09/10/2001 - 00009299CITY OF FRIDLEY PARKS & RECREATION COMMISSION MEETING —SEPTEMBER 10, 2001 CALL TO ORDER: Chairperson Kondrick called the September 10, 2001 Parks & Recreation Commission Meeting to order at 7:05 p. m. ROLL CALL: Members Present Others Present Dave Kondrick, Sue Price, Tim Solberg Jack Kirk, Director of Recreation & Natural Resources Paul Lawrence, Superintendent of Public Works APPROVAL OF AUGUST 6, 2001 PARKS & RECREATION COMMISSION MINUTES MOTION by Mr. Solberg, seconded by Ms. Price, to approve the minutes of the August 6, 2001 meeting. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. APPROVAL OF PARKS & RECREATION COMMISSION AGENDA FOR SEPTEMBER 10, 2001 MOTION by Ms. Price, seconded by Mr. Solberg, to approve the agenda for the September 10, 2001 meeting. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. 1. STAFF REPORT a. Program Update Mr. Kirk stated that the summer activities have been completed during the last month and many of the fall activities have now started. The summer programs all went well and the staff of the Recreation and Natural Resource Department did a good job with the activities. Mr. Kirk also stated that a program update was included in the agenda packet for the information of the Commission members. The update identifies some of the activities completed since the last Commission meeting. Parks and Recreation Commission Meetinq — September 10, 2001 Paqe 2 b. Park Maintenance Report Mr. Lawrence stated that work is underway at the Little League fields, with a retaining wall being constructed around the fields near the concession building. The outfield and sideline fences have been replaced. The improvements at the Little League complex should really improve the facility for future use. He further stated that the color coating of the tennis courts is underway and should be completed in the next week or so. The staff of the park maintenance is also making plans and gearing up for the winter maintenance work. Mr. Lawrence stated that the maintenance building at Springbrook Nature Center is pretty much completed at this point. The electricity still needs to be connected and the paving of the driveway area is scheduled for completion next week. The park workers will be doing some additional work such as putting in insulation and sheetrock during the winter months. c. Moore Lake Buffer Strip Project Mr. Kirk stated that the planting of the buffer strip demonstration project at Moore Lake is proceeding. Gregg Thompson, coordinator of the project, will be working with volunteer groups on Tuesday and Wednesday of this week to complete the project. 2. NEW BUSINESS a. Special Olympics Softball Tournament Request — Fridley VFW Post #363 Mr. Kirk stated that Fridley VFW Post #363 has submitted a request to use the Community Park ballfields on July 13, 2002 to host the state Special Olympics Softball tournament. This is not a fundraising event; rather it is a service that the local VFW would provide for the Special Olympics program. It is a one-day tournament and would require the use of all six fields and the park building. Mr. Kirk stated that the State Special Olympics softball was held at Community Park in 1994. He said that the tournament was one of the best events the City has ever had at Community Park and would like to see the City support this event. Since this is not a fundraiser, he would recommend approval of the request with no rental fee being charged. He would suggest that the VFW be responsible for providing a dumpster at the site, which they may be able to get donated due to the nature of this event. He would further suggest that the City prepare the fields for use on the Friday before the tournament and work with VFW volunteers on training for maintenance requirements of the tournament. MOTION by Mr. Solberg, seconded by Ms. Price to approve the request for use of the Fridley Community Park Ballfields on Saturday, July 13,2002 for the Minnesota Special Olympics Softball tournament. The use of the fields would be with no rental fee being charged and the VFW would be required to provide a dumpster to handle the garbage. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. Parks and Recreation Commission Meetinq — September 10, 2001 Paqe 3 b. Skating Locations — 2001 — 2002 Season Mr. Kirk stated that he is recommending the same skating locations as last season. There were some changes made last year with the flooding of the skating oval at Fridley Middle School. The Recreation Department will continue to promote use of the skating oval and over time, it could result in a reduction of some of the smaller rinks. Mr. Solberg suggested that the City do some more TV coverage of the skating oval to get the information out regarding this facility. Mr. Kirk stated that with the staff recommendation there would be 12 general skating rinks located at Briardale, Commons, Creekridge, Flanery, Hackmann, Hayes Elementary, Logan, Madsen, Ruth Circle, Stevenson Elementary, Summit Square, and Sylvan Hills. There would be seven hockey rinks with two at Commons, and one each at Flanery, Hayes Elementary, Madsen, Ruth Circle, and Stevenson Elementary. The warming houses would be at the following six locations: Commons Park, Flanery Park, Hayes Elementary, Madsen Park, Ruth Circle and Stevenson Elementary. MOTION by Ms. Price, seconded by Mr. Solberg, to approve the skating, hockey and warming house locations recommended by staff for the 2001 — 2002 season. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. ANNOUNCEMENT: THE OCTOBER PARKS AND RECREATION COMMISSION MEETING HAS BEEN MOVED TO MONDAY, OCTOBER 8, 2001 p� 7:00 PM.
