The public hearing notices for the proposed preliminary plat, Inasbruck
North, P.S. #�70-03, and the rezoning requeat, ZOA /70-05 bq Viewcon, Inc. Wexe
read by Chairman Erickson.
Mr. R. D. Blohm, 1605 Berne Road, ask�d if the members of the Planning
Commiasion had seen some of the buildinga Viewcon had conetructed. The Chairman
informed the public that at the last meeting there w�s an invitation extended
to the Planning Commission, Council and the public to view their project at
Twin Lakes. Mr. Harris said that Mr. Schmedeke, Darrel Clark, Mr. Breider aad
he had a conducted tour through the project. Mr. Minish and Chaitman Erlcksoa
had also viewed them. Une of the differences betWeen a townhouse aad towahouee-
apartment is that eseh apartment is a one floor unit from front to back. The
tawnhouae-apartment consists of two six unit buildinge connected.
Mr. C. E. Van Eeckhout (Chuck) of Vievcon, Inc. gaid th�y int�nd to build
the same plan in Fridley with slight modifications to accom�odate siagle faiaily
concept. For example, they would put petitions between the gaTages aad �ake
them larger, wlth a hallway so that the garagea can be locked tsom the insid�
and outaide. There are some interior 2ayout changes to be made, but the ba�iC
coneept is the same. There will be a larger dining and kitchen area.
Mre. Doyle Mullin, 1233 Hathaway Lane wanted to knaw if it were out oi
, ordar to �sk for a quick explanation of the plan ae it pertains to traffic,
d�tw ity and zoniag inasmuch ae this was her first seeting. Chairaaa Er�ckaoq
reviewed the Vieircon layout.

Mr. William Dietz, 1280 Hathaway Lane: His question t�ras la cotljuACti0t1
With a traffic atudy of Hathaway Lane and posaible extension to Msttssho�l
Dr1ve. According to hia understanding of the proposed plans, there �rould bs
abaut 2,500 ca=a, and if they follawed the normal course of the tr�ffic p$tt�t'n,
they Would be ueing HathaWay Lane to get out to Highway �65. Ae de�iaitely
felt that the condition of the street was not conducive to this extsa CtafilC.
Mr. C..M. Engebretson, 5375 Matterhorn Drive: He aeked ebout the l�t1d
that wss to be donated for a park by the petitloner. The total acreage Mas �2
acYes and Mr. Fitzpatrick (Chairman of Parke � Recreation) said there W�ue about
the sau�e amount of tax forfeit land adjacent to this property which the Ci.ty
contemplated purchasing.
Mrs. Mullin wae oppoaed to using the land for anything except R-l. The
traffic between the time of 4:30 and 5:00 on Old Central Avenue and Highway �6S
ie extre�eely heavy naw. She felt the proposed pro�ect would add to the tsaillC
problem. She thought thie was a poor plan.
� There rae then a diacussion�of the intereection of Matterhorn Drive and
Hath�rtay Lane. There would be no problem vith the xater on Matterhora Driw
because the watermain was in and the ground was at grade, but Where Ma�tterho�u
lnteraecta Hathaway, there is a steep grade -- about 10 foot differential aad
lOX grade going to Central Avenue which would make it difficult to dslvo Mith
Winter ice.
Mr. Van Eeckhout aaid there are certain advaatages to closia= fl�thaWay

said that if the atreet were closed, which would autonatically disconnect it
from Matterhorn Drive, Hathaway Lane wrould have to be removed fro� the State
Aid system. If New �righton would cooperate, and have the propoeed road which
inter�ect� with Silver Lake Road designated as State Aid, Fridley could consider
designating its portion State Aid also. If Hatha�ray Lane vere closed, a turn
around would have to be considered.
A citizen said that when they purchased their property, they checked the
whole ares and found it was zoned R-1. 1°tney preaumed it would stay this way.
He had not heard of anyone who approved thia plan aad he thqught the Planning
Commission would go along with the residenta of the area.
Mr. Blohm did not feel this type of area development would beaefit the
City of Fridley. As thia is the largest tract left in Fridley to be dsveloped,
he felt aerious consideration ahould be given before a decision ie reached.
He wondered if the petitioner would be persitted to cone in so'e time in the
future and request the R-1 area to be rezoned to multiples.
Mr. Van Eeckhout anawered that perhaps such a thing could be, but they
had no plans to do so.
Mr. Engebreteon asked which area wrould be developed firet. The aneM�t

Mr. Miniah wondered if it would not depend upon the selling

He felt there should be some way to preserve the terrain. He referred to the
density in the Ttain Lakes concept but said the ratio is much more eotnfortable
in the Innsbruck North area. He did not feel he could endorse this proposal.

