The Meeting was called to order by Mayor Nee at 6:OS P.M.
Madwrs Presents Neo, Kirkham, Thompson
If--2 re Absents Sheridan and Wright
Mayor Nee announced that the declaration of results of the canvass
of the.C,eneral Election of November 2, 1965 is the order of business
for this meeting.
.Motion by Thompson, seconded by Kirkham, to accept and approve the
attached results of' the 'tally as reported in the canvass. Councilman
Thompson raised the question whether the results sere arrived at
legally. Upon a roll call vote, those voting ayes Kirkham and
Thompson, nays: none, abstaining: Nee. Mayor Nee declared the
• motion carried.

The City Manager presented Estimate #2, a partial estimate, in the
amount of $57,576.19 for work ender 98#73 and SW&W#73 -A 04th and
I=sbruck Sth Addition) and advised the Council that the Consulting.
8ngineers had submitted the estimate and the City Engineer had approved
it.
Motion by Kirkham, seconded by Tboapson,,to approve the estimate as
submitted by the Consulting Engineer, and approved by the City Engineer.
Upon a voice vote, there being no nays, Mayor Nei declared the motion
carried.
There being no farther business, Mayor Nee declared the meeting adjourned
at 6:20 P.M.

lots and I would like to have the said lots rescinded

With reference to the letter of October 22, 1965 from Mr. Richard. L. King
on Lots 10 through 13.
As I understand it, he is asking for an abatement of one of the two building
site charges on the four lots. These assessments were put on in the year
1960. There are many building sites in that area that have one service
for 50 feet and this would cause somewhat of a problem if an abatement were
granted, as then the whole area would probably have to be reconsidered
and many more abatements granted, and the difference made up by a tax levy.

Riverview asking chat loans were available to then for moving their homes.

It was further stated that we can make coments3 concerning substandard biomes

the' PIMA Commission.

and our experience and records mould be extremely valuable to that Planning
Comomission and the City Council in future City planning.

Subject: Change in the dispatching system of the Police Department
Our dispatching system as it is today is anything but satisfactory.
The amount of money that we have been paying dispatchers has not
been conducive to getting the best'.of men available. Also, under
our present system we are losing night hours of our own radio due
• to the fact that our dispatchers sleep various times through the
night.
As authorized by the 1966 budget, the Council has granted us $415.00
per month per dispatcher. If we were to hire three dispatchers
at $400.00 a month rather than the $415.00 that is authorized, this
would cost the city $1200.00 per month or $14,400.00 per year. If
we were to change our system and get rid of all three of our dis-
patchers and hire two additional police officers, it would enable us
to use a police officer on the desk two shifts a day during the.
week, three on weekends and on holidays. The hiring of these two
additional police officers would post the city $1,017.00 per month,
or $12,204.00 for the first year. This would mean a cash saving
to the city of $2,196.00 for the first year. Even at top wages,
two police officers would be a saving of $40600 a month or $480.00
a year, exclusive of any raises dispatchers may be granted in the
future .
`'hanging our system and using police officers on the desk rather
than civilian dispatchers, I feel, would improve our services to
the point where the public would be more satisfied with the answers
they are getting on telephone calls to this office, and with a
schedule rearrangement this system would in no way impair the police
services we are now giving the city on the street. In fact, it
might make it a little easier on our services on the street because
• the police officer on the desk may be able to take care of many of
the complaints without sending a car to houses. It would also mean
that the police officers working on the desk would be taking care of
some of the clerking work that is now being done by one girl. They
could do such things as typing jail cards, typing accident reports,
?ping complaints, keeping some of the records that are now being
c< ne dduring the day.

Except on rare occasions, we no longer give drunkometer tests for
other departments and our men manning the desks would not have to
testify in court for other jurisdictions only on these rare
occasions. This may come up once or twice a year. It would mean
that our men would only be giving tests for ourselves and would not
be going to other communities on our time.
I have talked this over with Chief Hughes of the Fire Department
and he has no objections to this new arrangement and his feeling is
that regardless of what we do here, his interest is in giving better
service to the public. He agrees with me that this system would
give much better service.
The addition of these two police officers to man the desk would; of-
course, be in addition to any men that the Council has already
approved of for the year 1966.
It is requested that you bring this matter to the attention of
the Council in time so that this system can be approved by them
and the details worked out by us before the first of January of 1966.

We the following Beauty Salons wish to appear at your Nov.
15th meeting of the City Council regarding the opening of beauty salons
in private homes.
It has been brought to our attention that licenses or permits
are not required in Fridley. We know their are alot of home salons in
Fridley and feel we should not have any more. Their are other commu6i.ties
who restrict to much of this happening.
Our reasons are this.
1. It cost each of us thousands of dollars to open a Beauty Salon for
equipment., fixtures, and advertising.
2. We pay alot of rent to leaset:these\buildings.
3. We hire employees, who after have been with us long enough to establish
their customers, leave our employment to open a salon in their home taking
these customers with, that we have spent money to bring into our salons.

