MEETING OF THE CITY COIINCIL - MAY 3, 1960
A regular meeting of the City Council, May 3, 1960, was called
to order 6y Mayor Greig at 7 30 P.M.

APPROVAL OF MINUTES
Councilman Nagel moved the approval of the minutes of the
regular meeting of Apri1 19, 1960. Seconded by Johanson.
Upon a voice vote, there being no nays, the motion was
carried unanimously.
Councilman Sheridan moved the approval of the minutes of
the special meeting of Aprtl 25, 1960. Seconded by Johanson.
Upon a voice vote, thert being no nays, the motion was carried
unanimously.
OLD BUSINESS
PUBLIC HEARING - PARKVIEW OAKS FIRST ADDITION - FINAL PLAT
Mr. Evert Carlson was present, and explained some of the
particulars concerning this plat. Motion by Johanson to
call the hearing to a close at 7:35 P.M. Seconded by Nagel.
Upon a voice vote, there being no nays, the motion was carried
unanimously.
ACCEPTANCE OF FINAL PLAT - PARKVIEW OAKS FIRST ADDITZON
Motion by Johanson to accept this as a final plat of Parkview
Oaks, First Addition, and authorizing the Mayor and Clerk to
sign the plat. Seconded by Sheridan. Upon a voice vote, there
Ueing no nays, the motion was carried unanimously.
EASEMENT ON PARKVIEW OAKS
Mr. Evert Carlson stated there was an easement which the
Council had received previously, which should be vacated now,
as it infringes on some of the lots in the new plat of Park-
view Oaks.
Mr. Wo1ke arrived at 7 39 P.M.
PRELIMINARY PLAT OF CARLSON'S SUMNIT MANOR ANNEX
Mr. Evert Carlson, presented the preliminary plat of Carlson's
Summit Manor Annex. After some discussion, it was tabled until
later in the meeting.
FOR VARIANCE OF SIDE YARD REQUIREMENTS AT 6717 WASH-
Motion by Johanson to grant the request for variance in side
yard requirement as proposed. Seconded by Nagel, Upon a voice
vote, there being no nays, the motion was carried unanimously.

Tbe City Manager announced that a bid from Mortini had been
received at 7.34 P,.17. , and he recommended t,hat it be retnrned
unopened� The Council ordered the Manager not to open the
bid and it �vas returned to Mr. Mortini. Motion by Sheridan
to receiv� the bi3s for SW-24. Seconded by Wolke. Upon a
voice vote, there being no nays, the r�otion was cArried unanimously.
Les Knutson� of Comstock and Davis„ was pre�ent and explained �
the area to be served by the proposed impravement, and the
estimated cost. He stated that the,Sanit�ry Sewer Main
Interoeptor would cost approximately $160.00 ger lot. The
Storm 6ewer Interceptor System proposed would cost approximately
�300.00 per lot, The total cost for the com�lete water and
sewer system would be approximately �1�?22.00 per lot. There
was considerable discussion on the cost of the improvements,
how soon they would be put in and what procedures were necessary
to get the lateral services run. There was also discuesion on

how much the people would save on the installation o£ their
sanitary sewer if they put in a storm sewer before the s�nitary
sewer was installed, The Mayor asked for a show of hands of
those for and against the Sanitary Sewer. There were 21 in
favor of the Sanitary Sewer, and none against it. The Mayor
asked for a show of hands of those for and again�t the Storm
Sewer for the complete area. There were 14 "yes" votes and 6"no".
Motion by Johanson to call the hearing to a close at 9:00 P.b1,
Seconded by Nagel. Upon a voice vote, there being no neys,, the
motion wss carried unanimously.
PRELIffiINARY PL4T OF CARLSON�S SUMMIT MANOR ANNEX
Motion by Nagel to accept the preliminary plat of Carlson's
Summit Manor l,nnex, Seconded by Wolke. Upon a voice votea
there being no nays, the motion was carried unanimously.
$ASEMENT - PARKVIEW OAKS FIRST ADDITION
Motion by Nsgel to have the proper authorities start pro-
ceedings to ha ve the easement in Parkview Oaks Addition va-
cated. Seconded by Wolke, iTpon a voice vote, there being
no nays, the motion �vas carried unanimously.
The public hearing on the above was held, and the Ordinance
rezoning the property was read. Motion by Johanson to close
� the hearing, and to accept this as a first readin� of the
Ordinance. Seconded by 49olke. Upon a voice vote, those in
favor were Johanson, sreig, Sheridan and Wolke. Nagel abstained„

The above Ordinance was read. Motion by Johanson that the
hearing be closed� snd to accept this as the first reading of
the above Ordinance. Seconded by Nagel„ Upon a voice vote,
there being no nays, the motion was carried unanimously.

There were no ob�ectora to the above improvement. Motion by
VFolke to call the hearing to a close. Seconded by Nagel. Upon
a voice vote, there being no nays, the motion was declared to
have passed unanimously.
PUBLIC HEARING ON SEVVFR AND �'VATER - CHANNEL ROAD
There were no objectors to the above improvement, The legal
description is to be changed from Lots 3,, 4, and 5, Broakview
l,ddition to read Lot 5, Valley View Rdditione Motion by Nagel
to call the hearing to a close. Seconded by Wolke. Upon a
noice vote� there being no nays, the motion was carried unanimously.

"no", Johansono The motion carried. Motion by Johanson
to install only area "C" fn the Storm Sewer System - North
of Rice Creek at the pre�ent time. There was no second to
this motion. Councilman Johanson then stated, for the re-
cord, that he was not opposed to the installation of storm
sewer interceptors, and that he had voted "no" because he
felt that only area '�C" should be installed at this time.

the above resolution. Seconded by VJolke. Upon a voice vote,
there being no nays, the motion was carried unanimously.

CONSIDERATION OF MULTIf�LE-DWELLING PERMITS, BUSSE-ERICKSON
The City Manager explained that the Building Inspector had
presented these two-family dwelling permits to the Council
before he was told that the Council considered permits only
for 4 units or more. The Council, therefore took no action
on these permits.

Motion by Johanson to approne the following licenses of the
Fridley Nite Club, in the name of Jane Haskvitz: Cigarette,
Tavern, On and Off Sale Beer. Seconded by Nagel. Upon a
voice vote, there being no nays, the motion was declared to
have passed unanimously.

ACRES, INC. REQUEST
A representative from P.cres, Inc. was present, and stated that
Acres, Inc. would like to put in concrete streets themselves'
and have the water and sewer spread over a ten year period. The
Council stated that the policy has already been set on the water
and sewer, that is, to spread them over a one year period, but
the Council indicated that they would give favorable considera-
tion to spreading the cost of concrete atreets over a ten year
period.

AWARD OF MERIT FOR TRAFFIC SAFETY
The City Mana�er announde3 that the City of Fridley was to
recei•rr� an award of inerit for traffic safety, for the pre-
vious y�ear and that a representative from the City should
attend the meeting to receive this award. A4otion by Johanson
to authorize the Police Chief to attend thie meeting. Seconded
