and create an additianal position for a construction and maintenance worker
and approve the appointement of Sele Bakke on a peimanent 6asis for that position

AMAULA.*ICE SERVICE AND PROPOS�,D SALARY INCREASE FOR POLICE OF��ICERS:
Mrs. Evans and Mr. JohnsL�a �f the Police Commission were present at the Council
Meeting. Mre. Evana said she would like to speak to the Council about two sub-
�ects, and on the farst subject about unbulance servic� she said §he was speak3ng
as a taxpayer. She said now that Unity Hospital is open� she Pelt their ambulance
service should be called for emergenc;� calla before North Ambulance, Mrs.
Evans said that although vre can be grateful that North Ambulanc� came into
Fridley wibh their ambulane�, they have made good money at $35 a ca11 based
in out C�ty Hall. She said we must realize that Unity Hospital was buili as
a result of a bond issue by North Suburban Hospital District of which Fridley
is a part, and if it is not a success, we VrSll have to underwrite anp lossea
incurred. She said that, as a taxpayery it concerned her that money that
belongs here in Fridley is going to another area.
Mrs. Evans said that Mr. Johnston had taken a survey of the ambuiance drivere
to make sure that the men were well quali£ied, and she re�td a list o£ the men
and their qualifications� experience and training. She said that in addation�
the-new am�ulance was the most modern in the metropolitan area, and they also
hzve the facilities sY two ambulances from Mercy Siospital. She stated again
that she felt the r�venue should go to the NSHD.
Councilman Wright said that perhaps a proposal could be made to North Ambulznce,
that we would use their ambulance if the ambulance from Unity Hospital is net
available� and let them decide if it is worth stationing an ambulance here.
Mrs. Evans said that the City needs a policy that the Ut�ity Ambulance is
called every time. She said that the Hospital has not received one call.
Councilman Wright said thxt perhaps they cenld be called every time and then
use North i£ Unity cannot come. Mrs. Evans said that when Unity ambulance
is on call� one from Mercy starts out immediately. Mrs. r�vans said she
understood there is a contractual arrangement with North Ambulance,
The City Manager said he has been in touch with the Hospital �oard� and he
has not been apprised by the Board that they wish to come to the Council at
this time. He said he is waiting fmr them, as he advised them he would. He
said he had tzlked to Mr. Johanson eeveral times but he has had no request to
bring this before the Council. Mayor Kirkham said that the man to ta.lk t�
ar�uld be the Administrator. The City Manager said that he haai diacussed this
wlth him� and he has said nothing siace. Councilman Wright asked Mrs. Fvans
if she was implying that the hospital was zraiting for the Council to move.
N�rs. Evans said that as a tasmayer, she felt the Conncil should talte aotior.
Covncilman Samuelson said that the City is on contract with North Ambulance,
znd that when a request was received from Unity Hoepitsl, and when Osborne Road
was completed� they could act on it. Mrs. ;�'vans said they have �ccess nrnr
through the back, and she said that as a-taxpayer with very high tsuces� she
did not want to see the.taxes �o h3ghar.

Mrs. Evnas next spoke te the Council re�arding the salarios ef the Police
0££icers. She stateel that Mr. Johnstsn had made a survey of the salaries of
various metropolitan areas� and it turned out that Fridlny was among th�
lowest salaried� and at ane t3me they had been the highest. She stated that
the situatioa is such, that 3f we are to attract and retzin g�od men, as Ne have
uux: the City is going to have t� look inte the salaries. She said that the
Commission has met irith aeaeral o£ the Counc�l and would like to see a 3,� raise
given the officers in viea of the fact that other City employees were givea a
raise in January and the police xere excluded, and they would like this made
retreactive to July 1� 1966. She said the salaries are out ef line and lower
� in the categary of patrolmen� and although they would like te see the officers
have a raisa s.lso, it is nvt as urgent as they arc in step with other metropolitan
areas.
Councilman Wright said that he agroed with her substantially, but that some �f
the details were more complex. He said he did not feel it was fair to say
that all the City employees got a raise znd the Police Depzrtment did not.
An said the Pmlice Deoartment did not get a raise in steps, but it is not
fair to compare this with C?ty employees who do not have these ateps. Mrs.
Evana said she xould xot argue this, that the important thing was that ou�
patrelmen are on a salary schedule not comparable to salaries paid in com-
parable areas� and this is of concern to the Commission.

