A RESOLUTION DEPLORING YEARLY FLOODING OF T.H. #47 AND REQUESTING
IMMEDIATE CORRECTIVE ACTION
WHEREAS, Minnesota Trunk Highway #47, also designated as UNIVERSITY
AVENUE, and also designated as CAPITOL HIGHWAY is a state highway of major
improtance to Minnesota, the people of Anoka County, and the City of Fridley,
' and
WHEREAS, this highway is the only highway of such significance to be
regularly and predictably closed to traffic for periods of weeks every year,
and
WHEREAS, such closing is due, not to the flooding of rivers, but is
only related to the elevation of the road and lack of the provision of proper
storm drainage facilities, and
WHEREAS, this situation is not consistent with the image of a modern
highway system, nor is it a credit to the name UNIVERSITY AVENUE, nor the
name, CAPITOL HIGHWAY, and
WHEREAS, the problem is solvable by the Minnesota Highway Department
alone or in cooperation with adjacent municipalities of Fridley and Columbia
Heights, and
WHEREAS, the Minnesota Highway Department offered tentative plans and
cost distributions for a solution through joint action which allocated to the
City of Fridley a percentage of the total cost amounting to an estimated
13.6 %, the cost estimated at 4130,493.00, and
WHEREAS, the City of Fridley expressed agreement to this proposal
and urged the Highway Department to prepare the necessary documents for
formal agreement, and
WHEREAS, it appears that the Highway Department has not proceeded
towards a solution of this problem,
NOW, THEREFORE, BE IT RESOLVED, By the City Council of the City of
Fridley as follows:
1. That the Council reiterates its concurrence with the Highway Department
proposal and urges the Highway Department to proceed with necessary
construction on a crash basis.
2. That the City Manager is hereby directed to provide copies of this
resolution to the Governor of Minnesota, the Commissioner of Highways,
and the Mayor of Columbia Heights.
