RESOLUTION NO. 118 - 1960
A RESOLUTION DETERMINING THE NECESSITY OF AND PROVIDING FOR
A TAX LEVY IN EXCESS OF NORMAL CITY CHARTER TAX LIMITS
BE IT RESOLVED, By the Council of the City of Fridley, as follows:
Section 1. That the Council of the City of Fridley hereto-
fore received from the City Manager a proposed
budget of the City of Fridley for the year 1961, which proposed
budget when examined evidenced the necessity for an additional tax
levy in excess of the City Charter limits and, accordingly, there
was then adopted on the 19th day of July, a resolution declaring
the necessity for an additional tax levy and specifying the pur-
pose for which such additional tax levy is required.
FURTHER, upon the receipt of such proposed budget and the
adoption of the resolution dated the 19th day of July, the Council
proceeded to hold a public hearing pursuant to three (3) weeks oub-
liehed notice in the official newspaper of tie !'ity, setting forth
the contents of the resolution noted herein. That such public hear-
ing was held on the 21st day of September, and all persons interest-
ed therein were afforded an opportunity to he heard and make objec-
tions, if any there be, to the budget as then nr000sed. That after
such hearing and after full discussion of the contents of the bud-
get and all objections thereto the Council further proceeded to
correct and amend the budget in such way as was deemed necessary by
the Council to be in the best interests of the City; and after such
corrections and amendments the Council did pass and adopt by Ordi-
nance on the 4th day of October 1960, a budget for the City of Frid-
ley for the operation of its business during the year 1961, a copy
of which budget is attached hereto for reference purposes as Exhi-
bit "A ".
Section 2. Further, upon the examination of such budget
originally nroposed, corrected and amended
and adopted by the City of Fridley on the hth day of October
1960) it reasonably appears, and the Council does now so find
that the tax levy necessary to nrovide monies for the operation
of the business of the City of Fridley during the year 1961 un-
der said budget, is and will be, when cowputed in accordance
with law, in excess of the normal City Charter limit of thirty
(30) mills on each dollar of the assessed valuation of the pro-
perty taxable in the City, but that, nevertheless, it is reason-
able and to the best interest of the City in order to provide
for the proper operation of the business and functions of the
City during the year 1961, to exceed such normal City Charter
tax levy limit, and to levy taxes thereof sufficient to provide
the monies necessary to the operation of the business of the
City in accordance with said budget.
Section 3. That to provide money-in-accordance with the
needs and purnoses of the budget of the City
for the year 1961 taxes shall be levied in accordance with law
SUFFICIENT to provide monies in the following amounts and for
the following purposes, and no part or portion of any monies
orovided fcr any ouroose. herein shall be appropriated to and
used for any other purpose; except as might otherwise be
authorized by law, either under the general law of the State .
