EMPLOYEE MMLTH AND HOSPITALMILTION INSURANCE: Dick Schi linger, Chairman of the City Insurance Advisory Committee, and Mr. Scherer of the Aetna Life Insurance Company were present at the Council Meeting, Dick Sch llinger explained that the City Insurance Advisory Committee spent the past three and one half months stud.►;ng plans of various insurance companies for health and hospitalization coverage for the,City employees. He explained that the present plan is under contract to the Western Life Insurance Company. The insurance committee investigated five representative firms of the life insurance industry; The Aetna Life Insurance Company, The Hartford Life Insurance Company, Travelers Insurance Company, Western Insurance Company, and the Conne, eticut General Insurance Company. The Insurance Advisory Committee Page 2 considered three factors in choosing among the various plans of -!'eyed by these insurance ccatpanies. The most important consideration was that of the cost of the pre ium to the City. The second consideration was the organization and staff cf the company in this locality for the processing of claims. The third cons deration was obtaining quotes on the same basis from all companies.. 1"he Insura cue Advisory Committee found there were some small differences among the plans of all five of the insurance companies. The recommendation of the Ins4r.ance advisory Committee was that the City enter into an agreement with the Aeltna Life Insurance Company for health and hospitalization insurance benefits f r City employees The City ? 'nager asked if the proposed health and hospitalization insurance program of eyed by the Aetna Life Insurance Company will cover the full cost of hospit.a' services in a two bed room. Mr.. Scherer of the Aetna Life Insurance Company an veered shat claims for hospital costs would be paid at the rate of $20.00 per ',day for up to 70 days The charges above this amount would be covered by the provisions of the Minor Medical Expense program of the Aetna Life Insurance Canpany which charges are based on a system of $100000 deductible charges plus 80'i of the excess. The $100,00 deductible charge is accumulated for each person covered by the insurance during the period of one. calendar year., Dick Schil finger stated that the experience of the Western Life Insurance Company, underwriter of health and hospitalization insurance for City employees during the ',past year, had been payment of $44 ►000 in claims, and the collection of $42,000 in premiums for a net loss to the insurance company. Western Life Insurance, npany tied therefore increased the premiums for health and hospitalization insurance to the City. Dick Sch£llinger stated that Aetna Life Insur nce Company would not have to raise the rates on health and hospitaliz ti.on insurance this year, The City Un.ager noted that the plan proposed by the City Insurance Advisory Committee Included an increase of $1.18 per month in the dependent cost of insurance, lie asked Mr,. Scherer, of Aetna Life Insurance Company, whether the rates sould be increased to the rest of the employees if some of the employees were to drop their dependent insurance because of the increased costa Mr. Scherer st tied that he did not assume many employees would drop the insurance and the nu bear would probably be small enough to enable the insurance company to continue the cost of the insurance premiums at the rates stated in the plan. Mayor Nee honor clai insurance insurance Dick Schil in progres Company wo Mayor Nee d and hospi.ti pays $12.01 costs paid eked Mr. Scherer if under the present plan the underwriter would a for pregnancies in progress Mr. Scherer answered that the ompany would cover claims for pregnancies in progress if the present id not covet: them after the termination date of the present plan. inger stated that the present insurance plan did not cover pregnancies after termination of the plan, and that the Aetna Life Insurance Id cover the cost of these claims. sked if the City paid for any of the employees costs for health lization insurance. The City Manager answered that the City now per employee. The Manager stated further that last year the dependent by the employees were $13.20, Western Life Insurance Company had I• Page 3. asked for 'n increase in dependent cost payments to $16,65. Under the plan of the Aetna Life Insurance Company the cost would now be $17.83. Councilman Wright asked if the City should pick up the. difference between the increaseti cost offered by Western Life Insurance Company and that asked for and submitted bar the plan with the Aetna Life Insurance Company, this cost being $1 „18„ Thr- City Manager advised that this would not accrue to all employees, and could not properly be done, Mayor Nee '':eked Mr. Scherer whether he would be available for tal::s with the employees to explain the provisions of the new insurance plan to them. Mr. Scherer an ;Bred that he would be willing to meet with the employees for this purpose. Motion by right to accept the report of the Insurance Ad*! -sory Committee, concur win and act upon the recommendation of the Insurance Advisory Committee and author ze the transfer irf the health and hospitalization insurance coverage to the Aetna ife insurance Company. RESOLUTZO 110:- 22 -1965 AUTHORIZING A FEASIBILITY STUDY FOR TIM CONSTRUCTION OF AN t C ENC, PRATING CECE R Robert Mo:.naro, Civil Dafense Directors described the advantages of installing an Emergency Operating Center in the proposed addition to City Hall. The EmergencylOpexating Center will provide a fallout shelter for the operating • personnel!, for the City Government,. the Police Department and the Fire Department. This Emerge:.ftc<" Operating Center will be self - sufficient for a period of 14 days. The Emerger ,c y Operat.ireg Center will be made kip of dual purpose rooms that could be used fora the 3afae purpose as rooms presently planned for in the construction of City Hull Dnd a emrgency operating control rooms during emergencies. There were sortie'', diszdv;antFgrys„ however„ in that some roms could not be used as dual purpose rom. , 9 In order to make the ^mergency ^perating Center self - sufficient for 14 days. : 500,00 of K- Rations mould have to lxk stored in the Emergency Operating Center TI-iq. < : :c_ of construction of the ^aaer;ency "peratinl, Center could be shared with t:h#. Federal Government,, the Federal Govet -nment providing 50% of the cost, including 50% of the Architect fees,, 50% of the costs of excavation and construction of the base, mexit under the new City Nall Councilmanr. 11ri -ght, stated in lie future the City might wish to construct an auditoriums 'ot, Civic purposes, and that the installation of a fallout shelter in the Zaak*;cbeut of such to public auditorium would provide shelter for a great many people; ;.jhereas an `"mer.gency Operating Center would provide shelter only for the Advitna, stration of the City. Councilman Wright asked whether the Federal Gio`erTimeant would share trrs cost of construction of a fallout shelter in the auditor ura. Robert Molinaro :_nsuered that at the present time the Federal Government; wwild not provide funds for the construction of a public fallout sheltez„ bm chat it might be possible the Federal Government would do so in the future, `exTy Mundt, explained that at the last meeting with the Council, the Council • asked theiArchi+tect; to study the feasibility of constructing an Emergency Operating I I Page 11. • Center in the City Hallo Jerry Mundt, Robert Molinaro and Dr. Hanley discussed the techn cal teasibilities of construction of an Emergency Operating Center, The construction of the Emergency Operating Center would require an additional 4 inches of concrete on the slab for the first floor, as a result the columns in the ba ement and the footings for the building would need to be Heavier to support t e weight of the first floor. The windows in the basement, which had been cant mplated by the Architoct for installation on one wall of the Library, would ha to be eliminated, and the design would be changed to provide for construct on of a 12 inch reinforced concrete wall above grade. Councilman Kirkham a ked why the design of the emergency fallout shelter was as heavy as Jerry Mun t was describing it since this was planned to be a fallout shelter, Jerry Mundt answered that plans were contemplated making the fallout shelter strong enough tolwithslt.and a shock wave of 5 PSI. Councilman Wright asked if temporary walls could be installed in part of the basement for contemplated future expansion in the basement. Jerry Mundt answered that this would be feasible. Jerry Mun t stated that separate plumbing systems would be required for the basement o be''in use at all times. This would include construction of a separate 11 and separate water system for the basement. The waste system in the basement would be connected to the regular sanitary waste system of the City, except that a sump pump would have to be installed to provide for flushing of the sa iiaryh waste system during the emergency operations. An emergency generator'arnd a separate electrical system to operate on a stand -by basis would also havelto be installed to serve. the Emergency Operating Center. The boilers providing!heat ' to the City Hall could be used both during ordinary times and . also duritg emergencies. However, construction would have to be planned so that if the ch m9ney were damaged, an induced draft fan could be used to provide draft for the b4ilers, Electrical conduit installed in the building would also have to be destgnectto withstand shock conditions, Jerzy Mundt concluded by saying that the design was quite feasible and could easil,f be included in the contemplated addition to City Hall, Mayor Nee asked of it would be necessary to provide special filtration For the ventillation system„ Jerry Mundt answered that it would and''that the basement, furthermore, would have to be totally air conditioned. The City Manager asked if it would be necessary to install baffles at the doorways, or special doorways in order to meet the requirements of the Emergency Operating Center design, Jerry Mundt answered that special designs of doorways were available which were designed to withstand the shock wave of 5 PSI, and special bafflW_t around the doorways was not necessary. Councilman Wright asked if it would be. necessary to install decontamination rooms far the Emergency Operating Center, Jar ry Mundt, answered ghat; it would be necessary to install showers for this purpose in the