04/10/1963 - 00023329� � � �� SEk'AGE DISPOSAL RESEARCH DISPOSAL: Mayor Nee stated he had asked to have a finance report from N.S,S.S.D. but iinal figures had not been received in time from Minneapolis until this past Thursday and the report is available but he had not seen it. He stated that apparently, the service connection cost under this new plan can be decreased to approximately �4.75. Mayor Nee inquired if the Council had read the City Engineer's proposal to evaluate the alternatives available to Fridley for sewage disposal. Council- man .7ohanson stated he would like to see the City of F'ridley enter into this proposal and authorize the City Engineer to proceed along these lines„ Councilman Wolke stated he would like to go over this proposal and have the con- sulting engineer go over this� too� and hold an informal meeting because there were parts of this that he was not in approval of. The City Man�?er stated ii the Couneil wished to hold an inforr�al meeting� they could do so on April lOth, It was so agreed lay members of the Council. Councilman Wolke inquired regarding the easements for the water transmis.,ion line on University Avenue Northeast and City Attorney Kohlan stated the property owners along University stated if they go along whereb,y easements will be acquired, the assessments for lateral charges could poss�bly be held up for a reasonable length of time. He further explained the thing thai, usual].y happens �s that as 11nes are put in these properties would also receive 1at.eral assessments and the State Highway Department ls not �oing to allow access to the highway except at 83rd and 79th. City Attorney Kohlan stated he would get entry permits with the un- derstanding that no lateral assessments will be made. Motion by Johanson to approve tne minutes of the regular meeting of April l, i9'o3 as prepared, received and corrected. Seconded by Brook. APPROVAL OF MINUTES - SPECIAL P�TING, APRIL 10� 1963: Councilman Johanson requested that minutes be corrected to read "Motion by Johanson that the City Council receive the report," etc., under Con�ideration of Recommendations regarding Fridley Sewage Disposal. OLD BUSINESS: CONSIDERATION OF ANOKA COUNTY RADIO NETWORK (TABLED �F�1�63�: ' ' Mayor Nee requested that Police Chief McCarthy explain this item. Chief MeCarth,y explained this pronosed Anoka County Radio Network was something the Anoka County Chiefs had been ti�orking on for four years through representatives of the County of Anoka; that the police chiefs had been meeting informally for four to five months with the feeling being that all Anoka County suburbs should break a�aay from Hennepin County. He further explained the Sherifi's office of Anoka had gone befo*e the Count� Commissioners and the Conmiissioners had accepted this propasal; that all police chiefs are in favor of gozng into their own radio net- work to cover all of Anoka Count,y iF a network can be set up that will be as good or better than the pre�ent system with Hennepin County at no greater cost to each suburb, At the present time� he stated� the cost from Hennepin County is �i100.00 per un�t per year. This cost to Fridley is �400.00 with four units operating. Counc�lm�n Johanson raised the question if the department would completely isolate , itself and Chief McCarthy stated they would 6ut would still monitor all calls locally and at Anoka County, fIe Purther expl�ined that Anoka County would tauy all the radio equipment and Fridley would take out Hennepin County radio system and inst;�11 t.hese �n thezr places; that ihe Sheriff had proposed a fl�ure of �32000.00 to y3�000.00 initially but the radio technicians say it should 'nave been $60000.00. Councilman Johanson raised the quection if this would be paid over a period of time and v�as told this U�ould be paid immediately if the County would put in this system and would be put through the tax rolls. Councilman Brook asked if these radios iaould be leased from Anoka County just as they were
