Background
The city licensed trash haulers have kept abreast of the City's recycling contract expiration dates.
Staff has received requests for, and submitted, copies of the cunent curbside recycling contract
and Amendments 1-4 to Ace Solid Waste, Waste Management and various consultants and
lobbyists over the last 18 months.
The existing recycling contract expires on March 31, 2012 and service includes weekly
collection Monday — Thursday in neighborhood zones. Residents sort materials into two
categories, Papers and Containers. Our contract with Allied Waste Services of North America,
LLC (hereafter referred to as Allied Waste Services), includes a unique provision that provides a
40 percent share of the revenue from the sale of curbside recyclables. Staff has seen the benefit
to our community, in the form of reduced cost recycling drop-offs. Allied Waste Services has
been our curbside recycling service provider since 1999. Previously, Waste Management of
North America served the city.
As directed by the City Manager, staff contacted current provider Allied Waste Services in
September to request another one-year contract extension. This extension would allow the city to
conclude the garbage transportation study initiated in 2010, decide whether to pursue organized
garbage collection and negotiate both services at the same time to possibly benefit from price
reductions. Staff asked Allied Waste Services to submit a proposal that maintained the current
two-sort service for another year.
Rich Hirstein, Allied Waste Services Municipal Regional Manager, responded they would
assemble a proposal but cautioned the trucks used to collect Fridley's two sort recycling are near
the end of usefulness and a one-year contract extension will not provide enough revenue to offset
purchase of two or three new two sort trucks.
Allied Waste Services submitted a proposal on Thursday, September 29, for a seven year, single
sort, wheeled cart, same day (as current Iv1-Th pick-up), and every other week service. Staff inet
with Allied Waste Services to discuss the proposed terms. Their recycling services proposal had
the following changes from the current program:
• Decrease in price per household per month to $2.44. Current fee is $2.73.
• 0% of revenue from materials sold returned to the City. Current revenue credit is 40%
and yields an average of $45,000 per year.
• Increase hauler involvement in public education, events and community involvement.
Current involvement is production of one brochure / year and no community
involvement. The City spends about $3,200 on public education annually.
• Potential to collect new materials, including all plastic bottles and containers 1-7. Current
is no new materials.
• Hauler provides wheeled carts to customer (cost is build into monthly per-household fee)
and maintains them. Current City container expenses are about $4,000 per year for blue
recycling bins.
The seven year curbside contract proposed by Allied Waste Services costs $26,400 per year less
than we are currently paying for curbside collection. In these proposed terms the City would
never pay a processing fee regardless of the value of the sale of the recycled materials. However,
since the an.nual utility billing recycling service fee increase is limited by the Charter Agreement
and the city lacks the ability to raise rates to meet service expenses, a fee increase would be
required.
In mid October, staff contacted Allied Waste Services to follow-up on the request for a one-year
proposal. Allied Waste did not offer a one-yeaz contract extension. In early November, staff
received a proposal from Waste Management for a one-year contract.
In late October, staff contacted the city attorney to consult on contract extension and proposal
procedures. An outcome of this discussion led to a revised recommendation to conduct a request
for proposal process for any contract extension, revision or new service. This conclusion was
based on knowledge that the City's licensed refuse haulers demonstrated an interest in Fridley's
recycling contract terms.
Summary
Given the following conditions for the city:
• exploration of organized trash collection,
• revised proposal procedures, and
• multiple vendor interest in servicing Fridley's curbside recycling program,
staff concurs with the city attorney's best practice approach of pursuing a formal Request for
Proposal (RFP) for a one-yeaz contract extension at the same level of service we cunently enjoy
as well as a long-term contract with single sort service.