REES ADDITION - APPLICATION BY.MADSEN REALTY:
The City Council .discussed in great-length Section 7 (g) of Zoning
Ordinance No. 70 of the City, relative to off - street parking for
the proposed office building and also;. for the present building
housin numerous businesses between the City Hall property and Mississippi

Street. Mr. Ernest Madsen, representing Madsen Realty, explained their
position in the matter relative to providing parking for their building,
and stated that the parking for. their building would never be restricted to f.
their building only, so that it would provide additional parking for the
present shopping area. Councilman Johanson moved that the building permit'
be granted to Madsen Realty to construct the proposed office building.on
Lots 20 and 21, Block 3, Rees Addition with the stipulation that curbing
be placed on the south edge of the property and then on the west edge of
the property to Mississippi Street with an access opening of 25 feet in
width near the southerly and of the property, but facing University,
and that an access opening be provided onto Mississippi Street at the..•.
North end of said property, and that the owner of the shopping area
property, and Madsen Realty place sufficient money in escrow with the
City Treasurer to pay for said curbing before said building permit.*

RE: Releasing of Maintenance Bond
Under Street Improvement Project St.*1962 -2B, there
was a portion of the concrete curb and gutter on Riversedge Way and
Mercury Drive which was defective.
Before releasing the Maintenance Bond for the total
project, City Engineering office asked for an additional one year
Maintenance Bond for the above mentioned curb and gutter from the
sub - contractor, Crown Sidewalk.
•
This year we inspected the repair the contractor had
done to this portion of the curb and gutter and found it to be
unsatisfactory. The contractor was asked to replace all the defective
concrete curb and gutter on these two streets, which he has done to
the satisfaction of the Engineering Department.
We, therefore, recommend that the Maintenance Bond for
the repair work be released by the City Council.

Dear Sir:
This is to confirm conversation with Mr. Darrel Clock of your office, relative
to the inclusion of a swimming pool in the proposed addition to Fridley Junior
High School. The latest conversation with Mr. Clock was on October 1, 1965.
We intend the following: _
1. To re -route a 6" water main presently serving an on -site fire hydrant south
of the existing building. This is'to clear the proposed new construction,
. provide a connection for a swimming pool fill line and to relocate the fire
hydrant approximately 75' away from the new construction.
2. To connect from the re- routed 6" water main for a swimming pool fill pipe.
This will be controlled by an un- metered 4" valve located in the pool equip-
ment room. This valve could be locked or sealed by you or the Owner could
be trusted to open it only upon giving you due notification of intention to
fill the pool after draining it. This valve would also be by- passed with a
3" water supply line, used for make -up water. This line would be routed
through a 2" meter.
3. To connect from the main pool drain pumps to an external hose connection.
This connection would be used on a periodic basis (probably annual) to
drain the pool for cleaning and maintenance. Water from this external
connection would be used for lawn sprinkling or run by hose to the nearest
storm sewer inlet, or discharged on the surface of the ground to run by
gravity into Moore Lake. This would mean that periodic emptying of the
pool would not go into the sanitary sewer and that the Owner should not be
charged for sanitary sewer connections on this basis. This arrangement has
been discussed with the Waters Division of the State Department of Conservation
and with the Water Pollution Control Commission of the Department of Health.
Neither of these organizations have any objection to this arrangement.
We trust that these arrangements will be satisfactory to you, and if pot you
will notify us as soon as possible.

