l. ON IMPROVEMENT - ST. 1967-3 (ADDENDUM #1): The Notice of Hearing
will be found on Page 27. The Preliminary Assessment ktoll will
be found in a separate booklet included in the envelope with the
agenda. This i.mprovement covers the installa�ion of curb, gutter,
and sidewalk on Mississippi Street from 2nd Street to University
Avenue Northeast.

2. BUDGET - RESOLU7.'ION SETTING TI-� I�ARING ON THE MILL LEZ1Y: I have
the budget prepared in rough form, but I do not knar,� if I will be
able to have copies ready for the Counczl by meeting time. The
Council can pass the resolution setting the hearing on the mill
levy�, a5 it is certain the mili levy will have to be more than 30
mills in total. The tentative date for the h�aring is set for
October �, 1967. The resoluti.on �ail.l be found on Page 28.
3. PROGRESS REPORT ON BENNETT BUILDING, BUTLER BUILDING AND OM�11�t HOUSF.:
The Om.an house has been moved and the City has been paid in�full for
the building. ti�7e have an estimate from Dale Movers to move the
Butler BuiZding, and also to take the Bennett Building off our hands
for a total bid of $l, 800.00. I feel this is as good as the Ci.ty
can do on this matter. The Park Director is checking with some
contractors to see what it would cost to install footings at the
new location for the � But1Er Building. v1e sha.zld have a'report on
this by meeting time, and if it Iooks favorable, the City may as
well go ahead with mr�ving the Butler Building. I would like to
�point out that the Park Department feels that the location east af
the proposed equipment garage would be pref�rable to the Zocation
on T.H. ##65. The estirnate is on Page 29.

changes suggested at the first reading of the ordinance have been

Company in the amount of $850.00 per month to maintain the new
� building. I suggest that the Councz? authorize hiri.ng a full time
Janitor. We have advertised for this position and have several
qualified applicants who would be willing to start at $450.00 per

17. OPTION ON CREEK PROPERTY (EAST OF C�NTRAL AVENUE NORTHEAST): The
City Attorney will have a report on this at the meeting.
1.8. RAISE IN MILEAGE ALLC��TAN� : I recommend that the mileage allowance
be raised from 8� to 94 per rtile ezfective immediately. This raise
is authorized by the State Statutes. Cha�ter 851.09, Minnesota
Statutes 158.20, Subd. l. The City can actually authorize a higher
mileage allowance than this under anocher section of the law, and
I woulc� suggest that the mileage be a.ncreased on January 1, 1968
to 10� or higher at that time.

the Civic Center should be changed to possibly October 22, 1967
or November 5, 1967, as it will take some time to get settled in
the new building after everyone has moved in.

The Regular Council Meeting of the City of Fridley was called to order by
Mayor Kirkham at 8:11 P.M.
OPENING CEREMONY:
Mayor Kirkham asked the audience to stand and join in saying the Pledge of
Allegiance to the Flag.

PUBLIC HEARTNG ON IMPROVEMENT - UNIVERSITY AVERTUE SERV1(.E ROAD. ST. 1967-3;
The Acting City bianager read the Notice of iiearing. The City Engineer pointed
out on the map the way the service road will go from Satellite Lane to 67th
Avenue Northeast. He said that the State wi1l include all this in one project
and hopes to have it completed before winter.
The City Attorney said that he had discussed the purchase of righc-of-way wwith
all the property owners. He said that he had just met *aith the attorney for
the Holly Shopping Center, and they had agreed to give an ease*ttent to the City,
hut they would Iike to recei�e a Ietter stating tha4 they will get a slip-o�f
ramp; tizat they �ailZ get the three sxits from the service rc�ad into the parking
lot as appear on the proposed plan beFore•the Coanc�l; that they will get a

the future the Council will consider parking requirer.lents as though Ho11y
Center still owned the lancl they are dedicating (which is about 6 parking
spaces), as they do not waz�t to �ieopardize the parking"space/building
ratio. The City Attorney said he had told them that the slip-off ramp
depended upon the Highway Department, but the indi_cation was they would be
as presently pl.anned, and that the addition4l exit onto Mississippi Street
would probably require the concurx�nce of the County Conunissioners. He
said he fAlt that these fouz requests were possible.

