KONDRICK, SECONDED BY MR. ALLEN, TO APPROVE THE NOVEMBER 12, 1980, PARKS & RECREATION COMI�?ISSION MINUTES AS WRITTEN. UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON HUGHES DECLARED THE MOTION ^ CARRIED UTJANIMOUSLY. A�PROVAL OF AGENDA: The follow�ng items were added to the agenda under "Director's Report": B. Update on Nature Center Building C. Report on Outdoor Ice D. Lions Club Dinner for Senior Citizens Chairperson Hughes declared the agenda adopted as amended. l. DIRECTOR'S REPORT: A. Island of Peace Status Dr. Boudreau stated that as liaison between the City of Fridley and tfie Islands of Peace �aundatien, it has come to his attention that at their Dec. E mewting, the Foundation's Board of Directors made two meaningful motions: 1. Because af Ed Wilmes' continued ill health, they passed a motion to rrai.ify all the people who have donated to the Islands of Peace and anyone who has dealt with tMe Islands of�P�ace that Ed tJi�mes will no longer be reprF- ^ senting tt�e Islands of Peace Foundation and will no longer have any authority to speak for the Islands of Peace Feundation. This moti�n passed unanimously and a letter is supposed to have gone out this week. PARKS & RECREATION CO?�MISSION h1��TING, DECEt�BER 10, 1980 PAGE 2 ; 2. They wish to contact the City in the form of a letter on a resolution passed by the Isiands of Peace �oundation's Board of Direc�ors to Fnc�orse and encourage the Joint Powers Agreement to be signed by the City of Fridley and the County of Anoka for the p�arposes of establishing and developing a regional park along the shores of the Mississippi River. Along with that resoluti�n, they were explicit in three acts: (1) that ihe Foundation would act toward the termina- tion of their existing l�ase between the City of Fridley and the Foundation; and (2j they would act toward the proposal for the development and implQrnentation of a Joint Powers Agree- ment between the City af Fridley and the County of Anoka; and (3) they would act'f:ov�ard the proposal to develop and implement an agreement l��t�reen the F�undation and the County of Anoka for the maintenance and operation with respeci to the existing premises. `(By that, they are referring to the Hayes River l.ots and reception center located on the Hayes River Lots.) They have further stated that the Founda- tion encourages the City and the County each to act without delay toward the establishment and implementation of a regional park system k�ith �che assurance that the Foundation would act at all times w:th the County and the City towards the improvemEnt of this �rea. Dr. Boudreau stated that, as the Commission may have heard, Mr. Wilmes is in the hospital and is supposed ta have an operation. Dr. Boudreau stated tr�at Metropolitan Council did accept, with one or two stipulations, Anoka County's P�aster Plan for a regionai park, which would include the FMC property, Durham Island, and the Islands of Peace complex. He did not believe the funding has been allocated however, it has been endQrsed by the P1etropolitan Coun�il that funds will be allocated. He did know the amount, This was contingent on Great River Road Project`s cooperation and, he believed, the MnDOT people also. U�date on Nature Center Buildi•ng yet; the Dr. Boudreau stated th�e building should be turned over to the City of Fridley in about a week and a ha1f. They are still awaiting the protective screening on the front. Tne wa�er was turned on that day, and the heat has been on. He stated that with a limited budget, they are going to have a nice empty 5�,�ilding. Mr. St. Clair is making plans to have something to �ro into the building. C. It is a very good citizens laok forward,-`to it each year. �Ms. Hughes stated that at the Planning Commissio� meetings, two things had emerged that she felt the Cor�unission should be `aware of: 1. There apparently is some contamination f rom the creosote site into Rice Creek. She did not have a copy:of any of the reparts, �and she did not know the extent of the �ontamination. She stated that maybe the Commission shou7d try<to get some information on it. 2. She attended the hazardous waste siting meeting in Anoka County. It was quite obvious to her that there is no place in Anoka . County for a site for a hazardous waste �acility or even a transfer station. This is something she is� interested in and she will attend these m�etings thraughout the winter. � Mr. Yo�ng stated he would ]ike to have �eriodic updates on what is happening at Moore Lake, instead of having to read about it in the paper. Since this is a Parks, Recreation, and Natural Resource� Commission, he would think that Moore Lake is distinctly a natural�resource to the community, and he wondered why the Environmental Quality Cammissian is the only corr�nnission involved with what happens v�ith Moore Lake. If �he Comnission is concerned about what is happening with Rice Creek, they should also�be ;informed about what is happening with Moore Lake. � 3. OLD BUSINESS: A. Citizens' Advisory Committee (Dan Allen) Mr. Allen stated thelast meeting he attended was on Nov. 25, and they had D:ick Stanton, Principal of the Fridley High School speak to the Cor�nittee. Mr. Stanton brought up several paints, anc� the general impression he left the Committee was that the school district feels the crunch and they don't see much room for Rarks & Recreation usiny their facilities any more than.