A RESOLUTION TO ADVERTISE FOR BIDS
BE IT RESOLVED by the Council of the City of Fridley, as follows:
1. That it is in the interest of the City to award bid contracts
for the following item, materials and work:
NEW 3/4 TON, 4 WHEEL DRIVE TRUCK WITH BOX AND SNOW PLOW
2. A copy of the specifications for the above described items
and materials, together with a proposal for the method of
purchase and the payment thereof have been presented to
the Council by the City Manager and the same are hereby
approved and adopted as the plans and specifications, and
the method of acquisition and payment to be required by
the City with respect to the acquisition of said items
and materials.
3. The purchase of said items and materials as described
above shall be effected by sealed bids to be received and
opened by the City of Fridley on the day of �
, 1968. The City Manager is directed
and authorized to advertise for the purchase of said items
and materials by sealed bid proposals under notice as pro-
vided by law and the Chaxter of the City of Fridley, the

EXHIBIT "Ar'
The City Council of the City of Fridley, Minnesota will accept sealed bids
'� on one (I) New 3/4 Ton Truck with box and snow plow on the day of
, 1968, until 12:00 o'clock noon on said date at the
City Hall, 6431 University Avenue Northeast, Fridley, Minnesota,"55421,
� (Tel. 560-3450). All bids must meet the minimum requirements of the speci-
fications. Failure to comply with this section can result in disqualifica-
tion of the bid.
Each bid shall be accompanied by a Certified Check, Cashier's Check, Cash
or Bid Bond and made payable without conditions to the City of Fridley,
Minnesota, in an amount of not less than 50 of the bid, which check, cash
or bond shall be forfeited if bidder neglects or refuses to enter into
Contract, after his bid has been accepted.
The City reserves the right to accept the bid which is determined to be in
the best interests of the City. The City reserves the right to reject any
and all bids and waive any informalities or technicalities in any bid
received without explanation.
The City Council also reserves the right to consider sµch factors as time of
delivery or performance, experience, responsibility of the bidder, past per-
formance of similar types of items or materials, availability of products
and other similar factors that it may determine to be in the best interest
of the City.
Copies of the specifications and general conditions may be examined in the
Parks and Recreation office, Director of Parks and Recreation; or copies may
be obtained from his office.
All bids must be submitted in sealed envelopes and plainly marked on the
outside with "NEW TRUCK".

It is further agreed that the City of Fridley assumes no liability

party of the second part shall hold the City harmless in all cases which
may arise.

transmit said colZections to the City of Fridley every month, with his
report covering that month's activities. These receipts shall include
impounding, boarding fees, license receipts, and all other receipts as
required by the City ordinances. Contractor agrees to provide reports
concerning the month's activity, such report to include, but is not
limited to the follo�ving:
�. Gonsolidated report indicating impound number, date impounded,
date released, board fees, total days held, impounding fee,
license fee, and numoer of licenses, penalty or fine amount,
animal owner, address of animal owner,, and charges made by the
animal ordinance enforcing agency.
b. Back up report for each day's activity to include data on each
indiviclual animal pickup, warnings, patrolinq, complaint answerinc.
and action taken and results obtained. Report shall include.such
� additional data as required by Chief of Police.

c. Report of patroling to include description of area patrolled
(specify by boundary of patrol area , streets from and to, etc.,)
dates patrolled, time patrolled and results obtained.
The contractor agrees to conduct all transaction� with individuals .
in a polite, courteous and businesslike manner and will inform the indi- ;
viduals submitting co�plaints of action taken by the contractors agency
on com laints. �� ��

in violation of any provision of the Fridley City Code or the
Minnesota State Statutes. Information as ta the terms and
eonditions and other data pertaining to the bid may be obtained
from the office of the City Manager at 6431 University Avenue
Northeast, Fridley, Minnesota, 55421. The bid should be in
writing, sealed, and on the torm prepared by the City. The
bid should be delivered or handed to the office of the City

THE CITY OF FRIDLEY

' hereinafter referred to as the contractor and the City of Fridley,
a municipal corporation with offices at 6431 University Avenue
Northeast, Fridley, Minnesota 55421, hereinafter referred to as
the City.
WHEREAS, the contractor has proposecl to do to�wing and storage
of police impounded autom�b iles and automob iles determined to be,
or found to be, in violation of the Fridley City Code or ordinances
and the State Statutes.
AND WI�REAS, it is in the best interests of the.City that
the contractor show reponsibility to the City and the public
and indicate the charges and rates for towing and storage of.

AND WHEREAS, it is the intention of the City and the con-

2. That the contractor ��ill file a certificate of insurance
of public l�iability coverages with limits of $i0,000 for property
damage, and personal injury limits of $100,000 for any person,
and $300,000 per accident protecting the City of Fridiey from
any loss or liability by reason of the act or acts of the con-
tractor. The certificate of insurance is to be filed with the
City Clerk of the City of Fridley and the insurance is to remain
in force during the term of this contract and for any renewal
thereof.
3. The contractor shall maintain indoor storage for at
least seven (7) vehicles. The contractor shall maintain outside
storage for at least fifteen (15) vehicles. The outside storage
yard shall be screened in accordance with the po�icy established
by the City Council of the City of Fridley. .

6. The City shall not be liable, or responsible, for any
towing or storage fees or for.any unpaid fees for storage or
towing. �
7. The contractor shall maintain at least one (1) vehicle
available to the Police Department of the City of Frialey for
emergency ca31'-fr�r�a full twenty-fou� (24) hour service for the
purpose of towing, removal, or storage of veh;cle. �

with City requests, rior will such�charges be exceeded without
express approval of the City Council.

remain in force for a period of twelve (12) months from date of
