Motion by Caldwell, secanded by Harris, to accept Minutes of October 27, 1975. Motion carried. III. F.Y.F.A. - Football Field - Comnons Park A. Commission Comments Z. 3. 4. 5. 6. 7. F,Y.F.A. has wanted to resod field for 5 to 6 years Parks Department waM�ted to reseed, now ready to try resodding, s�:�c� reseeding unsuccessful F.Y.F.A. offered to buy and lay sod �'ield does not seem to drain pr�perly, but was surveyed by City Enqineers and is laid out correctly to drain Must do some grading Needs more crown on �lateau Irrigation system will have to be adjusted if the plateau is raised B. Motion by Harris, seconded by Seeger,,to ask our staff to prepare,a proposal � for preparing the field for res�dding, and also tha t a proposal be furnished I��- by the F.Y.F.A. concerning what they intend to do in regard to sodding the football field. Then the Parks & Recreation Commission will make a determi- i nation to either c�nfirm or re�ect that proposal. Motion carried. ,%1 � C. Commission Comments 1. Owner indicated he would give building to City if they had use for it 2. Suggestion made to Paul Brown to use for warming house at t�adsen 3. Cost is prohibitive to move onto site and remodel - approximately $25.00/sq. ft. B. Staff Comments 1. Too expensive to remodel - estimated total $41,620.(incl.udi.ng.�r�mo�eling cost) ' V. Went to City Council first, was referred to Parks & Recreation Commission Has set up action committee to bring pressure to bear A1so w�nts docking facilities Park aiready has swings, slide, etc., but needs better set Suggested that a Mr. Clark (lives in neighborhood) oversee warming house when it is put in, to help overcome vandalism C. Motion by Harris, seconded by Caldwell, to request the Parks and Recreation Director to investigate the possibi]ity of getting three prefab single car - garage structures for locations at the parks not equipped with warming house facilities. If that facility cannot support, because of size, location, etc., a permanent structure, to come back with alternates in these cases. The motion carried. VII. PJame the Parks A. Corranission Comments 1. Asked secretary to give Lillian Meyer list of parks to be named, in order for her to get some suggestions from League of Women Voters VIII. Better to have fewer committees with more people than one person comnittees One of most needed corr�nittees is one to find out how to raise funds; cannot continue to operate�a capital improvements program out of an operating budget - N.A.F., F.Y.F.A., and Babe Ruth organization should be told of the project concept being instituted and ask them for volunteers to serve How do you set up a neighborhood park group and what do you use to govern it? Need to start the project committees going in four areas: a) dollars b) organization c� programs _ d) facilities � Need to get a variety of people involved in order io get a.broad spectrum from City involved, i.e., senior citizens, hockey, etc. Project committees on programs, for instance, will eventually have sub-committees going in the various areas to get feedback, so each citizen will have opportunity to tell how he feels.about our programs Project committees will come back'with a written report of what we should have in the City, based on the input from the neighborhaods, League of t�tomen Voters, Senior Citizens, and concerned citizens _ Up to Commision to devise plan of attack to get this program comnittee information out to people in neighborhoods Project committees will have to go to each neiohborhood through a subcommittee and ask the people what they want Goals contir�ually changing; directions on project committees can be changed by new Commissioners as they change � Can put this item over to December meeting, but must get s�tarted with a set number of project committees soon, give them a charge, and set started B.