�rhat exists now, which is a lot. Mr. Allen stated that Jack Hansen was appo�nted Co-Chairperson with Mr. Allen in place of Bob Kel1y. Mr. Harr�er� �sked Mr. Allen to emphasize to the Commission of a possible ext�resiarr ta April lst as • a deadline for the Committee to make their repqrt to.the Corr�nission, although they will try very hard.ta make the M�rch 1s� deadline. On Dec. 11, Mr. Tom Myhra will be talking Lo the Committee. Mr. Allen stated he vras unable to ait�n� the latest meeting, so he would let Mr. Kondrick report on that meeting. Mr. Kondrick stated he was not able to attend the whole meeting. Ne stated a person from Columbia tieights Schools and two people frorn the Fridley Schools discussed their pool facilities. The person from Columbia Heights stated ihey have a�l kinds of pool time availab7e, and the people from Friclley sta�ed i��ey have pool time available, although the srhool wouid always have preferential treatmen�. Thes� discussed at great length ihe cost of pools and how, in their opinion, a pool should be loaked at very Garefully in terms of cost before it is seriously considered. Mr. Kondrick stated the meetings are beiny directed much better than the first couple of ineetings. There is some system and s�me organi- zation, and he was very pleased with the good input. Dr. Boudreau stated he was also pleased with the CammittEe. He s�ated the Committee is �lanning a tour of existing faci1ities in Jahuat�y. Ne stated he wouic� be sending in��orination out to tha Corv�ission �n�;nbers about the tour, and if an,}� of th�m dre ir�terested in jo�ring �n th� tour, they should 3.et him know. � 6. Proposed Jnint Powers Agreement - Anoka County Dr. Boudreau stated the City C�unci� is planning on discussing this Jaint Powers Agreemert at either their next meeting or thz fi�rst meeting in January. They are looking at a timetabie of around the first of the year or shortly thereai'ter. Ms. Seeger stated that with the Joint Powers Agreement, who would be managing the building? Would there be some kind of caret�icer? Dr. Boudreau stated that was not defined. He thaught there might have to be a daily caretaker, but he ai� not know the County`s plans. Ms. Hughes asked if it was essential tl�at the Hayes Lots go with the Joint Powers Agreement. Dr. Boudreau stated the parcel is r�eeded by the County for the acr�age required for then; to have a rec�ional park. That is why they are picking up Durham Island and Chase's Island--somewh�re around 112 acres. � 4 � � 4 PARKS & RECREATION COMMISSION MEETI[�G, DECtM�ER 10, 1980 PAGE 5 4. Ms. Hughes stated that on page 2 of the Joint Powers Agreement, there were two "WHEP,EAS" paragraphs she objected to and felt should be deleted: "WNEREAS, the greatest number of users of Hayes Lots, Chase's Island and G�l Hodges Island come from outside the City and are residents of the County..." "WHEREAS, certain substantial economic savings can be realized by the residents ofthe County and the City thraugh a cooperative operating and maint;enance agreement." Ms. Hughes stated that the Commission should make some comment to the City Council. If the Commission agrees that the City should enter into this agreement, then she thought the Commission ought to recommend that the City Council not sign or finalize the Joint Powers Agreement until they know what the funding situation is. She saw no reason for the City to enter into this agreement until such a time as they know there really is going to be a Great River Road Park, and that could be years from now. MOTION BY MS. Ms. Seeger stated the City's parks, same feeling.. NEW BUSINESS: she has some problems with having the County running and people she has talked to have expressed that A. D.F.L. Club Request Ms. Nughes stated the D.F.L. Club would like to use the popcorn machine and the concession stand at Commons Park on June 26, 1981. Dr. Boudreau stated this same request came before the Commission in 1977. The request was denied because of the philosophy that if they let the a.F.L. Club use�it, hoa� cou7d they deny the Republicans, church groups, etc. It is just not a good policy for these groups to use park facilities. At that point in time, the D.F.L. Club took it to the City Council, and the City Council gave them permission to use the facility. Last year, they did not ask for permission but used i�he park. This year the request is coming back to the Cor�nission again. Dr. Boudreau stated that last year during the 49'er Days, there was a softball tournament that brought in many visitors to the City. In � order to make money on the softball tourament, these people depend upon thEir concessions, so they were given permission to use the concessipn. The D.F.L. That is what precipitated this request by the D.F.L. Club for the concession stand this year, and the team that ran the soft5a11 tou•rnanent last year said if they are not allowed to use the concession stand, they can't have a tournament. This was tt�e Fridley Tiger Nockey Booster Club tournament. Ms. Hughes stated she wondered if the Cammission ought to make any corr�nitment to anybody until the 49'er program was pretty much laid out. If the Commission yrants this request, it might limit what the 49'er committee can do. Ms. Seeger stated she yvould �rerer to let the 49'er �.ommittee decide who does what on what day. The Fridley Tiger Hockey Booster Club does help recreation by civing time and mo��ey to help schoal hockey activities. Mr. Allen stated he had prablem� with a group using the concession stand for making money and not contributing anything to the recreation program. MOTIOIV BY MR. iCONDRICK, SECONDED BY 1/iP.