for the use of the re�idents. The density in Lhe Ir�nsbruck Noxth project i.s
nearly '-i of what it is in the 1�ain Lakes. .
Mr. Fitzpat�ick felt the proposal deserved to be looked at by the Cot�nail,
and should not be he�.d up any longer.
Mr. Van Eeckhout sa:id they had worked hard to save as m�ny trees Ss th�y
could. The toc�nhouse--apartments 4�ould be the sa�ue as attached single f�uut�.ly
re�idences with 200 feet or more of green area bet�xeen the buildings. The
&in�l.e f�mily residences will have 15 to' 20 feet bet�aeen thee�. They were
cex'tait� a lot more trees in the East Hal� o� the area can be saved than �h�
West where the sin�le family homes would be.
Mr. Harr.is said he realized that you cannot develop this ground and mak�
eve�ybody huppy.
Mr� Van Eeckhout eras asked whzt was the density he had accepted in other
Clties ior the high rise �partments. The tygical fi�ures used were GO-5Q unifis
per aere. High rise �pabtments occupy only a small pQrcentage of the land;
they are more costly tn construct; the return is not as good as tha�t pf a tpwn°

building. Viewcon had talked with a large nu�b�r of peogle from the adjacent
�rea be�oxe presenting their plans to the City. As a result of these meet;in�s,

obviouely there are some objectioas and aome things that the Comaission did nvt
feel should be done. They would like to knvw what tr�ey are and they would work
with the Commiasion.
Mr� Miniah said the statement had been made it is not feaaible to develop
the property R-l. Why. if the property ie zoaed R-1, ie it not developed that
way? [ie felt there has been no facta given t�a justify the statement. When
the Commission is faced with a decision tc change zoning from R-1 for property
ot thie size, a good reaeon ahould be given for devlating fro�n that. It may be
th�t in R-1 you can aave only 20X of the trees and in your proposal for totim-
house-apartments you can save 40X, but there were no figures to prove it, It
wae difficult for him to make a recomnendation that thia proposed plan is the
best one.
Cha:[rmaa Erickson.told Mr. Van Eeckhout that both the CoaQaission and the
public are very appreciative of the work they put into this request. He hAd
indieated he felt high riae in that area would be acceptable, �t leaet to hitp.

their decieioa.
Mr. Fitzpatrick added the property o�ner hae the right ta ultimately develqp
h1s property profitably, but he did not have any solution. The other proposal
that had been made geaersted insurmountable problems of traffic. This ia a
psoblem for the cicy in general. The right of the property awner and the rlght
of the surrotuiding re�idents not to be saddled with a problem seems to be where
the �1.tuation slts -- �tithout recommendation.
MT. Harris eaid, in his opinion, it was not the Vie�con plan or the way it
waa dvae. It probably goes further back. When every one in that asea bought
their hw�ee it was soaed R-1. They bought property with the idea this Mas �oing
to be �11 residential. Perhaps this situation is not one of the Planning Co�-
a�ias�on making.

Nick Barrett, 7450 Lakeside: When he applied for a new home, he was told
he was going into oae of the finest districta in Fridley. He was bpm and rat�setd
�a Chicago so he knows what it is to have tenements and apartments. He lived
in Southeast Minneapolis for ten or fifteen years. At firat it was oas of ths
be�tt places you could live in all of Minneapolie. If you take a trlp dawA Cha�e

by the City Council, set the date for hearing on the proposed improvements, as speci-

5. This Council finds that each of the lots, pieces, or parcets of land
enumerated in said proposed assessment as attered and modified was and is
specially benefited by the
WATER IMPROVEMENT PROJECT N0. 98
in the amount in said proposed assessment as attered and modified by the
corrective rott in the amount set opposite the description of each such
lot, piece, or parcel of land, and that said amount so set out is hereby
levied against each of the respective lots, pieces, or parcels of land
therein described.

' 6. Such proposed assessment as aitered, modified and corrected is affirmed,
adopted and confirmed, and the sums fixed and named in said proposed assess-
ment as attered, modified and corrected with the changes and alterations
' herein above made, are affirmed, adopted and confirmed as the proper special
assessments for each of said lots, pieces or parcels of tand respectively.
7. Said assessment so affirmed, adopted, and confirmed shatl be certified to
' by the City Clerk and filed in his office and shall thereupon be and
constitute the speciat assessment for
WATER IMPROVEMENT PROJECT N0. 98
8. The amounts assessed against each lot, piece, or parcel of land shall bear
interest fram the date hereof until the same have been paid at the rate of
seven and one-half t7�-�) per cent per annun.
9. Such assessment shalt be payabte in twenty (20) annual instaltments payabte
on the lst day of January in each year, beginning in the year 1971, and
continuing until all of said installments shall have been paid, each install-
ment ia be cotlected with taxes collectible during said year by the County
Auditor.
10. The City Clerk is hereby directed tq make up and file in the office of the
County Auditor of Anoka County a certified statement of the aa�rwunt of all
such unpaid assessments and the amount which will be due the�eon on the tst
day of January in each year.
