THE MINUTES OF THE REGULAR COUNCIL MEETING OF APRIL 19, 1965
A regular meeting of the Council of the City of Fxidley was called to order by
Mayor Nee at 8:23 P.M.

APPROVAL OF MINUTES - REGULAR MEETING - APRIL 5, 1965:
Councilman Kirkham stated that there was an error in the minutes on page
9, that the motion to appoint new members to the Human Relations Committee
was listed as having carried, whereas the resolution establishing the Human
Relations Committee requires that appointments to the Human Relations
Committee be passed by a 4/Sths vote, Mayor Nee stated that correcting the
error would require passing a motion to amend the minutes oL the Council
Meeting o£ April 5, 1965.
Motion by Kirkham to amend the minutes of the Aegular Council Meeting of
April 5, 1965, changing the sentence on page 9 to read: upon a ro11 call vote,
Mayor Nee, Coun.cilman Wright, Councilman Thompson voting for the motion, Councilman
Kirkham and Gouncilman Sheridan dissenting, the motion failed. Seconded by
Wright, IIpon a voice vote, there being no nays, the motion carried unanimously.
Councilman Wright stated that the area of the Golf Course listed in the minutes
of the Regular Council Meeting of April 5, 1965 as 180 acres should be changed
to 80 acres.
Motion by Wright to aznend the minutes of the Regular Council Meeting of April 5,
1965, to change the sentence on page 24 to read: the area of the Golf Course
will be 80 acres. Seconded by Sheridan. Upon a voice vote, there being no nays,
the motion carried unanimouslq.

PUBLIC HEARING ON SPECIAL USE PERMIT - DOUBI,� BUNGALOWS (B�RRY PETITION):
The City Manager read the notice of hearing. Harland Berry was present at the
Council meeting. Mayor Nee addressed Harland Berry saying that he understood
dedication of land for streets required by the Planning Commission in the
discussion of the Special Use Permit was agreeable to Mr. Berry. Mr. Berry
said that it was, Gouncilman Wright asked Mr. Serry if he was aware of al1 four
conditions stipulated by the Planning Commission. PIr. Berry said, "Yes."
Councilman Wright asked Mr. Berry if he did indeed plan to dedicate the piece
of property to the City for the use of streets. Mr, Berry said, "Yes," Mayor
Nee declared the hearing closed.
Motion by Kirkham to grant the request for a Special Use Permit with the
stipulations that (1) a single car garage be provided for each unit of the
double bungalow, (2) that additional off street parking be provided for at
least one car per unit, (3) that Mr. Berry provide the right-of-way to align
Hickory Drive with Riverwood Drive at its intersection with East River Road,
and (4) that Mr. Serry dedicate to the City the land to make a connecrion
between the service drive on the east side of East River Road with Hickory
Dtive. Seconded by Thompson. Upon a roll ca11 vote, there being no nays,
the motion carried unanimously,
ORDINANCE ADDING CHAPTER 77 TO CITY CODE (TABLED 4/5/65):
Councilman Kirkham stated that he had read an article in the paper describing
legislation which applied specifically to motor bikes rather than including all
motor vehicles. Councilman Thompson stated that he believed this ordinance
required further study to relate it more specifically to motor bikes and not to
motor uehicles in general.

Motion by Kirkham to refer to the City Attorney for revisions and further
study the ordinance adding Chapter 77 to the City Code. Seconded by Thompson.
Upon a voice vote, there being no nays, the motion carried unanimously.
SECOND REA➢ING OF ORDINANC� N0, 300 AMENDING SECTION 45.16:
The City Manager read the ordlnance.
Motion by tdright to adopt and publish t'he Ordinance No. 300 amending Section
45.16 upon second reading. Seconded by Thompson. IIpon a ro11 call vote, there
being no nays, the motion carried unanunously.
PLANNING COMMISSION MEGTING MINUTES - APRIZ 8, 1965:
CONSTDERSTION OF RCZONING REQIIEST. ZOA ��65-01, JULKOWSKI & CHIES:
The City Manager explained that the Planning Con¢nission had recommended to the
owners that they apply for a Special Use Permit for double bungalows for Lots 5
through 11 and 15 through 21, B1ock 2, Meadowmoor Terrace, in order to pexmit
uniform development of the area rather than requesting rezoning. He stated
further that he believed the applicants for the rezoning request planned to
apply for Special Use Permits.
Motion hy Wright to concur with the action of the Planning Commission and deny
the request for rezoning. Seconded by Sheridan. Upon a voice vote, there
being no nays, the motion carried unanimously.
CONSIDERATION OF REZONING REQUEST: ZOA ik64-04, HAZEL BOURDEAiJY:
The City Manager explained the action of the Planning Commission recommending
that the rezoning request by $azel Bourdeaux be granted wath the stipulatzon
that these dwellings face Hugo Street. The Mayor stated that granting this
request would require notification and holding of a public hearing. Councilman
Wright stated that the owners on the ad�oining lots should be notified of the
hearing.

