WATER AND SEk�ER I�ATFRALS AND STORM SEFiER - PROPOSED PLAT OF TERRY'S ADDIT70N:
A v�sitor to the Council Meetin�* asked when this project will be started,
The C�ty En�aneer said that the plat had been complPt�d over a year a�*o,
but beran�a of difficulties the develorer had not, been able to file it yet�
an� nnw Fi]_7more Road is needed for a school 'that is beinp built. He s2id
it was decided to hold a Public Hearin� to see i£ the people wanted thP
Pr��er_t as proposed� but it basically was to complete the road as the road
cannot he hia�lt w�thout storm seuer. The vlsitor asked if the swamp
wou]d be drained� and the City En�ineer answered that if the Council orders
the pro,�ect, �n� hopefull,y it wil7 be donP th�s year.
Another vasitor� living at 1200 Re�is Lane� asked how this pro�ect was to
be fanancialli� dist,ributed amon� the land owners. He said that the people
who live on higher ground do not need storm sewer and will say it is not
ne�essar,y� and if the,y put storm sewer by the visitor's home at a later
timr, w111 he have to pay for it aQain.
Mayor Klrkham explained to the visitor that the complete draina�e district
for a storm sewer �s assessed whether it is high land or low land� The
F,nance Director explasned that some storm sewer work had heen done in this
area. A main �ntPrceptor had been ronstructed going to Moore Lake and some
of the area had been taken care of by lateral service, th�_s part of the
pro,7ect wo�zld take care of the area not, taken care of at that time, He
stated that if the cost is spread over the entire area, the estimate�l cost
would be Ti1.3? per 100 square feet or �132 for a 10�000 square foot lot
spread iver 20 years. The visitor asked if ha would ever be assessed
afia�n if storm sewer were installed. Councilman Wripht explained that
when the Cziy des�rns the storm sewer, they fi�ure ever,y place that raln
can fall and plan the constructaon to serve that area, and he will not need
ar?drtional construction to drain h�s poroerty� but if standards chanFe�l �n
±hP fut.ure 1n� �m�rovement were needed� he could be char�ed for the new
�mprovement. He sairl that if a main interceptor is put zn one year� and
laterals are planned for later, there would he two as^es=ments: one on the
�nt,Pr�eni,or anc3 one on the lateral. Counrllman Wri�ht sald that thP nlan
here is for the areas f�nal storm sewer system.
ThP Consult,ing En�ineer, Mr. Comstock, stated that one reason that there
iaere no#, more people at thia pt�blic Hear�n� could be, because there had
h�r�n a hi a ta�rnnut far Project �/l�0, nnd afi� t,hat t,ime t,hP p�ople were tr�ld

ia�th �irains�e �n this area. The �ouncil sa�d the,y underst�od this� and
that, was why a temporary st,reet was dec�ded unon. 'I'h� City En�inePr
said that �r,r,rossan is doin� the werk �n this area and his pr�ce and
ilunk]ey's are abo�at the same.
';'he Councz] also dascu�Ged the streets which had been torn up for
sanitary and storm sewers under Federal D�saster Ftmds. The Clty Enp�neer
pointed out that the O,E,P, funds will pay for a�ravel surfare onl,y.
Counrilman Samuelson asked how much it will cost the City� and the Ctity
Fn�zner°r sa�d they would not know for sure untiJ they tear it up and see

sa�rl that they do not, know the quantity of ma+�rlal necessary� but they

Mr. Mrozla explained that they had received their Buildinp P�rm�t less
than tw� vears ano and at that time they had heen told this would be a

City as the plan the City sarr at that time showed this as a service dirvP.

and had heen �maware they had t�.tle providing no access rights, until
recrntly. It was Pointed out that although the State would provide a
�ravel drive, it would require maintenance in the winter, and the question
was� whose responsih�li_ty would th�s be. Ma,yor K�rkham su�FestPrl that
perhaps the road could be broupht all the wa,y through� which would make
it easier for the ptows. The �ity Enpineer said that the problPm was
t,hat thie wo�ild make more people unhapp,y as the �ravel is dusty and there

access. If they had �otten a title opinion from an Att,orney, they may

Mr. Hafner stated that he would like to see this done as soon as possible�
and would like to see it stretched out to old Central as he thinks this would
he a�ood thino for the City to have. The Caty ManaFer said that before that
crnzl�l be done, another hearinc would have to be czlled. He sa�d that the
reason +,h�s has aot been done is that it is a fairl�r new area and there
were numerous other MSA roads that needed doinP. Mr. Hafner said t,hat th�s
wa, asked to be put in four years a�o when Melody Manor was platted. He

Coianc�lman ,Samiielson asked what was happening nn the crossing in this
area. The �ity En�ineer said that the Railroad crill not do anything until
the plans are flnished. He sa�d that they are not very happy about this�
but that the Cit,y needs 2t.
Coitncilman U7r�Fht ;,aid that he had unofficially talked to the St�te Hi�hway
Commisc�oners and a member o£ the Railroad and Warehouse Commission about
th�s and also about the Mississippi grade separation, and they would welc�me
a chance t,o dit down with the City Council� a representative of the Railroad
and �riarehousP Commission, representative of_' the Hi�hway Department, representa

The City Enoineer pointed out that they are Proposinp to put water and
sewer laterals in Terry�s Addition where the C�ty does not have right-of-
wa,y. He pointed out on the map the easements the City does not have,
There was a discussion of a possibility of �ettin� a blanket easement of
th�s area. The Cit,y Mana�er said he thought �ouncilman Sheridan may be
able t,o take care of this. He said they can still go ahead w�th orderinp,
the plans and specJfications� but not let the bids untzl the easements
are taken care o£.
MEETING W7TH ERICKSON CORPORATION ON 57TH CROSSOVER:
Mavnr Kirkham said that he had received a telephone call from a representative
of the Er�ckson Corporation statzng that he and their traffic en�ineer wovld
like to meet with the Gouncil on the 57th and Universit,y Avenue crossover.
Ma�ror Kirkham said that the z�epresentative had not indicated whether he was
for or against the present concept, but that the,y have informatzon that
would help the Cnuncil an their decistion. The Council discussed an
appropriate t�me for a meetin� and decided on May 12th in the City Manaper�s
office if the City Manager can make arrangements with the Erickson
Corporation and w�_th Mr. Hodne.
DISCIIS,SION OF T.H. #117 INTFRSECT70N:
The Cit,y �o�mc�l and Mr. Robert Christenson discussed the southeast
corner o£ the intersection of T,H. //!a7 and Mississippi Street. They were
all in aoreement on what to ask o£ the State Highway Department.

of T,H. /�1y7 and Miss�_ssipFi Street as discussed by Mr. Christenson and the
Citv Counc�� to the Planning Consultant� Mr. Hodne, and the Planning

drarnn� of thi_s concept to scale that would �et Hi�hwa,y Department approval.

QUESTIONNAIRF TO SEND OUT TO FRIDLEY RESIDENTS:
Councilman fiarris showed the Council a copp of a questionnaire that Edina
had sent ont rnt.h their homestead exemption forms. He su��ested that
Fr'cile,y ron�tc��r sendin� out somethin� similar w�th their water bills or
some other maillnp. He stated that they had asked many good questions and
t,hev had exnected to receive a response of about 20`0� but had eotten back
anprox�mat,el,y (30� of them. He said some of the quest�ons caild be
Pl�minated and some of them chanPed to pertain to Fr�dle,y.
The Cit�,� M�naper stated that he had started lookin�* into this idea also
and thou�ht perhaps they could be�sent out with the annual report. He
