EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF FRIDLEY,
CF A REGULAR MEETING HELD JULY 21 19620 AT 8:00 O'CLOCK P.M., AT THE
CITY HALL, CITY OF FRIDLEY, ANOKA COUNTY, I4INI9ESOTA
The matter of the construction of certain improvements, and the
hearings held heretofore on the same were discussed, and the Council being
fully advised in the matter Councilman Nee introduced the following
resolution and moved its adoption.
' RESOLUTION NO. 61 -1962
A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS, AND
ORDERING AMRTISEMENT FOR BIDS.
WHEREAS; the resolution of the City Council adopted on the 18th
day of June, 1962, set the date for hearing on the proposed improvements,
as specifically noted in the notice of hearing attached hereto for ref -
erence as EXHIBIT "A," and,
WHEREAS, all the property owners whose property is liable to be
assessed with the making of these improvements (as noted in said notice)
were given (10) days published notice of the Council hearing through
two (2) weekly publications of the required notice, and the hearing was
held and the property owners heard thereon at the hearing, as noted in
said notice.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by Council
resolution are hereby ordered to be effected and completed as soon
as reasonable possible, to -wit:
(a) All of the improvements as noted in the notice of hearing on
the same as are noted (Exhibit "A" in said notice) except
(none); that the work involved in said improvements as listed
above shall hereafter be designated as:

2. The plans and specifications prepared by Comstock and Davis, Inc.
Consulting Engineers, for such improvements and each of them, pursuant
to the Council resolutions heretofore adopted, a copy of which plans
and specifications are hereto attached and made a part hereof, are
hereby approved and shall be filed with the Citv Clerk.
3. The work to be performed under STORM SEWER IMPROVEMENT PROJECT NO.
53 (SECTIONS 3, 4, 51 6), 1962, shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be in-'
serted in the official newspaper advertisements for bids upon the
making of such improvements under such approved plans and specifications.
' The advertisement shall be published for 3 weeks (at least 21 days),
and shall specify the work to be done and will state that bids will be
opened and considered at 12:00 o'clock noon, on the 4th day of September,
1962, in the council chambers of the City Hall, and that no bids will be
considered unless sealed and filed with the City Clerk, and accompanied
by a cash deposit, bid bond, or certified check payable to the City for
five percent (51%) of the amount of such bid. That the advertisement for
bids for STORK` SEWER IMPROV_PMNT PROJECT NO. 53 - 1962 shall be substantially
in form as that noted in Exhibit "B" attached hereto for reference and
made a part thereof. (SECTIONS 3, 4, 55 6). i

seconded by Councilman Wolke, and upon vote being taken thereon the

All of said land to be assessed proportionately according
to the benefits received by such improvements.
That the Council proposes to proceed with each of said
improvements as separate improvements, except as hereafter
otherwise provided by the Council all under the following
authority, to -wit: Minnesota Laws 1953, Chapter 398 and
laws amendatory thereof, an+ in conformity with the City I
Charter.

EXHIBIT "B" - • NOTICE TO CONTRACTORS
Sealed bids will be received, publicly opened, and con-
sidered by the City Council of the City of Fridley. Anoka County,
Minnesota, at the office of the City Manager in said City on the
4th day of September, 1962, at 12:00 o'clock Noon for the fur-
nishing of work and materials for the installation of Storm Sewer
Improvement Project Number 53.
The Project consists of the following construction items:
7300 Lin. Ft. 12" to 24" RCP Storm Sewer, Manholes, Catch
Basins ami Appurtenances.
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Comstock and Davis, Inc., Consulting
Engineers, 1446 County Road "J ", Minneapolis 21, Minnesota, Tele-
phone: Sunset 4 -9346.
Plans and specifications may be examined at the office of the
City Manager, and copies may be obtained for the Contractor's indi-
vidual use by applying to the Engineers and depositing with the
Engineers x,`25.00 for each set. The deposit will be refunded to each
bidder submitting a bonafide bid upon return of the documents in good
condition within ten days from the date of opening bids.
Bids must be made on the basis of cash payment for the work,
and accompanied by a cash deposit, certified check (on a respon-
sible bank in the State of Minnesota), or a bidder's bond and made
payable without condition to the City of Fridley, Minnesota, in '
an amount of not less than 5% of the total amount of the bid.
The City reserves the right to reject any and all bids and to
waive any informalities in any bid received without explanation.
No bid may be withdrawn for a period of thirty days.
