A RESOLUTION ORDERING THE REPAIR OR REMOVAL OF THE STRUCTURE LOCATED AT
5519 - 4TH STREET NORTHEAST IN THE CITY OF FRIDLEY BY REASON OF IT BEING
A HAZARDOUS STRUCTURE
WHEREAS, on June 25, 1965, James H. Hensley, City of Fridley Health
Officer and Building Inspector, inspected the property and reported the
following:
1. 2x6 Joists spanned 9 ft. spaced from 29 inch to mostly 21 inch. Some
joists have had 2x8vs notched to 6 inch, scabbed on: Condition poor.
2. 32 inch Stairwell to basement.
3. East ' of Basement unexcavated, supported by 8x8 inch wood beam, spanned
24 ft. on loose block for footing. Three (3) jackposts are being used
in this area to support refrigerator and range above: Condition very
poor.
4. First floor ceilings all sagged, due to 2x4 ceiling joists, 2h inch on
center.
5. Corners in N.E. bedroom cracked and floors weak an unleveled.
6. Garage: Wall posts at door on west pushed in 8 inches. Post rotted off
at base, 8x6 beam at center of garage is rotted at bearing area. Flat
roof and joists deteriorated beyond repair. Side walls and roof
damaged in tornado.
7. Weakened and deteriorated condition of supporting members of this strut-
ture classified it as a dangerous and unsafe building.
8. Floor deteriorated to point where floor coverings cannot be kept
sanitary, and
WHEREAS, on July 15, 1965, the Board of Health ordered vacation of this
premise within 15 days as it is unsafe for human occupancy, and
WHEREAS, a resurvey was made of the above property on July 31, 1965"
and the following conditions were noted which are in need of correction:
1. A garage exists on this property which is in a state of disrepair.
The side walls and roof were badly damaged in the tornado and should
be removed from the premises before someone is injured.
2. Eight windows have been damaged, permitting wind, rain and insects to
enter the dwelling unit. This condition should be repaired if
occupancy is to continue.
3. The roof was damaged by the tornado, permitting rain water to enter the
dwelling causing recently installed ceilings to bulge and buckle. The
attice also had openings to the outside permitting moisture and insects
to enter the unit.
4. There are no ceilings in the hallway and the stairwell leading to the
cellar.
5. The dwelling unit does not have any insulation which would make it
extremely difficult to heat in the winter time.
6. Crawl space under the bathroom, kitchen and one bedroom was open to the
basement area permitting excellent rodent harborage.
7. The stairwell leading to the cellar was not equipped with a handrail.
8. The vertical studs in the house were approximately one inch out of
plumb, making it very difficult to completely close the doors. The
entire dwelling unit should be shored up.

AND WHEREAS, the following repairs which are necessary to alter this
condition include the following:
1. Add masonry to provide 7 foot headroom
2. Provide 2x8 joists on 6 "x8" wood beam or 4x8 steel beam at proper support
intervals.
3. Install hand rail.
4. Provide new foundation frostwall and beam, columns and column footings.
5. Add framing ceiling joists to correct to 16" centers.
6. Open walls to secure framing and install wind braceing.
7. Repair existing masonry and install new footings, wall on west end.
Install complete new roof framing and roof with proper flashing
to house.
8. Install complete new floor - 5/8 plywood or 3/4" boards for sub -
floor.
9. Complete new roof framed and braced on 16" centers.
10. Revise or replace plumbing and wireing to meet all code requirements.
11. Install adequate insulation, windows and roof ventilation and heating.
NOW, THEREFORE, BE IT RESOLVED By} the City Council of Fridley as
follows:
1. That a notice pursuant to Minnesota Statutes 462.39 to 462.40
concerning hazardous buildings be prepared by the City Attorney and
City Manager, that said notice give the owners until November 16, 19652
to remove said hazardous condition or make the necessary repairs to
correct the defects enumerat8d by the City Health Inspector and
Building Inspector; that said order be served on the owners as provided
by said Minnesota Statutes and the City Attorney is authorized to
proceed in District Court Anoka County to engorce said notice and order
if the necessary corrective action is not take by the owner.
