� THE MINUTES OF THE SPECIAL WORKSHOP ME�TING OF MAY 26, 1969
Mayor Kirkham called the Special Workshop Meeting of the City Council to
order at 7:40 P.M., May 26, 1969.
PLEDGE OF ALLEGIANCE
Mayor Kirkham lead the Council and Administration in saying the Pledge of
Allegiance to the Flag.
ROLL CALL:
MEMBERS PRESENT: Liebl, Harris, Samuelson, Sheridan, Kirkham
MEMBERS ABSENT None
ADOPTION OF AGENDA:
MOTION by Councilman Liebl to adopt the Agenda as presented. Seconded by
Councilman Sheridan. Upon a voice vote, all voting aye, Mayor Kirkham
declared the motion carried unanimously.
� CONFIRMATION OF LETTER TO THE YMCA�
Mayor Kirkham commented that he felt that this letter covers what the Council
— meant to convey. Councilman Liebl asked if there was going to be a Public
Hearing as Councilman Sheridan suggested. He said that he felt that this
letter sounds as though it is already fa.nal.
Mayor Kirkham said that he would have no ob�ection to holding a Public
Hearing. Councilman Liebl said that he had received some complaint telephone
calls from people concerning the YMCA facility. He explained to the people
that it was not a fact yet, and that there would be a Public Hearing and an
Ordinance would have to be passed.
Councilman Harris reported that the people he talked to expressed complete
satisfaction. He said that he would agree with Councilman Sheridan's sug-
gestion for a Public Hearing. This presentatlon should properly come from
the YMCA, after they have completed their plans, so that there would be some-
thing definite that could be said to the people. Councilman Samuelson said
that the people he has talked to have been elated, and that he was in agree-
ment with the letter.
MOTION by Councilman Samuelson to approve the letter prepared by the City
Manager. Seconded by Councilman Sheridan for discussion.
Councilman Sheridan said that he had received some calls also, He said that
' he felt that the newspaper distorted the story, and that it is not a fact as
yet. He suggested to the people that called him that they wait for the Public
, Hearing when there would be a presentaLion made, before making an evaluation.
He said that he did not know the schedula.ng of the YMCA, but he would assume
that they would have to have some definite figures soon, so they can start

raising the necessary money. Councilman Harris said that the Council
should indicate to the YMCA that we would like them to prepare a presentation
to give to the people. Councilman Samuelson said that he was sure that the
YMCA would be happy to do so. When the presentation is made, this could
also be their kick-off for their fund raising drive.
The City Manager commented that the Parks and Recreation Commission will be
discussing this, and a concern of many people, he felt, would be whether the
public would have beach privileges. Councilman Liebl said that the people
who called him were perturbed because they did not know about it. They
wondered how the City could give away about 7 acres of land without informing
the puUlic. Councilman Harris said that the City would be giving away about
$3500 per acre of land and getting in return a million and one half facility.
Councilman Liebl asked if there would be any taxes received. Mayor Kirkham
said no, but the City would be gaining a swimming poo1, plus many sport
facilities. Councilman Sheridan said that this would not be a Crty facility.
He said that he felt that there is a lot of explaining to do. He felt that
properly, at the last Council Meeting the letter should have been received,
but nothing more done. The public, from reading the newspaper story felt
that the Crty was giving the land away without their being informed.
THE VOTE UPON THE MOTION, being a voice vote, all voting aye, Mayor Kirkham
declared the motion carried unanimously.
ADJOURNMENT:
MOTION by Councilman Sheridan to ad7ourn the official portion of the Special
Workshop Meeting Seconded by Councilman Liebl. Upon a voice vote, a11
voting aye, �layor Kirkham declared the official portion of the Special
Workshop Meeting of May 26, 1969 ad�ourned at 7:50 P.M.
Following the ad�ournment, was an informal discussion with the Insurance
Specifications Advisory Committee and the Insurance Consultant, with no
action taken.
Other items discussed informally were: Discussion regarding North Suburban
Sanitary Sewer District, Discussion regarding the New Zoning Ordinance;
and Discussion regarding the Personnel Manual. There was no action taken
on these items.
