Councilman Aright stated that the Insurance Company will supply a copy of the itemized bid to the City at their ova expense. IA?<,3 Councilman. The City Manager presented Vae report of the Health Inspector to the Council Mr. Larson asked why he was not granted a Building Permit to tapair his property. Mayor Nee informed Mr. Larson that the Bui=lding Inspector and the Health Inspector took issue with the application for a Building Permit since his property is substantially sub -code. Mwor Wee asked Mr. Larson who made the original repa=irs to the home :then the ceiling was installed. Councila-M Wright said that Mrs Laxason0s home seas not singled out, that many other sub -code homes, if they were damaged more than 509, by the tornado, were also required to he demolished and rebuilt in compliance with the code. He stated that when a building permit for repairs is requested, the building Inspector is required to examine the structure and make recommendations concerning whether the Building Permit should be granted. If the home is found to be substauiallly sub. -code and damage exceeds 50% of the value, it is required that rebuilding be to existing codes. Mayor Nee informed Mr. Larson that the City has set standards for health and safety of occupants in City of Fridley and the City must enforce these standards for the benefit of the residents in the City. • Mro Larson asked whether he could obtain a list of the necessary e irs the structure axed present the list to a contractor. Hensley, City of Fridley Health Officer and Building Inspector, inspected the property and reported the$ following: 1. 2x6 Joists spanned 9 ft. spaced from 29 inch to mostly 24 inch. Some' joists have had 2x8's notched to 6 inch, scabbed on: Condition poor. 2. 32 inch Stairwell to basement. 3. East k of Basement unexcavated, supported by 8x8 inch wood beam, spanned 24 ft. on loose block for footing. Three (3) jackposts are being used in this area to support refrigerator and range above: Condition -very poor. 4. First floor ceilings all sagged, due to 2x4 ceiling joists, 24 inch on center. 5. Corners in N.E. bedroom cracked and floors weak and unleveled. 6. Garage: Wall posts at door on west pushed in 8 inches. Post rotted off at base, 8x6 beam at center of garage is rotted at bearing area. Flat roof and joists deteriorated beyond repair. Side walls and roof.damaged in- tornado. 7. Weakened and deteriorated condition of supporting members of this struc- ture classified it as a dangerous and unsafe building. 8. Floor deteriorated to point where floor coverings cannot be kept sanitary, and WHEREAS, on July 15, 1965 the Board of Health ordered vacation of this premise within 15 days as it is unsafe for human occupancy, and WHEREAS, a resurvey was made of the above property on July 31,1965 and the following conditions were noted which are in need of correction: 1. A garage exists on this property which is in a state of disrepair. The side walls and roof were badly damaged in the tornado and should be removed from the premises before someone is injured. 2. Eight windows have been damaged, permitting wind, rain and insects to enter the dwelling unit. This condition should be repaired if occupancy is to continue. 3. The roof was damaged by the tornado, permitting rain water to enter the dwelling causing recently installed ceilings to bulge and buckle. The attic also had openings to the outside permitting moisture and insects to enter the unit. 4. There are no ceilings in the hallway and the stairwell leading to the cellar. II' 5. (T.H. 47) within one rod west of the present westerly right of way line between 49th and 53rd Avenues. We will be required by the State of Minnesota to relocate our pipeline to accommodate the proposed improvement of University Ave. We request your assistance to obtain a permit or easement from the City of Fridley which would allow us to relocate our pipeline within public right of way. The State has tentatively scheduled the letting of the above referenced project for October 15. If our Company were to obtain private right of way from the numerous property owners, this project could possibly be delayed at least a year without any assurance that the right of way negotiations would be completely successful. Therefore, our most feasible relocation would be along public right of way on the easterly side of 3rd St. N.E. between 49th and 53rd Avenues. The following is a brief synopsis of our proposed plan with a sketch at-' tached as per our discussion on August 6: 1) We will extend our existing casing across the proposed south- bound lane of University Avenue N.E. 2) Then we propose to cross 53rd Avenue N.E. diagonally toward its southerly right of way line and parallel 53rd Avenue to the easterly right of way line of 3rd St. N.E. 3) We plan on paralleling 3rd'St. N.E. to 49th Avenue N.E. to a tie -in point with our existing pipeline. There is only one class of this code used by the industry for designing liquid petroleum pipelines. Howeverj, because of the location of our pumping stations, the working pressure in the Fridley area is only 100 to 200 psi. Also, our pipeline is cathodically protected to prevent corrosion. RETIEWS Mr. Hodne explai'ined, to the visitors' that the proposed projects are still very mnah in the survey and planning phase, and explained the steps and procedures that must be followed in the redevelopment projects, goals to be reached and the.advantages to the property owners and the City as a whole. The question was raised, by several property owner a,, as to what the procedures would be on the purchase of their properties, if the proposed project was accepted. It was explAined• that, if the Authority had-to pur- chase these properties, appraisals would be made to determine a fair mw--- ket price. It was further stated that the appraisals would most likes be considered under the present coning categories of these lands. It was pointed out that the owner of a parcel, in turn, would then be given the first opportunity to buy back the rezoned land, if he so wished. Attoirney Leonard Juster suggested that'a policy might be set up on procedures of purchase. There was•a discussion of the pros and cams of the proposed industrial area along Highway No. 