UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. APPROVAL OF PARKS & RECREATION COMMISSION AGENDA FOR FEBRUARY 4, 2002 MOTION by Mr. Young, seconded by Ms. Sibell to approve the agenda for the February 4, 2002 meeting. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. 1. STAFF REPORT a. Program Update Mr. Kirk reported on some of the activities that have taken place in the past month. On New Years Eve at Springbrook Nature Center, 75 people participated in a special event to bring in the new year. The Fridley Senior program was host to a Senior Issues Forum on Thursday, January lOt'`. United States Senator Paul Wellstone's staff ran the meeting attended by 25 seniors. The Senior Program also ran a Defensive Driving class for 40 seniors during January. Connie Thompson conducted an Aging Awareness workshop for the Alternative Learning Program students on 7anuary 18t'`. This activity helps participants understand some of the issues associated with the aging process. Mr. Kirk further stated that staff at the Springbrook Nature Center had been working with the seventh graders of the Fridley School District on a winter survival course. Approximately 200 7t'` graders participated in the program. Parks and Recreation Commission Meetin� — Februarv 4, 2002 Pa�e 2 The Springbrook staff also held a special program on Saturday, January 12 called "Fun with Quinzhees". There were 13 participants that learned about winter survival and techniques for building a quinzhee. Mr. Solberg asked what a"quinzhee" was. Mr. Young explained that it is a snow shelter, similar to an igloo. You pile up snow, leave it overnight to harden and tunnel out the inside. It can provide shelter in a harsh winter environment. A candle can keep the inside of the quinzhee around 32 degrees. Mr. Kirk further stated that other department activities for the past month are listed in the Program Update included with the agenda packet. b. Park Maintenance Report Mr. Lawrence stated that the fluctuating weather pattern has kept the Park Maintenance staff busy making ice for the rinks. In spite of a couple of warm weather spells, the workers were able to provide skateable ice for most of the month. Mr. Lawrence further stated that the park maintenance workers had also been working on insulating the new maintenance / storage building at Springbrook Nature Center. c. Winter Fest 2002 Mr. Kirk stated that the agenda packet included some pictures and information on the Winter Fest, which was held on Saturday, January 26t'`. The event involved activities at Springbrook Nature Center, Commons Park and the Fridley Community Center. Some of the activities included a medallion hunt, snow sculpture contest, snow snake races, hayrides, puppet shows, the snowball fling, and dancing to the music of Kidzdance. There were good crowds at all three locations and people seemed to really enjoy being outside in the unseasonably warm 7anuary weather. 2. NEW BUSINESS a. Softball Tournament Request — Fridley Wrestling Boosters Mr. Kirk stated that the City has received an application from the Fridley Wrestling Boosters to host the 9t'` Annual 7ohn Gargaro Memorial Softball Tournament at Fridley Community Park on 7une 14,15 and 16 of this year. This group ran a good tournament last year and staff would recommend approval of the request with the standard facility fees being assessed. MOTION by Mr. Solberg, seconded by Ms. Price, to approve the Softball Tournament request by the Fridley Wrestling Boosters for use of the Community Park on June 14 — 16, 2002 with the standard facility rental fees applied. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. Parks and Recreation Commission Meetin� — Februarv 4, 2002 Pa�e 3 b. Showmobile Rental Request — City of Coon Rapids Mr. Kirk stated that the City of Coon Rapids has requested use of the Showmobile for a concert on Thursday, June 27, 2002. They have rented the Showmobile in the past and it has worked out well. Staff would recommend approval of this request. MOTION by Mr. Solberg, seconded by Ms. Sibell to approve the Showmobile rental request by the City of Coon Rapids. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. c. Soccer Tournament Request — Fridley/Fleights Soccer Club Mr. Kirk stated that the City has received a request from the Fridley Heights Soccer Club to hold an Invitational Soccer tournament on July 12t'`, 13t'` and 14t'` of this year. They would like to use fields at Commons Park, Locke Park and the Fridley Middle School property for this event. Mr. Kirk further stated that this group has run a tournament the past several years and have done a very good job with the activity. They utilize many volunteers and use this to help defray costs for the local soccer participants. Staff would recommend approval of the request with the following fee structure. •$60 fee for each e�sting field used for the tournament •$200 for each new field requiring lining •$50 for the use of the Commons Park shelter as tournament headquarters • payment for an additional garbage dumpster to handle the tournament waste (approx. $175) • payment for any additional portable toilet facilities • payment for any additional servicing of the toilet facilities Mr. Solberg asked if the City or the portable toilet company supplied the necessary paper products to handle the weekend tournament. Mr. Kirk stated that there are some supplies provided, but he would tell the tournament sponsor (in this case the Soccer Club) that they should provide e�tra paper products. Mr. Young suggested that the Soccer club send out information to the participating teams on locations of the parking facilities. Use of the various lots at the park, Middle School and Community Center would lessen the on-street parking and the impact upon the neighbors of Commons Park. MOTION by Mr. Young, seconded by Ms. Price to approve the Soccer tournament request by the Fridley Heights Soccer Club for July 12 — 14, 2002 with all the recommended fees outlined by staff. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. Parks and Recreation Commission Meetin� — Februarv 4, 2002 Pa�e 4 b. April Meeting Date Change Mr. Kondrick explained that the Commission is scheduled to meet on April lgt, but there is a potential conflict with two members being able to attend on that evening. The Commission will likely have a presentation by the Springbrook Nature Center Foundation on that evening and he would like to see all of the Commission members present if possible. He asked if the Commission members would be willing to change the meeting date to Monday, April 8, 2002. MOTION by Mr. Young, seconded by Ms. Price, to change the scheduled meeting date of the Parks and Recreation Commission from April 1, 2002 to April 8, 2002. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED.
