RESOLUTION NO. 177 -1962
A RESOLUTION RECEIVING THE PRELIMINARY REPORT AND CALLING A PUBLIC
HEARING ON THE MATTER OF THE CONSTRUCTION OF CERTAIN I1,IPROWI ENTS:
STREETS PROJECT NO. ST. 1962 -4 — 73RD AVENUE N.E. FROM T.H. #47
TO T.H. #65 (M.S.A. STREET NO. 307)
Wt!REAS, the construction of certain improvements is deemed
to be in the interest of the City of Fridley and the property
owners affected thereby,
BE IT RESOLVED, By the City Council of the City of Fridley, I
as follows:
1. That the preliminary report submitted by City Engineer,
Calvin G. Brown,P.E., showing said work to be feasible, is
received.
2. That this Council will meet on the 5th day of November, 1962,
at 8:00 o'clock P.Y., at the City Hall in the City of Fridley,
for the purpose of holding a Public Hearing on the imnrove-
ments noted in the Notice attached hereto and made a Dart
hereof by reference as EX-1IBIT "A ", said improvement to be
made a Dart of STREET IMPROVEMENT PROJECT NO. ST. 1962 -4.
3. That the area proposed to be assessed for said improvements
and each of them as noted in said notice are all the lands
and areas as noted in said notice: All of the same to be
assessed proportionately according to the benefits received.
4. That the City Manager is authorized and directed to give
notice of such Public Hearing by publishing a notice thereof
in the official news -a.per of the City of Fridley according
to lair, such notice to be substantially in the form and sub -
stance of the notice attached h ^reto as EXHIBIT "A ".
Further, the plans and specifications prepared by the City ,
Engineer for such improvement are here'y approved and shall be
filed with the City Clerk, to have such bid information available
at the hearing. The City Manager shall accordingly prepare and
cause to be inserted in the official newspaper advertisement for
bids upon the Taking of such imiovements under such approved
plans and specifications. The advertisement shall be. published
for two (2) weeks (at least 15 days), and shall specify the work
to be done and will state that bids will be opened and considered
at 12:00 o'clock, Noon, on the 5th day of November, 1962, in the
Council Chambers of the City Hall, and that no bids will be considered
unless sealed and filed vith the City Olerk, and accompanied by a
cash deposit, bid bond, or certified check payable to the City
for five percent (50) of the amount of such bid. That the advert -
isment for bids for STREET IMPROVEMENT PROJECT NO. ST. 1962 -4
shall be substantially in form as that noted in EXHIBIT !'B" attached
hereto for reference and made a part hereof.

CITY OF FRIDLEY
NOTICE OF HEARING 014 IP"PROVEP?ENTS
WHEREAS, the City Council of the City of Fridley, Anoka
County, Minnesota, has deemed it necessary and expedient that
the improvements hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 5th
day of November, 1962, at 8:00 P.M., the City Council will meet
at the City Hall in said City, and will at said time and place
hear all parties interested in said improvements in whole or
in part.
The general nature of the improvements in the construction
(in the lands and streets noted below) of the following improve-
ments, to -wit:
CONSTRUCTION ITEM : St. 1962 -4 — 73rd Avenue N.E. from T.H. No.
47 to T.H. No. 65 (M.S.A. Street No. 307)
A. Street base, bituminous surfacing, curb, and appurten-
ant work located in all the streets and serving all the
area described as follows:
(1) 73rd Avenue N.E. from T.H. No. 47 to T.H. No. 65.
ESTIMATED COST ... ..............................$ 229,000.00
THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENT IS AS
FOLLOWS:
FOR CONSTRUCTION ITEM A, ABOVE:
All of the land abutting upon said street named above and all
lands within, adjacent and abutting thereto.
All of said land to be assessed proportionately according to
the benefits received by such improvements. That the Council pro-
poses to proceed with each of said improvements as separate improve-
ments except as hereafter otherwise provided by the Council all under
the following authority, to -wit: Minnesota Laws 1953, Chapter 398
and conformity with the City Charter.

EXHIBIT "B"
NOTICE TO BIDDERS
Sealed bids will be received, publicly opened and considered by
the City Council of the City of Fridley, Anoka (Iounty, Minnesota,
at the office of the City Manager in said City on the 5th day of
November, 1962, at 22:00 Noon for the firnishing of work and mat-
erials for Street Improvement Project St. 1962 -4.
The Project consists of the following principal items of work
and approximate quantities:
33,450 Sq. Yds. Bituminous Surfacing
11,100 Iin. Ft. Bituninous Curbing
142000 Sq. Yds. Soil Stabilized Base
All in accordance with plans and specifications prepared by Calvin
G. Brown, P.E., City Engineer, Fridley City Hall, 6431 University
Avenue Northeast, Fridley, Minnesota, Telephone: 560 -3450.
Plans and specifications may be examined at the Office of the City
Manager, and copies may be obtained for the Contractor's individual
use by applying to the City Engineer and depositing with the City
Engineer x'15.00 for each set. The deposit will be refunded to each
bidder submitting a bonafide bid upon return of the documents in
good condition within ten (10) days from the bid opening date.
Bids must be made on the basis of cash payment for work, and accom-
panied by a cash deposit, certified check (on a responsible bank in
the State of Minnesota), or a bidder's bond and made payable without
condition to the City of Fridley, Minnesota, in an amount of not
less than 5 percent of the total amount of the bid.
The City Council reserves the right to reject any and all bids
and to waive any informalities in any bids received without expla-
nation.
No bid may be withdrawn for a period of thirty (30) days.
