AN ORDINANCE TO AMEND CHAPTER 46 OF THE
CITY CODE OF THE CITY OF FRIDLEY (Building Permit Fees)
The City Council of the City of Fridley hereby amends
Chapter 46 of the City Code of the City of Fridley,
Anoka County, Minnesota, to read as follows:
46.022. No wood framing for any structure may be
spaced more than sixteen (16) inches on center, except
that in the case of plank and beam construction where
the same is of a type approved by the Building Inspector
as substantially fit for the purpose, a wider spacing
may be used.
46.2. That Sections 200.O10 thru 208.050 of the Code
1 of Ordinance, City of Minneapolis, Minnesota as amended
December 31, 1968, is hereby adopted by reference
and establisl�ed as a schedule of fees to be used
' in connection with the Building Code of the City of
Fridley with the following exceptions:

1. In Section 201,020 of the Code of Ordinance,
City of Minrieapolis, delete reference to fireproof

Attached is the revised Joint Law Enforcement Council Agreement
� Proposal which was discussed at a meeting of the City Managers
on December 29, 1969 at the County Court Fiouse. The meeting was
attended by the City Managers of Anoka, Coon Rapids, and Fridley.
� Also attached is a general position statement from the Anoka County
Chiefs of Police Association outlining the reason for the pzoposed
agreement, its scope an�t general objectives.
It was the consensus of the managers attending the December 29th.
meeting that the proposed agreement should be presented to their
respective City Councils and the County Board early in 1970. No
substantive changes were made in the draft as presented by the
Police Chiefs Association and there seemed to be a genuine concern
on the part of the City Managers present at the December 29th.
meeting that this matter should be discussed with the individual
councils as soon as possible and if agreement can be reached
that it should be implememted in the ver;� near future.
There was unanimous approval of the basic proposal by the Police
Chiefs of our county and the Sheriff. This is indicative o,�
a spirit of coo�,eration which has grown among the agencies
responsible for law enforcement in Anoka County and which
should be encouraged by the governmental units of the couaty to
insure effieicncy and Quality law enforcement. Agreement by
local government to study and implement needed programs jointly
is perhaps the very best response that can be made by local
governments to proposals for a metropolitan law enforcesnent
in lieu of the present system.

Re: General Position Sta�tement with Respec't to Joint Law Enforce�ent Proposal
The Anoka County Chiefs of Police Association has given substantial study and very
careful consideration to the question of law enforcement organization within
Anoka County and to a variety of areas which appear to require joint action if we
are going to handle our own law enforcement problems. It is our opinion that a
joint law enforcement council should be created through the use of the Joint Powers
Act wr.ich authorizes joint activities by municipalities and the county. We have
formulated the attached agreement form for your consideration as one method by which
joint study of our problems and action programs resulting from such study could �e
undertaken.
Some of the areas of mutual concern that have been discussed which should b� the
subject of study under the proposed agreement are:
Communications
Central records
Purchasing
Training
Recruiting and testing
Federal grants
Specialization of personnel
Investigation
(such as arson, murder; narcotics)
Study of the criminal justice system
The objectives of the new organization are set forth briefly in the joint agreement
which is attached and can perhaps best be summarized as follows:
1) To undertake research and development of law enforcement and criminal justice
programs in a manner which will provide a basic inventory of law enforeement
services and law enforcement needs under our current organization.
2) To develop out of the basc research and inventory data recommendationa for
char�ges in our law Pr�rcement programs which would result in:
a) Realignment of law enforcement responsibilities between and among
the various functioning units where this a�eared advisable, and
b) Creation of centralized but jointly administered services in areas
which �he study shows advisable. •
3) To provide for a mechanism or vehicle capable of jointly admini�tsrin� fu�ctions
that appear advisable as a reault of the study.

