}NOTICE OF PUBLIC HEARING
Residents and Owners
Riverview Heights Flood Zone
The City is in the process of formulating some approach to the
questions raised by the recent flooding in Riverview Heights. A
decision must be made concerning whether or not we shcu 1d let the
area develop in the pattern indicated in the recent past, or
whether public action is called for to remove or reduce the flood
hazards.
One of the possibilities under discussion, relates to the acquisi-
tion of much of the property in the flood plain for park purposes
...which would provide public access to the river in addition to
playgrounds, picnic areas and so forth.
if such a program is determined to be appropriate, it would prob-
ably involve the suspension of building permits in the area to be
acquired, and eventual purchase of private property by a public
body such as the Fridley Housing and Redevelopment Authority.
This would probably take place over a period of several years.
I have asked for a general meeting of the parties concerned... just
for purposes of discussion...to try to get all ideas out "on the
floor ". We would like to have all interested residents of the
area meet with the City Council, the Planning Commission, the
Planning Consultants and the Fridley Housing and Redevelopment
Authority.
City Hall - 8:00 P.M., Monday, June 14, 1955.
No official action will be taken at this meeting, but we would
appreciate it if all parties could be present to take part in
this discussion.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF FRIDLEY IN CONNECTION WITH FILING
OF AN APPLICATION FOR UNDERTAKING OF SUR-
VEYS AND PLANS FOR A DISASTER PROJECT.
WHEREAS, under Title I of the Housing Act of 1949, as
amended,, the Housing and Home Finance Administrator is authorized to
extend financial assistance to a locality for the planning•and under-
taking of an urban renewal project in an urban area which the governing
body of the locality certifies, and the Administrator finds, is in
need of redevelopment or rehabilitation as a result of a catastrophe,, j

which the President has determined to be a major disaster; and
WHEREAS, it is desirable and in the public interest: thatrthe
Fridley Housing and Redevelopment Authority prepare surveys and plans

�.a a catastrophe which the President, pursuant to the p rovisions of Public
Law 875, 81st Congress, as amended, has determined to be a major
I_ disaster, and is appropriate for an urban renewal project; that the
undertaking by the Fridley Housing and Redevelopment Authority of
surveys and plans for an urban renewal project-of the character con -, F
templated by SecCion 111 of Title I of the Housing Act of 1949, as amended,.

proposed Urban Renewal Area ea described abov e is hereby approved

and that financial assistance under Title I is needed to enable the
Fridley Housing and Redevelopment Authority. to finance the undertaking

of the•Project.
2. That it is cognizant of the conditions that are imposed I'`
in the undertaking and.carrying out with Federal financial assistance
of an urban renewal project of the character contemplated by •Section 111
N of Title 2, including those prohibiting discrimination because of race,
color', creed, or national origin; and also the following requirements: -

(a) that the contract for temporary loan or capital grant for the Pro-
ject shall specify a date for compliance with the workable program for:
-community improvement requirements of Section 101(c) of Title I; (b) '
that the urban renewal plan shall be approved by this body; (c) that

x local grants -in -aid, consisting of donations of cash, land, demolition
' or removal work, and the installation; construction, or reconstruction
of streets, utilities, parka, playgrounds, or other.improvements or the
...provision,,,of other public buildings or facilities, necessary for'carrq-
ing out in the Urban Renewal Area the objectives of the urban renewal. r
