THE MINUTES OF THE SPECTAL COUNCIL MEETING OF MAY 13, 1965
A specLal meeting of the Council of the CLty of Fridley was called to order
by Mayor Nee at 5:25 P.M.

AUTHORITY TO FUNCTION IN THE CITY OF FRIDLEY PURSUANT TO THE MUNICIPAL HOUSSNG
AND REDEVELOPMENT ACT, AS PROVTDED IN THE LAWS OF 1947, CHAPTER 487, AS
AMENDED, OF THE STATE OF MINNESOTA:
Motion by Sheridan to adopt Resolution No. 82-1965 Seconded by Thompson
Upon a roll call vote, there being no nays, the motion carried. (SEE
AMENDMENT IN MAY 17, 1965 MINUTES)
PUBLICATION OF RESOLUTION NO 82-1965 - ALSO IN THE MTNNEAPOLIS STAR AND
THE MINNEAPOLIS TRIBUNE;
Motion by Sheridan to authorize the City Manager to publish Resolution
No. 82-1965 in the Minneapolis Star and the Minneapolxs Trib�me on
Tuesday May 25, 1965. Seconded by Wright. Upon a voice vote, there being
no nays, the motion carried unanimously

CITY ATTORNEY: FEASIBILITY CONTRACT:
The City Manager explained that the City Attorney advised that the Council has
the authority to contract with the Housing and Home Finance Administration
for a feasibility study of urban renewal
P4otion by Sheridan to receive the communication from the City Attorney
Seconded by Wright Upon a voice vote, there being no nays, the motion
carried unanimously.
AFFIRMING RESOLUTION NO 83-1965 - CONCERNING R�MOVAL OF DEBRIS RESULTING
FROM MAY 6, 1965 TORNADO:
Motion by Kirkham to affirm the intent of the Council as expressed in the
special meeting of May 10, 1965 and adopt P.esolution No 83-1965 Seconded
by Thompson. Upon a voice vote, there being no nays, the motion carried
unanimously,
BUILDING PERMIT: ART CHI2ISTENSEN - SHOPPING CENTER TO REBUILD TO THE ORIGINAI.
CONDITION AT AN ESTIMATED $50,000:
Motion hy Sheridan to receive the request of Art Christensen for a Building
Permit to repair the shopping center to its original condition. Seconded by
Wright. Upon a voice vote, there being no nays, the motion carried unanimously
Motion by Sheridan to authorize the Building Inspector to issue a Building
Permit for construction at 6473 to 6481 University Avenue Northeast to make
� minimum and necessary temporary repairs to cover andprotect equipment, supplies
and inventories of tenants as needed. Seconded by Wright IIpon a voice vote,
_ there being no nays, the motion carried unanimously
TRAILER PERMIT; RAY FRANKENEIELD:
Motion by Kirkham to grant the request of Ray Frankenfield for a permit to
occupy a trailer on his property at 5908 - Sth Street while repairs are being
made on his home with the stipulation that sewer and water connections to the
tsailer be made in accordance wlth the requirements of the Plumbing Inspector
Seconded by Sheridan. Upon a voice vote, there Ueing no nays, the motion
carried unanimously.

TRAILER PERMIT; MARVIN PRTNDLE:
Motion by Kirkham to grant the request of Plarvin Prindle for a permit
to occupy a trailer on his property at 6870 Washington Avenue Northeast
while repairs are being made on his home with the stipulation that sewer and
water connections to the trailer be made in accordance with the requirements
of the Plumbing Inspector. Seconded by Sheridan. Upon a voice vote, there
being no nays, the motion carried unanimously.
TRAILER PERMIT: WILLIAM E SAB�TTI:
Motion by Kirkham to grant the request of William E. Sabetti for a permit to
occupy a trailer on his property at 7301 Lyric Lane while repairs are being
made on his home with the stipulation that sewer and water connections to
the trailer be made in accordance with the requirements of the Plumbing
Inspector. Seconded by Sheridan. IIpon a voice vote, there being no nays,
the motion carried unanimously.
RE: COIINCIL INTERCEDING ON BEHALF OF A CITY EMPLOYEE, WHO WISHES TO RESCIND
A 10% CONTRACT WITH A PUBLIC ADJUSTOR:
Councilman Thompson explained that an employee signed att agreement for assistance
to settle his claim by an ad�ustor who could receive 10% settlement for his
services. The agreement was signed May 13, 1965 The Manager of the adjustment
agency explained the operations of a Public Ad�ustor. No action was taken by
the Council.
HODNE REPORTS ON PURCHASE OF AERIAL PHOTOGRAPHS:
Mr, Hodne stated that the cost of aerial photographs to the City is as follows;
Mosaic of City $350.00
Enlargements of two planning areas $125.00

The Council discussed the purchase at these prices but did not act to purchase

There being no further business, Mayor Nee declared the meeting adjourned
at 7;23 P.M.

SPECIAL COUNCTI. MEETING MSNUTES - MAY 14, 1965
Mayor Nee announced that as each Councilman answered the roll call for this
meeting his answer of present would waive written notice of this meeting,
Mayor Nee directed the acting Secretary to ca11 the roll. At the roll call
those answering present were: Mayor Nee, Councilman Kirkham. Sheridan
Thompson and Wright; members absent, none.

The City Manager read the Ordinance to the Council. Motion by Sheridan,
seconded by Thompson, that the Em�rgenc y Ordinance No. 301 be adopted and
published. Upon a roll ca11 vote, those voting aye, Kirkham, Nee,
Sheridan, Thompson, Wright; nays, none. Mayor Nee declared the motion
carried,
