A RESOLUTION PROVIDING FOR THE CREATION OF A HUMAN RELATIONS
COMMITTEE FOR THE CITY OF FRIDLEY
WHEREAS, the public policy of the City of Fridley is to recog-
nize and provide ec,.al opportunity to all residents regardless of
race, color creed, or national origin; to encourage the establish-
' went and development, both publicly and privately, of such a policy
throughout the City of Fridley and its general area and to discourage
the creation or continuance of any act of bias or prejudice and dis-
crimination based upon race, color, creed, or national origin; all
in the interests of the public welfare of the City and its residents;
WHEREAS, to aid in the establishment and development of such a
policy, it is proposed that there be created within the City of Frid-
ley a Human Relations Committee to be established by and under appro-
priate action of the City Council.
NOW THEREFORE BE IT RESOLVED as follows:
1. ESTABLISHMENT
There is hereby established a Human Relations Committee for
the City of Fridley.
2. PURPOSE
The primary purpose of the Committee is to encourage the estab-
lishment and development of amicable human relations through the process
of education among both young and old, emphasizing the desire for pro-
pitious human relations within the City and the need that they be estab-
lished and practiced by the people of the City on a voluntary and natu-
ral basis without resort to law. The Commmittee shall have such further
purpose and perform such functions as may be provided by action of the
City Council, including the making of recommendations to the Council as
to methods and means by which the basic public policy of the City rela-
tive to human relations may be effectively established and developed;
provided that the Committee shall not itself be created and established
as an enforcement agancy of the City to make a determination in any
particular dispute or to prosecute any law or ordinance adopted for the
promotion of such public policy.
3. MEMBERS
The Committee shall be composed of fifteen members; three from
each ward and six to be appointed from the City at large.
4. SELECTION OF MEMBERS
The membership of the Committee should reflect, on a non — partisan
basis and so far as practical, the widest possible representation of
the various peoples and institutions within the City of Fridley so
that the legitimate interests of each may be expressed and recognized
within the Committee on a fair and impartial basis and with as equal
a representation as possible. Among the peoples and institutions to
be considered are: the law and law enforcement; religion and clergy;
education and teachers; public health and medicine; management, labor,
industry and commerce, public officials and representatives; other
learned professions, each and all cf whom should be so selected as to
give due and impartial regard for race, color, creed, and national
origin, and as well, political affiliation, if any.
5. APPOINTMENT
Appointment to the Committee shall be made by the mayor.o£ the
City upon the advice and recommendation of the Council and yith the
consent and confirmation of at least four — fifths of the Council

6. TERMS
The appointments originally made are for the following terms:
five members for one year; five members for two years; and five mem-
bers for three years, provided that of the members appointed from
the wards of the City one member from each ward is appointed for one
year; one member for two years, and one member for three years. After
the original appointed terms, appointments are for terms of three years
or to £iIl the unexpired terms of any mombers for which vacancies occur.
7. VACANCIES
Vacancies arising from resignations, illness, death, removal from
the City or other reasons which make it impossible for a member to
serve are filled by appointment made by the Mayor as above.
8. OPERATION
A member may be removed from the Committee only for cause end only
after a hearing by the Council; and no removal shall be made without
good cause. The Council shall state what constitutes good cause, e.g.,
absence from meetings, failure to perform functions of the Committee.
Service on the Committee is without compensation and no expenditure of
public money by the Committee as a public body shall be made except as
permitted or approved by the City Council. Contributions of funds for
the work of the Committee, either from private or public sources, be-
come public funds to be used only for the work of the Committee and are
subject to the public laws relating to the expenditure of public money.
9. DUTIES
The Committee shall have among its duties the following:
a) Enlist the cooperation of religious, civic, social, business,
labor, governmental, veterans;, and educational groups, as well as any
others deemed able to contribute positively- to the work of the Commit —
tae.
b) Recommend to the Mayor and Council from time to time such ac-
tions as may seem advisable in creating better human relations and to
carry out the policy of the City.
c) Coordine'.te the local aspect of the activities of feceral,
state, county and quasi public agexi6ies in this field as they relate
to human relations.
d) Make studies, surveys, investig�aions, and reports (both ma-
jority and minority reports when appropriate) to provide facts and infor-
mation for the work of the Committee and to provide a solid factual foun-
dation as the basis of action by the Committee and the City Council.
e) Adopt rules of procedure relative to the conduct of meetings
and any actions of the Committee and as well any other needful regula-
tions subject always to City Council.
f) Keep proper record of meetings and as well any other proceed-
ings of tre Committee.
g) Make regular reports to the Council of the activities of the
Co'rmi.ttee annually or at such other times as the Council may request.
10. LIMITATION
All of the above are Sabject to the provision that the Committee
shall have no powers of legislation or to act judicially or quasi —
judicially or administratively as a law enforcement agency, especially
with respect to specific particular disputes as compared to problems
of human relations in general.

11, PUBLIC POLICY
The Committee in substance and in spirit is to effect the suc-
cessful establishment and development within the City of Fridley,
both publicly and privately, of a general policy and those acts and
Dractices affecting human relations and human rights as to prevent
and eliminate bias or prejudice and discrimination based upon color,
creed, race, or national origin; as remove any bias and prejudice be-
tween peoples; and as encourage people to live with and to treat one
another with fairness, equality, and impartiality. We do by this reso-
lution i;rovide for the recognition of the :natter of hu-ian relations
within the community as a matter of proper concern of the City govern-
ment, as against the same being made an issue of public and private
politics.
12. APPROACH
We recognize that in the matter of human relations that the pub-
lic interest and the general welfare of the City and its inhabitants
is advanced not so much by the choosing of sides one against the other
in the enforcement of one private interest against another private
interest as it is in the promotion and development of that public
interest through an enlightened ar_d open— ::inded approach to the elimi-
nation of those acts and practices affecting human relations -as are
contrary to the betterment of the general welfare of people themselves.
