RESOLUTION NO. 130 -1964
A RESOLUTION ORDERING IMPILVEM NT, APPROVAL OF PLANS,
AND URDERING ADVERTISEMENT FOR BIDS (PROJECT NO. 68)
WHEREAS, the resolutions of the City Council adopted on the
4th day of May and the 18th day of May, 1964 set the date of
hearing on the proposed improvements, as specifically noted in
' the notices of hearing attached hereto for reference as E=IT
and,
WHEREAS, all the property owners whose property is liable
to be assessed with the making of these improvements (as noted in
said notice) were given ten (10) days notice by mail and published
notice of the Council hearing through two (2) weekly publications
of the required notice, and the hearing was held and the property
owners heard thereon at the hearing, as noted in said notices.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota as follows:
1. That the following improvements heretofore proposed by
Council resolution are hereby ordered to be effected and
completed as soon as reasonably possible, to —wit:
(a) All of the improvements as noted in the notice of
hearing on the same as are noted (in Exhibit "A" in
said notices) except (none); that the work involved
in said improvements as listed above shall hereafter
be designated as:
STORM. SEWER IMPROVEMENT PROJECT No. 68 -1964
' 2. The plans and specifications prepared by Comstock and
Davis, Inc., Consulting Engineers, for such improvements
and each of them, pursuant to the Council resolutions here-
tofore adopted, a copy of which plans and specifications
are hereto attached and made a part hereof, are hereby ap-
proved and shall be filed with the City Clerk.
3. The work to be performed under STORM SEWER IMPROVEMENT
PROJECT NO. 68 -1964, shall be performed under one contract.
The City Manager shall accordingly prepare and cause to be
inserted in the official newspaper advertisements for bids upon
the making of such improvements under such approved plans and
_ specifications. The advertisement shall be published for three
(3) weeks (at least 21 days), and shall specify the work to be
done and will state the bids will be opened and considered at
12:00 Noon, on the 7th day of July, 1964: in the Council Chambers
of the City Hall, and that no bids will be considered unless
sealed and filed with the City Clerk, and accompanied by a cash
deposit, bid bond, or certified check payable to the City for five
percent (5M) of the amount of such bid. That the advertisement
for bids for STORK SEi•,TR IMPROVEMENT PROJECT NO. 68 --1964 shall. be
substantially in form as that noted in Exhibit "B" attached hereto
for reference and made a part hereof.

NOTICE OF HEARING ON IMPROVEMENTS
STORM SEWER PROJECT '68
WHEREAS, the City Council of the City of Fridley, Anoka County,
Minnesota, has deemed it necessary and expedient that the improve-
ments hereinafter described be made.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 2nd day of
June, 1964, at 8:00 o'clock F.M., the City Council will meet at the
City Hall in said City, and will at said time, and place, hear all par-
ties interested in said improvements in whole or in part.
The general nature of the improvements is the construction (in the
lands and streets noted below) of the following improvements, to —wit:
CONSTRUCTION ITEM
A. Storm sewer and appurtenances in and serving the following lands:
1) Ely Street — Blocks J & K. Riverview Heights
2) Meloland Lakeview
3) Gardena Meloland Gardens
4) Moore Lake Hills 2nd

THAT THE AREA PROPOSED TO BE ASSESSED FOR SAID IMPROVEMENT IS

lands adjacent and abutting thereto.
All of said land to be assessed proportionately according to the
benefits received by such improvements.
That the Council proposes to proceed with each of said improve-
ments as separate improvements, except as hereafter otherwise provided by
the Council all under the following authority, to —wit: Minnesota Laws
1953, Chapter 398 and laws amendatory thereof, and in conformity with the
City Charter.

NOTICE TO CONTRACTORS
Sealed bids will be received and publicly opened by the City of
Fridley, Anoka County, Minnesota, at the office of the City Mana-
ger, on the 7th day of July, 1964, at 12:00 Noon, and will be con-
sidered by the City Council of the City of Fridley, at a regular
Council Meeting, at 8:00 P.M. on the 7th day of July, 1964, for the
furnishing of work and materials for the installation of Sewer and
Water Improvement Project No. 67 and Storm Sewer Improvement Pro-
ject No. 68.
The projects consist of the following approximate quantities:
7,100 Lin. Ft. 8" Sanitary Sewer Lines with sewer service
lines and appurtenances
500 Lin. Ft. 4" Force Main
1 Factory Built Lift Station
10,000 Lin. Ft. 6" — 8" Water Lines with water service lines
and appurtenances
2000 Lin. Ft. 12" — 21" Storm Sewer Lines with appurtenances
All in accordance with plans and specifications prepared for the
City of Fridley, Minnesota, by Comstock & Davis, Inc., Consulting
Engineers, 1446 County Road "J ", Minneapolis, Minnesota, 55432,
Telephone: SUnset 4 -9346.
Plans and specifications may be examined at the office of the City
Manager, and copies may be obtained for the Contractor's individual
use by applying to the Engineers and depositing with the Engineers
$25.00 for each set. The deposit will be refunded to each bidder
submitting a bonafide bid upon return of the documents in good condi-
tion within ten (10) days from the date of opening bids and to non—
bidders upon return of the documents in good condition prior to the
bid opening.
Bids must be made on the basis of cash payment for the work, and
accompanied by a cash deposit, certified check (on a responsible bank
in the State of Minnesota), or a bidder's bond and made payable with-
out condition to the City of Fridley, Minnesota, in an amount of not
less than 5% of the total amount of the bid.
The City Council reserves the right to reject any and all bids and
to waive any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