Motion by Sheridan to concur with the action of the Planning Commission and �
set the date for a public hearing on the request of Hazel Bourdeaux for rezoning
Lots 80 to 83, Block A, Riverview Heights, from R-1, single family dwelling,
to R-3, multiple dwelling, for the Regular Council Meeting of May 17, 196$.
Seconded by Kirkham. Upon a voice vote, there being no nays, the motion
carried unanimously.
PROPOSED PRELIMINARY PT.AT: P,S. #65-01, CARLSON & LAVINE, INC.: SYLVAN RILLS
PLAT 8:
The City Manager explained the action of the Planning Commission recommending
that information concetning the proposed preliminary plat be given to the
Planning Consultant for his recommendation. He stated that Council action
could authorize the Crty Manager to forward the xnformation to the Planning
Consultant,
Motzon by Sheridan to concur Taith the action o£ the Planning Coimnission and
refer to the Planning Consultant the infozmation concerning the proposed
preliminary plat for his recommendations. Seconded by �dright, Upon a voYCe vote,
there being no nays, the motion carried unanimously.
PARK PLANNING•
The City Manager explained that the planning Commission recommended that the
Planning Consultant be hired to perform site planning of fac�.lities in Locke
Park, and in one of the River I'ront sites, working with the Chairman of the �
Parks and Playgrounds Sub-Committee, Councilman Kirkham asked what is the
cost of hiring the Planning Consultant for this purpose. The City Manager
stated the cost varied and the maximum cost would be $18.00 per hour for the
chief planner of the Planning Consultant. The cost, the Cxty Manager said
further, could run as high as $500.00. Councilman Thompson stated that he
believed the cost to be a good investment, The City Manager stated that he
would consult wzth the PZannzng Consultant regarding the cost of the pro�ect
before authorizing him to work on the pro�ect.
Motion by Thompson to concur with the action of the Planning Commission and
authorize the C�ty Manager to hire the Planning Consultant for the purpose of
site planning in Locke Park and one of the River I'ront sites, working with the
Chairman of the Parks and Playgrounds Sub-Committee. Seconded by Wright. Upon
a voice vote, there being no nays, the motion carried unanimously.

