� Mr. Richard Harris, a visitor to the Council Meeting, asked the
Council when water was going to be brought into the City Garage
and if it is to be tied in with the new road. The City Sngineer
said that when the garage was beang planned, it was anticipated
that the arena would have been finished and the arena was to
provide the lines and from there they were to go to servzce the
garage, and then the arena had to be rebid. He said that the
garage line has already been stubbed to che arena and they ho�e
to get it in 7ay next month if the arena people keep moving.
Councilman Liebl said that the Council realized that there has
been some inconvenience, but the City did not want to waste $2,000
l�y not waiting. Mr. Richard Harris said that a list oc de£iciencies
at the garage has been prepared and he strongly urged the Council
to examine it carefully. Councilman �.,ieb1 said that the Council has
received the letter. Mayor Kirkham said 'chat these matters have
been taken care of.
COMMUNICATIONS REGARDING WEST SERVICE ROA➢ FOR GEORGF,TOWN APARTMGNTS:
The City Manager said that a letter has been prepared explaining to
Mr. Filister that all ths Council haci been able to approve was his
1 plan, minus the encroachment on County riyht-af--way, and a copy oi
tlze communication received from the County oppasing the encroach-
ment would be forcvarded to Mr. Filister.
MOTION by Councilman Liebl to receive the communication from Anoka
County and approve and forward the letter �rom Mayar Kirkham to Mr.
Maurice Filister explaining that the County is in opposition to the
encroachment. Seconded by Councilman Samuelson. Upon a voice vote,
there being no nays, Mayor Kirkham declared the motion carried.
MINCO SEWER CONNECTION COSTS:
7`he City Engineer said that Mr. Schurr representing Minco Proclucts,
Inc., was present at the Council Meeting. He explained that ilinco
Products is going to be hooking to the NSSSD line and they are unY�atapy
about the cost they will have to bear. He said they are requesting
a temporary connection with the chance that it may become a
permanent connection iL- it is not feasible to connect onto the
Sears property at a later time. The City �;ngineer reviewed the
difference in cost between an average sewer connection and the cost
of a sewer hookup with a drop manhole. It means that Minco Products
will spend approximately $1,190 more rh an a nornal lateral a.;sessment.
� He saicl that they were willing to do this iJ. the Council woulcl not
assess any future lateral charges to this aroperty.

there are any modificarions, the City wi11 pay the charges. He
later withdrew this motion aPter the CounciZ discussed the past
policy oi the Council. The Finance Director explained that in
the past when a proverty aaner hooked on to the sewer, they were
charged an equivalent Iateral connection charge, and if the extra
cost o£ the hoo]cup was more than the connection charge, it is let
yo at that. He said that the City has never refunded paid cash
L-or the excess costs and there has never been another lateral
assessment levied a'rter the connection cliarge has been paid, so
that allowing credit against a future assessment has never come
up. He said thac the average lateral assessments change =rom year
to year.
�"�ayor Kirkham sa�d he Leli rt wisest to �ollv,a the policy the
Council has fo7_Iaaed in the past. The City Attorney said that he
could not see any practical reason why they `aould disconnect the
hoo;cup if it was done with an outside drop. Mr. Schurr said that
they would like to ge� this settled and as far as they were
cancerned, as a permanent connection. Councilman Liebl said that
ii the policy was changed and the City paid any future assessmenL, ,
the money would have to come out af the sewer £und and the Ca.ty
would be subsidizing this.
The Council also discussed the REC charges for Minco. Mr. Schurr
showed the Council a letter he had previously received irom the
Cicy Manager and said that naw he had been intormed that he has
to pay the charge naw. The City Manager suggested that the
Adrninistraiion write an agreement wii.h Minco confirming what
tlze letter trom L-he City Man ager said in the £orm oi an agree-
men" stating that the $2,500 in escrow is not the final amount,
and c�h en the tinal usage charga is estab7_ished, Minca wi11 pay
the diiferential. �i'his would a11aw them ta pick up their permit,
and they can pay any additional charges due in the future.
The Finance Director was asked to explain again how the lateral
charge p�licy is handled. He said that i.he property owner would
pay the cost or the coxuzection to the manhole; the City would
iigure the equivalent lateral charge and deduct any extra cost
the property owner may have h�d from the charge. He said that
ii there is any extra cost over the normal lateral charge, the
pro�etty owner does not pay anything, but the City does not pay �
t1�e property owner anything either.

The MOTION was seconded by Couttcilman Liebl, and upon a voice vota,
there being no nays, Mayor Kirkham declared the motion carraed

sewer permit to the Minco Products, Inc., and prepare an agreement
stab.ng that Minco Products, Inc. agrees to pay any additional L-uture

declared the motion carried unanimously.
Councilman Liebl pointed out that Minco Products had no choice oi
, where to hook up and are really paying here because of the
circumstances.

REVIEW OF TAGGING ORDINANCE:
�i'he City Attorney said that this ordinance is a standard Parm
using the same language as the Sta�e Statutes use. He said
that iP the Council passes the ordinance, it empowers the Court
to establish a L-irie schedule anc� an Ordinanc� Bureau. Councilman
Liebl asked who the ii.ies from the tags will go to. The City
Attorney said that they wi11 be handled in the same mannes as it

RECEIVING COMMIJNICATION FROM THE METROYOLI^1AN T12ANSIT CUMMISSION
REGARDING THE DICI�.NSON BUS LINE:
The City Manager read the letter from the Metropolitan Transii
Commission requesting the Council's commenL-s rn the quality or
service, routing, scheduling and maincenance of the Dickenson Lines,
who have asked the Metropolitan Transit Commission to underwriLe
them on some of the losses in this area. i�Iayor hirkham said that
he thought it was a good idea to assist them in getting better
equipment to get their business back up and then they would be able
to pay the Commission back. He said he would like the Council to
go on record in £avar of asking for assisiance for the Dickenson
Lines as he only needs a little boost to yet the business by having
better savice. Councilman Sheradan asked if �his would �eopardize
the chances of getting the Twin City Lines expanded. Mayor Kirkham
said that this bus would run on East River Road and on Central
Avenue to give the Onan Company better service. Councilman Lieb1
said that the Georgetown Apartments wi11 add more business a1so.
MoTION by Councilman Sheridan to diract the 2.dministration to
answer the communication from the Mecropolitan TransiL- Commission
expressing the Council"s support oi the Dickenson Line's requesc
for assistance from the Commission to help them bring their
maintenance and scheduling to a satis�� �ory level. Seconded by