The City Attorney said that he had also had a discussion with Eric LaVine
who o�ans the lot between the Standard Station and the Dairy Queen, and the
north half of the vacated right-of-way south of this. Mr. LaVine advised
the City Attorney th.at if the Gity wished to purchase the property out of
court instead of going Chrough condemnation, hzs asking price for the two
parcels would be $20,000.
Councilman Lieb1 asked if the road going around the service stations was a�
two-way street or just a one-way, and if there will be an island on Mississippi
Street. The City Engineer said'that this will be a two-way street end there
will be an island. Councilman Liebl asked if the City had concurrence from
the High�aay Departmen.t on this. The City Engineer said that the Highway
Department is designing this part; and this �Jhole project will be a joint
projeet between the City, Cou,nty.and State. Councilman Liebl asked if it
would be done sooner if the City did it or if the County did it. The City
Engineer said that it is faster if the City condemns the land rather than
the State. Councilman Lieb1 said he was concerned about this, and w ould like
to�see the intersection completed as soon as possible.
Mayor Kzrkham asked if there was any member of the audience present in regard
to this Public Hearing. There was no answer.
Councilman Sherid�:n said that the Notice of Hearing stated that the proposed
area to be assessed is to be assessed proportionately according to the benefits
received by such improvement, and he felt that there is no benefit to the
abutting properties. He said that, as an example, the northwest quadrant was
of no benefit to the service station and little, if any, to the shopging center.
Councilman Sheridan said this was being done for the traffic safety of the
community within this general area, and-he felt the project should be a City
project witn the necessary funds taken out of the �eneral revenue. Mayor
Kirkham said that the shopping center recognizes that �hey benefit, because
the traffic pattern will help the_ir traffic. Tne City Engineer pointed out
that this was an impravement hearing, and in the case of highways and County
roads, the City has always assessed part of tlie cost of curbing. He said
that when the assessment hearing is held in a year or so, the Council will
have all the costs in front of them and can make a determination-at that time
whether they want to pay the entire City's cost from the general fund or assess
a portion of the curbing. He said that this was the way it had been done by
the National Tea store. He said that the City's cost wi11 only be the acqui-
sition of the right-of-way. The State �vi11 pay alI the improvement costs less
some curbing the City will have to pay. The City Engineer said he questioned
�ow the City can prove �ny benefit, and how much benefit. He said this was a
a legal question�the Council will have to decide.

Councilman Samuelson asked if there will be any signalization of the looped
intersection. The City Engineer sai.d that he did not think so. Cour.cilman
Samuelson questioned whether sidewalks should be included with this improve�ent,
or if they should be put in later. The Gity �ngzYieer said there was a resolu-
tion later in the agenda ordering preliminary plans and calling a public fiearin�
for the street project from University to 2nd Street on Mississip:pi Street tiahich
is part of the package, and at. the hea�ing sidewalks can be added. Councilman
LiebL asked if there will eventually be sidewalks to East` River ��.ad. The City
Engineer said that this would be up to the Council to decide. Councilman
Samuelson said that af�er the problem with the County at the railroad tracks
is resolved, then 2nd Street to F.ast River Road could be impr.oved.
Council.man Sheridan said he had made his comments on assessing as he thought
the Gouncil could put themselves in a more favorable position with some of

The City Attorney suggeste.d that.if the Council wist�ed to pass this resolution
this evening, they do so with the exception of the property owned by Glem
Coverston where the objection was taken at the Public Hearing, and that they
ask the City Manager and City Attorney to study the amount of the 'spe�ial
assessment in that particular case and report back ta the Council.. The City
Manager said he would rather see the resolution passed without this one item,
than not passed at a11. Councilman Samuelson said he felt the City Manager
had been eorrect in assessing this portion and that he could not fully
accept the objection. He said he did not feel this should be carried on the
books until it was utilized. Mayor Kirkham said that he did not agree with
the objection. The City Attorney said he would agree wifih what they were
saying, but on the other hand, th� assessment code is silent on this type of
procedure, and the City may run a certain risk in a court case. CounciTman '
Samuelson said he did noG feel the City should engage in any deferred
assessment5, and asked if the Code-should be corrected. The City Attorney -
said that this is part of the State code adopted by xeference, and-he did ciot
feel the answer would be to abandon Chapter 429 and go to an ordinance of our
own. Mayor Kirkham asked if the City Attorney felt some agreement could be
reached. The City Attorney said he thought this might be a possibility:

The City Manager read the ordinance, Councilman Liebl asked if the corner
that t�ad been discussed at the last Regular Council Meeting had been included
in the description. The-City Engineer said that it was included.
The City Engineer said`that Mr. 3oseph Zizak, 5791 - 22 Street Northeast,
requested that this �treet be vacated. He said that Mr. Zizak has two
lots, but they are not both buildable lots, and if he can get this addi-
tional footage he tuill have two buildable lots. The City Engineer said
that 22 Street end� in a low area and there is no storm sewer at this time,
so this area i.s acting as a drainage sump. The Ci..ty Engineer suggested
the Council 1et rir. Zizak buy the property at a nominal price, make an
alley, and retain a full easement for drainage and utility. Councilman
Samue lson said he did not think a full utility easement would be necessary,
as they could take the standard utility easement and require a drainage
plan from the developer of the two lots. The City Engineer pointed out
that there is no storm sewer to drain the area into, and the water would
then be on private property.
The City Attorney said he would feel that the question of what happened to
the property after it was vacated would be between the two property owners',
and the City siiould not get involved in this. The Council discussed
changing the wording af the ordinance to retain a full utility easement
and then a portion could be vacated when a storm sewer is put in. The
wording of the ordinance was changed so that after the legal descripton
of the vacation it reads: "be and is.hereby vacatEd, excepted that the
City of Fridley retain the easement from drainage and utility purposes."

Mr. Gibson showed the Council a presentation he had for an office building
at 63rd and T.H. ��65. He said this would be built to fhe north and east of
his present building which would be completel.y removed after the new building
was completed. He said there were same considerations that would have to be
discussed before he was ready to spend $1,000 to $2,Ofl0 on plans and then
find out he would not be able to build it. There was a short discussion on
property to the rear of his site that he w ould like to rent or lease from
the City, and the possibility that he may have to buy property to the east
of his property. Parking, the setback, entra:�ces, and how close to the
pump house he could go were mentioned. He said he would like tenta�ive
agreement from the Council before he went any further. Mr. Gib�on said
that the building might go to six stories and would be the tallest building
north of the Minneago.lis loop. He said he would build accor�]ing to the
underwriters.cade, which he thought was more restrictive than the City Code,
and would be more expensive, but he would save on fire insurance over a ten
year period. He said the building would cost tentatively $900,000 and wouTd
be an asset to the community. Councilman Samuelsan said that the zoning was
proper for this use, so it would only be necessary to work out an a�reement
on the pump station. Mr. Gibson said'there would be ne problem with the
parking as he would get the necessary land because he feels good parking is
essentialfor business. The City �ngineer said that he could go over the
code requirements with Mr. Gibson and see what waivers would be required.

CHANGE ORDER �k4, St�&SS��$4 ([dATER LINE ON 72ND AVEVUE NORT��AST) :
The City Engineer said that the-Council has approved water and�se`aer on 72nd
Avenue and on 69th Avenue. He said that Mr. Determan has built a building
and is anxious to get water and sewer, but fihere is a problem with the sewer
and he cannot get it before this fall, so he is only asking �or water to
serve his building and this will be attactied to an existing contract. Mayor
Kirkham asked about an easement and the City Engineer said that Mr. Norton
is willing to give a 30 foot easement to the south. The Gonsulting Engineer
explained to the Council that Mr. Norton had been given several choices, and
run�.a.ing it through his 85 foot lot seemed a good solution. The Consulting
Engineer said that this wi11 make the Iand unusaY�I.e and as the value of the
land is being disturbed, this will be part of the negotiations ai the.time<

REPORT FROM PARK DEPARTMENT ON MOVTNG GARAGE BUIZDIPdG; ___
The City Manager said that the Park Director had recieved another bid i:n the
amount of $1600 to move the garage building in addition to the $1800 bid he
already had. The City Eagineer said he had met with NSP and had asked them
about access to Locke Park on the east side and they had indicated that
they would give the access if the City wished to put the building there.
The City Attorney said that he had had a discussion with the Mayor of East
Bethel and he had indicated that they might be interested in purchasing it,
as they are inter�sted in building a storage facility far the Street Department.
Councilman Sheridan said that if they took tiahat they could get for selling it
and add the cost they would have had to pay to move it, they � obably could
build a new one. The Actin.g City Manager suggested that if the City Attorney
got an offer from East Bethel, he could talk to the C�uncilmen-inc3ividually
instead of waiting for the next Council Mee.ting.
MOTION by Councilman Liebl to direct the City Attorney to contact the Mayor
of East Bethel to try an.d neg�tiate a price for the Butle� building. Seconded

