A RESOLUTION ORDERING IMPROVEMENTS, APPROVAL OF PLANS,
AND ORDERING ADVERTISING FORBIDS - 1960 SIRE T SURFACING
WHEREAS, the resolution of the City Council adopted the 19th
day of July, 1960, set the date for hearing on the proposed improve-
ments, as specifically noted in the notice of hearing attached here-
to for reference as EXHIBIT "A" (Exhibit "A" - See Publication
Notices under dates of July 21st and July 28th, 1960), and,
WHEREAS, all the property owners whose property is liable
to be assessed with the making of these improvements (as noted
in said notice) were given ten (10) days published notice of the
Council hearing through two (2) weekly publications of the re-
quired notice, and the hearing was held and the oroperty owners
heard thereon at the hearing, as noted in said notice.
NOW, THEREFORE, BE IT RESOLVED, By the Council of the City
of Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by
Council resolution are hereby ordered to be effected and
completed as soon as reasonably possible, to -wit:
a. All of the improvements as noted in the notice of
hearing on the same as are noted (in Exhibit "A ")
in said notice, except (none); that the work in-
volved in said improvements as listed above shall
hereafter be designated as:
1960 STREET SURFACING PROJECT
2. The plans and specifications prepared by the Engineer -
Director of Public Works Department, for such improve-
ments and each of them, pursuant to the Council resolu-
tions heretofore adopted, a copy of which plans and
specifications are hereto attached and made a part
hereof, are hereby approved and shall be filed with
the City Clerk.
3. The work to be performed under 1960 STREET SURFACING
PROJECT, shall be performed under one contract.
The City Manager shall accordingly prepare and cause to
be inserted in the official newspaper advertisements for
bids upon the making of such improvements under suoh ap-
proved plans and specifications. The advertisement shall
be published for 3 weeks (at least 21 days), and shall
specify the work to be done and will state that bids will
be opened and considered at 12:00 o'clock, Noon, on the
6th day of September 1960, in the Council Chamber of the
City of Fridley, City Hall, and that no bids will be con-
sidered unless sealed and filed with the City Clerk, and
accompanied by a cash deposit, bid bond or certified
check payable to the City for five percent (5 %) of the
amount of such bid. That the advertisement for bids for
1960 STREET SURFACING PROJECT shall be substantially in
form as that noted in Exhibit "B" attached hereto for
reference and made a part hereof. (See Project File)

NOTICE OF HEARING ON IMPROVEMENTS
FOR CONSTRUCTION ITEM A, ABOVE:
All of the lands abutting upon said streets named above.
All of said lands to be assessed proportionately according to the
benefits received by such improvements.
That the Council proposes to proceed with each of said improvements
as separate improvements, except as hereafter otherwise provided by the
Council all under the following authority, to -wit: Minnesota Laws, 1953,
Chapter 398, and laws amendatory thereof, and in conformity with the
City Charter.

NOTICE TO CONTRACTORS
Sealed bids will be received until 12:00 o'clock Noon on the 6th
day of September, 1960, by the City Council of the City of Fridley,
Minnesota, at the office of the City Manager, for the furnishing of work and
materials for the installation of Street Improvement Project Number 1- (1960).
The project consists of the following approximate quantities:
34,000 Sq. Yds. Bituminous Surfacing. '
17,200 Lin. Ft. Bituminous Curb.
3,800 Cu. Yds. Stabilized Base.
All bids must be made upon printed proposal forms, furnished and in
accordance with the plans and specifications. Plans and specifications
may be examined at the office of the City Manager and copies may be had
for the Contractor's individual use by applying to the Engineers, Comstock
& Davis, Inc., Consulting Engineers, 1446 County Road "J ", Minneapolis 21,
Minnesota, Telephone SUnset 4 -9346. Plans and specifications may be had by
depositing $25.00 per copy.
Bids must be made on the basis of cash payment for the work and
accompanied by a cash deposit, certified check on a responsible bank in
the State of Minnesota, or a bidder's bond, and made payable without con-
dition to the City of Fridley, Minnesota, in the'amou:lt of not less than
5% of the total amount of the bid accompanying such cash deposit, certified
check or bidder's bond. The City Council reserves the right to waive
any informalities in any bid received, and to reject any or all bids rec-
eived, and to reject any or all bids received without explanation. No
bid may be withdrawn for a period of thirty days.
