06/06/2005 - 00028780CITY OF FRIDLEY PARKS & RECREATION COMMISSION MEETING — JUNE 6, 2005 CALL TO ORDER: Chairperson Kondrick called the June 6, 2005 Parks & Recreation Commission Meeting to order at 8:50 p.m. ROLL CALL: Members Present Others Present Dave Kondrick, Ed McDonald, Marcy Sibell, Tim Solberg, Dolores Varichak Jack Kirk, Director of Parks and Recreation Siah St. Clair, Springbrook Nature Center Director APPROVAL OF Mav 2, 2005 PARKS & RECREATION COMMISSION MINUTES MOTION by Mr. Solberg, seconded by Mr. McDonald to approve the minutes of the May 2, 2005 meeting. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. APPROVAL OF PARKS & RECREATION COMMISSION AGENDA FOR June 6, 2005 Mr. Kirk asked if he could add one item to the agenda. He has received a softball tournament request from Grace Lutheran Church. Mr. Kondrick stated that the softball tournament request would be item 2b. MOTION by Mr. Solberg, seconded by Ms. Sibell, to approve the agenda for the June 6, 2005 meeting. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. 1. STAFF REPORT a. Program Update Mr. Kirk stated that an update of the Parks and Recreation Department activities for the past month is included in the materials for this evening's meeting. He wanted to call attention to the Senior Program Volunteer recognition event that was held on May 10, 2005. There were sixty volunteers that attended the event. Volunteers for the Senior Program provided over 26,000 hours and raised over $3,500 in support of the senior citizen activities during the past year. Mr. Kirk further stated that registration for the summer activities has been going well, with the Summer ROCKS playground program and the Springbrook Nature Center Day Camps being among the more popular activities. Park Maintenance Report Mr. Kirk stated that a copy of the Park Maintenance Report by Parks Supervisor Dave Lindquist is in the agenda packet. The park workers have been very busy keeping up with all the mowing in the parks and preparing ballfields for the softball, baseball and soccer league play. Mr. Lindquist also wrote that the workers have managed to keep up with the general park maintenance activities (even with 22 days of rain) and have started some major projects. Everything seems to be on schedule and the parks are in good condition. 2. NEW BUSINESS a. 2006 Capital Bonding Request to State of Minnesota for Springbrook Nature Center Improvements Mr. Kondrick stated that he has been representing the Parks and Recreation Commission on a committee that has been meeting regularly over the past month to do more planning on the Springbrook Nature Center SPRING Project and complete the application to the State of Minnesota for consideration in the 2006 bonding bill. In addition to Mr. Kondrick, this working committee is made up of two representatives of the Springbrook Nature Center Foundation (Malcolm Mitchell and Donna Bahls), and staff inembers Jack Kirk and Siah St. Clair. The SPRING project is a new name for the Gateway Project that has been discussed at the previous two Parks and Recreation Commission meetings. The SPRING project would upgrade and expand the facilities at Springbrook Nature Center and include improvements to the building as well as the outdoor program spaces. The request to the State of Minnesota is to provide $2.5 million dollars of State Bonding money to support the $5 million project. The remaining $2.5 million would be raised by the Springbrook Nature Center Foundation. Mr. Kondrick further stated that a draft of the application to the State of Minnesota and a draft resolution for the City Council is included in tonight's agenda. He would appreciate the review of the Parks and Recreation Commission of these items. If the draft application and resolution meet with the approval of the Commission, a motion of support would be in order. These items will be on the agenda of the City Council meeting for June 13, 2005 for the Council's consideration. Mr. Kondrick further stated that the deadline to the State of Minnesota for the Preliminary application to be submitted requesting State funding of this project is June 15, 2005. The deadline for the more detailed application is September 30, 2005 MOTION by Mr. Solberg, seconded by Mr. McDonald, to support the preliminary application and resolution to the State of Minnesota for the Springbrook Nature Center SPRING project to be included in the 2006 State Bonding Bill. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED. Parks and Recreation Commission Meetinq — June 6, 2005 Paqe 3 b. Softball Tournament Request — Grace Lutheran Church Mr. Kirk stated that the City has received a request from Grace Lutheran Church, 460 75t" Avenue NE in Fridley, to host a one-day softball tournament at Fridley Community Park on Saturday September 10, 2005. Staff would recommend approval of the tournament request with all the appropriate facility fees applied to the use of the fields. MOTION by Ms. Sibell, seconded by Mr. Solberg, to approve the softball tournament request by Grace Lutheran Church for a tournament at Fridley Community Park on September 10, 2005. UPON A VOICE VOTE, ALL MEMBERS VOTING AYE, CHAIRPERSON KONDRICK DECLARED THE MOTION CARRIED.