area o� jurisdiction covered under a study that would make our c:ances of getting
federal aid, both for study purposes and �or actior. programs more like].y �thaa could

changes and which are of a regional nature and are occurring or likely to occur

WriEREAS, they likewise recognize that they do all have the power to and do
in fact maintain police departments and police personnel, and
WHE:2EAS, one of the stated purposes of this Council shall be to preserve
the authori-ty and responsibility of local law enforcement to the extent to which
it is practical and economical, and
WHEREAS, the undersigned governmental units recognize that pursuant to the
provisions of the Joint Exercise of Powers Act, Section 471.59 Minnesota Statutes
Annota�ted, that they do have the authority to enter into this agreement where
they are jointly and cooperatively exercising a power common to all of the con-
tracting parties and pursuant to this and in order to insure that a proper
regional organization be established rep�esentative of the various municipalities
involved with authority and responsibility to research and study problems of law
enforcement of a regional nature, together with the authority and power to
implement such regional services as hereinatter set forth and that the parties
hereto do hereby establish the following organization with the management authority
vested therein as set forth as follows:
1) The name shall be: ANOKA COUNTY JOINT LAW ENFORCEMENT COUNCIL.
2) That it would be subject to the management of a council of 17 whose

the part,��ipating gover�mental units of their Chief of Police together wit�

As an example, all comnercial and industrial properties in the
areas that had paid their full equivalent share of the sewer
main assessmen� were given a$300 per acre credit fran the REC
charges established for their properties. In the areas of
Fridley that did not have the full main assessment, the credit
per acre was $100. This $200 per acre difference was for the
purpose of equalizing the assessments.
With the repeal of the resolution setting up connection charges,
, we lost the means of equalizing the assessments in the City of
Frid�ey for sanitary sewer mains. I therefore recommend that
the City Council adopt a resolution levying a$200 per acre
' connection charge on those areas of the City of Fridley which
have not paid the full main assessment. These areas are shown
on the attached map.

A RESOLU?ION AUTNORIZING THE COLLECTION OF A PER ACRE CONNECTION
CHARGE FOR THOSE AREAS OF THE CITY OF FRIDLEY THAT HAVE NOT PAID
THEIR FULL EQLIVALENT SHARE OF THE SANITARY SEWER MAIN SYSTEM
AND AMENBING RESOLUTION N0. 5-1970.
WHEREAS, The City of Fridley has constructed an internal
system of mains and laterals to collect sanitary sewage, and
WHEREAS, Some areas of the City have not paid their full
equivalent share of the sanitary sewer main system,
NOW, THEREFORE, BE IT RESOLVED, That a charge of $200 per
acre shall be collected for all areas of the City of Fridley
(as further described bel�w and outlined in the attached map)
which have not paid their full equivalent share of the sewer
main system.
Area A. All that area in the City of Fridley lying West
of University Avenue, north of 69th Avenue, east
of the Northern Pacific Rai]way right-of-way,
a�d south of the north City limits.
Area B. All that area lying south of 73rd Avenue, west
of the Ramsey County line, East of University
Avenue, and north of the following described
line; commencing at University Avenue and 69th
Avenue Northeast, then east on 69th Avenue
extended to its intersection with Rice Creek,
then east aiong Rice Creek to its intersection
with the Ramsey County line. (Except that area
assessed for sanitary sewer mains under Project
No. 24.)
BE IT FURTHER RESOLVED, That the refund of REC charges
authorized under Resolution No. 5-1970, dated January 12, 1970
take into consideration this difference of assessment rates in
the City of Fridley, and that the City shall hereby hold back
from the refund $200 per acre for all that portion of the City
of Fridley lying within the area described above.

SUBJECT: Projection of Water and Sewer Revenue Estimates
and Debt Service Requirements .
On the following two pages you wiil find an estimate of the
Utility Fund profits for the year, and the Debt Service
requirements for the Utility Fund.
Based on the construction projections furnished by the City's
Engineer's office, and based on the $2,221,868.00 which the
Utility owes at the present time for past improvement projects,
it appears that the revenues of the Utility Fund will fall
short of requirements.
The figures shown on these two pages do not represent an
indepth study, they do show that such a study probably should
be conducted relative to the need to increase water and sewer
permit fees from the present $10.00 and $20.00 to some higher
figure, possibly $25.00 and $50.00, and also to possibly
increase the Utility rates.