As you know, on June 28, 1965, the City Council of Fridley retained our firm for
conductinG a survey of the condition of the Sanitary and Storm Sewers as an
afterriai:h of the April floods and subsequent tornadoes.
,%fter meeting with Mr. Tom Wasbotten of the Minnesota Department of Health
and various officials and staff of your City, a definition of the disaster
areas to be surveyed were outlined and approved. Based on the quantitative
determination of the Sewers to be examined (over 50 miles of sewers), we
arrived at a cost for conducting the field survey and for the preparation of
the required technical reports to be submitted for approval by the appropri-
ate State and Federal Governmental Agencies. These reports served as the
basis: for the request for Federal aid funds under Public Law # 875.
You will recall that the reports were prepared in two categories:
(d) - A report on the condition of the Sanitary Sewer System to
be reviewed by the Minnesota Department of Health, as the State
Representative and by a representative of the Federal Public Health
Service as the Federal counterpart.
(2) - A report as to the condition"of the Storm Sewer System to be
approved by a State Agency, most likely the Minnesota Highway Dept*
as the Skate Representative and the Army Corps of Engineers as the
Federal Component.
The field work and reports were completed the first week in October. During the
third week of October, representatives of the Minnesota Department of Health and
a re.resentative of the Federal Public Health Service reviewed our Sanitary Sewer
report and made the subsequent field inspections. As a result of the inspection
it is our understanding that tentative approval of Federal funds in the amount
o-1 aIproximnately $167,540.00 has been made for the Sewer cleaning in the speci-
fic approved areas as outlined in our report. Certain revisions were made.
,!-- crave, accordingly, revised our reports to conform to the approved. In addi-
tion, it is our understanding that the Government has approved your request
for TLnds as reimbursement for other City monies spent to date on various
��ood and tornado damage repair work. This was a supplemental list submitted
Nasim Qureshi. Since this is not in our domain, we are not aware of
the ar„ount of this approval. We have also arrived at an understanding, with
both the Federal and State Agencies, that television inspection and subsequent

that it is ir::perative that we all collect our thinking in order to present a
unly ied report which will represent the consensus of every one's opinion as to
the basis of the claims and the value thereof. This approach was used on the
Sanitary Sewer survey which, in our opinion, was well organized and yielded the
desired results.

ORDINANCE # 317
AN EMERGENCY ORDINANCE AUTHORIZING THE EXPENDITURE
OF PUBLIC FUNDS TO RESTORE AND REPAIR THE SANITARY
SEWER AND STORM SEWER LINES AS AN AFTERMATH OF THE
TORNADO AND FLOOD DISASTER.
The Council of the City of Fridley do ordain as follows: {�{
1
Section 1. That the Council finds that it is necessary to expend
sums of public funds to clean sanitary sewers and storm sewers within the
City of Fridley; that pursuant to the Emergency Ordinance No. 301, the Council
has heretofore contractdd with the American Pipe Cleaning Company of 2231
Edgewood Avenue, Minneapolis 26, Minnesota, to inspect and survey the said
sewer lines and to prepare a documented report for submission to the federal
agencies under U. S. Public Law 875 Emergency Program; that said report is
now on file with the City and indicates that the said lines have been disrupted
by the disasters:,i, need cleaning, have breaks and defects that require immediate
attention.
Section 2. That the repair,\cleaning and restoration is of some
magnitude and involves in excess of 17 miles of sanitary sewer; that said
work must be completed by April 10, 1966, in order to comply with Public Law
875 for federal funds.
Section 3. That City crews have diligently attempted to keep the
sewers open since the disasters .add during the period of the survey; that the
City does not have adequate manpower, equipment or available supervision to
do the cleaning, repairs and restoration; that regular City crews and City
equipment furnished are not eligible items for reimbursement from federal funds
under Public Law 875; the City of Fridley has no availhble local funds to per-
form the necessary work involved.
Section 4. That continuously.since the April and May 1965 disasters
the residents of the City have had troubles with their sewage facilities;
that some residents have been on continuous alert for the backing up of the
sewers into their homes.
Section 5. The imagnitude of the job, the oncoming Winter season and
the time deadline require that the work be done by an outside contractor with
sufficient crews, equipment, experience and organization to proceed at once
with the necessary work.
Section 6. That it is deemed necessary therefore that the City
contract with the American Pipe Cleaning Company to continue with the survey
of the sewer lines of the City and to proceed forthwith with the cleaning,
repair and restoration of said sewer lines all according to the standards,

formulae and allowances under Public Law 875 and in conjunction with such
supervision and inspection as may be necessary and appropriate from the
City Engineer and Comstock & Davis, Inc., who are here hereby designated as
consulting engineers for the City on said project.

Dear Earl:
These two parcels were the subject of a recent condemnation action. Mrs.
Riedel has changed attorneys. The Commissioners gave an award of $3,100.00
• for Parcel 6 and gave nothing for Parcel 7. Mrs. Riedel's new attorney
hired Carl E. Erickson to make an appraisal. You will see the values Mr.
Erickson set by the letter to Paul Skjervold under date of November 3, 1965.
The award of the Commissioners put the total amount of $3,100.00 on Parcel
6 and the award for Parcel 7 was zero. I would recommend that the City
settle out on Parcel 6 for $3,500.00. That sum is close enough to the
award and the City will save money by not having the additional cost of
further litigation in District Court.
I also feel personally, that some award should be given for Parcel 7. You
notice that Erickson agrees that there should be no consideration for the
30 foot portion previously dedicated -for the sanitary sewer line. I presume
that the property owner is entitled to something for the 10 foot strip. It
is true, of course, that if the Riedel property were rezoned for some more
intensive use along the East boundary that the property owner should not
have the benefit and the upgrading of the street without considering a
sort of mutual exchange. I suggest then that on Parcel 7, the Council
give me authority to settle Parcel 7, for say $2,000.00 and with possible
authority to go to $3,000.00, if that becomes necessary to complete a
settlement.