REOUEST: L.S. �i65-04. RONALD E
Mr. David Anderson was present at the Council NIeeting to confer with the
Council regarding the Lot Split Request. Mr. Anderson stated that it was
his original intent to Uuild homes on the lots, but that it was not possiSle
to do so uttder any of the existing zoning regulations. Now he is requesting
the Lot Split with the intention of building double bungalows upon the
propexty, Councilman Wxight stated that the land borders industrial property
and that he was favorable disposed to developing this land in this manner,
� Motion by Wright to concur with the action of the Planning Commission and
a11ow the Lot Sp1it, L.S. i�65-04, the lot to be split down the middle making
approximately two 57� foot lots, Seconded by Kirkham. Upon a voice vote,
there being no nays, the motion carried unanimously.
BUILDING BOARD MEETING MINUTES - APRIL 14, 1965:
APPLICATION BY BERNARD JULKOWSKI FOR A BUILDING PERMIT FOR THE CONSTRUCTION
OF A POST OFFICE AT THE NORTH END OF MOON PLAZA SHOPPING CENTER:
Mr. Julkowski was present at the Council meeting. He stated that he needed
a Building Permit in order to be able to sign the papers required by the
Postal Department for the construction of the Post Office� The signing
should take place at 9:00 A.M. on the following day. He stated further that
the plans for the PosC Office were given to him by the Postal Department and
he had revised the plans to make them fit in with the rest of the construction
of Moon P1aza. Mr. Julkowski sYated that the Postal Building would be located
upon the existing foundation north of the bakery in Moon Plaza.
Councilman Wright asked if the plans included a proposal for drive-up boxes
for depositing mai1. Mr. Julkowski answered, "Yes," and stated that Post
Office personnel preferred that the box be located elsewhere in the parking lot,
and for this reason it was not shown on the building plans, Mayor Nee asked
Mr. Julkowski what are plans for expanding the size of the Post Office in the
future, Mr. Sulkowski answered that according to information he had, it did
, not appeax to be the intention of the Post Office Department to make any
expansion in the huilding. Councilman Wright suggested to the Mayor that he
explain the use of the Post Office to the public. The Mayor explained for
the information of the public that the Post Office would not be a full service
Post Office� but that it will supply all the services of the Post Office except
mail delivery.
Motion by Kirkham to grant the application of Bernard Julkowski for a Building
Permit fox the construction of a Post Office at the North end o£ Moon Plaza
Shopping Center. Seconded Uy Wright, Upon a voice vote, there being no nays,
the moCion carried unanimously.
APPLICATION BY FRED LEVY FOR THE CONSTRIICTION OF A PURNITURE STORE AT THE
WEST END OF RICE CREED PLAZA SHOPPING CENTT�R:
Mr. Levy was present at the Council Meeting. He stated that the proposed
furniture store would be 120 feet by 100 feet, to be built of concrete block
with steel bar �oist construction. The furniture store would be occupied and used
by the Minneapolis House FurnLShings Company. The Mayor asked Mr, Levy whethez
there were any possibility of integrating the furniture store with the property
west of the shopping center. Mr. Levy answered, "No." Councilman Wright asked
Mr. Levy how much of the area would be black topped. Mr. Levy answered that all
the parking 1ot area in front would be black topped. Behind the store, and on
Mississippi Street the property would be sodded in the hope that sod would allow
same of the run off water to seep away rather than adding addit�.onal runoff water
� to the area behind the shopping center.
The Mayor asked the consulting engineer, Mr. Comstock, whether there is enough
grade on the slope of the parking 1ot to enaUle the water on the parking lot
to drain into University Avenue and thence into the stoxm drain construction
for University Avenue. Mr. Comstock answered that he would have to check the
grade of the parking lot and also the storm dxainage contemplated for construction
on IIniversity Avenue, but that he assumed wlth the proper constTUCtion of 64th
Avenue Northeast, the water could be drained into storm sewers on IIniversity
Avenue. Councilman Wright asked Mr. Comstock whether it would be preferable

to drain the water from the parking lot into the west service road on
University Avenue rather than draining it into the area behind the shopping
center. Mr. Comstock answered, "Yes." He said the storm sewer line
behind the shopping center is too shallow to drain the area properly.
The Mayor asked Mr. Levy whether he were interested in the preliminary
plat of Sylvan Hills P1at 8. Mr. Levy answered that he had worked
on the design of the furniture store for some time, and that he preferred
not to make a change in the plans of the furniture store. Mayor Nee
stated that future const�uction of commercial property on Plat 8 of
Sylvan FIills might make it preferable for the furniture store to have
two maln entrances, one facing the front of the present shopping center
and one in the rear. Mr. Levy stated that such a construction was
possible but that he preferred not to redesign the plans of the furniture
store at this time.
Motzon by Thompson to concur with the action of the Building Board and
grant the application of Fred Levy for the construction of a furniture
store at the west end of Rice Creek Plaza Chopping Center. Seconded by
Wright, Upon a voice vote, there heing no nays, the motion carried
unanimously.

Mr. B�ugan was present at the Council meeting. He explained his request
for a side yard variance was due to the odd shape of the lot on which the
property was located. The City Engineer showed plans of the area to the
Council. Councilman Wright asked Mr. B�ugan how close the nearest
construction on the next lot would be to the proposed garage on this lot.
Mr. B7ugan answered 12 feet.
Motion by Sheridan to concur with the recommendation of the Soard of
Appeals and grant the request for a variance to Mr. Nils B7ugan, 5097

Mr. Bovisvert was not present at the Council meeting. No one else was
present erther in favor of or against the request for a variance. The
Crty Manager stated that an ob�ection had been made to the Board of
Appeals by Mr. Carlson, representing the P'ridley Lumber Company, relative
to a service toad which passed in front of the Fridley Lumber Company.
The City Engineer stated that he believed the service road had been
dedicated to the Cxty. The Czty Manager stated that there is some question
whether or not the service road has been dedicated, that some service -roads
in the vicinity of the Fridley Lumber Company have been dedicated to the
City but not improved as agreed to by the property owners, and that he
would check the status of these service roads.

