The scope of our study will cover the follotiring areas (but trill not necessarily be lirni•ted i,o these ): (1) A general review of the over-all opera�in� results of the municipal stores and bars in Fridley for the past iive years. �omparison trith similar opera�ions in N:innesota. It is understood th3t you ti�rill furnish. us with all available information and data with re�spect to the present municipal ?iquor operations and set up, as well as assist us in obtaining r�lated information and related city data for the project as a whole. There can be no guarantee that our findings will be favor- able te a chanbe-over; in fac;t, it is al:�rays possible they may indicate a continuation of the present system. Our fee for these services shall be no� less than y�2,000 nor more than $2,500.. The basic rate for a Partner is $200 per day or $25 per hour. A retainer fee of 60;� or �1,200 is customary and the balancz i�rould be due promptly upon delivery of our report. Phone 560-3450 Due to the request of Maurice Filister to install F1ue-Fed. i.ncinerators in his proposed apartment complex, I have contacted some of the communities around the Twin Cities to obtain opinions as to the experience each community has had with this type of equipment. For the most part all of the communities contacted have the same general opinion; that being, they are not too satisfactory. Some of the comments and positions of various communities are listed: City of Bloomington - Herb Meyers Flue Feeding is not allowed. Incinerators must be enclosed in a seperate room. City of Richfield - Ken Swift Flue Feeding is allowed but the feeling of Mr. Swift is that it is unsatisfactory. Richfield has a rather comprehensive incin- erator or�inance that closely follaws the Incincerator Association recommended standards. City of Anoka - Don Weust Flue Fed are allowed. Incinerators and smoke are � �. controlled by their zoning ardinances. City of Minneapolis - Chief Ken Welch Seperate rooms are required for incinera- tor and feed daor. Flue Fed incinerators are the source of much trouble. City of Crystal - Art Quady, Fire Marshal Present ordinance required incinera- tors but they are trying to get it removed and.require daily pick-up". Deputy State Fire Marshal Bryan Daugherty requires that the incinerators are en- closed in a room and that each have a feeding door enclosed. Generally speaking, F1ue Fed incinerators are unsatisfactory. � The above are not direct quotes but they summarize the feeling of the individuals that I have discussed this problem with. _ YOti Can Help - S�'OP Fires - SAVE Lives ..___ — � � � � � _ 2 _ The Uniform Building Code which would apply to this construction allows the installation of Flue-Fed incinerators. They must have minimum clearances as follows: 36" above, 48" in front �nd 36" in rear and sides. (UBC Chapter 5106) My recommendation in light of the provision of the building code would be as follows: The incinerators be installed in a seperate room of at least two hours fire resistance. Each feed door be enclased in a seperate room of at least one hour fire resistance rating. Additional each room enclosing a feeding door be pro- vided with adequate ventilation to prevent the build up of smoke and other pro- ducts of combustion from entering the exits and corridors. Chapter 38.021 of the Code of Ordinances requires that multiple chambered gas fired incinerators _ be used for the furning of organic refuse. •_ Additionally, proposed regulations of the State Fire tdarshals office will re- quire all apartment buildings be equiped with automatic fire alarm systems as well as manual operate system. One or two of the Western suburbs have already adopted ordinances to this effect and the City of Anoka does not permit the use of ordinary construction of multiple dwellings over eight units.
