EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF
FRIDLEY, OF A SPECIAL iMEETING HELD NOVEMBER 22, 1960, AT 8:30
O'CLOCK P.M.,.AT THE CITY HALL, CITY OF FRIDLEY, ANOKA COUNTY,
MINNESOTA.
The matter of the construction of certain improvements, and the
hearings held heretofore on the same were discussed, and Council being
fully advised in the matter Councilm *:n Wolke introduced the following
resolution and moved its adoption.
RESOLUTION NO. 156 - 1960
A RESOLUTION ORDERING IMPROVEMENTS, APPROVAL OF PLANS,
AND ORDERING ADVERTISING FOR BIDS.
WHEREAS, the resolution of the City Council adopted the 15th day
of November, 1960, set the date for hearing on the proposed improvements,
as specifically noted ir the notice of hearing attached hereto for
reference as EXHIBIT "A ", and,
WHEREAS, all the property owners whose property is liable to be
assessed with the making of these improvements (a.s noted in said notice)
were given ten (10) days published notice of the Council hearing
through two (2) weekly publications of the required notice, and the
hearing was held and the property owners heard thereon at the hearing,
as noted in said notice. I
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by
council resolution are hereby ordered to be effected and
completed as soon as reasonably possible, to -wit:
(a) All of the improvements as noted in the notice of hearing
on the same as are noted (in Exhibit "A" in said notice)
except (none); that the work involved in said improvements
as listed above shall hereafter be designated as:
WATER Ai0 SEWER IMPROVEMENT PROJECT NO. 47 - 1960 (2nd Street)
2. The plans and specifications prepared by Comstock and Davis, Inc.,
Consulting Engineers, for such improvements end each of them,
pursuant to the council resolutions heretofore adopted, a
copy of which plans and specifications are hereto attached and
made a part hereof, are hereby approved and shall be filed with
the City Clerk.
3. The work to be performed under WATER AND SEWER IMPROVEMEiT
PROJECT NO. 47 - 1960 shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be
inserted in the official newspaper advertisements for bids
upon the making of such improvements under such approved
plans a.nd'specifications.
The advertisement shall be published for 3 weeks (at least 21
days), and sh -11 specify the work to be done and will state
that bids will be opened and considered -t 12:00 o'clock Noon
on the 5th day of December, 1960, in the council chambers of
the City Hall, nd that no bids will be considered unless
sealed and filed with the City Clerk, and accomp -hied by a
cash deposit, bid bond, or certified check pay-b1e to the City
for five per cent (5%) of the amount of such bid. That the
advertisement for bids for WATER 'lND SEWER PROJECT NO. 47 - 1960
shall be substantially in form as that noted in Exhibit "B"
attached hereto for reference and made a part hereof.

NOTICE OF HEARING ON IMPROVEMENTS
WHEREAS, the City Council of the City of Fridley, Anoka County,
Minnesota, has deemed it necessary and expedient that the improve-
ments hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 15th day of
November, 1960, at 7:30 o'clock P.M., the City Council will meet
at the City Hall in said City, and will at said time, and place
hear all parties interested in said improvements in whole or in
part.
The general nature of the improvements is the construction ( in

All of the lands abutting all those streets lying within the
following described lines: That area on 2nd Street between 572
Avenue N.E. and 58th Avenue N.E., 572 Avenue N.E. between 2nd
and 22 Street, and 22 Street from 572 Avenue N.E. to 58th Ave-
nue N.E., and all lands adjacent and abutting thereto.
All of the said lands to be assessed proportionately according
to the benefits received by such improvements.
That the Council proposes to proceed with each of said improve-
ments as separate improvements, except as hereafter otherwise pro-

MinnecB to Laws 1953, Chapter 398, and law amendatory thereof, and

NOTICE TO CONTRACTORS
Sealed bids will be received, publicly opened, and considered by the
City Council of the City of Fridley, Anoka County, Minnesota, at the office
of the City Manager in said City on the 6th day of December, 1960, at 12 :00
Noon for the furnishing of work and materials for the installation of Sewer
and Water Improvement Project Number 47.
The project consists of the following approximate quantities:
380 Lin. Ft. 8" and 6" Sanitary Sewer Lines with appurtenances.
1100 Lin. Ft. 6" and 1" Water Lines with appurtenances.
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Constock & Davis, Inc., Consulting Eng-
ineers, 1446 County Road "J ", Minneapolis 21, Minnesota, Telephone SUnset
4 -9346.
Plans and specifications may be examined at the office of the City
Manager, and copies may be obtained for the Contractor s individual use by
applying to the Engineers and depositing with the Engineers $25.00 for each
set. The deposit will be refunded to each bidder submitting a bonafide bid
upon return of the documents in good condition within ten (10) days from the
date of opening bids.
Bids must be made on the basis of cash payment for the work, and
accompanied by a cash.deposit, certified check ( on a responsible bank
in the State of Minnesota), or a bidder's bond and made payable without con-
dition to the City of Fridley, Minnesota, in an amount of not less than
5% of the total amount of the bid.
The City Council reserves the right to reject any or all bids and to
waive any informalities in any bids received without explanation.