SAFETY COMMITTEE MEETING MINUTES - APRIL 14, 1965:
The City Manager explalned the recommendations of ehe Fridley Safety Committee
for the construction of the Phillips 66 Station at 57th Avenue Northeast and
University, and the construction of Che Gulf Oil Station on T.I3. ��65 north
of 53rd Avenue Northeast.
Motion by Wright to receive the minutes of the Safety Committee Meeting of
Apri1 14, 1965 and concur wath the recommendations of the Frxdley Safety
Committee. Seconded by Sheridan. Upon a voice vote, there being no nays,
' the motion carried unanimously.
COMMiJNICATIONS•
INSPECTION: LOCKERS IN APA1tTMENTS:
The City Manager explained that this item was being referred to the Council in
order that the Council might decide which board the action should be referred to,
or for the Council to decide whether or not the request should be granted.
Councilman Wright stated that as far as he could determine the reasons the
ordinance required lockers Co be located in the basements of apartmenr buildings
were safety, and the convenience of the property owners, and that the requirement
for safety might be for the storage of out board motors, gasoline, oil or other
combustible materials. Councilman Sheridan stated that the location of the
lockers in the building depended to some extent upon the style of the building
constructzon. In the Skywood apartments there are lockers on each floor of
the building located in the utility rooms of the building. He stated further
that the utility rooms were separate 7rooms in the building and as such
satisfied the fire codes for storage of combustible materials in a separate
fire rated room. Councilman Wright stated that he believed the Council ought
to prohibit the storage of combustible materials in the apartments. Councilman
Sheridan stated that one consideration is providing more living space in the
apartments and locating the lockers for storage of materials not commonly used
for the convenience of the xesidents. He stated that if the aparCments in this
construction were larger than the usual size iC mLght be more convenient for
� residents to store their property in lockers located in the apartments.
The Mayor stated that the Council would probably want to look at the plans
for the construction of the apartment 6uilding before coming to any decision.
Motion by Thompson to refer to the Building Standards Committee the question
of the building plans for the construction of an apartment by Mr. Steve Hawrysh.
Seconded Uy Kirkham. Upon a voice vote, there being no nays, the motion
carried unanunously.
SAYCEES: CARNIVAL:
The City Manager stated that the City Attorney probably should be asked
whether ox not it was possible for the Council to grant a license to the
Fridley Junior Chamber of Commerce for the sale of beer at the Carnival.
Councilman Wright asked whether the request for approval to hold the Carnival
included approving any site for the Carnival. The City Manager stated that
this depended upon whether or not the Council wished to stipulate a site, The
City Attorney asked whether the Fridley 7aycees had been granted a license to
se11 beer at the Carnival before. The Mayor answered, "No," and added that the
Carnival would only lasC fox three days. The City Attorney sCated thaC he would
need a few minutes to check whether or not it was possible to grant the Fridley
Jaycees a license to se11 beer at the Carnival.
A representative of the Fridley Saycees was present at the Council meeCing and
� stated that the Fridley Jaycees wlshed to include in the list of probable sites
for the Carnival the Franklin Manufacturing property. The City Attorney stated
that the request for a permit to play Bingo at the Carnival would have to Ue
made to the Council in writing in order to comply with state statutes. The
Mayor stated that the Council did not have any provisions for licensing Carnivals
and Bingo games. The Crty Attorney stated that the state statute required
that a permit be issued for playing Bingo, and that nothing in the charter
prevented the City Counc1l from giving the �Pxidley Saycees a permit to play
Bingo. The City AtYorney stated later that nothing in the ordinance or in the
charter prevented the Council from giving the Fridley Saycees a permit to sell
beer. He suggested that it would be possible for the Council to waive the fees
for a beer license and that the ordinance provides that the license to sell beer
extends for a full qear.
Motion by Wright to 'rece�ve the lettex from the Fridley Juniox Chamber of
Commerce, and approve the location of any of the sites for the Carnical mentioned