LICENSES: '
Councilman Samuelsoi�. astced the Cit}J Attoxney if any of ttie multiple d��ellings
listed requesting licenses were on the list he had been given by the Building
Inspector. The City Attorney said there were only three buildings in the
City that did not purchase licenses last year, and in at least two cases,
the property had changed tiazids and the license did not have the name of the
new owners.
Councilman Liebl said that four of the 12-unit apartments on 59? Way were
the ones that he had requested a letter be written asking them to do some-
thing about their. drivetaays. The City Engineer questioned whether the City
had any authority to enforce the requirements of the code. He asked if the
City can hold back the licenses. The City Attorney said that if the multiple
dwellings do not meet the code, they can hold the license, but he was not
sure they had ariy authority over the drive�aays under the code. The City
Engineer sai.d that there are three apartments on Main Street where their
parking i'acilities are not in compliance.

MOTTON by Councilman Sheridan to receive Petition ��31-1967. Seconded by
Councilman Samuelson.
The City Engineer said that a school signal would be out of the question at
this time because neither_ Columbia Heights nor Fridley has money for signals.
He said that possihly after a study of this intersection, a four-way stop
could be put up. Mayor Kirkham said he would agree with a four-way stop.
Councilman Sheridan said he had.discussed this with some af the people, and
they thought there could be a stop sign with a school drop for the erossing
hours at 53rd Avenue, and a sign could be put up furt.her down the street
that there was a school crossing ahead. riayor Kirkham said there was some
question about the legality of a dropped sign. The City Engineer said he
would check on the iegali_ty of the sigc�, and proceed accordingly.

RESOLi3TI0N ��164-1967 RELATIVE TO CITY UF FRIDLEY - NORTH SiTBURBAN SANITARY
SEkTER DISTRICT SEWF'R USE AGREEMENT: `
The City Mar.ager pointed out that this was the same resolution as was sent
to the District before, but that the location named was different. The City
Attorney said that this does not include the Ianguage that had been added to
the last resoluti_on about the City's position. He asked what the District had
done.about the last resolution: Counciiman Sheridan said that their Attorney
had taken it under advisement, as there �aas the additional wording, and had
indicated that if it in no way jeopardized the District he w ould authorize
the Clerk. to accept the resolutiot� and grant the hooktp. The City Attorney
advised that the same language be used on this resolution for continuity.
Councilman Samuelso� said that he thought Item C(lateral serving Designware
Industries) should be deleted from this resolution and a separate resolution
submitted in case this present resolution was deiayed for any reason. He
said that there have been a number of complainr_s recently about the eff�uent
going into.Loc�:e Lake. Councilman Sheridan agreed that a separate resolution
��ould be a good idea, as this would be the first property belo�•� 69th Avenue,
and he thotaght i.t should be on a permanent basis rat'�:er. than a temporar}*
basis. There was a discussion about the•number or RECS that Designware s:�nuld
use and whether the District would be metering the PH factor.

PURCHASE OF RIGHT-OF-WAY - TH ��47 SERVICE ROAD, LAVINE:
The City Attorney said he �u uld like some direction on whether to offer
Mr. LaVine his asking price of $20,000 or proceed with the condemnation.
Councilman Sheridan asked if an appraisal would be necessary for the
corxdemnation. The City Attorney said that it would. Councilman Sheridan
suggested the City get an appraisal so they would know how to negotiate
this. The City Attorney said that Mr. LaVine had informed him that this
property had been sold previously on a zoning contingenc.y and the sale price
at that time had been $25,000, which did not include the noxth 1/2 of the
vacated piece. He said that if they authorized him to g2t an appraisal, he
may have to contact the Council individually, because if this is to go to
condemnation it should be filed before September 5th. The Council agreed
with this. �

The City Engineer said that he and Councilman Ha-rris had met with the District
Manager from NSP and t}ieir rig�it-•ofmway man and they �iad requested that
Frid7ey wait until NSP has completed their settlement with Roseville. The
City Attorney said he had talke.d to the Roseville Attor.ney and he felt they
riad a fairly good chance that their ordinance requirin� a Special Use Permit
for higr voltage lines would be sustained in District Court as long as the
conditions placed on the Special Use Permit were reasonable. He said that
Northern States Power does not �f�ant to make any decisions until they get the
resuits of this case.
The City Engi:neer peinted out on the map the route the line will be going.
Councilman Liebl sa:id he did not feel the City had a good argument against
this route, but NSP tai11 have to work it out with the railroad so that
they will not interfere with their signals. The City Engineer said that,
if the lines are constructed, an arrangement would have to be worked out
for roadways when this property is platted.