Streets Project. You will notice an award of $2200.00 as
to Parcel 1 and $850.00 as to Parcel 2. I think maybe
we should wait on these tolsee if the Council wants to ap-
peal or to pay.
I am sending' a copy of this letter and a copy of the report
to Earl Wagner for his consideration.
It would be appropriate at this time, however, for you to' 7.
immediately pay the commissioners, namely: Mr. Schaffer,' „:
Erickson and Anderson, the amount of $283.00 each.

RE: Collapse of Sanitary Sewer Line on Able Street between
West Moore Lake Drive to Carol Drive
The above mentioned line has collapsed at three places in the'
length of about 230 feet.
We tried to fix this line by sealing and balling, but it did
not work as the line had collapsed in so many places that the nodding
machine could not go through it.
We have maintained this line on an emergency basis in the
hope that when the Federal Survey Team comes, this might be covered
• by the Disaster Fund. They have included this in their survey estimate,
but the estimate has not been approved yet.
Les Chesney, Superintendent of Public Works, recommends to me
that this portion of the line should be re -laid with cast iron pipe
immediately as it is getting impossible to provide service to the houses
hooked onto this line. We have no choice than to re -lay this line even
though disaster fund may not cover this work.
As it is an emergency, we request permission to proceed with the
re- laying of the line immediately.

Affairs has approved the Supplement �n to Project Application #65 -549,_
PL875 funds.
Under this Supplement Project Application, there are $5,209.34
approved for street sign repair.
If it is Council's wish to proceed with this work as soon as
possible, then a local firm,. Don Harstad Company, 7101 Highway #65,
Fridley, Minnesota is' available and willing to proceed with the street
sign repair immediately.

A RESOLUTION AUTHORIZING THE MAYOR AND MANAGER OF THE CITY i
OF FRIDLEY TO ENTER INTO A WRITTEN AGREEMENT OR AGREEMENTS
WITH THE CITY OF COLUMBIA HEIGHTS AND STATE OF MINNESOTA
AND CONCERNING THE STORM SEWER SYSTEM ACROSS TRUNK HIGHWAY
#47 AND THE'45TH AVENUE OUT -FALL OF SAID STORM SEWER.
WHEREAS, the administrative staff of the City of Fridley, together
with the staff of the City of Columbia Heights have prepared a written agree-
ment, together with an escrow agreement, concerning the expenditure, con -
struction, and maintenance of the storm sewer project running from Columbia
Heights through the City of Fridley, across Trunk Highway #47, and utilizing
an out -fall on 45th Avenue;
AND WHEREAS, the State of Minnesota has prepared a cooperative
agreement between the State and the City of Fridley concerning said storm
sewer line;
NOW "'THEREFORE,.BE IT RESOLVED that the City of Fridley enter into
said agreement and escrow agreement with the City of Columbia Heights and
involving the construction, financing and maintenance and repair of the
storm sewer project used by the two cities and running across Trunk Highway
447 to the 45th Avenue out -fall. Aftd that the City of Fridley shall enter
into the cooperative agreement with the State of Minnesota concerning said
project,
BE IT FURTHER RESOLVED that the Mayor and Manager be, and hereby are,

directed and authorized to execute said agreements in behalf of the City.

ORDINANCE N0, 319
AN EMERGENCY ORDINANCE AUTHORIZING THE IMMEDIATE CONSTRUCTION OF
SANITARY SEWER LINE TO CONNECT WITH THE SEWER LINE OF THE NORTH
SUBURBAN SANITARY SEWER DISTRICT.
THE CITY OF FRIDLEY DOES ORDAIN:
SECTION 1. That the Council finds that there is a need to
construct a connecting sanitary sewer line with
the trunk line of the North Suburban Sanitary Sewer District.
SECTION 2. That an emergency exists in that the construction,
if done immediately, could be done before extra
costs would be incurred because of frozen ground; and further the
welfare of the City is served by having the connection completed
before January 17, 1966 in that the cost of connection between the
City and the North Suburban Sanitary Sewer District will double
after that date.
SECTION 3. That it is deemed necessary to waive the require-
ments of Section'6.06 of the City Charter and auth-
orize and direct the City Manager to negotiate for the construction
forthwith of said sewer line with a responsible sewer contractor
at a cost not to exceed $5,000.00 upon plans and specifications
prepared by Comstock. &Davis, Inc. who shall be the Consulting
Engineers for said emergency project.