in the letter from the Fridley Jaycees, and also the site of the
Franklin Manufacturing Company property, to award a permit to play
Bingo to the Fridley Saycees when written application for their
pe�tmit is received, and to grant the Fndley Jaycees a license to
se11 3.2 beer and waive the fee for the license. Seconded by
Sheridan. Upon a voice vote, there being no nays, the motion carried
unanimously,
CITY ATTORNEY: POLIC� COMMISSION:
The Mayor stated that in the past no compensation has been paid to the ,
members of the Police Commission nor to the members of any of the
other Commissions nor to the secretarys of the Commissions. Compensation
for the Police Commission Secretary is set at a maximum amount of $100,00
per year. Councilman Wright stated that he had talked to the secretary
of the Police Commission and that receipt of the money is not a critical
item to the secretary, but the secretary has spent a considerable amount
of time working for the Co�nzttee. Councilman Kirkham asked whether
other secretaries have received any compensation for their work on the
Commissions. The City Manager stated that the secretaries for the other
Commissions have usually been City employees who have taken minutes for
the Commissions and used City facilities to record the minutes.
Wilbur Whitmore, Chairman of the Police Commiss�on, was present at the
Council meeting. He stated that during the past year the number of
meetings of the Police Commission have increased and that the Commission
found it necessary to hold regular meetins where as it has not done so in
past years. He stated that during the year of 1964 the Police Commiss�on
held only 3 meetings. The secretary took minutes of the 3 meetings, issued
a yearly report, and kept the records of the Police Commission. He stated
further that he expected the amount of work of the Police Commission to
increase.
Motion by Wright to authorize the City Manager to pay compensation of
$100.00 this year to the secretary of the Po11ce Commission. Seconded by
Thompson. IIpon a voice vote, there being no nays, die motion carried �
unaniunously.
DEPARTMENT OF COMMERCE, BUREAU OP CENSUS REPORT;
Mayor Nee stated that he had received a preliminary report from the Buzeau
of the Census regarding the 1965 Census completed in Fridley. The report
contained the findings of the census which found the population of the
City of Fridley to be 24,759 as of April 1, 1965. He stated that the
letter requested City officials to notify the Bureau of the Census if they
believe the preliminary report to be incorrect, or if any population had
not been counted in the process of completing the census. The City Attorney
stated that a question might be raised whether the residents of the rest
home in the City of Fridley had been enumerated,
Motion by Wright to receive the report from the Bureau of the Census, and
to rePer to the CYty Manager for investigation and recommendations, any
reports of inaccuracies or omissions in the report. Seconded by Sheridan.

SENATOR MONDALE - I'EDERAL ASSISTANCE:
Mayor Nee read a letter wriCten by Senator Mondale to the Crty Council of the
City o£ Fridley. The letter included a pamphlet of the Federal Aid available
to relleve the flood disaster in the City.
Motion by Wright to ieceive and file the letter and pamphlet from Senator
Mondale. Seconded by Sheridan. Upon a voice voCe, there being no nays, the
motion carried unanunously.
PAOCI,AMATION NAMING THE AMERICAN RED CROSS AS A FLOOD REHABILITATION dGENCY:
Mayor Nee read a proclamation designating the American Red Cross as the
rehabilitation agency for victims of the flood disaster, The Mayor stated that
in addition he has been advised by the American Red Cross that disaster teams
of the American Red Cross have been removed from the City, and that two members
of the rehabilitation team of the American Red Cross will headquarter in the
Madsen Building to serve flood vLCtLms Ln FrLdley and Coon Rapids. He stated
further that the City of Fridley is very grateful to the American Red Cross
� for its assistance during the flood disaster.
PETITION N0. 5-1965 TO DELETE PORTIONS OF STREET PROJECT 1965-1:
Councilman Sheridan stated that he received a petition from one of the property
owners which had been circulated among other property owners. The petition
requested the Council to delete 58th Avenue from Quincy Street to Madison Street,
Madison Street from Helene Place to 58th Avenue and Monroe Street from 58th
Avenue to 59th Avenue from Street Pro�ect 1965-1. He stated that the reason
for this petition is that property owners feel they cannot afford Uoth sewer
and stieet construction at this time, and that he would turn over the petition
to the administration for processing. Councilman Sheridan stated further thaL
the special assessments for the cost of this pro�ect on some of these lots are
as high as $1,000 to $1,200 dollars per lot.
The City Manager directed the City Engineer to write a Change Order to be
presented for Council approval at a future meeting deleting these portions
from Street Pro�ect 1965-1. Councilman Sheridan stated that not all property
owners along these streets were in favor of this peition, including the person
who had presented the petition to him and circulated it among the propezty
owners. Mayor Nee asked whether it would be sensible to hold a hearing on this
petrtion. Councilman Sheridan answered that the bid for this pro�ect was below
the original estimate and that holding a hearing will have some value in that
people may feel they can afford the lower cost.
� Motion by Sher�dan to receive Petition No. 5-1965 and order a public hearing

