The Meeting of the Fridley City Cosncil was called to order by Mayor Kirkham
at 4:30 P.M., August 22, 1969
ROLL CALL:
MEMBERS PRESENT: Kirkham, Sheridan, Samuelson
MEMBERS ABSENT: Harris, Lieb1
CO:ISIDERATION OF REFUND TO FEDERAL GDVERNNiENT OF 1965 DISASTER FUNDS•
MOTION by Councilman Sheridan, seconded, that the City Council approve the
refunding of $11,128,77 to the Federal Government which are 1965 disaster
funds from the Office of Emergency Preparedness which were denied. Upon a
voice vote, there being no nays, Mayor Kirkham declared the motion carried.
STATEMENT OF CANVASS,_ SPECIAL ELECTION AUGUST 19 1969:_
MOTION by Councilman Sheridan, seconded, that the City Co�ancil adopt the
Statement of Canvass and Declaration of Results of the Special Liquor Election
of August 19, 1969 as raviewed by the Council, Upon a voice vote, there being
� no nays, the Statement of Canvass following on the next pages was adopted.
CONSIDERATIOV OF MINING PcRMIT FOR LEO;IARD COCHRAN_

The Acting City Attorney outlined for the Council the request by Mr. Leonar3
Cochran for a mining permit. He explained that Mr. Cochran has agreed to
get all the mining work done, as per the map submitted, by December 31, 1969,
This item is to be brought back to the full Council for consideration.
ADJDURNMENT:
There being no nays, Mayor Kirkham declared the meeting ad�ourned at 5;00 P.M.

THE MINUTES OF THE REGULAR COUNCIL MEETING OF SEPTEMBER 2� 1969 ,
Mayor Kirkham called the Regular Council Meeting of September 2, 1969 to
order at 7:30 P.M.
PLEDGE OF ALLEGIANCE
Mayor Kirkham lead the Council and audienoe in saying the Pledge of Allegiance
to the Flag.
ROLL CALL

M�MBERS ABSENT- None
APPROVAL OF MINUTES OF TfIE REGULAR COUNCIL MEETING OF AUGUST 18, 1969:
Councilman Liebl pointed out an error on Page 2, Item #45, which should be
changed from September to August 22, 1969. He also stated that on Page 19�
fourth paragraph, the motion should be seconded by Councilman Samuelson,
rather than Councilman Liebl.
P40TION by Councilman Liebl to adopt the Minutes of the Regular Council '
Meeting of August 18, 1969 as corrected. Seconded by Councilman Sheridan.
Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried
unanimously.
APPROVAL OF MINUTES OF THE SPECIAL MEETING AND CANVASS OF ELECTION OF
AUGUST 22, 1969
MOTION by Councilman Samuelson to adopt the Minutes of the Special Meeting and
Canvass of Election of August 22, 1969 as presented. Seconded by Councilman
Liebl. Upon a voice vote, there being no nays, Mayor Kirkham declared the
motion carried unanimously.
ADOPTION OF AGENDA
Mayor Kirkham stated �hat there was one item to �dd to the Agenda which was
#34. Discussion of costs for the University Avenue East Service Road from
69th Avenue to 73rd Avenue,
MOTION by Councilman Liebl to adopt the Agenda as amended. Seconded by Council-
man Samuelson. Opon a voice vote, all voting aye, Mayor Kirkham declared the
motion carried unanimously.
FIBST READING OF AN ORDINANCE TO AEZONE FkOM R-2 TO R-3A (Z6A �69-09)
REQUESTED BY SACRED HEART PARISH: Generally located south of Highway #694 '
between Sth Street and 6th Street.
Councilman Harris said that noting that the change in zoning would bring
about an addition of only 5 units, and the fact that the other property owned
by Sacred Fieart Parish is zoned R-3, he would be in favor of the change.