The City Manager showed the Council an estimate he had just received from
Smiley & Associates. Council.man Samuelson read the estimate a1.i�uci. Mayor
Kirkham said th.e Administration should aslc for an itemization of this estii� te.
The City Engineer said he had one quotation on the sign for the new City Eall,
and Smiley Associates is asking for a quotarion from D. M. Nayes Construction
Company. He itemized the approximaL-e cost as follows: $600 - masonry and
concrete, $1700 - brick, $200 - electrical wiring, $400 - l.etters, $400 -
flag pole and installation, for an approxin;ate total of $3400. He asked the
Council if they wanted to go ahead with this project, and if the Noyes
quotation comes in cheaper, should he accept it? The Council felt that
this sign was important to the whole new City Hall project.
MOTION by Councilman Samue?son to authorize the City Engineer to proceed with
the sign for the new City Hall. Seconded by Gouncilman Liebl, Upon a
voice vote, there being no nays, May or Kirkham declared the mo�ion carried.
Councilma.i Liebl said that the Council has discussed the wording for the
plaque for the new City Hall, and rather than fiaving something about the
tor.nado he suggested one of_ th,� following;

Section 1. That the Council of the City of Fridley in the month
of September, 1967 received from tYie City Manager a proposed budget
of the City of Fridley for the year of 1968, which proposed budget
when examined evidenced the necessity of an additional tax levy in
excess of the City Charter limitation.
Section 2. That the purposes for wnich such additional tax levy
is required include additional sums for the General Fund, additional
sums for Firemen`s Relief, additional. sums for Police Relief, acldi-
tional sums for a debt service on Parks, additional sums for a debt
service on Civic Center, and add,itional, sums for contribution to the
Public Employees Retiremwnt Fun�l.
Section 3. That a pubiic hearing be held before the City Council
at the City Hali at 8:00 P.M. on October 2, 1967 to consider this
matter. That a copy of this Resolution be published in the official
newspaper of the City on Segtember 8, 15, and 22, 1967 to give notice

RICE CREEK PLAZA NOR'�H ADDITIGN: It was brought to the attenfion of
the Planning Commission that some rather large islands have come into
existence due to the recent dredging of Rice Creek and it might be worth-
while for the City to look into this property for park purposes. � "

That Section 45.14 (11) o� the City Code of Fridley is hereby
repealed and there is ner.eby eracted a new subsection of the Fxidley
City Code entitled 45.19 (14), wr�ich reads as follows:
Section 45.19 (14) aNIMAI� CLINICS A.ND VETERINARY HOSPITALS
in C-1, C-1-S, CR-1, C-2, C-2-S, CR-2, ri-1, M-2 provided the following
conditions are met in order to eliminate excessive noise and odors.
1. The building shall be of masonry construction, outside
wa11 minimum thickness to be 8", with a precast concrete
raof.
2. The builaing sha�l be air conditioned, all wir.dows in the
area of the bui.lding housirzg animals sha11 be double
glazed with a fixed sash.
3. Housing of aZl animals and storage of a:ll equipment and
refuse shall be inside the building. No outside runs or
exercise areas will be germitted.
4. Burning �f a11 organic waste shall be only by special
liigh temperature furnace. Z"he burner shall be located

DIRECTOR'S REPORT
Parks and Recreation Memorandum
Vandalism in the city parks has dropped considerably this past month as com-
pared to previous months.
Annual Report
In the 1965-1966 Annual Report, under the sub-title,.,Parks and Recreatiom Com-
mission, it states: This Commission is a subcommittee of the Planning Commis-
sion. The Commission agrees that the ordinance concerning this subject makes
this group a separate Commission and not a part of the Planning Commission.
Land Acquisition and Development Report - Mr. Braddock, Fark Consultant
According to Mr. Braddock, by looking at a map of the City, any properties that
fall into an overall picture as best serving the majority of the areas should
be acquired. Mr. 8raddock and Mr. Brown presented three reports to the Commi�-
sion. First report covered possibilities for Land Acquisition. Second report
covered possibilities for Park Development and the final repart was the total
figures, estimating costs of both Report 1 and Report 2. The Commission then
worked out a program which includes land acquisition and development £or parks
within the City of Fridley. The final program will be presented to the City
Council at a meeting to be set at a later date.

