05/06/1996 - 00008042CITY OF FRIDLEY PARKS & RECREATION COMMISSION MEETING - MAY 6, 1996 CALL TO ORDER: Chairperson Kondrick called the May 6, 1996 Parks & Recreation Commission Meeting to order at 7:05 p.m. ROLL CALL: Members Present: Dave Kondrick Dick Young Sue Price Members Absent: Tim Solberg Marcy Sibell Others Present: 7ack Kirk, Director of Recreation & Natural Resources Paul Lawrence, Public Works Superintendent APPROVAL OF APRIL 1, 1996 PARKS & RECREATION COMMISSION MINUTES. MOTION by Mr. Young, seconded by Ms. Price to approve the minutes of the April l, 1996 meeting of the Parks & Recreation Commission as written. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. APPROVAL OF PARKS & RECREATION COMMISSION AGENDA FOR MAY 6, 1996. Mr. Kirk submitted a request for use of the showmobile by Immaculate Conception Church as an additional item. MOTION by Mr. Young, seconded by Ms. Price to approve the agenda as amended. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. 1. STAFF REPORT a. Program Update Mr. Kirk presented the Commission with a copy of the Program Update from the Recreation and Natural Resource Department. b. Park Maintenance Report Mr. Lawrence provided a report from Dave Lindquist on the Park Maintenance activities during the past month. He further stated that the spring maintenance program is several weeks behind schedule because of the poor spring weather. Parks & Recreation Commission Meeting - May 6, 1996 Page 2 Mr. Lawrence stated that several tennis courts are in need of repair this spring and the money allocated for tennis courts in the Parks Capital Improvement Program will not cover all of the repairs. Staffis looking into cost estimates at this time. Craig Park, Briardale Park and Summit Square Pare are among those in most immediate need of work. c. New Park Supervisor Dave Lindquist has been named Park Supervisor in charge of the Park Division. Dave is a 22 year City of Fridley Parks employee. d. '49er Days Schedule of Events Mr. Kirk presented the 1996 '49er Days schedule of events as published in the Recreation Department summer brochure. e. Dedication of John Gargaro Fields Mr. Kirk reported that the dedication of the 7ohn Gargaro fields at Fridley Community Park will take place on Friday, June 14th at 5:30 p.m. Following a brief dedication ceremony, two ball games will take place as part of the event. Parks & Recreation Commission Chairperson Kondrick will be Master of Ceremonies for the dedication. 2. NEW BUSINESS a. Lake Point Dedication Fees The commission members have been given information on the Lake Pointe Office Park project from Community Development Director Barbara Dacy. The subdivision ordinance provides the City with the ability to require land or park fees instead of dedicated park space. The park fees on this project would require MEPC to pay appro�mately $41,700 MOTION by Mr. Young, seconded by Ms. Price to recommend that the City accept the park fees in lieu of dedicated land for the Lake Point Office Park Project. Amount to be paid as a lump sum the beginning ofthe proj ect. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. b. Playground Equipment Selection The City of Fridley is in the process of accepting bids for replacement playground equipment at Logan, Jay, Terrace, Springbrook, Harris Lake and Summit Square Parks. Mr. Kirk asked the commission members to view the proposed playground equipment and provide input on the project. The neighborhood residents have been looking at the designs and providing input as part of this process. Mr. Kirk stated that staff will be making a recommendation at the May 20th City Council meeting on the playground equipment projects. The equipment should be installed by mid-August. Park Tour for June Meeting Mr. Kirk stated that the Parks and Recreation Commission normally takes a driving tour of several park areas prior to the June meeting each year. He asked the commission members for suggestions on sites to tour this year. The commission members suggested Creek View Park, Moore Lake and the sites scheduled for tennis court repair to view some of the more recent park improvement projects. d. Canada Goose Management Program Mr. Kirk reported on some changes in the Canada Goose Management Program operated by the University of Minnesota Department of Fisheries and Wildlife. The program can no longer re-locate the adult birds, so they are proposing processing them for area food shelves. This will add to contract cost because of a$15 per bird charge for the processing. MOTION by Mr. Young, seconded by Ms. Price that the City of Fridley institute the new Goose Management Program at Moore Lake and any other sites deemed necessary by the City of Fridley staff. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. e. Showmobile Request Mr. Kirk stated that the City of Fridley had received a showmobile rental application from Immaculate Conception Church in Columbia Heights for an event on August 10-11, 1996. Mr. Young suggested they show proof of insurance so we know the showmobile is protected while in their use. MOTION by Ms. Price, seconded by Mr. Young to approve the application for rental of the showmobile by Immaculate Conception Church with the e�sting fee structure being utilized. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. MOTION by Ms. Price, seconded by Mr. Young to adjourn the meeting at 8:08 p.m. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED AND THE MAY 6, 1996 MEETING ADJOURNED.
