Members Present: Members Absent: Johanson� Greig� Nagel� Wolke. Sheridan There were several people present from the Riverview Heights area� who a'sked questions concerning the sewer and water project No, 21. Florence Bessesen� who owns Lots 15 snd 16, Block "T", Riverview Heigkits�was',presenta and asked about building on a 50 foot lot. The City Manager explained that the City Attorney was drawing up an ordinance concerning these 50 and 60 foot lots� and that if this assessment ro11' is adopted, two 25 foot lots with service could be built upon, The Mayor stated that if the person has two 25 foot lots� they.should try to buy another loty if possible� to make a 75 foot �1ot, r�,���Mr,'Busch, who owns, Lots 4�r thraugh 4�� Block "E" was present�,and stated he has twoservices on the four lots and ,he already has'a house, on the lo��„so he would not be able �o make use of two services. Clarence Moen� who owns,Lqts 11 and 12, Block 6� was present and stated he felt some of the other lots should have been higher in comparison to his. The owner of Lots 29 and 30� Block "K"� Riverview Heights was present� and stated he was charged for a"service and has no connection. Mr. Petsaly who owns Lots 30 and 31��'"glock 3� stated that he did not'want water and sewer in the area. Mr. L. E. NeZs'on, who own's Lots 4Z through 48, Block '"G" 3nquired about his lots. Mr. Taylor� who owns Lots 25 and 26, Block "T"� stated one serviceshould be taken off from it. Mr. Hammond�,276 Liberty Street� who owns Lots 3� through 42, has two services'!and only wanted one, Richard Storla� who owns I,ots 15 and 16, Block "X" did not want services on his lots. There were no other questions on the proposed assessment roll. The hearing was closed on the ab'ove assessment roll. 'Mr, Oakes was�present� and imquired about the method of computing the'assessments for SW#22. Mr. Bell� and Mr. Kelly from the Great Norther'n Railwap were present. The Great Northern owns Lots 1 through 9�'Block 1a, Fridley Park; also, Block 14, Fridley Park, and right-of-way in Section 15. They stated they did not feel they should be assessed for the storm sewer� and asked the City to re- compute the assessment ro11. Mr. Knutson stated that they would takei�their,topographical sap; and,determine whether or not the, Great'Northern'°'property was in the drainage disirict. A, motion by Wolke to defer the certificatia� for one year of the , assessment on the above mentioned,lots, with the�stipnlation that the City Attorney check this procedure to make sure it is legal� and that the City Attorney file notice in the Register'ot Deeds Office� that there is an assessmient against,the,,property. Motian seconded by Johanson. Upon a voice vote, there being no nays� the motion carried unanimously. � � There were no other persons appearing for or against the pzogosed assessment roll. The hearing was closed. 2he following presented written objection to their assessments: Kenneth Buck - Lots 44� 45� 46 and 4�� Block "E"� Riverview Heights Addition. Objection: - Two services were charged for� and he only wanted one. C, J, Anderson - Lots 16 through 2�� Block "M", Riverview Iieights Addition. Ohjection: - Two services were put in and charged for� and he only wanted one. Motion by Johanson to adopt the above resolution, Seconded by Wolke. Upon a voice vote� there being no nays� the motion carTied unanimously, The following written objection was received: Great Northern Rsilway - Lots 1 through 9� Block l0� and all of Lot 14, Fridley Park, and the railroad right-of-way in Section 15. Objection: - They stated they did not feel they should pay for the storm sewer on the railroad right-of-way. Motion by Walke to adopt the above resolution confirming the assess- ment roll for SW#P2-1959. Seconded by Nagel. Upon,a noice,vote, there being no nays� the motion carried unanimously�. Motion by Wolke to adopt the above resolution. Seconded bp Piagel. Upon a voice vote� there being no nays, the motion;carried unanimously, STREET SURFACING ON MISSISSIPPI STREET: The City Manager eacplained that the contractor,for SW#26 was,obligated �, to replace part of the street surfac,ing on Mississippi'Street'� but the City could have it all replaced if the City'would'contribute about approximately $1,100.00 more toward the project. Motion by Johanson to have all of Mississippi Street re-paved from Central Avenue to the eastern city limits, and approve this as a change order if a change order is necessary. 5econded by Negel. Upon s voice vote� there being no nays� the n�otion carried ux�animously. � REPAIR OF SEWER LINE ON CAROL DRIVE• � I � The City Manager explained that there had been conslderable trouble with the sewer line on Carol Drive� and the line pr`obab�.y should be ��� � � � ', dug up arid��replaced�from the existing manhole,on Able Street to th� existing matihole a�proximately 180 feet west of°Able Street. The City Manager stated'e letter had been recei�*ed�from Sandstrom and 'Hafnery ofPering`to do this work at �he rate of $5.00 per foot� which would'come'to'approximately �900.00. He said he had checked with the owner of the building� and,there was space available� and the store could be put in with a nomirial'investmant� and if the store was profitable, it could'be expanded and improved later. The Council indicated they were in fanor,of proceeding with this mattefi� and directed the City Manager to� comp�.�te arrangements for its rental and get an Off-Sale Outlet ia opera'tion there.