The City has been moving in the direction of paying auto allowances rather
than providing City vehicles. In the Departments, the Fire Chief and Fire
Prevention Chief are already given a$1,000 per year sutomobile allowance.
In consideration, the above provides many advantages to the City and the
employee. The City does not have the cost of providing and maintaining a
vehicle and processing numerous mileage vouchers. Also, in most instances
the employee must have a vehicle to drive to his place of employment. Under
the sutomobile allowance system the vehicle does not sit outside in the Weather
resulting in starting difficulties during the winter months, as the employee can
drive it home and garage it, without public criticism. In all, the system
provides an advantage to both the City and the employee.
Under the allowance system, the employee does not claim mileage for
' trips, other than those outside of the metropolitan area. The employee
completely maintains and provides gas and oil f�r his own automobile. Radio
installation only is at City expense.

During the budget session it was agreed that the allowance system should
be used, rather than obligate the City pur.chase and maintenance of more and more
vehicles.
It is recommended that the Council approve annual automobile allowances

The present administrative vehicle in the Finance Department would be
transferred to Parks and Recreation Department - primarily assigned to Parks
and Recreation Director and supervisors. Parks and Recreation had requested
a van and this would substitute until a van can be budgeted. The vehicle has
been unfinanced for past two years.
The chief of Police vehicle would be transferred to the Investigation
Department and would eliminate necessity for purchasing another vehicle.
A pickup truck presently assigned to the Director of Public Works would
be a replacement, rather than purchase of a new vehicle.
' The present Assessor car which should be replaced would not be replaced.
Also, an additional new car for the full time Asaessor appointed last ye8r would
not be necessary.
' The City Engineer car would be assigned to the Assistant Engineer and the
Engineering Department for general use. When this vehicle is worn out considera-
tion can be given to whether it should be replaced or not.

3. The plans and specifications prepared by the City Engineer
for such improvements and each of them, pursuant to the Council
resolutions heretofore adopted, a copy of which plans and
specifications are hereto attached and made a part hereof,
are hereby approved and shall be filed with the City Clerk.
4. The work to be performed under STREET IMPROVEMENT PROJECT
ST. 1970-1 and MUNICIPAL STATE AID PROJECT N0. 1970-2 shall
be performed under one contract.
The City Manager shall accordingly prepare and cause to be
inserted in the official newspaper advertisements for bids upon the
making of such improvements under such approved plans and specifications.
The advertisement shall be published for three (3) weeks (at least 21
days), shall specify the work to be done and will state that bids will
be opened and considered at 11:30 A.M. on the llth day of March, 1970
in the Council Chambers of the City Hall, and that no bids will be
considered unless sealed and filed with the City Clerk, and accompanied
by a cash deposit, bid bond, or certified check payable to the City
for five percent (So) of the amount of such bid. That the advertise-
ment for bids for STREET IMPROVEMENT PROJECT ST. 1970-1 and MUNICIPAL
STATE AID PROJECT N0. 1970-2 shall be substantially in form as that
noted in exhibit "B" attached hereto for reference and made a part
hereof-.

Recent regulations set forth by the State Pollution Control Agency
has been published regarding the disposal of combustible wastes
by burning in the open. TheSe regulations are for the purpose of
reducing the amount of pollutants emittea into the atmosphere by
ordinary burning methods.
As these regulations have been set forth by a state agency and have
the force of state law, the City Council of the City of Fridley is
studying the problem as it affects the city and will be considering
changes in ordinances regulating burning.
!n )ight of this, if your firm has been disposing of refuse by
burning, I would like to suggest that you study other methods of
disposal. Burning of refuse is not completely banned but the
criteria for incineration is rather complete and complex. Very
high rates of combustion are required to preclude any polluting
effect of the atmosphere.