100. It was pointed out that there was a large amount of industrial land north of Mississippi Street and west of University Avenue that had not,as.yet been developed. There was much discussion on service roads, access roads in residential sections, tax structure, possible land use, the present image of Fridley and the possible potential that might be created with a new and better image. . MEETING - CHAMBER OF C010(ERCEs Chairman Herder explained that the Chamber of Commerce would meet at noon at the Maple Laves Cafe on Thursday, August 12s 1965# and they had inquired if a representative of the Authority would attend to ans- wer arW possible questions, Mr. Anderson agreed to attend. • PRELIMINARY PRESENTATION OF PROPOSED RIVERVIEW HEIGHTS FROJECTs Mrs David Alberts presented the survey and planning applicationn draft for this proposed area, in the northwest corner of the City. It involves sixty -one residential buildings, with boundaries to generally include lands at 825' above sea level. Fifty -four of these buildings were touched by the floods, while seven were isolated by the flood waters. He explained that they felt some land could be cleared, as it Is not buildable; also, that some properties might be saved for resi- dential, He explained that the amount of land to be considered has beet reduced (from first preliminary idea) about one acres omitting soma vacant land, The estimated survey and planning cost.is $86,000.00. The estimated evaluation figure is about one million dollars, with the City's portion to be $269,000.00 Q of net cost after sale of land). These figures are based on staff estimates. He explained the feasibility of the study of possible relocation of some structures in this flood area. He suggested that it might be wise to study the possibility of the Authority to determine some proce• duxes for the residents who might wish to move their houses. This might reduce the necessity for aiding families in finding new homese Mr. Alberts pointed out the proposed boundaries on the map. He stated that.the Authority's approval of the draft of the preliminary survey application and action to direct the Attorney to prepare the necessary legal portions of it, we needed so that applications for this project can be filed as soon as possible. He envisions a place- ning period of approximately twelve months for this projects .2e PRELI14IINARY PRESENTATION OF PROPOSED RI'VERVIEW_HEIGHTS PROJECT (Cont'd.)s It was pointed out that funds are provided only for payment of pro - perty, and not for physical movement of property. One procedure would be to have property appraised at fair market value in its present location. Then the building would be appraised at fair market value in a new, loca- tion; which figure might be different. It might then be practical for the Authority, instead of paying for the building, to pay the costs of moving said building to another location (with adjustment in values). This would become two separate transactions Mrs Alberts explained that the estimated figure provides for cons- truction of a roadway, virtually the entire length of the property under considerations The Authority discussed the many aspects and possibili- ties of road improvement; also, the possibility of medium density hous- ing for portions of the land. Mrs Alberts presented a taro -page summary of the contract and sug- gested that copies of this summary, contracts and maps be presented to the City Council. The question arose as to whether or not the public night have a chance to bid on condemned houses, if the proposed project were to go through. 'Brown Members Present: Hughes, Cochran, See jervold, Doulin. Others Present: Park Director Brown. The minutes of the June 2, 1965 meeting were approved as corrected. Item B -2, to: without action, REPORTS: A. Hu es 1. PlannIM Commission: The Planning Commission has no new activity to report at this tune. No action has been forthcoming from Hodne and Associates. 2, We have received a letter from Midwest Planning and Research Inc. This letter was addressed to Mayor Nee and was read to the Sub - Committee by Chairman Hughes concerning a County Park located in Fridley at the mouth of Rice Creek. This park would inelmAe Locke Homestead and Camp Manmin. The Sub - Committee decided that this would In no way conflict with our • City Park Plans. Lotion: Motion by Skjarvold, seconded by Cochran. Resolution: That we in no way object to the development or a County Park in the Comp Manomin area and we urge the City Council. to take appropriate action concerning this park, as we feel that this would be an asset to Anoka County and to the City of Fridley. Motion carried. 3. Riverview Heights: There would be no objection from the residents to a park in the Rilierview Heights area, The problt*m would be to make the area eligible for flood relief. 4. Park Clean Up: The Park Sub -C -m ittee on July 9, 1965 reviewed the clean up work done by the Jaycees in Locke Park. The work was not completed and the committee in on site inspections did make recommendations as to completion. The work was well along, however, and a tentative date for final inspection was set for late in July. 5. Park Equipment: Tennis nets. We do not provide nets for use by citizens as it is not possible to prevent theft. Tennis Practice board. The board at the Commons blew away during the storm. We will in the near future considering replacing the practice board. B. Brown Report • Moore Lake Beach: The parking lot will be reorganized so as to provide more restriction for parking in the area. Improvements will also be made in the appropriate area. There is also filling in }progress on the north side of the park. This &hall�be attempted to he corrected in the near future. C. Now Items: Prioritv List. Our first priority is to return the existing parks to their re- tornado condition.. Bacteria Count in Moore Lake. Mr. Brown is directed to request weekly reports of Moore Lake Bacterial Count from the health Inspector so that these would be readily available for infory tioa. 3preyi A of Moore Lake,, Mx. Brown is directed to have the growth at Moore Lake controlled by spraying. The last spraying did not control the problem and it must be done to prevent .future problems.