basement,, preferably near the entry to the basement., Jerry Mundt staged that the cost of the Emergency Operating Center could be determined as follows: The base id for the construction of the proposed City Hall is estimated to be $400,000 Zhoot an Emergency Operating Center, With an Emergency Operating Center the cost is estimated to be $500,000. The Federal Government requires separate bids for construction of a City Hall without a basement, and construction of a City Hall with. an Emergency Operating Center in order to determine the proper costs of the "mergency Operating Center. Estimates of the cost of construction I Page 12. of City Hell without a basement are $250,000. Since the Federal Government . would pay for half the cost of construction of the Emergency Operating Center, or $125,0(0,, the City would then pay the sum of $125,000 plus $250,000 for a total of $375,000,, Councilman Wright asked what the City would incur in disadvantages by the construction of an Emergency Operating Center in the basement of the City Hallo Jerry Mundt answered that the area of the basement which could be used foe the other pursee would be reduced, that wall locations would be subject to the design of t:he FAvergeney Operating Center,; there would be no windows in the basement,;snd the locations of rest rooms and the kitchen would be determined by the requirements of the Ew..Wency Operating Center. Couneil=4 Thompson asked, if the Federal Government provided half the costs of construction of the Emergency Operating Center, could the Federal Government also take over operation of the Emergency Operating Center at will. Robert Molinaro stated th tt he did atot believe this to be the case, Councilman Wright asked .shat requirement.s the federal Governmen . placed upon the granting of funds for the construction of the "mergency Operating Center. Robert Molinaro stated that as far as he knew the stipulations of thm Federal Government require final Inspecti.ot of the emrgency operating center by an approved architect before acceptance of the building. Robert Molinaro stated that it would be cheaper for the City tor install an ",wrgency Operating 0enter in the City hall at this time. Councilman rodl, ght ku ked how south time would be lost iii, the preparation of the plans for the construction of the `:ity -Lill by including in the construction an Emergency C)pef °attng Center.: Jerry Mundt answered that the time loss would be • one and one half months. The Mayer asked the Architect if it would be possible for the Arc„hlAle,ct to present preliminary plat-15 for the construction of the hsirergency Center at the next regular weetim], of t1.ze Council. Jerry Mundt ans"!T'eo th-tat'. Lids was posstble. The City Wria;;er s'taLed Lhat;, the City r t:torney could examine the requirements for obtaftting Pederal Grants for i he construction of an Emergency Operating Center and report to ttw-,- Cou ►ricil at the next regular Council Meeting. Councilman Thompson F ec`s if any of the other m+nsis:ipalities in this area have installed Emergency reenters in any of their buildinvs Robert Molinaro answered that Minneapolis, Bloomington,, and Gulden Valley had installed Emergency Operating Centers, 7 ie City ManFager stated that, it would be easy for him to check with these ci ies 5 „ °egarding their experience with the construction and operation of an Emergency t:9perat'ing tenter. Mrs. llughe s stated that on behalf of the Ubrary hoard she wished to state that the Library should have quarters elsewhere, that the proposed construction of an Emergency' Operating Canter does not provide the best facilities for a Library. Jerry Mundt; stated that the area planned for the Library would not necessarily have to be included -in the construction of an ” margency Operating Center. Robert Molinaro stated that the City dust apply for the funds necessary for a study of the :feasibility of installing an Emergency Operating Center at this rime, in 'order to receive authorization for the funds, before conducting the feasibility study., .ferry Mundt stated that cost of the feasibility study would • Page 13. . be $8W O ,, because the Architect would have to make plans for a building without a' basement, and a building with a basement. Since our industry is ected by this problem, we are doing something about it. We cordiall ectend our invitation to you, City Council members, your City Planner, me bees of your Planning Commission, Police Department and other citizens or officials of your town, to attend the first Midwest Auto Salvage Conference. The Conference will be held in Minneapolis on March 25th. We believe ' hat the first important stgp towards solving a problem is to understand it. In thi connection, the people that are involved in the business of buying wrecked, in perable and old automobiles, dismantling them, and selling all of the useable parts therefrom,,.have knowledge and information that we believe is important tc reaching a solution. In addition, there are many related industries which rely upon or deal directly with the used auto parts dealer. They include casualty in urance companies, automobile repair garages, new and used car dealers, an the steel industry. The purpose of the Conference is to assemble the information.available from all of the