REQUEST
The petitioner, Greg Kaasa, of Thorne Bros. Custom Rod and Tackle located at 7500
University Avenue, is seeking a special use permit to allow the outdoor storage of a
storage container in the side yard of his building. He is requesting that a 9 ft. by 29 ft.
storage container be allowed to be stored on the property on an annual basis, from
October 15 through January 15, to store fish houses.
ANALYSIS
The property is zoned C-2, General Business and is located on the West University
Avenue Service Road. The existing building was constructed in 1968.
Existing Bw�cimg
The petitioner is requesting to store a 9 ft. by 29 ft. storage container directly behind the
building in the side yard of the property. He intends to screen the structure with a 10-
foot high cedar fence. City Code requires that the maximum height of a fence in the C-
2, General Business zoning district is 8 feet, therefore, a ten-foot fence would be a
violation of the zoning code. Also, a 9-foot storage container would than be visible
beyond the height of the code required 8-foot fence.

Cedar fencing materials wouldn't be considered adequate screening in this zoning
district. Over time cedar fencing becomes a maintenance issue and it also isn't ,�
architecturally compatible with the existing building. Allowing this type of screening on
this property would be inconsistent with what the City has done in the past for screening
of outdoor storage. Wal-Mart was granted a special use permit in 1994. A condition of
that special use permit was to screen their outdoor storage, using materials that are

--� architecturally compatible with the existing structure. Wal-Mart essentially constructed
an extension of their building using rock faced block with matching colored banding, to
enclose their outdoor storage. This addition took on the character of a structure, which
had to meet all building code and setback requirements.

Storing the container in question in the proposed location would be highly visible from
University Avenue, which will potentially diminish the character of the University Avenue
corridor. Allowing such outdoor storage to exist on this site could become infectious,
causing neighboring properties along the corridor to request the same type of outdoor
storage. Therefore granting this special use permit could be precedent setting.
Storage Container in Rear Yard of Property
The proposed location of the storage container could also potentially disrupt circulation
patterns around the building. Circulation may be compromised when service vehicles
are on site, because the service vehicles narrow the drive aisle behind the building,
which may cause confusion for customers trying to get in and out of the site. Storage of
this container would also eliminate additional parking flexibility in the future.
The petitioner stated in his fetter to the Commission, that there isn't adequate space
inside the building to store the fish houses. If the petitioner doesn't have adequate
storage space inside the building to store the fish houses, alternatives to outdoor
storage do exist. He could consider ordering the amount of fish houses according to
his inside storage space or acquire off site storage in an area approved for warehouse
"� storage. This is the first year staff has noticed any type of outdoor storage on this site.
Therefore, the petitioner has been able to accommodate his storage needs in the pasfi.

City staff has heard from one neighboring property who was concemed about the �
image outdoor storage may have along the University Avenue corridor.
RECOMMENDATIONS
City Staff recommends denial of the outdoor storage container wifh special use permit
#02-10.
Staff recommends denial of SP#02-10 due to the screening materials lack of
architecturally compatibility with the existing structure, the diminishing image of a
building along a major City corridor, the impact outdoor storage will have on
neighboring properties, and the disruption of circulation pattems and parking
possibilities.
