Hughes questioned Mr. Boudreau, if they had maps at the time that they discussed Rice Creek West? M r. Boudreau stated that they had them at the time, but tha� they did not examine them at that time. Ms. Hughes requested that Mr. Boudreau bring these maps to the next meeting. M r. Boudreau stated that he would. MOTION by Mr. Young, seconded by Mr. Allen to approve the June 17� 1981 p�'ks & Recreation Commission Minutes� as written. UPON A VOICE VOTE� ALL VOTING AYE� CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED UNANIMOUSLY. APPROVAL OF AGENDAe • Ms. Hughes stated that she would like to add the item Springbrook� under Old Business. Recreation and Natural Resource Devartment Slide Show Mr. Boudreau stated that he had asked Mr. St. Clair to aid in the presentation of the slide show. M r. St. Clair stated that the parking lot is going well� and that he feels that they will be completed with the parking lot at least by the end of July if not sooner. He further stated that they have arranged with Burlington Northern who is replacing about every one out five� or six ties with new ones� to be able to kee� the old ties. � He stated that the old ones are usually picked up, and then sold, but that Springbrook will be able to keep the old ones to use at the center. He stated that he plans to use these ties in the construction of an out- side ampitheatre. The ties will be covered with plywood, to prevent any contact with the creosote. He further stated that the recently planted prairie grass is growing very well. and it would be hard to tell that area was recently excavated. He stated that the youths from 'Youths for Christ'� volunteered this year� as they did last year. He stated that they helped rebuild the section of boardwalk in the area where the beavers had dammed up. Mr. St. Clair stated that last week� the people from the Springbrook Foundation� met with people from Bulington � Northern at the Nature Center, and the people from the Springbrook Foundation were given a$10�000 grant from Bulington Northern to assist in tf,teir cammitment to helping finance the extra room in the back of the Center. M r. St. Clair stated that there is a possibility that the Center might be able to obtain more railroad ties so that they could have a trail made from the ties for the handicapped. Discussion ensued, on how best to provide a handicapped trail. M r. St. Clair stated that the building is very near completion. He stated that they had sent a letter to the builder itemizing the certain areas that needed to be completed, or the Center would hire these jobs out and than deduct that amount from the builder. He stated that there were about five or six items needed for completion, and that the builder is now working in these areas• with only a few items left to complete. M r. St. Clair stated that the official grand opening of the Center has been set for Saturday� October lOth� with October llth as a day in which if necessary, some of the activities could spill over into. JUI,Y 1�. 1981 Pa�e 3 help in the center, such as fininshing the cabinets, if �` any of the Commission members knew of anyone interested. M r. St. Clair� and M r. Boudreau then showed the Commission members the Parks� Recreation & Natural Resource Department slide show. M r. Boudreau stated that M r. St. Clair is the individual responsible for the vast majority of this slide present- tation, and that the slide presentation is about 3 years old� and being updated. . b. Rice Creek Provosed T�ail S�s„t_em Ms. Hughes stated that there has been a citizens group organized regarding this, and that she herself was not appointed to this group. M r. Boudreau stated that this citizens group met some- time in June, and then again July 9th. He stated that he Imew the former Parks & Recreations Commission member, Betty M ech, who is on this citizen group. M r. Boudreau then read the names of the other citizens in this group. M s. Hughes stated that this citizen group is embarking on a fact finding mission. She stated that they have hiked on some of the proposed trails. and have talked � to numerous resource people. She stated that she had attended the last meeting� and had stated that she would try to act as a liason between the citizen group, and the Parks & Recreation Commission. She stated that she did have a concern about the number of bridges that they might build. She stated that she had told the group that the Commission was in favor of multiple use but that they also would like to see that the valley be left as undisturbed as possible. i�s. Hughes stated that she feels that the Commission should see the plans. M r. Boudreau stated that the map-anc� plan may be revised� but that he would bring in what was available from Jnhn Flora. 2. CHAIRPERSON'S REPO RT a. M eeting Date and Time - Possible change M r. Kondrick stated that he had requested this item for the agenda. He stated that if the date were changed so that it would coincide with the Planning Commission meeting in the same week� that would aleviate a problem. � PARKS & RECREATION COMNiISSION MEETING� JULY_1�. �981 Page 4 M r. Kondrick stated that his job requires an amount of traveling and that it is difficult to arrange being in '~ town for both meetings� and he feels that if both the Planning Commission� and the Parks & Recreation Commission meetings were scheduled for the same week. that he would be more able to arrange his schedule. The Commission agreed that to reschedule the meeiings to monday evenings of the same week that the Planning Comm- ission meets would be fine. MOTION by Mr. Young, seconded by Mr. Allen to change the Parks & Recreation Commission M eeting to the third monday evening of each month. UPON A VOICE VOTE, ALL VOTING AYE� CHAIF�iVIAN KONDRICK DECLARED THE MOTION PASSED UNANI��tOUSLY. 3. NE_ W BUSINESS: a. None 4. OLD BU 5INE_SS e a. Report on "Boys" and "Girls" Softball (youth) M r. Boudreau stated that for tha past three or four ,� years, there has always been a few boys who have been on the girls softball teams. M r. Boudreau stated that they have no problem with this� but that there have been some complaints from parents. Mr. Young stated that at one game some of the parents had complained to him. He stated that they felt that if they signed up their child for 'girls' softball� that they wanted them to play with girls. �Ir. Young stated that the information that he has gotten. is that because of title 9� this is allawed. M r. Boudreau stated that the F.Y.S.A. calls it 'youth softball', and not distiguish between boys and girls. He stated that this is something he also in the past has recommended, and still does. Discussion ensued, on whether boys and girls should play on the same, or separate softball teams. b. Springbrnok Nature Center M s. Hughes stated that she felt that the Commission should be aware that the Center has raised more money .-. p�S & RECREATION COMMISSION MEETING. JULY 15,_198� _ Pa�e 5 ^ than they had promised to raise� and this is aside of. the grant they received. She further stated that she has transmitted� what she considers a public document� which is a list of monies� that have gone into Spring- brook, and the list of expenses that have been charged. She stated that it is a pretty complete accounting. She stated that whatever monies are left will go into an account for special needs� or projects. The Center will also be embarking on a membership drive. Mr. Boudreau stated that he feels that Mr. St. Clair� and Ms. Valen have done an exceptional job� especially under sometimes not the best circumstances. He felt that these two individuals have done a valuable job and have done it very well. The Commission concurred with Mr. Boudreau that these two people have done excellent work. 5.
