Res 1970-2082b5 RESOLUTION NO. 208 -1970 RESOLUTION AUTHORIZING THE ADMINISTRATION TO APPLY FOR FUNDS FOR THE NORTH PARK AREA UNDER LAWCON FOR PARCELS 60 & 600, EXCEPT THE EAST 70 FEET AND AUTHORIZE THE CITY ATTORNEY TO OBTAIN AN OPTION TO PURCHASE SUCH PARCELS WHEREAS, the project application has been made for State and Federal assistance under LAWCON for the North Park area, and WHEREAS, the original dollar amount contained in the original project application is such that the City cannot complete the acquisition of the desired acreage, and WHEREAS, it is the intention of the City Council to proceed with acquiring approximately 121.7 acres in this total area. WHEREAS, the owners have agreed to.grant an option to purchase Parcel 600 and Parcel 60. NOW, THEREFORE, BE IT RESOLVED, that the City Administration is hereby authorized and directed to make a project application to the Office of Local and Urban Affairs for funds under LAWCON for the purchase of Parcel 600 except the east 70 feet and Parcel 60. ' BE IT FURTHER RESOLVED, that the City Attorney is authorized .. to enter into an agreement for the purpose of obtaining an option to purchase Parcels 600 and 60. That the City Engineer is hereby authorized and directed to draw preliminary Plans and specifications and to tabulate the results of his estimates of the costs of said improve- ments, including every item o£ cost from intention to corple- tion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a Preliminary report of his findings, stating therein whether said improvements are feasible and whether they can best he made as proposed, or in connection with some other improvements (and the estimated cost as recom ended), in- cluding also a description of the 1 -ands or area as may receive benefits therefrom and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may he proposed to be assessed for said improvements (and each of them), and upon receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be pro- posed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any )arcel of land as may be affected thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