CONSIDERATION OF PINAL PLAT INNSbRUCK STH ADDITION:
Rodney Billman, representating Acres, Inc., was present at the Council meeting.
The CLty Manager asked Mr. Billman if he wanted Che cost of the special
assessments spread evenly among all the lots. Mr, Billman answered, "Yes."
Councilman Wright asked Mr. Billman what would happen to the agreement to
spread the special assessmenCS evenly if the lots were so1d. Mr. Billman
answered that buyers will have to accept the even spread of assessments. The
City Manager stated that the numher of years over which assessments would be

spread is up to the Council. Mr. Billman stated that they had increased
the number of lots over which they wished to have the assessments spxead
to 79 lots.
Councilman Wright asked tiahere will the lift station serving Innsbruck
Sth Addition Ue located, Mr. Billman pointed out a"location on the map
and stated that the lift station would be located on the boulevard.
Councilman Sheridan noted that outlot ��1 wi11 be used as a ponding area.
Mr. Billman stated that outlot ikl is a pond at the present time.
Councilman Sheridan asked Mr. Billman whether he wanted to have the plat
of Innsbruck Sth Addition approved as a preliminary plat, Mr. billman
answered, "Yes."
Councilman Sheridan stated that under present ordinances the assessments
on stoxm sewer could be spread for 20 years and the assessments on
streets could be spread for 10 years. Mr. Comstock stated that a 15 year
bond zssue could be issued for construction and the special assessments
might be Spread over the 15 year period. Councilman Wright asked is it
in order to move that the special assessments he spread over a 15 year
period. Mayor Nee asked Mr. Bzllman whether it would be all right with
him to spread the assessments over a 15 year period. Mr. $illman answered,
°Yes." Marvin Brunsell stated that due to the 15 year bond issue it wi11
be moxe favorable to the City if all special assessments are spread over
a 15 year period.
The Clty Engineer suggested to Mr. Billman that he submit a letter to the
Council waiving a hearing on consideration of the improvements, The City
Manager stated that the hearing must be held anyway. The City Attorney
stated that Mr. Billman need not attend the hearing and could send the
Council a letter waiving the hearing after it has been held.
Motion by Wrig6t that in accordance with the indicated intent and
willingness of Mr. Billman to accept the spread of special assessments,
that a11 special assessments against property in Innsbruck Sth Addition
be sptead over a 15 year period. Seconded by Kirkham. IIpon a voice vote,

COMPLAINT OF MK. ROBERT CHRISTENSON: YOUTH CENTER:
Mr, Robert Christenson, a visitor to the Council meeting, stated that
property owners in the vicinity of the Fridley Youth Center, especially
the Fridley Bus Company, wished to enter a complaint against the vandalism
caused by participants in Youth Center Actzvities, He stated that the
vandalism consisted of smashed windows in the busses, that first aid kits
in the busses were stolen, vodka bottles and beer cans have been littered
over the area, and telephone reels belonging to the Telephone Company were
pushed around the vicinity.
Mr. Christenson stated that he believed the purpose of the Youth Center
was to provide supervised recreation for the young people attending the
Youth Center, but that the operation of the Youth Center has done nothing
more than give license to vandalism. He stated that parents leave their
children at the Youth Center, drive off and go elsewhere and the Police
Department has had more complaints concerning vandalism and other activitxes
at the Youth Center than anywhere else in the City of Fridley. Mr.
Christenson stated further that hypodermic needles and pill bottles have
been found in the area of the Youth Center and that whereas these have
been problems concerning young people in the past,the problems have
increased ten fold during the time since the Youth Center had been
established and wlll be more evident in the Spring than they have been
during the Winter�
Mr. Christenson stated that he is not against the operation of the Youth
Center, that he had served on the Board of Directors of another Youth
Center ten years ago, and that he realized the operation of such a Youth
Center requires the service of a full time, qualified, trained superviosr
for the benefit of the qoung people served by the Youth Center. He
stated that it was his understanding that the Youth Center did not have
adequate personnel to pzoperly police the vicinity of the Youth Center.

