.
2. No juveniles shall be allowed in the facility without their parents beyond the curfew �
time for their age group.
3. Petitioner shall provide adequate adult staff at all times with at least two adults on
staff from 6:00 PM to closing on Fridays and Saturdays.
4. Petitioner shall patrol the parking lot and report suspicious activities to the police.
5. No alcoholic beverages shall be served or allowed on the premises.
6. The development owner shall notify the City of future additions/expansions of vacant
building space and shall accept limitations on occupancy of remaining vacant space
should parking shortages result. The development owner shall agree in writing to
accept this stipulation prior to the approval of the special use permit by the City
Council.

University Billiazds (nc, DBA Biliiazd Street Cafe has been open far business in Fridley since April 1988. For
13 years we have been suppiying recreational fun for many people. Since 1998 we have been cooking geat
food in our restaurant
As our business has grovm, our need for additional space has grown also. Our request is to add 8,752 square
feet to our exisiing space. This would increase our storage azea by 1,600 square feet; kitchen and dining by
approximately 1,200 square feet with an outdoor dining azea; Pro Shop by 500 square feet to include a display
of pool tables for sale and the remaining 5,452 square feet for l5 pool tables, Company parties and meetings,
Chamber luncheons, birthday, anniversary and wedding parties.
Shortly after oar expansion and r�ovation in 1998 Billiard Digest, a National distributed magazine for the
billiard industry, ranked Billiard Street Cafe as the seventh best pool room in the nation. Of the top ten, Billiard
Street was the only one that did not serve alcohol. We aze quite proud of this accomplishment, but not
completely satisfied. We would 1�1ce to be# 1.
Billiard Street Cafe is always looking to improve. Keeping our customers satisfied, safe and sniling is our goal.
Looking back 13 years ago to our fir� Fridley Ciry Council meeting, a somewhat skeptical Cour►cil let us open
our pool room. Pool halls have not had a good reputation with their communities in the past and I believe the
Council had good reason to be skeptical. We had a different vision, a unique and beautiful well-run poot room
with people �joying themselves. That same City Council thanked us for opening our business in Fridley during
a review a few months after we opened. 'Ihat thank you has always meant a lot of us. We had great motivation
to be a contributing member of the Fridley business and residential comm�mity.
This request to e.cpand has everything to do with that first "ttiank you". We have worked very hard to prove that
the image of a pool hall c�n be good and we will strive to be even better.
Our customers and the City Council have to(d us it's working by approving past expansians. We will work very
hard again to prove that you made a good decision.
We are proud of our business, its 40+ emptoyees and invite all of you to come in and see why. Whether you
come for I�mch made by Chef Mario or to play pool on the best tables in the world. Our unique sdreet theme,

REQUEST
Man Ye Lewandowski, petitioner, is seeking a special use permit to allow a bar in the
proposed restaurant to be located at 1051 E. Moore Lake.
CODE REQUIREMENTS
City Code requires a special use permit for bars and taverns, prior to the issuance of a
liquor license. The site, Moore Lake Plaza Shopping Center, does provide an adequate
number of parking stalls to meet City Code Requirements.