MOTION by Cochran, seconded by Spence, that the pa-rk on 73rd Avenue N.E.. bet-
ween Memory Lane and Jackson Street be designated as Madsen Park in honor of
the late Ernest i��adsen, who was influential in developing the area which this
park will serve. Mr. Madsen was also Village Manager of Fridley from March 1,
1954 to June 15, 1957. The Motion Carried.

There were no oeher interested people present. Mr. Ahonen stated that he
had looked the property over and had talked to the neighbors. He said that
the next door neighbor was not opposed. He also mentioned the fact that
there was a cyclone fence approximately l foot in from the neighbor�s �lot
line.
MOTION by Minish to grant the waiver, being this is not a corner lot and
there will be approximately 13 feet between the proposed garage addition
and the home to the south, and the neighbors in the area have no objection.
Seconded by Mittelstadt. Upon a voice vote, there being no nays, Chairm�an
Ylinen declared the motion carried.

�b. Agreement has been approved and signed with Mr.-Ed Braddock, ��rk�Consultant.
c. Received copy of Federal Assistance for Recreation and Parks - is now in
our library for Commission's attention.
d. Contruction continues on: blelody Manor Area, 54th � 7th and Summit Square
Park. InstalTation.of equipment and general improvement prevail.
e. Park Consultant and Park Director are in the process of working out land
acquisition costs and development costs for current areas plus new acquisi=
tion.
f. Park Director has been named the City Forester via new City ordinance on
control and prevention of Dutch Elm Disease within the City of Fridley.
g. City of Fridley has anproval�from City Council to purchase Altura Park Pro-
' perty. L
h. Capitol Outlay Pro�ects are underway or complete except at Locke Park,
Meadowlands property, Craig Park, Broad and Hugo= and Rice Creek School,

' a: Beack► Closest Moare Lake Beach closed on August 24th. This was a most
successful season on our Beach. Director Jim Peterson did another out-

b. Baseball�Program Er�ds: Again this year we ended our baseball season with
a Trophy Presentation Program at Hayes School. The turnout was tremendous
with four teams receiving their rewards. Bill Berry, Fridley State Bank,
pasted out awards. Over 200 attended.
c. Mens Softball - Open Division: Sandstrom and Hafner took the State Slow
Pitch Qpen Championstiip.in Anoka. .After winning.our league title and work- .
ing their way th�ough the City Playoffs, they went on to win five games in
a row and walked off with Fridley's first.State Title.
Mens Softball - Industrial Division: FMC Gorporation and Fridley State
Bank�represented Fridley in this year's. State Industrial 51ow Pitch Tourna-
ment in Columbia Heights. Both teams did a fine job. This was a first for
Fridley - first time in the Industrial State. FMC Corporation won the regu-
lar season schedule and playoffs.

on Plan�ing for Civic Center on the 18�' da,� of Septemb�r, 1g67, un±il
12.00 o'clock Noon on said date at the Fridle� Cit,y Hall, 6431 Univ2rsity
Avenue Northeast, Fridle�r, MiruZesota 55421 (Tel: 560-3450). All bids
must meet the minimum requiremer�ts of the specifications. Failure to
compl�r with this section can result in disqualification of the bid.
�ach bid shall be accompanied by a Certified Check, Cashier's Check, Cash
or Bid Bond and made pa.yable without conditions to the City of Fridley,
Minnesota, in an amount of not less than five percent (5�� of the bid,
which check, cash or bond shall be forfeited if bidder neglects or refuses
to enter into Contract, after his bid has been accepted.
The Cit�r reserves the right to accept the bid which is determined to be in
the best interests of the Cit�r. The City reserves the right to reject any
and all bids and waive an� informalities or technicalities in any bid re-
ceived without explanation.
The City Council also reserves the right to consider such factors as time
of deliver,y or performance, experience, responsibilit�r of the bidder, past