Ce2miaission. Seconded by Ceuncilman Sheridan, and upon a voice vote, there
being no nays� Mayor Kirkham declared the motion carried.
Nir. dshnston explaicied the survey he had taken which had resulted in the
cenclusion that the City�s patrolmen were underpaid according to other areae�
and led the Commission to the 3$ increase they have asked for the patrolmen
�nly. He said there is reason to believe thero is a portion of money in the
budget that will c�ver this increase and ttiere uould be no additional 3ncrezse
to the City at the present time.
Councilman Sheridan asked if the resulta ef the surney have been given to the
� City Manager to substantiate the requ�st. Mr. Johnston said they were sent t•
the Mayor along with the letter� and Mayor Kirkham said he would see that the
City Manager got his cepy,
Mayor Kirkham said that this was not something the Council woulr3 resolve
tonight� but he said he was in favor oP the recommendation� and if the money
is in the ce£fers, st would be money well spent.
REQUESTED EXTENSION: CHIES BROS., INC:
Mr. Les Chies was present at the Couttcil Meeting and asked for a 60 day
extension o£ the pr�ject mn Rice Creek Raai. He explained that his company
hns been tied up with work £rom last year and that they had had a bad Fa_1_l.
Mayor Kirkham reminded him that when he first osme in he was going to be done
in November of last year. Mr. Chies said that they needed until the lst of
October an� then he could promise it would be all graded and the road cut in.
Councilman Sheridan said that there have been z number of complai.nts regarding
the exczvation, noise and dirt, and one of the understandings that had made

the bonai which would cover $9,000 of grading. �r. Chies said that this
would not do much. Councilmzn Samuelson asked what the City would have then.
The City Manager sai� that it cauld be smoothed out� but Chies Bros. would
still own the land� and it would have tm be graded and finished oYf to be
platted. Councilman �a'right suggestei that z time limit be set� but not a
yard limit. Councilman Samuelson asked Mr. �hies what the time interval
would be for final grading� and he said f3fteen working days. The City
Attarney recammended that the bonding companies appr�val for the extension
be received, stating that the band is in effect for the extension perimd.
The Council discussed the length of time Mr. Chiea should be given. The
City Engineer was asked if he cculd eatimate} on the 15th of August� what
has been taken �ut of the pit, and how the graele, if vsrk was discontinued'

would dif£er from the originally planned grade. The City Engineer said he
could figure this mut wi�h Lhiea� cosperatimn on how many loads have been
taken eut, Mr. Chies agraed to maintain a water truck at all times t� kenp
down the dirt, and hire flagmen.
MOTION by Councilman Wright that upan receipt of a 60 day extensien oY the
bond that has been in farce for ttie past year� the CYty Council agrees tm
an extension of the contract with the Dell Properties and Chies Bres.� Inc,
for removal of alluvial material through Att�rust 15� 1966, at xhich time the
Cr�uncil rrlll reach a determination on arrangements for completi�n �f the
�riginal contract by consultation with a ropresentative of the Chies Brothera.
The extensimn sf the contract past August 15th� n� matter what the texma o£
the contract Are� shall occur only upon the receipt of evidence, in the fvrm
of a certification from Suburban Engineering, as to the amaunt remove� ani
£inal gract�sa. Yermissicm ts continue remosal operations in the 3nterim is
contingent n�t anly upmn extension mf the bond, but upon zdequate safeguards
to vehicles, pedestrians and adequate control •f dust and deiris in the area.
Seconded by Councilman Samuelson� and npon a voice v�te� thera being no nays�
Mayor Kirkham declared the motion carried.
Mr. Chies asked that a letter be sent tm hia e£fice� and Councilman 8amuelaen
said it would be put in wr�.ting from the City to him. Councilman Sheridan
asked thc City Manager to notif� the peogfle in the aroa thstt the Ceuncil has
granted a ls day extension so that i£ they want te� they can be at the Couneil
Meeting and be heard, and the final determination can be made at that time.
PUBLIC HEARING - CITY HILLL:
Mr. Jehn MeTer, a visit�r tm the Council Meeting, addresseel the Council an�
asked what plans have been mads for a Yublic Hearing on the question o£ tAe
City Hall� Mayor Kirkham said that no steps had been taken as yet, Council-
man Samuelson said that he had publicly atated that Hhen adequate i�Pox�ation
was available to the Council} perhaps next week� then the infarmatian can be
given at 2 Public Hezring. He s�id the Council must decide whether it be a
Public Hearing and/or if it becomes a ball�t on the primary in November•
ge said that the Council wants to in£orm the Public� and wants to get started
this fall because costs are going up - perhaps as much as 20�.
The City Attarney said that in a conversation he had had with Mr. Smiley� he
had said last sreek that he had put the builriing mut for infonnal bids with
builders. Councilman Wri�ht suggested that tm allay cmncern� the Council
could pass a motion informing the public that they anticipate an informal
bid £rom the architect in a week or 10 days and plan to hold a°ublic Hearing
to present the infosmation to the public in time so that i£ an a�visory
referendum is called for there is still time t� do it. Mayor Kirkham saii
that they hope by the ne�ct meeting� they can set a date for a hearing.
Mr. Meyers said that a group of people are almost at the peint �f drawing
� petition to allow the voters a chance to vote on the issue of the Locke
Park site versua the present site, and they neei the assurance o£ the Council.
Mayor Kirkham said that he and Councilman Samuelson agreed the public should
have full voice, but they were not certain that they w:�uld have the material
for an intellig�nt meeting at that time. He said we need a meeting for the
:_Tiformation �f the public and that is why we dial not w�nt te put it on the
ballot. Councilman Wright sai�i that i£ he underatood Mayor Kirkham'e positi�n�
he vould hax� the in£ormatian and at the next meeting set a Public Hearing,
�nd at the conclusion of the Public Hcaring, define the nature o£ the issus
and still have time to get it on the bzllot. Councilman Samuelsen said no aa
the City Attorney said 25 •r 30 days are needed. Councilman Wright said
that the purpose of the hearing was to in£orm peo�le so they would lmow hew
to vete. Mayor Kirkham said not neeessarily at the primary. He said ti,at,
those who ga ta the hearing are the c3nos who cculd vote intelli�ently, and a
straw vote cauld be taken at the hea ring which would be mmre indicative
becau�e these peeple wculd be more �nformei and therc is not time enough t�
inforn� a'_1 the people.
Ccauncilman Sheridan said that he did not want to advecate or fight for either
site, but he would like the peeple to be able to have sc�me faith in their
governing body. He said he was very concerned about futur� bond issues if
the people cannot truat the Council. Councilman Wright .sid it seemed clear
to him that the Council will have information enough� well prier to the
electimn �nd �n plenty of time for the press tc report to the Public se ateps
should be taken to �et it on the ballot. Councilman Wright asked Mayar
Kirkham i£ he did not want a vote by ballot at an3- time on the location or on
anything e1se. Mayor Kirkham said this was essentially correctg that at the
meeting the people can be asked so they can start to expedite the build3ng.

