PARKS & RECREATION COMMISSION MEETING - FEBRUARY 5, 1996
CALL TO ORDER:
Vice-chairperson Young called the February 5, 1996 Parks & Recreation Commission Meeting to order at 7:07 p.m.

APPROVAL OF JANUARY 8, 1996 PARKS & RECREATION COMMISSION MINUTES.
MOTION by Mr. Solberg, seconded by Ms. Sibell to approve the minutes of the January 8, 1996 meeting of the
Parks & Recreation Commission as written.
UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, VICE-CHAIRPERSON YOUNG DECLARED THE
MOTION CARRIED.
APPROVAL OF PARKS & RECREATION COMMISSION AGENDA FOR FEBRUARY 5, 1996.
Recommended by Mr. Solberg that we move Item 2c. to the top of the Agenda to accommodate our guest.
MOTION by Mr. Solberg, seconded by Ms. Sibell to approve the agenda as amended.
UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, VICE-CHAIRPERSON YOUNG DECLARED THE
MOTION CARRIED.
1. STAFF REPORT
a. Program Update
Mr. Kirk referred to the Program Update report which was included in the Agenda Packets. He called the
commission's attention to Item 4, which was the Anoka County Improvements at Manomin Park and the
Banfill Locke Center for the Arts. The County will be making some picnic facility improvements and trail
improvements this summer at that location.
b. Park Maintenance Report
Mr. Lawrence reports that the main function of the Park Maintenance staff at this time is the maintenance of
the ice rinks. The ice is in the best condition it's been in for several years. There are about two weeks left in
the normal skating rink season.

c. Senior Transportation Program

Mr. Kirk gave an update on the Senior Transportation Program provided through the Anoka County
Traveler. The City recently received an $8,000 donation from the Fridley Lions Club to help offset the fare
charged to the seniors for each transportation trip. The Lions have also sent letters to Holiday Plus, Target,
K Mart and Wal Mart asking for support of the Senior Shopping Program by these Fridley businesses that
benefit from the Senior Shopping Transportation.
Mr. Kirk also reported on a survey of the seniors using the Traveler and that the vast majority were satisfied
with the service being provided.
2. NEW BUSINESS
a. 1995 Citizen Survey
The commission members decided to postpone the presentation of survey results until the ne�t meeting when
more members could be in attendance.
b. Fridley Youth Sports Association -- Softball Tournament Requests
Mr. Kirk stated he had received the enclosed application from the Fridley Youth Sports Association Girls
Softball program to host an MRPA State Softball Tournament at Community Park on July 19-21, 1996. He
stated that the staffrecommendation would be approval of the request with payment of the appropriate fees
and provision of necessary insurance certificate(s) by the FYSA.
MOTION by Ms. Sibell, seconded by Mr. Solberg to approve the Fridley Youth Sports Association Request
for a Softball Tournament on July 19-21, 1996 at the Community Park.

c. Ice Skating Rinks/Warming Houses
Mr. Kirk gave a recap on the reduction of the skating program for the season and a summary of the
information discussed at the meeting on January 18, 1996. This meeting was held to provide citizens an
opportunity to discuss with City Council their concerns over the skating rink/warming house reduction.
Mr. Kirk suggested that the Parks & Recreation Commission form a sub-committee to look at establishing
standards of service for providing skating rinks, hockey rinks, and warming houses. Mr. Solberg and Mr.
Young expressed an interest in serving on this citizen's sub-committee to study this issue.
MOTION by Mr. Solberg, seconded by Ms. Sibell to establish a sub-committee to meet with several
community members and staffto discuss the skating situation in the community and set standards for the level
of service to be provided.

d. John Gargaro Softball Fields Dedication at Community Park

Mr. Kirk reported that the City Council has decided to name Fields #5  at Community Park in honor of
John Gargaro. A committee is being formed to discuss an appropriate memorial and dedication ceremony.
The committee could involve a member of the Parks & Recreation commission, along with representatives
from the Lions Club, Chamber of Commerce, '49er Days, and several community members. Ms. Sibell stated
she would like to represent the Parks & Recreation Commission on this committee
e. 1996 Capital Improvement Projects
Mr. Kirk reviewed the Capital Improvement Projects planned for the park system in 1996. These include
ADA improvements such as ramps and paths at the various park facilities to make them more accessible;
court resurfacing of the city's tennis and basketball courts in selected park areas; playground equipment
upgrades to include replacing outdated equipment at 7ay, Terrace, Harris Lake, Logan, Springbrook, and
Summit Square Parks; landscaping, a walking trail, and canoe launch area would be developed at the new
Riverview Heights Park; the Springbrook Nature Center would receive a new fence and landscaping along the
north boundary of the park; and the Community Park Press Box building would receive new carpet on the
upper leveL Mr. Kirk explained he would bring the 5 Year Capital Improvement Plan to the Commission at
ne�t month's meeting for discussion.
MOTION by Mr. Solberg, seconded by Ms. Sibell to adjourn the meeting.