Mr. Chr�stenson asked the Council to resolve ehe problem of vandalism in
the viciniey of the Youth Center or close the Youth Center until the
problems can be resolved. He asked the Council to take some action to
protect the residents in the vicinity of the Youth Center. Mr. Christenson
stated thaC last week, upon a complaint given to the Police Department, the
Police had found two girls and one boy inside a bus lying on some insulation
material and another boy sCanding behind a lamp pole nearby. He stated that
he believed this was the responsibility of the Youth Center and not of the
police Department and asked the Council to take action to provide adequate
supervision over youths at the Youth Center.
, Councilman Wright stated that the Board of Directors of the Youth Center knew
that there would be problems involved in the operation of the Youth Center,
that they took the responsibility for conduct of the young persons inside the
Youth Center, but could take no responsibility for the conduct of youths outside
the Youth Center. Councilman Wright stated further that trained supervision
has been hired to oversee the operations of the Youth Center Lnside the Youth
Center and no complaints have been brought to the atCention of the Council
concerning operation of the Youth Center on the premises of the Youth Center
itself. He stated further that the Youth Center had carried on activities
which resulted in donations to hcarities and funds for other public services
and Chat he believed the supexvision of the Youtn Center inside the building
was competent. Councilman Wright stated that parents had volunteered to
work with the XouCh Center and while the number of- parents who had done so
is not a large numher it is sufficient to insure adequate supervision of youths
while they are in the Youth Center.
Councilman Wright stated that Che Police Department had been requested to
make per�odic checks of the premises and the vicinity of the Youth Center
outside the Youth Center when Center activities are taking place. The Police
Department has complied with this request without heing called, FIe stated
that apparently activities of the Police Department are not sufficient Co
prevent a11 vandalLSm in the neighborhood oF the Youth Center, Councilman
Wright stated further that Che Board of Directors of the Youth Center have
adopted a policy of allowing youths to enter the Youth Center, but not allowing
them to return once they leave the Youth Center. He staCed further that he
� believed it would be unfair to the youths to control the Uehavior of every
young person in the neighboYhood on the basis of complaints against the behavior
of a sma11 minority of these people, and that whereas more police work is
needed outside the Youth Center, the number of complaints and the number of
young people involved in compla�nts is a sm,a11 minority ot the total numUer
of young people attending the Youth Center.
Mayor Nee stated that the Council is sympathetic to the request of Mr.
Christenson and aware that his report is not exaggerated. Councilman Wright
stated supervision inside the Youth Center is good and commended the actions
of the two male adult supervisors inside the Youth Center. The Mayor stated
further that when children were arrested and taken to the Police Department
for investigation it was often found that parents of the children were not
home, and that in once case the parents had been in the Shorewood Lounge and
the Police Department had been unable to contace them there because the parents
had apparently left for a tavern in Spring Lake Park. In another case, a
child of fourteen was arrested for drinking beer. Iiis mother did not want to
come down to the Police Statlon to pick h�m up but preferred to leave him at
the Police SCation until his father would come home after 1 o`clock, and the
police took Che child home. Councilman Thompson stated thaL he wished the
Council would take action encouraging the Police Department Co apprehend
�uveniles in the vicinity of the Youth Center when they have been found
consuming liquor and charge them with consumption of liquor as minors.
Another visitor to the Council meeting, Mr. Nagel, stated that the Veterans
� of Foreign Wars hold teenage dances in their facilities aC Osborne Road, that
following teenage dances, beer cans are found scattered over the property
adjacent Co the V.F.W. building. He stated that on one occasion 15 youths had
advanced on his property for the purpose of starting a fight, and had throwa
rocks towards his pxoperty. The Mayor stated that Yhe Police Department was
prepared to act when evidence was available of the misconduct of youths at these
events, Councilman WrighC stated that this action is expected of a small minority
of youths and holding a teenage dance or other activity really concentrates
these activitles in one place. Mr. Nagel stated that he preferred not to
have these activities take place in the vicinity of his property,

damage in Riverview Heights, authorizing the City to furnish City
personnel and equipment, authorizing the City to work with volunteers,
and provide volunteer personnel with equipment for the purpose of
cleaning up the flood damage.