above -named industries dealing with the problem of abandoned automobiles and unsightly storage, evaluate the data received, and make recommendations. This problemthat our Industry now faces affects cities and towns throughout our State. For this reason, we hope that all interested legislators, planners, and public offi ials will attend the Conference and assist us in reaching a solution. Please send 'us the names of those people that will attend on or before March 10, 15c5. Very truly yours, Zw MILTON M. This letter is personal invitation to attend an important one -day conference in yolur area. The Minnesota Association of Counties and the Minnesota League of M isipalities support this program. The theme is GOVERNMENT MANAGEMENT IN EMERGENCY. Natural dis- aste s all over the USA during the last year have repeatedly pointed up t e necessity for having local government ready to cope with crises othe than fallout or nuclear attack. Members of the University fac- ulty, assisted by State Department of Civil Defense Staff, wfll con- duct this series of 32 conferences. The University has prepared the program with your needs in mind. Topics vital to our security from any kind of disaster will be dis- cussed during the day. The conference program will be somewhat dif- fere t from those we conducted last year. Different and better visual aids should tell our story more effectively. The registration desk will open at 9:00 o'clock, when coffee will be served. The program ends at 3:00 o'clock. Because all govern - ment'employees need to understand the total functions at all levels of government in an emergency, as well as that of their own depart- ment, invite other members of your office to attend this conference with you. TO: ka*ks & Ple ygrounds Sub - Committee INM Recreation Commission FROM: #ohn Dunphy Subiectt Re22rt on Speed §kAting , in- Fridlay Shaddriok -La Beau Legion Post 303 of Fridley in joining the Minnesota Speed Skating'iAssociation has contracted to field a team this 1964-65 season. The post will fuUy sup,,ort such a team buying uniforms, providing a coach, etc. • The post will hold a series of race :,days attewpting to uncover talent at a 11 age 18. Post 303 will build a suitable ice shaver and donate it to the city of Fridley if Fridley will undertake to provide and maintain a speed skating tract. Further, since the track should be illuminated they agreeio pay the cost of illumination. Mr. Larry Kamer hopes to be able to call his £ irst general race day Stour weeks from ndv. Ribbons and recognition will be awarded successful young racers. Weekly or bimonthly race days are planned to encourage and develop new talent. Experience shows as few as 5 out of 100 skaters have the natural ability to "make it" in competitive speed skating. Skaters should start racing training at about 9 years; both boys and girls can compete. Racing skates are an eventual must for the serious skater. Spega WSating Track The'trock should be a 400 meter track similar in detail to plans provided us by Minneapolis Park Board. It should be properly laid out with best a ering Assistance. Track markers are 1- foot lengths of rubber garden hose. The hose pieces arefbosen vertica ly into place so as to curve away from the track and skaters. • • P,'.RKS i4i'D kLX'1YG _UNDS SUB-CvV1__dT iat .::.y 11:x: . :liZ FS - J,C,U:.RY 18y 1965 (Continued) Mr. Larry Hamer can rovide us with approved track dimensions. The City of Coon Rapids will install their track on Crooked Lake Monday & Tuesday 12/7 -8. The track will be in use Tuesday afernoon. Coon Rapids uses lumber posts donated by local lumber company. Their track is illuminated by 4 Coleman gas laterns. East Moore Lake appears to be the b eat track location as of now. Builders should construct snow "dykes" to keep highway grit from covering the immediate track. Should Parks need to oc>nsult with someone on the technionl, side of t:iia track construction I would suggest (1) Larry Hamer or (2) Dick Gross whose Wephone numbers axe listed at the end of this report. Track Ifig Sha gE Coon Rapids built their own ice shaver the summer of 1964. It was made from plans which duplicate the shaver of St. Paul. Production cost reputed to'be about 4100.00 plus cost of blade. Blades used for ice shavers _re discarded blades From paper making machines. A shaver should be equipped with 2 blades. A blade should be sharpened after a month's use.* Use of 'an ice shaver would make unnecessary the flooding of ice rinks except • possibly on a monthly basis. Labor savings in this area would be substantial. Coon rapids would probably loan us their shaver in order that we ight get a jump on track construction. # Overall shaver dimensions are 31 high by 5® wide by 69 long. The shaver is constructed to be towed in operation. The bite of the blade can be easily adjusted. Initially a big bite of ice is Y.haved --the final pass needs a fine adjustment to provide a mirror glass finish. The towing vehicle should be selected with an eye for maximum traction. Coon Rapids expects to use a 2 wheel drive Jeep to pull their shaver. The shaver should be carried from job to job 'y another vehicle. antereated Nrtiga Robert'Rosecrans 788 -3849, Athletic Officer Shad`,rick -La Beau Post. i Larry tamer 560 -1071, Coach of S. -L.
