RESOLUTION NO. 5 -1964
A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND ESTIMATES
OF COSTS THEREOF: WATER AND SEWER PROJECT NO. 66
BE IT RESOLVED, By the Council of the City of Fridley as follows:
1. That it appears in the interest of the City and of the property owners
' affected that there be constructed certain improvements, to -wit:
a. Water Lateral and Service Connections and Sanitary Sewer Lateral
and Service Connections located in all of the streets and serving
all of the area described as lying adjacent to the East right of
way line of University Avenue and between 61st Avenue and 63rd
Avenue Northeast.
b. That a petition relative to said improvements has been received and
filed with the City as follows:
(1) Petition No. 39 -1963 relating to Item a (1) above.
2. That the Consulting Engineers, Comstock and Davis, Inc., is hereby
authorized and directed to draw preliminary plans and specifications
and to tabulate the results of their estimates of the costs of said
improvements, including every item of cost from inception to completion
and all fees and expenses incurred (or to be incurred) in connection
therewith, or the financing thereof, and to make a preliminary report
of their findings, stating therein whether said improvements are feasible
and whether they can best be made as proposed, or in connection with
some other improvements (and the estimated cost as recommended), including
also a description of the lands or area as may receive benefits therefrom
and as may be proposed to be assessed.
3. That the City.Qlerk shall act to ascertain the name and address of the
owner of each parcel of land directly affected or within the area of
lands as may be proposed to be assessed for said improvements (and each
of them); and, upon receipt from said Engineers of said preliminary
report, calculate estimates of assessments as may be proposed relative
thereto against each of said lands.
4. That said preliminary report of the Engineer and estimates of assessments
of the Clerk, shall be furnished to the Council, and made available for
inspection to the owner of any parcel of land as may be affected thereby
at any public hearing held relative thereto, as well as at any prior
time reasonable and convenient.