Marvin Brunsell answered that he was not sure whether the City did so or
could do so or not, The City Managex stated that the administration will
check the matter.
APPOINTMENTS•
Councilman Sheridan stated that he wished to prpose tihe following appoint�
ments: The appointment of Leonard Jankowski of 6996 Northeast Hickory Dr,
to the Board of Appeals to replace Steve Gabrick and William Dxigans,
1060 Lynde Drive to the RecreatLOn Commissa.on to the vacancy created by the
resignation of Whitney 5, Graeff.
� Councilman Wright proposed the names of Segwald Reckdahl of iLiverview
Terrace to the Board of Appea3�s and Alex Kurak of 112 Panorama Avenue to
the Recreation Commission. Councilman Wright stated that Mr. Kurak is a
- resident of the southern parY of Fridley and would provide representat�.on
of this part of Fridley Co the Recreation Commission. He stated that the
Recreation Commission in the past has not carried on a great number of
activities for the southern part of Fridley and perhaps this would attract
greater partic�pation of the residents in the southern part of Iridley to
the Recxeation Commission programs. Councilman Wright fuxther proposed
that as a compromise, I,eonard JankoW"ski be named to the Board of Appeals
and Alex Kurak be named to the Recreation Commission.

Councilman Sheridan seated that he had explained to the nominee that
appointment to the Recreation Coc�¢nission would be an interim appointment,
Chat the RecreatLOn Crnmnittee wi11 probahly be merged wiCh the �arks and
Playgrounds committee sometime during the year and that he will be expected
Co resign at the time of the merger. Councilman Sheridan stated further
that Leonard Sankowski works as a real estate agent and has considerable
knowledge of property values, the e£feces of granting variances and other
actions of the Board oP Appeals upon changes in pxoperty values. Council-
man Wright asked whether Leonard Jankowski was doing business in Fridley.
Councilman Sheridan answered that Mr. Jankowski does not conduct much
business in Fxidley at the gresent time. Councilman Thompson asked
whether Mr. Jankowski had been active in the Fridley Junior Chamber of
Crnmnerce in the past, ' Councilman Sheridan answexed. "Yes." Councilman
Thompson stated that in his opinion the southern part of Pridley will benefit
from greater development of recreation programs for this party of Pridley and
that he believed representation on the Recreation Commission will be of benefit
to the Southern part o£ Fridley.
Motion by Sheridan to replace Steve S. Gabrick on the Board of Appeals, who
had reslgned his position, with Leonard Jankowski, 6996 Northeast Hickoxy Dr.

APPLICATION FOR PERMIT TO OCCUPY TRAILER;
Motion by Sheridan to reissue the license and permit to ocupy a trailer to
Cletus C. Nei. Seconded by Kirkham. Councilman Sheridan stated that he
had reviewed the occupancy of the trailer by the father-in-law Cletus Nei.
That the location of the trailer is good and is not considered by the
enighboring property owners to be detrimental to their property and that
Cletus Nei has brought the plumbing facilities and services of the trailer
house up to the standards required by the Plumbing Inspector.l- Upon a voice

RESOLUTION NO 62-1965 - EXPR�SSING THE SINCERE APPRECIATION TO ALL CITY
�MPLOYEES FOA THE SERVICE PUT FORTH DURING THE FLOOD AND HIGH WATER;
Councilman Thompson stated that he wished the Council to consider approval of
a resolution expressing the sincere appreciation of the Council and the City
to a11 City employees for their service put forth during the period of flood
and high water,l The City Planager stated that the administration and the City
employees appreciated the backing and the work the Council has done on behalf
of the admxnistration and City employees during the period of floodYng and
highwater.
Motion by Thompson to adopt the above Resolution No. 62-1965. Seconded by
3heridan. Upon a voxce vote, there being no nays, the motion carried
unanimously,