MQTION by Councilman Yvright that the Council direct the City Attorne3� to prepare
a resolution for the next meeting, setting a Public Hearing on the praposed
construction� location and cost of the new City Hall� said meeting to be held
in a large and cemmodioua hall� whereever availab]e, and to direct the AcL`nini-
stration to make all efferts to hsve a maximum am�unt of in£ermation frem the
architect available at the next meeting� and also a determination of when tha
� remaining imformation frcm the architect, if any, will be available as needed
for the heaexin� so the Council can set a date £er the £irst hearing oP several
meetings if necessary. Seconded by Counci]man Sheridan, and upon a voice vote,
there being no nays� Mayor Kirkham declared the motion carried.

MOTSON by Counc�lman Samuelson to direct the Administration to send a letter sf
cotmnendation to the Fridley Little League for the fin�: work they have done this
Season and extend our appreciatien £or their assistance to the Park Board
program and £or helping out the young children o£ Frieiley. Seconded by
Councilman Sherldan. Upon a voice vote� t,here being no nays, Mayor Kirkham

NSSSD CONNECTIONS AND MOtINDSVIEW AND FRIDLI:Y INTERCONNECTION OF UTILITIN'S:
Councilman Sher�idan said that� at the request of the Councii, he had presented
their request for possible overflow connections to the MS55�. He said that
members of the Board were not particularly receptive to the prmposal, and no
determination was made at that meeting, They requested more infortnation
which he has pessed onto the City Manager and Engineering Department and they
are preparing maps and information which w�.11 give the Boari a better viex
of what Fridley is proposixg to alo.
1 Councilman Sheridan said that on the a�reement between Fridley and Mouuelsview�
which would be similar to the agreement between Columbia Heights and Fridley
on abutting utility lines, Moundsviex is ready to pr�oeed and direction ia
nesded for the Administration. The City Manager said that the Administrat,ion
should have direction frem the Council as this involves NSSSD lines also,
MOTIGN by Councilman Sheridan to direct the City Manager and hia staff to
make a contract srith Moundsview�s personnel regarding intercity connection
of utilities. Seconded by Councilman Samuelson, and upon a voice vote� there
being no nays, Mayor Kirkham declared the mot3on carried.
